Dear Member,
Warm greetings for the festive season of the
year. On behalf of AERWA and on my personal
behalf, I wish you very happy Diwali, the festival
of lamps. Diwali is also characterized by beautiful
Rangolis. This year’s greetings come to you with
one such Rangoli.
AERWA had been striving hard for getting
office premises for its functioning more
efficiently for quite some time. The office
premises, thanks to DAE and DCSEM, was finally
inaugurated on September 21, 2016. You will
observe the change of address now on top of this
page. A brief report of inauguration function
appears elsewhere in this issue of News Letter.
A brief history of AERWA –from its
establishment in 1997 till the day its office was
inaugurated also appears on the following pages.

Guest Article: HUM LIKE BEES
The Bee…
Bee, an insect that collects nectar and gives us
wax honey and royal jelly, is not at all unknown
to humans. Apart from honey bee, there are as
many as 20,000 species of bees in the world
classified into 250 genera in 9 families. However,
we know very little about this god’s creature.
Bees immediately capture our attention. They
existed on our planet 56 million years before our
primitive ancestors evolved. They have been true
friends of man and have never done him any
harm. The evolution, development and
diversification of world’s flora (over roughly 120
million years) owe their success to bees. It is bees
that promote the production of most grains,
fruits, greens, vegetables, berries nuts etc., so
essential to man and animals. Bees are
responsible for the flowers that enliven and
brighten the meadows, gardens, valleys etc. The
honeybees, for example, are worth infinitely
more than the items (honey, bee wax, royal jelly
etc.) they produce. We are just beginning to
understand the complex bee-flower relationship
(or the co-evolution of one plant species
intimately associated with single species of bee).
Naturally, poets, writers, philosophers have
euologised the bees; many myths, legends, fairy
tales, have evolved around the fascinating life
and habits of bees.
Bees recognise landmarks, possess an internal
compass, note and record movement of the sun
as an orientation clue and even detect planes of
polarized light to know the position of sun during
cloudy days. One of the most significant
discoveries in animal behaviour during the 20th
century was that by the Austrian scientist Karl
von Frisch who was awarded Noble prize in 1973
for revealing to the world about the way bees
communicate precisely among themselves, after
a forage activity (scouting for available flowers
and pollen) through a series of ‘dances’ –“circular
dance” for information on feed ground within a
distance of 50 meters and “tail-waggling-dance”
for materials available farther than 50 meters
and upto 6 km about the food source, the
quantity, distance, the position etc. Different
races of honeybees have their own distinct
‘dialect’ of dance language.
A honeycomb is a marvel in architecture. It
may have about 50,000 to 80,000 bees, mostly
comprising worker bees, which live up to 6
weeks. It is an organization where each bee is a
vital part of the whole. The worker bee rears,
nurses and cares for the brood; keep and
maintain the cells in the hive. Queen bee lays
15,000 to 20,000 eggs during a season (about
1500 a day) in carefully laid out cells. The worker
bee visits the cell with nectar 1200 to 3000 times
a day to feed the larvae. The honey, wax, royal
jelly etc., are all required to make the comb and
feed the larvae. The worker bee’s brief life is full
of toil and ceaseless work for her kin. The bee is
more honoured than other animals, not because
she labours, but because she labours for others.
Over 5000 years, man has gradually perfected
the science of ‘robbing’ bees of the honey. Sage
Dattatreya learnt the lesson –‘Do not hoard like
bees’- which was limited to his seeing a man
collecting honey from a bee-hive. Having
laboured for so many days, they were robbed of
their collection. The Sage felt that hoarding is a
cause of misery and sorrow.
The taste of honey depends on from which
flower the bee has collected the nectar, because
each bee collects nectar only from a specific
flower. Shri Ramakrishan Paramahansa wanted
people to have singleness of purpose like bees
and higher goals like flowers.
… and the Yoga-Bhramari
The humming sound that the bees create is an
extremely soothing sound to the mind and is
similar to the sound of melodious bell either in
temple or church. When one enters the (Hindu)
temple, one usually sounds the bell hanging at
the entrance. (Certainly, it is not a calling bell,
announcing one’s arrival to the God in the
sanctorum!). The real significance is to put one’s
awareness on the sound emanating from the
bell; the sound ceases and tapers off into mild
reverberations [m….m….m…..m…m…). When the
mind (with closed eyes) picks up the last feeble
reverberations, it becomes totally calm and
settled, ready to meditate on the deity inside.
Even in churches (during the mass or important
functions) the big bells are struck. By putting
one’s awareness on the reverberations, calmness
of mind, necessary for meditations on spiritual
aspects, is obtained.

Stories abound in Hindu mythology about the
(physical) strength of bees. In Devi
Bhagavatham, there is a story of one Arunasura,
who was making the life miserable on Earth,
because he had the boon that he will not be
killed by any conceivable creature. To put an end
to him, Devi commanded the bees hovering
around the flower She was holding to kill the
Asura. The world became dark with a swarm of
bees; the bees penetrated the bodies of Asuras
and annihilated them. Later the Devi was
worshipped as Bhramari Devi.
Right from our birth-to the last moment of
death the breathing activity goes on even
without our realising it. The state of mind-
happiness, tension, negative or positive emotions
is closely related to the rhythm of breathing and
also affects the breathing pattern. Conversely,
one can be in a steady state of mind in peace and
harmony with the given surrounding by
consciously controlling one’s breathing pattern.
On the physiological level, breathing supplies us
oxygen and removes the toxic gases resulting
from metabolic activities. On a subtler level, it is
a medium by which life forces called variously as
prana, chi etc., enters and pervades our body.
Human lungs have 3 lobes on the right and 2
on the left, to store sufficiently large amount of
oxygen required for one’s activity. But most of
the people use only the top lobes of the lungs
and the bottom ones are not at all activated in
their life time; in many cases they are in a
pressed condition due to wrong postures and
poor breathing practices. In order to take
advantage of the full capacity of the lungs, one
should breathe deeply. We generally breathe in
deeply but, breathe out fast. However, in order
to breathe in fully, the breathing out should be
longer than the breathing in, so that the lung is
totally emptied. This also promotes relaxation
and mental poise.
Ironically, the smokers are the best
practitioners of pranayama, especially the aspect
of breathing out longer. They inhale the smoke,
allow it to pass and fill their lungs [holding the
breath, called kumbhaka] and breathe out slowly
and steadily, sometimes in installments and
some, even making rings of smoke etc.
(controlled breathing out !).
In order that we get the most benefit, we
should breathe out like a smoker (without
indulging in the habit of smoking!), feeling fully
conscious that the cool air we breathe in
completely occupies and fills the lungs [all the
lobes].
The act of breathing out longer can be
developed by practicing the Bhramari pranayam-
�ामर� �ाणायाम- (Bhramar means a bee;
regulated breathing is pranayam). This breathing
practice is also good for singers and can be
developed into a form of meditation to calm
down the mind.
Bhramari pranayam (the simpler form while
breathing out) can be practiced in any sitting
posture sitting on the ground with legs crossed
or even on a chair (in office or at home). Keeping
the backbone erect (and not resting it against
any support) is beneficial. (One can practice it
under any situations while waiting for a bus, for
example, if no one is around to watch you
curiously!). The eyes must be gently closed
during the practice. The palms are facing
upwards, little, ring and the middle fingers are
gently in closed condition; the thumb and the
index finger are kept joined (as in chin mudra) .
Take a deep breath; while breathing out
slowly, make a humming sound, by gently closing
the glottis (in the throat). The sound produced
will resemble m…m…m…m…m…, as if one is
pronouncing the final part of the mantra OM.
Breathe out as much as possible; wait a moment
and breathe in slowly and breathe out producing
the sound. Put total awareness on the sound,
feel the vibrations in the face (especially below
the jaws and on the cheeks). One can also feel
the vibrations at the tip of the closed fingers
[thumb and index finger]. It is very important to
observe the silence just after breathing out
totally (when the sound ceases) and before
breathing in. After practising this exercise thrice
(to get optimal effect), observe the changes
taking place in the body (which is totally relaxed)
and the mind (which is calm). Slowly open the
eyes, keep them semi-closed and slowly come
out of this practice.
The practice is called Brahmari pranayam,
because the sound produced during the
breathing out resembles the sound produced by
a bee (or honey bee).

While doing Bhramari pranayam, it would be
beneficial if the characteristics of bees such as
singleness of purpose, their team spirit (including
communicating the knowledge), selfless and
untiring activity for the community, their
usefulness to biodiversity, animal species and
man etc., are contemplated upon with a resolve
to imbibe them in one’s personality.

and a trained Yoga teacher and Reiki
Master.
This is the second article on Yoga based on the habits
of non human creatures in the nature. We will call this
series now as ‘Nature Watch-2; the first one appeared
in previous issue on Makarasan by the same author.

Almost nineteen years after the formation of
Atomic Energy Retirees’ Welfare Association, the
office premises of the association was finally
inaugurated, thanks to the persistent efforts of
AERWA office bearers and to DAE for kindly
allotting the premises. A small inauguration
function was organized, on September 21, 2016
which was attended by the members of presen
MC as well as about 15 AERWA founding
members and office bearers of earlier MCs.
Founder member and the first Secretary of the
association, Shri K V Raghavendran inaugurated
the office by cutting the ribbon and breaking the
coconut at the door.
The inauguration function was followed by the
felicitation of all the office bearers of previous
committees in AERB auditorium.

In his welcome speech, Dr. Manchanda,
President AERWA expressed his gratitude to the
veterans who conceived the AERWA as an
institution nineteen years back and assured that
present MC will carry forward their work
vigorously with the functioning of the office. He
also highlighted the present activities of the
association particularly with respect to the
representation made to authorities on CHSS
issues. He specifically mentioned the dedicated
efforts made by Dr. S. P. Garg to help large
number of DAE pensioners whose pensions were
not revised for more than a decade due to lack of
proper records. He also highlighted the plans to
initiate social activities of AERWA and exhorted
members to come forward and donate
generously for the cause.
The past office bearers, viz. Presidents,
Secretaries and the treasurers were then
felicitated by Dr. V K Manchanda and Dr. B M
Misra respectively.
The highlight of the function was the
reminiscences and advices for future activities by
Shri Raghavendran, Dr. Garg and Shri Pant.
Shri Raghavendran, shared his experiences,
especially the early days with limited resources
but high on enthusiasm and commitment of
members. In his short talk, he paid his rich
tributes to Shri D S Nakra, to whom all
pensioners should be indebted for his
outstanding initiatives.

In his reminiscences, Dr. S P Garg, former
President AERWA described many successful
initiatives of AERWA such as getting office space,
recognition in the portal by DPPW and revision of
pension of many retirees/family pensioners.
Shri R. C Pant, former President, AERWA spoke
on the new initiative in collaboration with IWSA
on assisted living or Rugnasahayak and exhorted
the members to come forward and make this
initiative a feasible option for the benefit of
senior citizens.
The programme was concluded with a vote of
thanks by shri K T P Balakrishnan, Secretary
AERWA and singing of National Anthem.
The function was anchored by Dr. Mohan
Chougaonkar.

Post & Telegraph is among oldest department
established by British in India to streamline their
rule. No wonder Pensioners of this department
organized themselves initially informally and
later as P & T Pensioners' Association in the year
1947 at Poona (Present Pune). During the
General Body meeting in 1975, membership was
opened to all central Government pensioners.
Later GB in 1991 adopted present name All India
Central Government Pensioners Association with
H. Q. at Pune. Among many luminaries, NV
Gadgil (ex-Central Minister) and Jayantrao Tilak
(MP & Editor of Kesari) were Patrons of the
Association. On December 17, 1982, Supreme
Court of India gave a landmark judgment about
pension “Pension is neither a bounty nor a matter
of grace depending upon the sweet will of the
employer. It is not an ex gratia payment, but a
payment for past services rendered”.
Shri Marathe, President Bombay Unit of ‘P&T
Pensioner Association’ was in touch with BARC
retirees and would be retirees to induce them to
join their association. However, Shri KV
Raghvendran who retired in 1994 had discussion
with few colleagues like P K Vaze (Retd. 1995, P-
29), M P Sankaran (Retd. 1998 P-11), P P
Gangadharan (Retd. 1999 P-1360), KKB Nair
(Retd. 1998, P-211), N S Kimsen (Retd. 1993 P-
318), Dr. Narendra Sharma (Retd. 1995, P-8) etc.
which eventually led to the formation of an
Association of retirees from DAE itself,
presumably as work culture as well as issues of

was presided over by Shri P.P. Gangadharan,
Retd. Jt Controller of Accounts , BARC. The venue
was AECS no 1.
The team of dedicated volunteers frequently
met in “Creek View CHS, Udaygiri CHS, ARWA’s
(Anushakti Nagar’s office, Vrindavan) etc.
Organizational issues like defining ‘Aims &
Objectives’, adopting by-laws , enrolling
members, registration of association and PAN no
etc. were initiated and accomplished in very
short period and were adopted in first GBM held
on May 31, 1997.
Shri K V Raghavendran was instrumental in
completing the formalities related to Registration
with timely help from S V Pawagi (Retd. 1992, P-
83) who was staying near Charity Commissioner’s
Office at Thane. Initially, it was intended that the
association will work only for the pension related
matters of the retirees. However, to broaden the
scope of activities, the association was named as
Atomic Energy Retirees’ Welfare Association
(AERWA).
AERWA has always given an utmost
importance to emotional integration of all retired
scientific, engineering, technical and
administrative staff members of the Department
of Atomic Energy. It has always been arranging
at least three meetings of members. Pensioners’
day and Annual day are both a one day functions
wherein a few informative talks are arranged by
the Association, followed by a lunch and then
discussions on various topics of the interest of
retirees. Another activity that the members have
thoroughly been enjoying is the annual picnic.
Various places around Mumbai have been visited
during the last few years. Non existence of the
office premises was always a hindrance in
smooth functioning of the association, but it did
not deter the regular managing committee
monthly meetings at different locations. For
several years the venue was the office of the
Geetanjali CHS, Vashi. Since 2010 these were
being held regularly at BARC Training School
Hostel (TSH). From September 2016, the venue is
AERWA office at Project square, Anushaktinagar.
The bi-monthly AERWA News Letter is very
important activity that has kept members riveted
like a family. It was earlier printed in Vashi and
currently in Govandi. It was ably edited by Shri
Raghavendran till 2014. He wrote on various
subjects like politics, films, social problems,
literature and current issues. They were always
connected to pensioners in the end. S/Shri
Sankaran and Venkitraman used to gather the
news and contents. The first AERWA News Letter
was published within months of registration.
Late Shri V N Venkatraman and Late Dr. BL Gupta
were always there to give the final shape to
editorial and other features in the NL using just
introduced PC PageMaker. Shri S B Jaoglekar as
well as Shri M C Barve kept the spirit of AERWA
sky high. Making it monthly would have made
posting NL easy and cheap as postage required
for monthly periodical is 25p/50p via-a-vis Rs.4
and above for bimonthly and quarterly etc. It
was not possible to do so due to financial
resources and other difficulties. All kudos to the
dedicated team of AERWA for its continuous
publication and posting all over India that
required writing articles, visiting press, editing,
publishing, writing address labels and posting at
designated post office. Dr. S P Garg was
associated with NL as composer since 2008 and
after the sad demise of Shri Venkitaraman he
took over the reins of NL in 2013 and passed on
the baton to the present ME in 2015. Shri Pant
was the editor during 2014-16.
Another important activity of AERWA is
keeping the database of members up to date.
Initially, Shri P K Vaze took care of this activity,
which was taken over by Dr. S P Garg in 2013.
One of the features of AERWA News Letter, of
greeting the members on completing 75 years of
their age, is possible only due to the meticulous
maintenance of the AERWA database. AERWA
also sends the members greetings on completing
Platinum Jubilee of their age. It is possible only
due to the constant update of the database and
sincere work by Shri PK Vaze as well as Shri MC
Barve in arranging the timely dispatch of the
certificates.
AERWA website was very ably handled by Dr.
M R Iyer right from the conception until very
recently. This has been giving the relevant
information to the members simply by a click.
Recently, the website has been thoroughly
revamped using better techniques. The AERWA
website has been migrated to:

Tata Memorial Hospital, Parel and RMC Unit
of DAE are two arms of Tata Memorial Centre
(TMC), the national comprehensive centre for
the prevention, treatment, education and
research in Cancer. It is recognized as one of
the leading cancer centres in this part of the
world. In 1932 when Lady Meherbai Tata died
of leukaemia after treatment abroad, Sir Dorab
Tata was determined to establish similar
facilities for the treatment of Cancer in India.
Initially it was planned as Radium Institute in
Bombay. Sir Dorabji too died in 1932 .
However, trustees of the Sir Dorab Tata Trust,
along with various outstanding Cancer
specialists committed themselves in 1935 to
the establishment of the centre that would
benefit the Nation with an exceptional
everlasting deed than the usual philanthropy.
Out of this humanitarian concept from the
House of Tata, was born the nucleus of a
Hospital on 28 February 1941, called the TATA
MEMORIAL HOSPITAL. It was a center with
enduring value and a mission for ‘concern for
the Indian people’.
Among those who were benefited in early
years by this institute was HH Maharaja Ganga
Singh of state of Bikaner (1880-1943), the only
"non-White" member of the British Imperial

War cabinet during World War I. After initial
success in treatment, he returned to his Home.
Later Maharaja died of throat cancer at
Bombay. Bikaner Hospital is among oldest
hospital in India that had radiology unit since
1937.
In 1952 the Indian Cancer Research Centre
was established as a pioneer research institute
for basic research, later called the Cancer
Research Institute and Radiation Medicine
Center (CRI and RMC respectively). In 1957 the
Ministry of Health temporarily took over the
Tata Memorial Hospital. The transfer of the
administrative control of the Tata Memorial
Centre (Tata Memorial Hospital and Cancer
Research Institute) to DAE in 1962 was the next
major milestone due to the foresight of Dr.
Homi Bhabha, who envisaged the major role
that radiation would play in cancer treatment,
from imaging to therapy. TMH and CRI merged
in 1966 as TMC, representing a classic example
of private philanthropy augmented by
Government support, with a mandate for
Service, Education and Research in Cancer. The
institute had many outstanding medical
personalities who contributed to its reputation,
beginning from Dr. J.C. Paymaster to present
Director Dr. R.A Badwe

Noble Prize 2016: The Nobel Prize 2016 in Physics
was divided; one half awarded to David J. Thouless,
the other half jointly to F. Duncan M. Haldane and J.
Michael Kosterlitz "for theoretical discoveries of
topological phase transitions and topological
phases of matter".
Medical Division’s reply to AERWA:
AERWA had written a letter on August 13,
2016 to Director BARC seeking clarification on
certain medical issues. A reply from Head,
Medical Division was received by the AERWA
office clarifying the queries. The gist of the letter
is as follows.
a) What is the period (from the date of

from hospitals in the approved referral
category, can the referral letter be obtained
post admission?
No post admission referrals are issued in case
the beneficiary gets admitted to referral
hospitals on his/her own volition except in case
of extreme emergency on case to case basis at
the discretion of the relevant specialty.

Ernakulum and NFC employees/retirees at
respective CATs. Hyderabad CAT hearing the
contempt case has directed DAE to implement its
order. DAE appeal against the Ernakulum CAT
order is to be still heard.
AEPWF has filed an OA reckoning 2
increments as Pay for pensionary benefits, at
CAT, Delhi with nearly 1000 applicants (mostly
from NPCIL and a few hundred from other DAE
units including BARC). The next date of hearings
is November 10, 2016.
In a DAE OM dated September 6, it has asked
various Units to provide the financial implications
in terms of DA, HRA, pensionary benefits etc,
considering 2 increments as “Pay”.
3. Pension on special pay for H+ retirees
DAE has filed SLPs in Supreme Court in both
pre-2006 and post 2010H+ cases. For pre-2006
case SLP CC no is 3452/2016 and for post 2010
SLP CC number is 3017/2016.The SLP 3017/2016
was heard on September 14, 2016 where Hon’ble
court did not condone delay requested by the
Govt. Advocate and it asked to issue notice both
on special leave petition to all respondents and
also on the limitation. The court also directed to
tag this SLP with DRDO SLP No. 24745/2015. Now
this SLP(CC) 3017 is converted to SLP/27273.
The SLP/3452 was listed on October 3, 2016 in
the Registrar court. The court has asked to
submit Vakalatnama for respondent No. 2 also
and also the Rejoinder Affidavit. The next date of
hearing is 15th
November, 2016.
Another case OA/261/2011 for pension on
special pay by 52 nos. of post 2010 H+ BARC
retirees was allowed by CAT Mumbai on Nov.6,
2015. DAE has filed a MA requesting abeyance of
this order till two SLPs are decided by HSC. This
came for hearing on 29th June 2016. Court
refused to entertain DAE MA and asked DAE to
appeal, if it desires.
4. Full parity case by pre-2006 retirees
OA 3529/2015 of pre-2006 S-29 pensioners for
full parity with post 2006 retirees and in any case
their pension not less than post 2006 S-24, S-27
retirees, came for hearing on 5th April, 2016. It
was adjourned to 7th
September, 2016. Next date
of hearing is now scheduled on 18th
November,
2016.

The hearing of the S-21 case at CAT Mumbai
was adjourned to June 30, 2016.It was
postponed to September 21, 2016. Now, it is
further postponed to December 15, 2016.
DAE/DRDO/ISRO News:
With ISRO's new range of High Through-put
satellites (HTS) taking shape at Space
Applications Centre (SAC), the present day DTH
dish receivers may be obsolete. One will just
need to attach a dongle to the TV to get the best
entertainment programming. One could even
continue watching the same programs
seamlessly on one’s mobile phone, without break
or delay. The first of the HTS to be launched in
2018 will beam data at speeds of 70 to 80
gigabits per second, faster than even the latest
GSAT class communication satellites - GSAT 18,
GSAT 19 and the yet to be launched GSAT 11 -
that are capable of beaming data at speeds
ranging between 2 and 14 gigabits per second.

Oh! Science and the scientists!
Michel Faraday was among a team of government
commissioners to watch the inquest upon those
who had died by the explosion in the Haswell
colliery in 1844. Among other questions he asked
how the rate of flow of air currents was measured.
An inspector in reply took a pinch of gunpowder
from a box, as if it were snuff, and let it fall through
the flame of a candle. His companion, with a watch,
noted the time the smoke took to travel a certain
distance.
The method satisfied Faraday, but he remarked
upon the careless handling of the powder, and
asked where it was kept. “"In a bag, tightly tied,"
was the reply.
"Yes, but where do you keep the bag?"
"You are sitting on it," answered the inspector
carelessly. Faraday's agility in vacating this seat of
honor may be imagined.

Humour in science:
It was well known to Pauli's co-workers that Pauli
should be kept away from experiments. When
he came near any experiment it would go wrong
and
instruments would go broke. This became
known as the Pauli Effect.
One day an important experiment went wrong
without any apparent reason. Pauli was not even
around, so this was very strange .... until they
discovered a few days later that Pauli was in the
train that was passing the building at the time of
the crash.
