Synopsis I PC for Arrest (Include all elements of the crimes, date of violation, and location of crimes)

On 6/3/14 around l 740hours Everett PD located an occupied 24 foot RV in the Walmart parking lot on Hwy 99 in Everett. The RV left the parking lot and dispatch advised it was headed east on Center Road at a high rate of speed, I was in the area in an unmarked patrol vehicle with red and blue lights, working siren, and wearing my department issued uniform. Dep. Atwood got behind the vehicle on 4 lh Aye W. headed south. At 4 lh Ave W and 124 th ST the RV drove through a red light and engaged Dep. Atwood in a pursuit. I got behind Atwood with my lights and siren on. Dep. Atwood was in a marked police car with his lights and siren on. The RV turned east onto Mariner Square and drove through the casino parking lot at a high rate of speed. It then went out onto 1281

h ST SW and jumped the "C" curbing. cutting through oncoming traffic into the eastbound lanes causing traffic to both slam on their brakes and swerve out of the way. Dep. Atwood and I continued to chase the RV. It was occupied by a while male with a shaved head. The RV continued east across the overpass then cut traffic off. jumped over another "C" curbing and headed north on 15. Atwood and I were terminated by the onduty SGT and stopped pursuing. I eventually got on IS and was about Y4 mile behind the RV, with no lights or siren on. I believed the driver of the RV did not know my patrol vehicle was a police vehicle. he was now driving normal. Around the entrance to SR 526 and IS north another marked unit got behind the RV and engaged it in a pursuit west on 526. The RV again drove into oncoming traffic. cutting driver's off and forcing them to swerve out of the way. The RV headed back east On 526 and then blew a red light driving into oncoming traffic to go north on Broadway. The RV was passing cars in a no passing zone, driving into oncoming traffic. until the pursuit was again terminated by the SGT around the 7300 block of Broadway.

AT that point I lost the RV. A short while later I heard Everett had found it and it was running from them, eventually got on SR 2 in the oncoming lanes and was headed East on SR 2. I headed that directing. At some point a deputy spotted the RV pulling out of a driveway on SR 204 headed east toward Frontier Village in Lake Stevens. I was at 81 st and 204 and could see the RV coming my direction. All of a sudden the RV swereved toward me and took the tum on 81 st narrowly missing my patrol vehicle in a head on crash. I turned around to follow it. not activating_my_ lights or siren. I put out over the radio multiple times for other marked units to leave the area so I could try to shadow the RV until the driver pulled over and fled on foot, which is what I was expecting.

The RV .continued north on 81 st and then blew a stop sign onto east bound Vernon Road. It continued East on Vernon road driving into oncoming traffic to pass a car and then narrowly missing running over a woman running on the side of the road. It continued to Lundeen park way where it blew the stop sign almost causing an accident and headed north on Lundeen back toward Hwy 9. At the intersection of Hwy 9 a marked patrol car got behind it and activiated its lights. The RV sped up, drove north in the southbound lanes of Hwy 9 toward Soper Hill Road. Just before the light at Soper Hill the RV swerved head on toward a black jeep. The jeep dove out of the way toward the ditch to avoid a catastrophic head on collision. The driver of the RV then swerved back into the north bound lane at the intersection. Also at this intersection a WSP Trooper had thrown spike strips out. The RV swerved toward the Trooper standing on the side of the road and I saw the Trooper jump out of the way. The RV continued north on Hwy 9 and traffic was stacked up at the light for Hwy 92. The RV drove onto the curb, around traffic to get through the intersection and the red light at Hwy 9 and Hwy 92, causing traffic to jump out of the way. We continued north on Hwy 9 and another Sgt terminated the pursuit so the marked unit turned off his lights. I again advised over the radio that I was going to try to shadow the RV from a distance hoping the driver would not drive so reckless if no marked units were chasing him and eventually ditch the RV. The RV turned east on 42nd ST from Hwy 9 and then went north on 99th Ave. I continued to follow the RV from a distance w/out my lights on. The driver slowed down a little but was still driving into oncoming traffic to get around vehicles. It then went east on 54cti ST blowing the stop sign, drove around the south part of Lake Cassidy and went east on 60th. As the RV was east on 60th there were 3 juvenille girls walking at least one horse in the roadway. The RV narrowly missed the girls.and the horse and continued east. The RV turned north on 123rd Ave again blowing the stop sign. Dep. Harkins advised he had spikes in the 8100 block of 123rd Ave. As the RV approached that location, traffic thickened. This was a two lane undivided country road with big ditches on either side. The RV went into oncoming traffic to get around cars. I saw Dep. Harkins throw his spikes out and the RV swerved toward Dep. Harkins causing him to jump out of the way. The RV continued north and then blew the stop sign onto g4th ST and headed east. In the 13100 block we were told to stop following the RV so we turned around. A minute or two later another deputy found it on the Mountain Loop Hwy headed east. He advised it turned around and was headed back toward the town of Granite Falls. Then he advised the RV crashed into multiple cars and part of a house and the driver had fled.

Witnesses in a neighborhood nearby flagged down deputies advising a male entered their house in his underwear asking for a change of clothes because he was "running from the cops". He entered their house unlawfuly and the owners fled the house. We contained the house and the driver of the RV eventually surrendered. He was identified as Johns and I positively ID'd him based on the numerous times he drove right past me during the incident.

Because of his extensive history of eluding and stolen vehicles, his carelessness for the public and public safety, intentionally trying to hit and assault citizens and the police I called the Honorable Judge Goodwin and requested an exceptional bail based on the circumstances. Judge Goodwin authorized bail for Johns at $1,000,000.
