THE ARKANSAS OUT OF SCHOOL NETWORK (AOSN)
AOSN is a sponsored initiative of Arkansas State University Childhood Services and is one of 41 statewide afterschool networks in the U.S. supported by the Charles Stewart Mott Foundation.
THE MISSION OF THE ARKANSAS OUT OF SCHOOL NETWORK
To create safe, healthy, and enriching learning experiences during out of school time for children and youth ages 5-19.

INTRODUCTION TO THE SUMMER FOOD SERVICE PROGRAM
Summer Food Service Program (SFSP) wasestablished to ensure that low-income children
continuereceiving nutritious meals when school is out.
• The USDA administers the program on a national level.
• Within Arkansas, the Division of Health and Nutrition Program of DHS administers the SFSP.

PARTICIPANT ELIGIBILITY• Children 18 years of age or under
• A person 19 years of age or over who has a mental or physical disability as determined by the state or local educational agency
• A person who participates in a public or private non-profit school program for the mentally or physically disabled

SPONSOR/SITE ELIGIBILITY
A public or private non- profit school food authority
A public or private non-profit residential camp
A public or private non-profit college or university participating in the national Youth Sports Program
A unit of local, county, municipal, state, or federal government
Any other type of private non-profit organization

SITE ELIGIBILITY Sites are the actual locations where the
children are served and fed
Sponsors may operate the SFSP at one or more sites
Eligible sites are those that serve children in low-income areas or those that serve specific groups of low-income children

SPONSOR’S RESPONSIBILITIES
• Demonstrate financial and administrative capabilities
• Have not been declared seriously deficient• Serve low-income children• Conduct a non-profit food service• Exercise management control over sites• Conduct pre-operational visits• Make sure all staff is trained on SFSP
procedures

AREA ELIGIBILITY Area must have 50% or more children eligible
for free or reduce school lunch to have a site. Documentation:
• School Data • most accurate • data must come from schools in your service
area• Census Data• mostly used in rural areas
• if school data is close to, but under, the 50% threshold

MEALS • Must follow USDA Guidelines
for all meals that you serve
• Meals can be made by the site themselves
• Meals can be purchased from the schools
Commodities
State agency will provide information about currently available commodities to all eligible sponsors
Meals can be purchased from a food service management company
Must provide Health and Nutrition Program with a contract between sponsor and the food service management company that has been contracted

REIMBURSABLE MEALS Only meals served to children 18 years of age or
younger or a person 19 years of age and older with a mental or physical disability are considered reimbursable.
In order for a meal to be reimbursable, the meal must meet USDA Guidelines.

HOW CAN YOU GET INVOLVED?
APPLICATION PROCESSIn order to become a sponsor, you must:
• Complete an application (online)• Attend a mandatory sponsor training
(held in May)• Ensure that your organization can
manage the program effectively
Meal sites are approved as “eligible” during the application process.

APPLICATION PROCESS (CONT.)
1. Sponsors will be directed to go to https://dhs.arkansas.gov/DCCECE/SNP/WelcomeSNPM.aspx
2. Above the 4 pictures you will see two gray buttons. Potential sponsors need to click “Apply to participate in the Special Nutrition Program On-Line!” button
3. Potential sponsors will be prompted to complete the Pre-Application. Once they answer these questions, they click “Next”
4. Potential sponsors will then be asked more questions and then will click “Submit Request for Access to The SNP System”
5. Potential sponsors will be contacted by a Program Specialist to be sure of eligibility and then will be given log-in information for the applicationUSDA is an equal opportunity employer and provider.
