SOUTHWEST FLORIDA & LEE COUNTY FAIR LIVESTOCK ADDENDUM

OWNER represents to the Southwest Florida and Lee County Fair Association, Inc. (“AUTHORITY”) that no animals that are exhibited or otherwise transported onto LEE CIVIC CENTER FAIRGROUNDS will in anyway be suffering from any contagious or infectious disease. In addition, OWNER shall defend, indemnify, and hold the AUTHORITY, the applicable Show Committee and each of their respective officials, officers, directors, employees and agents harmless of and from all losses, damages, claims, expenses, including reasonable attorney’s fees at the trial and appellate levels, actions and causes of action arising out of, or in any way connected with, or by reason of this Agreement, the presence of OWNER’S livestock at LEE CIVIC CENTER FAIRGROUNDS, an/or use of LEE CIVIC CENTER FAIRGROUNDS including, but not limited to any claim for the death of, or injury to any person or livestock, or damage to, theft of, or destruction of any property arising out of any act or omission of OWNER, OWNER’S officers, agents, employees, trainers, drivers, riders, handlers, contractors and livestock, violation of any Federal, State and Local environmental laws, rules, ordinances and/or regulation, actions for negligence, wrongful death, torts, defects in the real and personal property at LEE CIVIC CENTER FAIRGROUNDS and from any alleged liability, cause litigation or proceeding whatsoever, even if such injury, death, loss or property damage results, in whole or in part, from the negligence of AUTHORITY, or the applicable Show Committee and their respective officials, officers, directors, employees and agents or otherwise. Neither AUTHORITY nor such applicable Show Committee shall be liable to OWNER, or any officer agents, employees, trainers, drivers, riders, handlers, or other contractors, invitees or guests of OWNER for any injury or damage to livestock, person or property. AUTHORITY, its officers or agents, assume no liability for any loss or damage to property (including but not limited to livestock) on account of fire, theft, or any other cause including infectious or contagious diseases. In addition OWNER acknowledges receiving and agrees to abide by the applicable rules and regulation of the AUTHORITY titled SOUTHWEST FLORIDA AND LEE COUNTY FAIR ASSOCIATION LIVESTOCK RULES & PRIZE LIST and same are incorporated by reference herein.

NATIONAL CODE OF SHOW RING ETHICS IAFE (International Association of Fairs and Expositions)

Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to junior as well as open class exhibitors who compete in structured classes of competition. This code applies to all livestock offered in any event at a livestock show. In addition to the “IAFE National Code of Show Ring Ethics,” fairs and livestock shows may have rules and regulations which they impose on the local, county, state, provincial and national levels. All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by heir fine example. Owners, exhibitors, fitters, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards and auction proceeds and shall be prohibited from future exhibition in accordance with the rules adopted by the respective fairs and livestock shows. Exhibitors who violate this code of ethics demean the integrity of all livestock

exhibitors and should be prohibited from competition at all livestock shows in the United States and Canada.

The following is a list of guidelines for all exhibitors and all livestock in competitive events: 1. All exhibitors must present, upon request of fair and livestock show officials, proof of

ownership, length of ownership and age of all animals entered. Misrepresentation of ownership, age, or any facts, relating thereto is prohibited.

2. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates from licensed veterinarians upon request by fair or livestock show officials.

3. Junior exhibitors are expected to care for and groom their animals while at fairs or livestock shows.

4. Animals shall be presented to show events where they will enter the food chain free of violative drug residues. The act of entering an animal in a livestock show is the giving of consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state and provincial statutes, regulations and rules. Livestock shall not be exhibited if the drugs administered in accordance with federal, state and provincial statutes, regulations and rules affect the animal’s performance or appearance at the event.

If the laboratory report on the chemical analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. Itis presumed that the sample of urine, saliva, blood, or other substance tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer, or absolutely responsible person to prove otherwise. At any time after an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the animal shall be administered by a licensed veterinarian.

5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal’s performance or alter its natural contour, confirmation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal is prohibited.

6. The use of showing and/or handling practices or devices such as striking animals to cause swelling, using electrical contrivance, or other similar practices are not acceptable and are prohibited.

7. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during, or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, cooperation and respect and no person shall direct abusive or threatening conduct toward them.

8. No owner, exhibitor, fitter, trainer, or absolutely responsible person shall conspire with another person or persons to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this code of ethics. Violation of this rule shall subject such individual to disciplinary action.

9. The application of this code of ethics provides for absolute responsibility for an animal’s condition by an owner, exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of the code of ethics.

10. The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely responsible person to have any disciplinary action taken by the fair or livestock show for violation of this Code of Show Ring Ethics and any other rules of competition of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary action taken by the fair or livestock show may be published with the name of the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expositions and any special notices to members.

11. The act of entering an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer, or absolutely responsible person that he or she has read the IAFE National Code of Show Ring Ethics and understands the consequences of and penalties provided for actions prohibited by the code. It is further a consent that any action which contravenes these rules and is also in violation of federal, state, or provincial statues, regulations, or rules may be released to appropriate law enforcement authorities with jurisdiction over such infractions.

CHAPTER 5C-4

5C-4.0015 Definitions. For the purposes of this chapter the following definitions shall apply: (1) Accredited Veterinarian. A veterinarian licensed in the state of origin and accredited by the

United States Department of Agriculture, Animal and Plant Health Inspection Service (USDA, APHIS) to perform certain functions of the federal and cooperative-state-federal programs in accordance with the provisions of Title 9 Code of Federal Regulations (9 CFR) § 161 (2005).

(2) Animal(s). This term shall include: (a) Livestock including grazing animals, such as cattle, horses, sheep, swine, goats, and other

hoofed animals; (b) Ratites, limited to ostriches, emus, and rheas; (c) Poultry or Domestic fowl which are propagated or maintained for commercial or breeding

purposes; and (d) Wild or game animals which may threaten the agricultural interests of Florida.

(3) Authorized Representative. An employee of the state or federal government, or a licensed veterinarian accredited by the USDA, who is authorized to conduct animal disease control and eradication activities.

(4) Commercial Production Swine. Swine that have been subjected to and found negative on an annual brucellosis and pseudorabies test and have been continuously managed with adequate facilities and practices to prevent exposure to either transitional or feral swine and so recognized by state animal health officials.

(5) Group. One or more animals maintained on the same premises or in contact with one another.

(6) Horse. Any horse, mule, ass, zebra or other equidae. (7) Isolation. Separation of individual animals by a physical barrier in a manner that assures one

animal does not have access to the body, excrement, or discharges of another animal; does not share a building with a common ventilation system; and is not within ten feet of another animal.

(8) Market Class. An exhibition class consisting of finished fed animals that all go directly to slaughter immediately following the exhibition.

(9) Official Certificate of Veterinary Inspection (OCVI). A legible record or certificate made on an official form from the state of origin or from the USDA, or a Department-approved electronic format, issued and signed by veterinarians licensed and accredited in the state of origin for the purpose of certifying the official individual identification, test requirements, and health status of specific animals for movement, exhibition, and other designated purposes.

(10) Official Individual Identification. An individual animal identification that uniquely identifies the animal, the owner, the premises where the animal was identified and the state in which the official individual identification was applied and: (a) For Cattle:

1.Is approved by the United States Department of Agriculture in accordance with 9 C.F.R. § 86.4(a)(1) (2013), as incorporated in Rule 5C-31.006, F.A.C.; or

2. Is submitted to and verified by the Department as meeting the requirements for official individual identification such that state officials can determine the herd in which the animal was officially identified.

(b) For Livestock Other than Cattle: 1. Tattoos and registered brands such as ear, tail-web or flank tattoos, breed registration

tattoos when accompanied by breed registration papers; or an official breed registration brand when accompanied by a brand registration certificate;

2. Official leg or wing bands for poultry; 3. Color digital images or notarized color photographs of the animal, signed by a state-

licensed, USDA-accredited veterinarian; or 4. Implanted electronic chips with a unique number that is recorded in a single, central

database.

(11) Official test. A test conducted by a method approved by Department rules for the specific disease and animal species.

(12) Poultry, Domestic Fowl or Ratites. Chickens, turkeys, quail, pheasants, chukars, peafowl, guineas, ratites (limited to ostriches, emus and rheas) and waterfowl that are propagated or maintained for commercial or breeding purposes.

(13) Segregated. To maintain a group of animals separate from another group of animals in such a manner as to prevent physical contact between animals of the two groups.

5C-4.0016 Applications, Cards, Forms, Other Official Documents Required and Fees. (1) USDA. VS Form 10-11. An official USDA, APHIS, VS form required for submitting samples and

reporting results of Equine Infectious Anemia (EIA) tests. (2) Division.

(a) Official Certificates of Veterinary Inspection (OCVI). These certificates are provided only to Florida-licensed and USDA-accredited veterinarians and may be obtained as provided in subsection 5C-4.0016(3), F.A.C. Depending on species and purpose (sale or movement), the following are Florida-recognized OCVIs:

1. Official Certificate of Veterinary Inspection, DACS-09000; for use with all species, in association with movement or sale. Cost is $65 per book of 25 certificates.

2. Official Equine Certificate of Veterinary Inspection, DACS-09002; for use with equine, in association with movement or sale. Cost is $65 per book of 25 certificates.

(b) Equine Interstate Passport Card, DACS-09207, is an official card provided by the Department to the horse owner, which certifies the existence of an official negative EIA test within the previous 12 months and a valid Florida Official Equine Certificate of Veterinary Inspection for interstate movement for exhibition purposes in states which accept the card. The document is valid for six (6) months provided the conditions in subsections 5C-3.003(5)(a)-(f), F.A.C., are met. The Equine Interstate Passport Card is not acceptable for change of ownership purposes. It may be applied for by submitting an Application for Equine Interstate Passport Card, DACS-09219, to the Division with the associated fee of $15.00 for the first equine and $5.00 for each additional equine on the same application. Copies may be obtained as provided in subsection 5C-4.0016(3), F.A.C.

(c) Negative EIA Test Verification Card, DACS-09160, is an official doc ument provided by the

Department to the horse owner to show proof of a negative EIA test within the previous 12 months, for purposes other than change of ownership. The document is valid for 12 months from the date the blood was drawn and is renewable annually with an associated fee of $5.00 per application (Card). The Negative EIA Test Verification Card may be applied for by submitting the Application for Negative EIA Test Verification Card, DACS-09206. Copies may be obtained as provided in subsection 5C-18.0011(4), F.A.C.

(d) Equine Event Extension (A Permit), DACS-09051, an official document provided by the Department to the horse owner, which certifies the existence of an official negative EIA test within the previous 12 months and a valid Florida Official Certificate of Veterinary Inspection. 5C-4.0017 General Requirements, Exemptions and Limitations. (1) Official Certificate of Veterinary Inspection (OCVI) Required. Animals presented for exhibition

purposes in Florida, unless specifically exempted, must be accompanied by an OCVI issued by a veterinarian accredited in the state of origin. (a) The OCVI must be complete including the breed, sex, and registration number, and the

official individual identification of each animal. (b) Results of a specific test requirement or herd accreditation, certification or validation

number for each animal must be recorded on the OCVI with the date of the test or herd accreditation, certification or validation.

(2) Expiration of Required OCVI. (a) For Florida-origin animals an OCVI is valid for 90 days from the date of issue; or until the

expiration date of any required tests, whichever is the earliest date. (b) For animals imported into Florida for exhibition purposes only, the OCVI is valid for 30

days, except that, for equine imported into Florida using a current Equine Interstate Passport Card, DACS-09207, or equivalent of the state of origin signed by the State Veterinarian or chief animal health official, the OCVI will be extended to the date of expiration of the Equine Interstate Passport Card or its equivalent of the state of origin.

(3) Exemption to Required OCVI. An OCVI is not required for animals originating in Florida and entered in market classes provided that animals are segregated from other animals and the pens are occupied only by the animals in a market class. Pens used for market classes must not be reused until after cleaning and disinfecting.

(4) Inspection Required. Prior to immediate acceptance at an exhibition, all animals presented for exhibition must be visually inspected by an authorized representative for: (a) The required official individual identification of the animal; and (b) Clinical signs of disease including, but not limited to: caseous lymphadenitis,

blisters/ulcers around the mouth, nostrils, coronary band, pinkeye, pox, scabies, lice, ringworm, atrophic rhinitis, or multiple warts that are clearly visible; and

(c) Evidence of compliance with animal tests and OCVI requirements, where required. (5) Animals Rejected for Exhibition.

(a) Any animal in noncompliance with animal tests and OCVI requirements, or

(b) Any animal not meeting the official individual identification requirements, or (c)Any animal which is suspected of having or showing clinical signs of dangerous

transmissible, contagious or infectious disease on visual inspection, or any animal which is known to be exposed to such diseases must be: 1. Immediately withdrawn from exhibition and returned to the place of origin, or 2. Examined by a Florida-licensed and USDA-accredited veterinarian at the owner’s

expense within 24 hours, who certifies by a signed, written statement, that the animal is free of dangerous transmissible, contagious or infectious disease and pests.

5C-4.002 Cattle or Bison. (1) OCVI Required.

(a) Florida-origin cattle or bison moved for exhibition must be accompanied by an OCVI dated not more than 90 days prior to exhibition.

(b) Cattle or bison imported from other states for exhibition must be accompanied by an OCVI dated not more than 30 days prior to exhibition.

(2) Test or Certification Required. (a) Tuberculosis.

1. Florida-origin cattle or bison may be entered for exhibition without a tuberculin test. 2. Imported dairy cattle may be entered for exhibition provided they have a negative

caudal fold tuberculin skin test within 30 days prior to the date of the exhibition; except that, dairy cattle from Accredited Tuberculosis-Free Herds originating in Tuberculosis-Free States, are exempt from this test requirement.

3. Imported beef cattle or bison may be entered for exhibition without a negative caudal fold tuberculin skin test provided they originate from Accredited Tuberculosis-Free States or Herds. Otherwise, they must meet the requirements in subparagraph 5C-4.002(2)(a)2., F.A.C. (b) Brucellosis.

1. Test Required. Cattle or bison, six (6) months of age or older, must have evidence of a negative brucellosis test within 30 days prior to the date of exhibition.

2. Exemption from Required Brucellosis Test. a. Steers and spayed heifers; and b. Cattle or bison originating from a Certified Brucellosis-Free Herd, or a Brucellosis

Class Free State or Area which when certified, the OCVI must show the certified herd number and the date of the last herd certification test; and

c. Cattle or bison from non-quarantined herds originating from Class A State or Area provided that the cattle are under 18 months of age.

5C-4.003 Swine. (1) OCVI Required.

(a) Swine for exhibition must be accompanied by an OCVI dated not more than 90 days prior to presentation for exhibition.

(b) Swine imported for exhibition must be accompanied by an OCVI dated not more than 30 days prior to presentation for exhibition.

(2) Tests or Certification Required for Breeding Swine. (a) Brucellosis.

1. Swine six (6) months of age or older must be negative to an official test for brucellosis within 30 days prior to exhibition, or

2. Originate from a Validated Brucellosis-Free Swine herd as defined in 9 CFR § 78.1, or 3. Originate from a Commercial Production Swine Herd as defined in subsection 5C-

4.0015(4), F.A.C. (b) Pseudorabies. Swine six (6) months of age or older must be negative to an official test for

pseudorabies within 30 days prior to exhibition, or 1. Originate from a Qualified Pseudorabies-Free Herd as defined in 9 CFR § 85, or 2. Originate from an Approved Commercial Production Swine Herd.

(3) Exemptions. Swine for exhibition as “market class” swine are exempt from the OCVI and test requirements provided that all swine in the class go directly to slaughter following the exhibition.

(4) Isolation. Breeding swine returning to the farm from exhibitions must be isolated from other swine at least 30 days before being returned to the herd. Breeding swine for exhibition must be maintained in isolation between exhibitions or move directly between exhibitions.

(5) Materials. 9 CFR § 78 (2005) and § 85 (2005) are hereby incorporated by reference. 5C-4.004 Poultry, Domestic Fowl or Ratites. (1) OCVI Required. An OCVI is required for poultry, domestic fowl or ratites for movement into

Florida, but not specifically for exhibition. However, poultry, domestic fowl or ratites presented for exhibition without an OCVI, must be inspected as provided in subsection 5C-4.0017(4), F.A.C.

(2) Test or Certification Required. All poultry or domestic fowl entered for exhibition must originate from Pullorum-Typhoid Clean flocks or hatcheries, as provided in 9 CFR § 145 (2005) and § 147 (2005), or have a negative pullorum-typhoid test within 90 days prior to exhibition.

5C-4.005 Goats or Sheep. (1) OCVI Required.

(a) Florida-origin goats or sheep presented for exhibition must be accompanied by an OCVI dated not more than 90 days prior to presentation.

(b) Goats or sheep imported into Florida for exhibition must be accompanied by an OCVI completed within 30 days prior to exhibition.

(2) Identification. All goats or sheep entered for exhibition purposes must have an official individual identification in accordance with the National Scrapie Eradication Uniform Methods and Rules, APHIS 91-55-066, June 1, 2005.

(3) Test or Certification Required. (a) Tuberculosis Test. All dairy goats six (6) months of age or older imported for exhibition

purposes must originate from an Accredited Tuberculosis-Free Herd, or have had a negative caudal fold tuberculosis test within 90 days prior to exhibition. When originating from accredited tuberculosis-free herds, the OCVI must show, the accredited herd number and the date of the last herd accreditation test.

(b) Brucellosis Test. All dairy goats six (6) months of age or older imported for exhibition purposes must originate from a Certified Brucellosis-Free Herd, or have had a negative brucellousis test within 90 days prior to exhibition. When originating from a certified brucellosis-free herd, the OCVI must show the certified herd number and the date of the last herd certification test.

(c) Exemption From Test Requirements. There are no tuberculosis or brucellosis test requirements for meat type goats or Florida-origin dairy goats.

(4) Materials. Scrapie Eradication Uniform Methods and Rules, APHIS 91-55-066, June 1, 2005, is hereby incorporated by reference. Copies may be obtained from the United States Government Printing Office, Superintendent of Documents, Mail Stop SSOP, Washington, D.C. 20402-9328.

5C-4.008 Horses. (1) OCVI Required. An OCVI or an Equine Interstate Passport Card, DACS-09207, or equivalent of

the state of origin, signed by the State Veterinarian or chief animal health official, is required for horses for movement into Florida, but not specifically for exhibition.

(2) Test or Certification Required. All horses presented for exhibition must be accompanied by evidence of a negative official test for Equine Infectious Anemia (EIA), conducted within 12 months prior to exhibition. The negative EIA test must be reported on: (a) An original owner’s copy of a VS Form 10-11; (b) A laboratory certified copy of a VS Form 10-11; (c)A legible photocopy of a VS Form 10-11; (d) An Equine Interstate Passport Card, DACS-09207, or equivalent of the state of origin

signed by the State Veterinarian or chief animal health official; which may be applied for by submitting the Application for Equine Interstate Passport Card, DACS-09219 as provided in subsection 5C-4.008(4), F.A.C.;

(e) A Negative EIA Test Verification Card, DACS-09160, or equivalent of the state of origin signed by the State Veterinarian or chief animal health official; which may be applied for by submitting the Application for Negative EIA Test Verification Card, DACS-09206 as

PASSES Any passes given are given as a courtesy only. Any form of counterfeiting, duplication or otherwise altering of Fair tickets, passes, or parking passes will result in penalties set by Fair Management and the Southwest Florida and Lee County Fair Association, Inc. These penalties will apply to all parties, including the Exhibitor(s), involved in the illegal use of passes or tickets. Counterfeiting, duplication, or altering Parking Passes may also result in the closing of the Livestock Parking Area for the duration of the Fair.

Animal Welfare Philosophy Statement The Southwest Florida & Lee County Fair consider ourselves animal welfare advocates requiring the humane treatment of animals. Animal welfare advocates continue to expand their knowledge base about animals, their behavior, and their management as science and technology dictate. Animal welfare advocates celebrate the bond between animals and humans. In contrast, animal rights activists seek to sever any bond between humans and animals. Most animal rights activists believe animals should only be admired from afar, without human intervention. A large faction of the movement is also pushing for animals to be given the same rights and status as humans. Animal rights activists fundamentally believe animals should not be utilized to feed, clothe, assist, entertain, or benefit humans.

add to and interpret the following Rules and Regulations; and to arbitrarily settle and determine all questions and differences in regard thereto, or otherwise arising out of, connected with or incident to the Fair.

2. The Southwest Florida & Lee County Fair and Livestock Committee assumes no responsibility for the safety, loss, or wellbeing of exhibits, however, every reasonable precaution will be observed.

3. The owner or custodian of property of any kind brought to the Fairgrounds, either for exhibit or for other purposes, assumes as a condition of its admission to the grounds, all risks and/or responsibility for its loss, damage, or theft. The Fair, its officers and employees cannot and will not accept responsibility and liability for any damage or injury resulting from theft, fire, the elements, accidents or other conditions or causes; whether the exhibits, property of the exhibitor, vehicles on the grounds and articles left therein or any other property of any nature whatsoever.

4. Exhibitors must physically reside in either Charlotte, Collier, DeSoto, Glades, Hendry or Lee Counties, must be currently enrolled in a school program, and must be a bona fide member in good standing of a chartered 4-H/FFA program active in the region representative of the Fair. After the 1st weigh-in, animals must reside in either Charlotte, Collier, DeSoto, Glades, Hendry or Lee County. All four requirements must be met. Failure to comply will result in immediate disqualification. The Fair Board and Livestock Committee reserve the right to ask for proof of school records.

5. Physical conditions of exhibitors which management considers being a problem in the show or sale may result in the management not accepting an entry or allowing the entrant to participate in the show or sale.

6. Each exhibitor must assume all liability in case of death or injury to his/her animal until the end of the fair, at which time market animals become the liability of the purchaser.

7. Tampering with any animal entered, such as filling with foreign substances, etc., is prohibited. The use of tranquilizers on show animals or possession of the same after arrival to the fair will be construed as a form of tampering. Tampering will result in immediate disqualification of the animal. No chemicals are to be administered within 30 days of show dates unless administered by a veterinarian and accompanied by a letter from him or her.

8. Animals must remain at the fairgrounds until their designated release time, as specified and stated by each department in their respective barn rules, unless for health reasons, of which a veterinarian determines the need to have an animal removed. Unauthorized removal of any animal or exhibit prior to the designated release time will cause forfeiture of all premiums won, all fees paid and eligibility of participation the following year.

9. Exhibitors are required to feed and clean pens/stalls daily of each animal they bring to the Fair. Any exhibit not receiving proper care (feed, water, etc.) will be cared for by show management. The exhibitor shall be assessed $50.00 per day for such care from the premium or sale money due. After the 1st fine, exhibitor and animal shall be removed. All exhibitors will adhere to the barn rules. Failure to follow the rules will result in forfeiting the opportunity to participate the following year.

10. Shaving, dying or defacing animals in any way will result in disqualification of the exhibitor and the animal will be removed from the fair and be ineligible for sale.

11. All property entered at the fair for any purpose shall be subject to the control of the

Livestock Committee. Any animal to be exhibited may be used for the 4-H and FFA judging

competition. No animal will be used without the owner’s notification. 12. The policies of selecting judges and determining judging systems rest with the management.

All persons making entries accept these judges and agree to abide by their decisions. 13. Judging will be done on the Danish System. 14. Judges must not award premiums to any animal or exhibit because of its mere presence. It

must be individually worthy. When there is only one exhibitor and no competition in a class, the judge shall award either first, second, third, or no premium in accordance with the merits of the animal or exhibit. If a market animal has a hernia, sores, or lesions, it will be disqualified from entry to the Fair.

15. All animals used for exhibit or market will be screened with regard to health, manageability and quality. The Livestock Committee reserves the right to reject or require removal of any animal because of health, unmanageability or inferior quality.

16. Premiums will be paid on the basis of the judging reports, which must be signed by the judge and the Livestock Coordinator.

17. All ribbons and awards must be displayed at all times. Failure to comply could result in loss of premium.

18. Exhibitors in beef breeding, horse, swine and steer competition must be eight (8) years old as of September 1st of the current Fair season.

19. A parent or designated legal guardian must accompany the exhibitor to each official weigh-in. Both parent/guardian and exhibitor must sign in. If the exhibitor is not accompanied by a parent/guardian, the exhibitor will not be allowed to show. Exhibitor, animal, & parent/guardian must be checked in by the designated time. If Exhibitor is accompanied by a ‘designated legal guardian’, a notarized document must be provided to the Livestock Committee at the designated weigh-in. A copy shall be retained for the Exhibitor’s file.

20. Age determination for record book judging, showmanship and grooming awards shall be based on the exhibitors age as of September 1 prior to the fair. Awards shall be divided into three classes: Junior: ages 8-10, Intermediate: ages 11-13, Senior: ages 14-18/High School Senior.

21. Project books must be turned in and approved prior to unloading at the Fair. 22. Each exhibitor in the swine & steer program will be required to sell a minimum of $80.00

worth of ads for the Program Book. Any swine or steer exhibitor not selling the required $80.00 will have the amount/difference deducted from their sale money. All other livestock exhibitors are encouraged to sell ads as well.

23. All animals will be weighed on certified scales provided by the Livestock Committee only. Re-weigh, if deemed necessary by the scale master, will be done prior to animal leaving the scale chute. The scale will be set to zero (0) and the animal will be reweighed one time only.

24. The Livestock Committee will issue barn rules specifying feeding, washing times, and barn hours, etc.

25. If, for any reason, an exhibitor cannot attend one of the assigned work days, they must notify the Livestock Committee in writing by December 15, 2015. If approved, the Livestock Committee will assign the exhibitor cleaning duties to be performed at a different time. All Livestock Exhibitors are required to participate in the mandatory clean-up on Sunday, March 13, 2016 at 9am. Failure to participate in mandatory work days will result in the exhibitor forfeiting the opportunity to show the following year and a $150.00 fine.

26. Exhibitors shall wear appropriate 4-H/FFA dress as approved by the Livestock Committee

for all shows as well as the Livestock Sale. This will be dark black pants with white long-

sleeved, button front shirts and leather boots. Official 4-H or FFA jackets may be worn. No BLING on jeans, shirt or jacket permitted. Prior to each exhibitor entering a show, an attire inspection will be conducted.

27. Club signs are not to exceed 21” X 21”. All other signs must be 8 ½ ” X 11”and be provided or approved by the Livestock Committee.

28. Show boxes will be permitted for steer exhibitors. Tools, rakes, or other items may not be stored in the aisles.

29. Alcohol, smoking, or ‘vaping’ are prohibited in any of the barns. 30. Animals must be under the control of the exhibitor at all times. Bovine must be doubled

tied with halter/chain and neck ropes at least ½ ” in diameter. 31. Steers must gain a minimum of 2 pounds per day and weigh a minimum of 1,000 pounds at

the final weigh-in. 32. Horses used for the costume shows must already be on the fairgrounds. 33. Each animal (exception: market hogs) must have a current up to date health certificate from

a veterinarian dated not more than 60 days prior to the Fair. No health papers will be issued at the weigh in. All exhibitors are responsible for obtaining their own health papers. The Livestock Committee will refuse unloading privileges to any stock not accompanied by official health certificates. Exhibitor is to provide an extra copy to be retained and placed in their file.

34. Proof of Ownership must be submitted at the first official weigh in. (It needs to include the Breeder and Seller’s Name, Address, Phone Number, Animal Date of Birth, and the Date of Purchase.) Proof of Ownership will be retained and placed in the Exhibitor’s file.

35. Livestock entries for show and sale by clubs or groups will not be accepted. 36. All protests must be in writing, stating plainly the complaint and be accompanied by a non-

refundable fee of $150.00 for each appeal and delivered to the Livestock Coordinator within 24 hours after the cause of protest.

37. Any person who knowingly violates any of these rules and provisions forfeits all rights, privileges and premiums offered.

38. Profanity, rudeness and disrespect by exhibitors, parents/guardian, leaders and the public will not be tolerated.

39. An exhibitor may exhibit only one (1) market animal - either a steer or a swine but not both. 40. Exhibitors are required to groom their own animal; however, exhibitors may enlist the

“hands-on help” of other exhibitors. Professional groomers are not allowed in the make-up area.

41. Exhibitors will not be permitted to wear open-toe shoes in the barn areas while cleaning pens or feeding and grooming their animals. Crocs are NOT permitted to be worn.

42. Feeding times in all barns/departments will be 6am - 9am and 4pm - 6pm. (must be completed by 6pm). Exceptions to this rule will be posted by the barn chairperson in each of the respective barns. Feeding times specified by Barn Rules will supersede the general rules. All Exhibitors must feed once a day Monday thru Friday and twice a day on Saturday and Sunday.

43. All animals must be handled/managed safely by the Exhibitor. If you lose control of your animal three (3) times, it will be subject to removal from the Show and Fairgrounds at the discretion of the Livestock Committee and Fair Management.

44. Metered mail will not be accepted where deadlines are concerned. Forms mailed by standard mail are done so at your own risk.

45. All livestock exhibitors must have completed the Ethics Training to show an animal at the

Southwest Florida & Lee County Fair. All exhibitors MUST be able to present a Premise ID Number. First time exhibitors must have their Ethic’s number and Premise ID number by December 1, 2015. Failure to comply will result in disqualification of animal registered.

46. There will be no professional photographers allowed. 47. It is the SOLE responsibility of the Exhibitor and parent/guardian to unload and load their

animal at any given weigh-in and/or check-in. Assistance will be provided, upon request ONLY. The Fair Association, Livestock Committee Members and other volunteers are not responsible for any injury to animal and/or any exhibitor and/or any parent/guardian when assistance has been requested and provided.

49. All entries and awards are subject to the General Rules in the Southwest Florida and Lee County Fair Premium Book.

50. A parent or legal guardian must accompany the exhibitor to all mandatory registrations, weigh-ins and meetings.

4-H/FFA SWINE SHOW 1. Swine must be owned by the exhibitor on or before the weigh-in date. Only one swine will

be weighed per exhibitor. Swine must weigh a minimum of 35 pounds and a maximum of 95 pounds at the first weigh-in. Any animal will be re-weighed if it is within 5 pounds of the required weight.

2. At the first weigh-in, three members of the Livestock Committee will screen all swine crossing the scales to dismiss unacceptable quality such as wild or partially wild.

3. Each exhibitor may register one (1) swine as per General Rule #39. 4. A parent or legal guardian must accompany the exhibitor to all mandatory registrations or

meetings as defined in the General Rules. 5. At the first weigh-in, Proof of Ownership must be presented as defined in the general rules

#34. 6. Swine must weigh a minimum of 225 pounds and there is no maximum weight at fair time.

Swine will not be sold for more than 300 pounds. There are 125 feeding days from first weigh-in to final weigh-in.

7. At the first weigh-in, all swine will receive an ear tag and be tattooed. In the event either the tattoo or tag should be removed or become illegible, the Swine Chairperson must be contacted immediately. No swine will be accepted for final weigh-in without the ear tag and tattoo.

8. Exhibitors are required to bring three letters to the first weigh-in inviting potential buyers to the show and livestock sale. Letters are to be neatly hand-written or typed and accompanied with addressed envelopes with postage attached. It is at the discretion of the Livestock Committee to reject letters which the committee deems unacceptable due to content, spelling, poor grammar or neatness.

9. There is a non-refundable $50.00 registration fee due upon registration. 10. Exhibitors shall wear appropriate 4-H/FFA dress as defined in the general rules. 11. Hair on the swine shall be no shorter than 5/8 of an inch. All major clipping of swine shall

be done prior to entry to fair. Shaved animals will be disqualified and sent home. 12. Swine registration is due no later than September 24, 2015. 13. Upon entry to the Fair, it is the exhibitor’s responsibility to do all grooming. One parent may

hold an animal for safety reasons, however the Exhibitor ONLY may groom the animal.

4-H/FFA STEER SHOW 1. Steers must be owned by the exhibitor on or before the first weigh-in date. 2. Each exhibitor may register one (1) steer as per General Rule #39. 3. A parent or legal guardian must accompany the exhibitor to all mandatory registrations and

meetings as defined in the General Rules. 4. At the first weigh-in, Proof of Ownership must be presented as defined in the general rules

#34. 5. Steers entered for competition will be 24 months old or less, verification of age is at the

discretion of the Livestock Committee. 6. Each animal must have a copy of a current up to date health certificate from a veterinarian

dated not more than 60 days prior to the fair, as stated in the General Rules. 7. Steer horns may be no longer than 2”. Dehorned steers must be completely healed. 8. There will be no minimum weight at the first weigh-in but the steers must gain a minimum

of 2 pounds per day for the feeding period and weigh a minimum of 1,000 pounds at fair time. Any animal will be re-weighed if it is within 10 pounds of the required weight. .Steers will not be sold for more than 1,350 pounds. There are 155 feeding days from first weigh-in to final weigh-in.

9. Every steer must be wearing a halter prior to weigh-in and able to be led. All halters are to be approved by the Steer Chairperson. NO breaking halters. Each animal must have no more than one (1) rope attached during screening and/or show.

10. All steers must pass the Livestock Screening Committee for disposition and ability of the exhibitor to manage the animal. 4-H/FFA BEEF BREEDING CATTLE SHOW

1. Exhibitors must register online no later than Thursday, November 5, 2015. 2. General rules and regulations apply to this category. 3. Each exhibitor must submit a copy of a record book for Beef Breeding. If you show multiple

animals, all information for the animals is recorded in one book. 4. Each animal must have a copy of a current up-to-date health certificate from a veterinarian

dated not more than 60 days prior to the fair. No health papers will be issued at the Fairgrounds. Each exhibitor is responsible for obtaining their health papers.

5. Beef cattle may be purebred, grade or cross bred. The show will consist of every animal except dairy.

6. All exhibitors must participate in the livestock work days. 7. Every animal must be wearing a halter and able to be led. All halters are to be approved by

the Beef Breeding Chairperson. NO breaking halters. Each animal must have no more than one (1) rope attached during screening and/or show.

8. All bulls over 6 months of age must be shown with a permanent nose ring with a lead on the nose ring.

9. All beef breeding cattle must pass the Livestock Screening Committee for disposition and ability of the exhibitor to manage the animal. Each exhibitor must lead his/her animal into the show ring and demonstrate handling ability. Exhibitors will be given no more than three (3) opportunities to pass the screening process. If the exhibitor cannot manage his/her animal, the animal must be removed from the fairgrounds.

10. The Livestock Committee reserves the right to reject or require removal of any animal because of health, unmanageability or inferior quality.

11. Judging will be done on the Danish System. 12. The policies of selecting judges and determining judging systems rest with the management.

All persons making entries accept these judges and agree to abide by their decisions. 13. Judges will not award premiums to any animal or exhibit because of its mere presence. It

must be individually worthy. When there is only one exhibitor and no competition in a class, the judge shall award either first, second or third, or no premium in accordance with the merits of the animal or exhibit.

14. Premiums will be paid on the basis of the judging reports, which must be signed by the judge and the Livestock Coordinator.

15. There is a non-refundable $35.00 registration fee per animal. 16. Each exhibitor may show no more than one animal per class. The same animal may not be

shown by more than one person unless show warrants. There will be a limit of 4 animals per exhibitor in Beef Breeding

4-H/FFA SHOWMANSHIP/GROOMING RULES 1. Steer exhibitors are eligible to compete in the showmanship and grooming competition.

Beef Breeding and Swine exhibitors are eligible for showmanship only. Showmanship will be held in accordance to the Schedule of Events. See the Schedule of Events for times of the grooming shows.

2. Showmanship and grooming divisions are: Junior division 8-10, Intermediate division 11-13, and Senior division 14-18/high school senior as of September 1st of the current Fair season.

3. In general, the showmanship contest will be judged on the following basis: A) The ability of the contestant to lead, pose and generally handle his/her animal or other

contestant’s if indicated by the contest judge. B) The contestant’s attention to the ring stewards and the contest judge.

C) The contestant’s knowledge of proper handling procedures in the show rings demonstrated by his/her actions.

D) Other areas as deemed necessary by the contest judge to determine the winners. E) A contestant can only show his/her animal.

4. All exhibitors are required to groom their own animal. Failure to comply will result in disqualification from the grooming competition.

5. Use of electric clippers is prohibited during the Fair. Major clippings must be done prior to the arrival at the Fair.

6. Exhibitors having signed up for Showmanship may withdraw by final check-in. Failures to participate in Showmanship, with the exception of an approved withdraw, will result in a fine of $100.00 which will be contributed to the Exhibitor Fund. Exhibitors only will be permitted in the staging area.

“ASK ME ABOUT” BOOTH The purpose of the Ask Me Booth is to offer the public an opportunity to meet and speak with youth about their Livestock Project. Exhibitors can sign up for a time-slot at the animal Check-In or when the registration is posted. Only 4-H/FFA Leaders or Livestock Committee members are to assist exhibitors in the booth. Exhibitors will be evaluated on their participation and interaction with the public. Exhibitors are required to wear 4-H or FFA Show Attire. Club t-shirts may be worn. No food or drinks are allowed in the booth. Mandatory participation is required for livestock exhibitors. If the exhibitor does not participate, all premiums will be forfeited.

RECORD BOOKS

STEER - SWINE - SMALL ANIMAL - BEEF BREEDING - HORSE – GOAT 1. Each exhibitor shall submit to the appropriate committee chairperson a record book

completed to date upon entry to the fair. Exhibitors with more than one entry shall submit record books for each category. No exhibitor or animal will be allowed to participate until the record book(s) have been submitted and completed.

2. Record books where it is apparent that the work was done by the parents or someone other than the exhibitor will not be accepted. Record Books must be completed by the Exhibitor and must contain the signature of the advisor/leader certifying the authenticity.

3. Exhibitors may complete the record book in ink or typed. However, whichever method is used, it must be used throughout the entire book. The book must be completed in one color of ink (blue or black).

4-H/FFA STEER AND SWINE AUCTION 1. The Sale is open to the public and all animals are sold to the highest bidder. 2. All animals competing in the Southwest Florida & Lee County Fair Steer and Swine Show

must be sold and delivered to slaughter. Animals will be delivered to slaughter only by the Southwest Florida & Lee County Fair. No Exceptions.

3. Sale order will be determined by the Livestock Committee. 4. The Livestock Committee may assess each exhibitor up to $50.00 to pay for photographs,

plaques, buyer’s barbeque, and advertising. Two photographs per exhibitor will be provided. Each exhibitor will be responsible for purchasing additional plaques and photographs in the case of multiple buyers. Plaques and pictures will be for the first sale only.

5. Exhibitors may solicit a sponsor on his/her behalf. The exhibitor may provide a sponsor board above the pen. Boards should be 8 ½ ” X 11” with just the sponsor’s name. There is a limit of 1 board per exhibitor. Sponsors are not required and the Fair Association or Livestock Committee will not be responsible for the tracking of the sponsorships. This is between the exhibitor & sponsor only.

6. Buyer plaques must be delivered by the exhibitor within 60 days of the sale. You must obtain the buyer’s signature (or designate) on the “Receipt of Plaque”. Fred’s Award World must receive the plaque order no later than April 12, 2016. The “Receipt of Plaque” must be received by the Fair Office no later than May 10, 2016. Failure to deliver the plaque and turn in the “Receipt of Plaque” by the designated date will result in a 10% deduction from the exhibitor’s sale proceeds and will eliminate the exhibitor from showing the following year. This 10% will be contributed to the Youth Scholarship Fund. Exhibitors will receive in their sale packets a list of names they are required to write thank you letters to.

7. Exhibitors will receive their sale check once the buyer plaque has been delivered and the buyer has paid. The receipt will serve as notification to the fair that the exhibitor has met his/her obligation and is ready to receive his/her check. Original receipts should be hand-delivered or sent by certified mail. Metered mail will not be accepted where deadlines are concerned. Receipts mailed by standard mail are done so at your own risk. Faxed receipts will not be accepted.

8. Proceeds from the sale of donated animals will be designated by the donor to the following approved program(s) only of the Southwest Florida & Lee County Fair: Livestock Area Improvement Fund, Livestock Fund, Youth Scholarship Fund, and 4-H Foundations or FFA Chapters representative of the designated six counties.

9. “Buyer Gifts” are the responsibility of the exhibitor and will not be distributed during the Sale. The gifts may be delivered with the Buyer’s Plaque. It is not mandatory to provide a “Buyer’s Gift”.

HORSE

4-H AND FFA HORSE PROJECT COMPETITIONS

GENERAL RULES, CLASSIFICATIONS AND PREMIUMS

The Southwest Florida & Lee County Fair will feature horse project competitions. These competitions will be youth-oriented with any 4-H or FFA boy or girl able to enter, up to 19 years of age. A current project record book must be submitted on the specific animal to be exhibited. The Committee reserves the right to amend, add to or correct the Rules and Classification, to interpret and arbitrarily settle and determine all disputed matters connected with or incidental to the horse competition and show. The Barn Chairperson reserves the right to make appropriate mandatory requirements for disease outbreaks.

ENTRY REQUIREMENTS

1. All entries for Speed and Performance Shows must be included when registering online.

Registration deadline is October 8, 2015. To exhibit a horse as a 4-H or FFA project, you must have the following forms: 4-H or FFA membership card, current Coggins Test, health certificate dated no earlier than 10 days prior to Fair, project book is required; affidavit of understanding of rules and permission slip signed by parent or guardian; exhibitor pass. A non-refundable $50.00 registration fee per horse/rider combination is due upon registration.

2. All horses must be in place at the close of check-in and remain in place until officially released - Performance Horses on March 2nd, Speed Horses on March 6thor forfeit all premiums and awards.

3. The Horse Barn Chairperson will assign all stalls and shall have full authority to move or rearrange exhibits when, in his/her judgment, it becomes necessary.

4. The Horse Barn Chairperson reserves the right to reject or remove any entries due to health, inferior quality or unruliness subject to enforcement by screening committee.

5. All property entered at the Fair shall be subject to the control of the Horse Barn Chairperson. 6. The Southwest Florida & Lee County Fair will NOT be responsible for any loss that may occur,

but will exercise every reasonable care for exhibits. 7. Horse stalls must show the name and address of the exhibitor, breed, age and sex of the

horse. The horse registered for Fair is the only horse to be shown. There will be no substitutions.

8. Any horse exhibited may be used for the 4-H and FFA horse judging competition. No horse will be used for any exhibits without the exhibitor’s or owner’s consent.

9. Exhibitor’s must reside in Charlotte, Collier, DeSoto, Glades, Hendry, or Lee County.

HORSE DEPARTMENT RULES

1. Food or drink of any kind, smoking, ‘vaping’ and overnight sleeping are prohibited in the barns. Violation of this rule can result in forfeit of all awards and premiums and result in removal from the grounds.

2. It is mandatory that all exhibitors keep their stalls in clean and sanitary condition at all times during the Fair. All stalls and aisles are to be cleaned daily. Upon entry to the Fair, it is the exhibitor’s responsibility to take care of his/her horses and stalls.

3. Exhibitors are required to supply their own cleaning tools. Bedding will be provided at check-in, with refresher bedding supplied mid-week. Exhibitor may supply additional bedding at their own expense.

4. It is mandatory that a halter and a lead rope in good condition be left at the horse’s stall. 5. Feed and water buckets must be secured to the stalls. No buckets are to be left on the stall

floor. 6. Each club is required to bring a 25 ft. or longer garden hose. 7. No horse is to be washed or clipped in the stalls, aisles or in front of the barns. Washing is to

be done at the racks located at the North and South sides of Barn C. Major grooming and clipping should be done prior to the Fair.

8. No horse is to be ridden on the Midway, on the paved area around any food concessions, or in the barns.

9. Any exercising and lounging of horses is to be done in the outdoor horse ring with the gates closed. No horse is to be turned out into the ring and left unattended at any time. No horse is allowed in the cattle and swine pens located in Barn A at any time.

10. “For Sale” signs are not permitted on the stalls. 11. Any person who knowingly violates any of the rules will forfeit all privileges, awards and

premiums offered. 12. Cribbing devices are mandatory. 13. Helmets are to be worn at all times when handling or riding. 14. No horse(s) will be permitted to be brought in for just a specific event. No horse(s) can be

removed prior to their scheduled release date and time. 15. Only 4-H/FFA horse project fair exhibitors (and their immediate family) may ride while on the

fairgrounds, in accordance with Rule #8. 16. Feeding times are between 6am and 9am, and 4pm to 6pm on week-days and between 7am

and 9am, and 4pm and 6pm on week-ends (unless it is a conflict with a Fair related horse event). Barn closes at 10 pm.

17. NO STALL GUARDS - Stall doors must be secured when horse is stalled. 18. ADDITIONAL SECURITY WILL BE ADDED AT THE EXHIBITOR’S EXPENSE AND MUST BE PAID AT

TIME OF ENTRY INTO THE FAIR. CHARGE FOR SECURITY IS $2.00 PER DAY, PER ANIMAL.

CONTEST RULES 1. All entries and awards are subject to the General Rules in the Southwest Florida and Lee

County Fair Premium Book. 2. There are no entry fees for 4-H and FFA horse project competitions or shows. 3. The Modified Danish System will be used only in the 4-H and FFA horse project competitions

in making awards. They will be placed according to their merit into three (3) groups. Blue, Red, and White.

4. Entries competing in the horse project competitions are restricted to those owned by the exhibitor or sponsored by the owner of the horse. A Horse Lease must be in written form and cut off is January 1st of the current Fair year. Proof of ownership and sponsorship papers are available from the Lee County Extension Office.

5. Age of the exhibitor as of September 1st will determine the division he or she should compete in. Check each competition for age division information.

6. Walk-Trot classes are for non-cantering riders only. Walk-Trot riders cannot ride in any other classes other than Walk-Trot.

ALL AROUIND HORSEMEN AWARD

(All exhibitors must participate in the All Around Horsemen Award Contest)

The All Around Horsemen Award competition is a supplement to the current animal show ring premiums, and rewards exhibitors based on their participation in a wide variety of educational events. Points accrue in the areas of Demonstration; Project Book, Skilathon, etc. Each event will count for 100 points. Scores will be calculated as a percentage of points available (example: if score were 27 out of 30 available, point would be 27/30 = 90%, thus 90 points would be given.) Maximum points will equal 700 with bonus points awarded where indicated. The following events will be included:

1. Skilathon 100 points (calculated by points out of max per age division) 2. Project Book 100 points 3. Ask Me Booth 100 points 4. Demonstration 100 points 5. Poster (percentage out of 30 points) 100 points 6. Stalls (percentage out of 80 points) 100 points 7. Showmanship 100 points

HORSE PROJECT RECORD BOOK

1. Each exhibitor shall submit to the appropriate committee chairperson a record book completed to date upon entry to the fair. Exhibitors with more than one entry shall submit record books for each category. No exhibitor or animal will be allowed to participate until the record book(s) have been submitted and approved.

2. Record books where it is apparent that the work was done by the parents or someone other than the exhibitor will not be accepted. Record Books must be completed by the Exhibitor and must contain the signature of the advisor/leader certifying the authenticity.

3. Exhibitors may complete the record book in ink or typed. However, whichever method is used, it must be used throughout the entire book. The book must be completed in one color of ink (blue or black).

4. Record Books are judged based on the Danish Judging System.

SKILATHON The Skilathon is a series of “hands on” stations where exhibitors will be asked to perform specific tasks and answer questions testing their knowledge of their project animal. The Skilathon study guide can be downloaded at www.swflcfair.com , under the 4H tab. The Skilathon is mandatory.

“ASK ME ABOUT” BOOTH

The purpose of the Ask Me Booth is to offer the public an opportunity to meet and speak with youth about their Livestock Project. Exhibitors can sign up for a time-slot at the animal Check-In or when the registration is posted. Exhibitors must complete a designated time segment or forfeit all awards earned. Only 4-H/FFA Leaders or Livestock Committee members are to assist exhibitors in the booth. Exhibitors will be evaluated on their participation and interaction with the public. Exhibitors are required to wear 4-H or FFA Show Attire. Club t-shirts may be worn. No food or drinks are allowed in the booth.

DEMONSTRATION

Exhibitors must give a Pre-Fair Talk or Demonstration. This must be in the area of your project animal and be in conjunction with your project animal record book. Exhibitors must submit a script from the talk, a grade sheet from your demonstration, or a letter from your 4-H or FFA leader, and submitted with your project book at the animal check-in.

EXHIBITION CARE AND MANAGEMENT - Golden Shovel Award

Animal pens will be judged on cleanliness of pen or stall, condition of water and feed buckets, and condition of animal (grooming, manure stains, etc.) Feeding must be done in a timely manner in accordance with the Fair scheduled feeding times. Failure to complete feeding duties within the allotted time will result in forfeit of points for that day. It also includes giving your animal adequate daily exercise. Exhibitors are expected to take full responsibility of the care of their animal and stall. Junior exhibitors may enlist some “hands-on” help of other exhibitors, parents, or 4-H/FFA leaders, if necessary. Senior exhibitors are expected to be responsible for all aspects of their animals care. Failure to comply will result in the disqualification from the Golden Shovel Award competition.

HORSE EDUCATIONAL POSTER

Participation is mandatory. 4-H and FFA exhibitors must turn in an Educational poster for judging. Posters must be on display by 9 am the Friday after check in. Posters must be done on a 20” X 30” foam board. The purpose of the poster is to help educate the public about your horse project. The required information is as follows, and must be clearly visible on the front of the poster: exhibitor’s name, age, and club name; horse’s name, age and breed. Optional information may include pictures, poems, ribbons or other articles. All items should be within the poster edges. The poster will be on display during the fair in the project animal area. Judging will be based on the following: Topic & Educational Value - 10 points, Originality and Creativity - 10 points, Quality of Work - 10 points, for a possible total of 30 points. Posters must be removed during the scheduled release time. Posters where it is apparent that the work was done by parents or others will not be judged. Upon acceptance, all posters will be dated and initialed by the Barn Chairperson or their designee. Posters must be the work of the exhibitor. SHOWMANSHIP In general, the contest will be judged on the following basis: The ability of the contestant to lead, pose, and generally handle his/her animal or other contestant’s if indicated by the contest judge; The contestant’s attention to the ring stewards and the contest judge; The contestant’s knowledge of proper handling procedures in the show ring as demonstrated by his/her actions; Other areas as deemed necessary by the contest judge to determine the winners. A contestant can only show his/her animal.

PARTICIPATION IN EDUCATIONAL CLINICS AND FAIR EVENTS

When possible, exhibitors should participate in 4-H or FFA approved educational clinics and events before the fair.

Speed/Performance Show Rules

1. Fair horse shows are open only to horses & exhibitors participating in the fair. No trailering in of horses.

2. Show entry fees are waived for horse project exhibitors. 3. These shows are being held in conjunction with the 4-H and FFA programs, and shall be

governed by said rules; and in accordance with USA Equestrian rules for performance events, and AQHA rules for speed events. Exhibitors will be given a maximum of 2 gate calls. Gate calls will be 30 seconds each.

4. Approved safety helmets are required in all events, including halter, showmanship, and in-hand classes. Helmets must be worn at all times when mounted.

5. Proper bridles, bits, and appropriate tack must be used for each class entered. Proper attire is required. Western attire consists of jeans, boots, long sleeve shirt, (or show clothes) and safety helmet. English attire consists of breeches or jods, collared shirt, boots, helmet, and

FUN SHOW Sunday, March 6th, Registration - 11:00 am Show - 12:00 pm The 4-H Fun Show is designed to give each 4-H/FFA club an opportunity to sponsor a horse show event that is fun for all ages. Since there are no premiums awarded, each 4-H/FFA club is also responsible for the prizes (1st - 5th) of their event. Classes may include (but not limited to) egg & spoon, whipped cream race, ride-a-buck, etc. Classes and prizes may vary yearly.

HORSE JUDGING CONTEST (Open to 4-H/FFA Registered SWFLCF Horse Project Fair Exhibitors Only)

The 4-H/FFA Horse Judging event is designed to provide youth participants with the opportunity to develop skills in critical thinking, leadership, teamwork, evaluation, communications, and decision-making. This event is designed to give the participants an opportunity to: a) recognize good conformation (structural correctness, balance, and muscling), breed character, and performance ideals in different breeds of horses; b) select and evaluate horses based on knowledge and fact, make a decision, and then defend their decision through oral reasons; c) learn equine terms which can be used in a logical, systematic way to defend their placing and d) build self-confidence and self-reliance by learning to speak clearly, decisively and convincingly through the presentation or oral reasons. This contest will include 2-3 halter classes, with a set of oral reasons on one or two classes; and 2-3 pleasure (performance) classes with possible oral reasons on one or two of them. SMALL ANIMAL See Livestock Schedule of Events

MANDATORY clean up for all exhibitors is Sunday, March 13, 2016. Exhibitors must be signed in at the Livestock Office by 9am. GENERAL RULES AND REGULATIONS 1. The Livestock Committee reserves the right to interpret these rules and to settle all

questions. 2. The Livestock Committee assumes no responsibility for the safety, loss or well-being of the

exhibits; however, every reasonable precaution will be observed. 3. The Livestock Committee reserves the right to reject or require removal of any animals

because of sickness or disease. 4. Carrying cases cannot be left on the Fairground premises. 5. All entries must be in at the specified check-in time. 6. The modified Danish system will be used in making awards. The animals are placed

according to the merit into three groups: Blue, Red, White. All animals placed in the blue group are then placed numerically, with the first place animal in each class competing for the appropriate Championship. Only animals in the blue group will be considered for Championship Awards.

7. The decision of the Judge will be final. The policies of selecting judges and determining judging systems rest with the Fair management. All persons making entries accept these judges and agree to abide by their decisions. Judges must not award premiums to any animal or exhibit because of its mere presence.

8. Exhibitors and parents shall refrain from speaking to judges during judging. 9. Each rabbit/cavey exhibitor may enter no more than 4, any combination.

10. Each poultry exhibitor may enter no more than 6, any combination: Standard Poultry, Bantam Poultry, Commercial-Production, Pheasant, Peacocks, Turkey, Waterfowl and Quail.

11. Smoking, vaping, or alcohol of any kind is prohibited in any barn. 12. All exhibitors in the Showmanship competition must be present to show their animal, and

must have pre-registered for Showmanship. 13. All exhibitors shall wear the proper show attire, consisting of dark black pants with a white

long-sleeved button down front shirt and leather boots. Official 4H or FFA jackets may be worn. No ‘bling’ on clothing is permitted. An inspection of exhibitor’s attire will be conducted prior to each exhibitor entering a show.

14. All entries must be owned by or the property of the exhibitor no later than October 11, 2015. No exhibitor will be allowed to replace any animals, due to death or other circumstances, once registrations have been received. The Small Animal Barn Chairperson may request the exhibitor provide proof of ownership of the animals. Fair Management reserves the right to refuse the admittance of any animal if deemed too young.

15. No entries will be released without the proper identification exhibitor tag for each animal. 16. All signs must be provided by, or approved by the Livestock Committee. 17. Exhibitors must be a bona fide member in good standing of a chartered 4-H/FFA program

active in the region representative of the Fair.

18. A designated person will feed all animals Monday thru Friday mornings. Evening and weekend feedings will be the responsibility of the Exhibitor. Feeding times are 6am-9am and 4pm-6pm. Exceptions to this rule will be posted by the Barn Chairperson. Feeding and cage cleaning must be completed within these time frames. The Exhibitor is responsible for care management and feeding of his/her own animals. Cages must be maintained in a clean, sanitary condition at all times. Exhibitors must sign in and out for each feeding.

19. There will be a non-refundable $7.00 registration fee per animal. 20. All exhibitors must have a record book. 21. No hay or toys allowed in any cage. Cavies will be allowed housing. 22. Any animals sold at auction – no premium or sales will be paid out until cages are cleaned. 23. All rules and regulations as established herein shall be followed, and strictly enforced. Any

person who knowingly violates any of these and provisions forfeits all rights, privileges and premiums.

ENTRIES 1. All small animals must be pre-registered online by October 8th in order to be eligible to be

entered into the fair. 2. Coops will be assigned on a first come, first served basis.

SMALL ANIMAL AUCTION – TINSLEY PAVILION Friday, March 4th - 6:30 pm - Exhibitors must be present and exhibit his/her own animal for the Small Animal Auction. If you sell an animal, you are still required to clean up and attend the mandatory clean-up following the Fair. Animals sold at the Small Animal Auction will be released to the buyer on Sunday, March 6that 4:00 pm. The Buyer must have paid for it’s purchase prior to the release of the animal.

RABBITS 1. All Rabbits must be tattooed prior to the Small Animal Check-in. The tattoo will be

recorded at the Registration. All rabbits must be legibly and permanently tattooed in the ear and tattoo must be clear.

2. No diseased rabbits will be accepted. Rabbits displaying mites, fleas or any other parasites will not be accepted.

1. Each exhibitor shall submit to the appropriate committee chairperson a record book

completed to date upon check-in at the Fair. Exhibitors with more than one entry shall submit record books for each category. No exhibitor or animal will be allowed to participate until the record book(s) have been submitted and approved.

2. Record books where it is apparent that the work was done by the parent or someone other than the exhibit will not be accepted. Record Books must be completed by the exhibitor and must contain the signature of the advisor/ leader certifying the authenticity.

3. Exhibitors may complete the record book in ink or typed. However, whichever method is used, it must be used throughout the entire book. The book must be completed in one color of ink - blue or black.

4. Record books are judged based on the Danish Judging System.

The required information is as follows, and must be clearly visible on the front of the poster: exhibitor’s name, age, and club name; small animal’s name, age, and breed. All items should be within the poster edges. The poster will be on display during the fair in the project animal area. Judging will be based on the following: Topic & Educational Value - 10 points, Originality & Creativity - 10 points, Quality of Work - 10 points, for a possible total of 30 points. The poster must be removed during the scheduled release time. Posters where it is apparent that the work was done by parents or others will not be judged. Posters must be the work of the Exhibitor.

GOATS

GENERAL RULES 1. All Goat Exhibitors for non-sanctioned and non-sanctioned open shows must be a bona fide

member of a chartered 4-H/FFA program active in the region representative of the Fair. Sanctioned & Open show exhibitors refer to sections in the back of the premium book. Each exhibitor shall submit a record book upon entry to the fair. Refer to the Record Book Category for the rules.

2. Entry Deadline is Thursday, October 8, 2015. There is a non-refundable $20 registration fee per animal. Any exhibitor showing a Goat that is not owned by them must submit a Lease Agreement with their registration, and a copy to their 4-H office by the registration deadline. Lease agreements can be found on the Lee County 4-H website. All non-sanction Goat exhibitors are required to attend any mandatory events that are stated by the Southwest Florida & Lee County Fair. Exhibitors must attend a pre-fair goat Health & Conditioning Screening, Sunday, October 25, 2015 from 2:00 pm - 4:00 pm.

3. All 4-H Goat exhibitors must participate in at least one (1) Livestock fair approved GOAT SHOW/CLINIC and in all required pre-fair Health & Conditioning screenings assigned by the Fair.

4. At time of check-in, there will be a check of health papers (OCVI), original Ethics Certificate or Card, and Premise ID Card. And proof of ownership as stated on General Rule #34.

5. The modified Danish system will be used in making awards. 6. The policies of selecting judges and determining judging systems rests with the

management. All persons making entries accept these judges and agree to abide by their decisions.

7. Judges must not award premiums to any animal or exhibit because of its mere presence. It must be individually worthy. When there is only one exhibitor and no competition in a class, the judge shall award either first, second, third, or no premium in accordance with the merits of the animal or exhibit.

8. No more than 1 Goat per class may be shown by one exhibitor in non-sanctioned shows. Any exhibitor showing a Goat that is not owned by them must submit a lease agreement with their registration and a copy to their 4-H office by the registration deadline.

9. No buck goats will be shown. 10. There will be no pre-show milk out. Over-uddering of milkers will result in immediate

dismissal of the exhibitor and all his/her goats. 11. Parents will be held responsible for the actions of their children. 12. No dogs will be allowed in show area. 13. Any animals late for the check-in or classes will be automatically disqualified from showing. 14. The base date of all Shows is to be announced.

15. Exhibits must stay in place until their release time specified by the Fair or Barn Chairperson. 16. Unacceptable conduct will result in expulsion from the grounds and forfeiture of premiums.

Any disputes over premiums must be settled before leaving the fair grounds. 17. Milk MUST be disposed of in an area designated by the fair. 18. Each non-sanctioned exhibitor shall submit to the appropriate chairperson an up-to-date

record book upon entry to the fair. Books will be judged separately. 19. Judge may give reasons as part of lengthy classes if necessary in the interest of time. 20. The exhibitor is responsible for care, management and feeding of his/her own animals. Stall

space must be maintained in a clean, sanitary condition at all times. This includes tack areas. Stalls must be returned to original condition before leaving. Premiums will not be issued until stalls have been inspected.

21. All rules and regulations of the Southwest Florida & Lee County Fair shall be followed. ALL THE ABOVE RULES WILL BE STRICTLY ENFORCED WITH NO EXCEPTIONS. Any person who knowingly violates any of these rules and provisions forfeits all rights, privileges and premiums offered.

22. The Southwest Florida & Lee County Fair Livestock Committee has the right to change class categories, combine or delete classes due to lack of registration.

HEALTH REQUIREMENTS

By Florida Law, OCVI is required! A State Veterinarian will be closely checking all animals! All Goats must be covered by an official health certificate issued by an accredited veterinarian certifying the animal to be free from symptoms of contagious or infectious diseases. The certified herd number shall be shown on the health certificate. The accredited herd number shall be shown on the health certificate. By Florida Law, all Dairy goats must be free of symptoms of all contagious and infectious disease (including caseious lymphadenitis or signs/symptoms of caseious lymphadenitis). Presenting unhealthy animals, subject to the ruling of the Southwest Florida Fair and/or the State Veterinarian, will result in the entire herd being disqualified from the show. The show veterinarian will be checking EVERY goat into the show. If an unhealthy goat is found, the entire group of animals with that goat will be disqualified from the show with no refund of entry fees. All Goats must adhere to the following Scrapie’s rules - Requirements for identification of Goats in Shows, Exhibitions and Fairs. Goats must be officially identified before coming with other groups of animals. For registered purebred Goats identified with an official breed registration certificate showing registration number, official permanent ID, Tattoo’s or Electronic ID (microchip), official ear tags are not required. However, upon presentation of such animal for exhibition, a copy of the breed registration certificate must accompany each animal. Regardless of the method of official identification, each animal must be associated with a premises identification number.

Points accrue in the following areas: Demonstration, Record Book, Skilathon, Ask Me Booth, Educational Poster, Exhibit Care and Management, Showmanship, Entry Points, and Pre-Fair Educational Events. Failure to comply in any of these areas will disqualify the exhibitor from the All Around Herdsman Award and exhibiting at the Fair. Each event will count for 100 points. Score will be calculated as a percentage of points available (example: if score were 27 out of a possible 30 available, points would be 27/30 = 90%, 90 points would be given). Exhibitors will be evaluated on their participation and interaction with the public. Exhibitors are required to wear 4-H or FFA Show Attire. Club t-shirts may be worn. No food or drinks are allowed in the booth.

DEMONSTRATION Exhibitor must give a Pre-Fair Talk or Demonstration. This must be in the area of your project animal. Exhibitors must submit a grade sheet from your demonstration, or a letter from your 4-H/FFA leader stating the date and topic demonstrated. All must be signed by your 4-H or FFA leader and submitted with your project book at the animal check-in. A Demonstration is required in order to qualify for the All Around Herdsman Award and for entry into the Fair.

GOAT EDUCATIONAL POSTER Participation is mandatory. 4-H and FFA exhibitors must turn in an Educational poster for judging. Posters must be turned in during animal check-in. EXHIBITION CARE AND MANAGEMENT

Animal pens will be judged on cleanliness of pen or stall, condition of water and feed buckets, and condition of animal (grooming, manure stains, etc.). A maximum of 10 points will be awarded each day. Feeding must be done in a timely manner in accordance with fair scheduled feeding times. It also includes giving your animal adequate daily exercise. Exhibitors are expected to take full responsibility of the care of their animal and pen. Junior Exhibitors may enlist some “hands-on” help of other exhibitors if necessary. Intermediate and Senior exhibitors are expected to be responsible for all aspects of their animals care (no parents of INT or SR exhibitors can help or will forfeit herdsman points for that day). NO PARENTS OF 4H YOUTH WILL BE ALLOWED IN THE BARN DURING FEEDING TIME. Failure to comply will result in the disqualification from the All Around Herdsman Award.

SHOWMANSHIP In general, the contest will be judged on the following basis: a) the ability of the contestant to lead, pose, and generally handle his/her animal or other contestant’s if indicated by the contest judge; b) the contestant’s attention to the ring stewards and the contest judge; c) the contestant’s knowledge of proper handling procedures in the show ring as demonstrated by his/her actions; d) other areas as deemed necessary by the contest judge to determine the winners. A contestant can only show his/her animal. Showmanship is required to compete for the All Around Herdsman Award.

PARTICIPATION IN EDUCATIONAL SHOWS AND FAIR EVENTS Exhibitors MUST participate in a Livestock approved goat show/clinic before the fair. Participation in pre-fair events within their animal project area during the fair is required for the All Around Herdsman Award. It is mandatory that all 4-H Goat exhibitors participate in at least one (1) Livestock approved GOAT SHOW/CLINIC and in all required pre-fair Health & Conditioning screenings assigned by the Fair.

ENTRY POINTS Exhibitors competing in the All Around Herdsman Award must have timely and accurate entries into the fair and fair programs.

1. Exhibitors must be present and they must show their own animals. 2. Exhibitors shall wear appropriate 4-H/FFA dress as approved by the Livestock Committee.

This will be dark black pants with white long-sleeved, button front shirts and leather boots. Official 4-H or FFA jackets may be worn. No BLING on jeans, shirt or jacket permitted. Prior to each exhibitor entering a show, an attire inspection will be conducted.

Animals must be registered in the name of the exhibitor, their parents, or the herd name. In the spirit of youth competition, animals shown by youth exhibitors should be cared for and managed by those youth. It is hoped that all exhibitors will abide by these ethics.

2. Only registered goats with the NPGA registration papers will be accepted. 3. An original Registration Certificate or approved duplicate is required for all animals six

months of age or older. An original certificate or a stamped duplicate, or faxed stamped duplicate application showing the date of receipt by the registry office, is required on animals under six months of age.

4. Certificates (or duplicates if applicable) must be presented to the Show Secretary for verification before the judging begins.

5. An animal winning Champion or Reserve Champion must have a legible tattoo or microchip (owner must provide reader) that matches the Certificate/Application or the exhibitor will forfeit their award.

6. Proof of ownership shall be the name on the Certificate or Application. Persons showing animals whose Certificate or Application have signed transfers on them must show those animals as agent for the owner on the Certificate or Application.

7. Substitution is permitted. Substitution has to be made before end of check-in to fair. 8. Classes and/or Divisions may be combined or divided with the permission of the Show

Chairman and judge on show day. 9. Animals with natural horns, disbudded, or dehorned may be shown without regard to

Exhibitors must supply their own electricity.

GENERAL RULES 1. Exhibitor must be between the ages of 2 to 7 as of September 1st of the current Fair

Season. 2. Exhibitor must be enrolled in PeeWees of SWFL on or before the second meeting of the

current Fair Season . 3. Exhibitor can have one entry per category with a limit of 3 items per child.

Categories are: #1 - VEGETABLE PLANT

#2 - CRAFT #3 - DISH GARDEN

4. All projects must be entered during booth set up. Late entries will not be accepted. 5. Judging will be done using the Modified Danish System. 6. Age divisions are 2 - 4 and 5 - 7. Exhibitors must be 5 years of age by September 1st of the

current Fair season to exhibit live animals. 7. Any exhibitor removing projects before or after the scheduled time will forfeit his/her right

to exhibit in the Pee Wee Department the following year. Release of exhibits is Sunday, March 6, 2016, from 4pm – 7pm.

1. Members’ names are drawn randomly. 2. To be eligible for the Royalty Crowning, the child must be a registered member in good

standing of Peewees of SWFL and must have attended 2/3 of the cub meetings, unless otherwise excused by the Chairperson.

3. The child must not have previously held that title. 4. Winner must be present or forfeit the title!

GENERAL RULES 1. This Club is for youth between the ages of 5-7, as of September 1, and are interested in

showing goats. 2. Youth must be enrolled in a Pee-Wee Club to participate in Fair. 3. Youth must attend 2/3 of club meetings to be eligible for Fair. 4. This Club is for youth only showing Goats. 5. Must also attend all educational workshops this club will be hosting. 6. This Club is not affiliated with 4-H or the Southwest Florida & Lee County Fair. 7.
