Welcome from the President

Our Royal Queensland Show (Ekka) competitions are the ultimate showcase of the best of the best. They reward and recognise our valued exhibitors for achieving excellence and promote agriculture and the critical role it plays in our everyday lives to Queenslanders.

In 2018, more than 4,125 exhibitors travelled to the Ekka for their chance to win a coveted blue ribbon and share in the $530,000 prize pool, including 1,186 new competitors.

We received 21,000 entries across 11,000 classes in 48 competition sections, with an increase in entries across many categories including Canine, Cookery, Dairy Goats, Education on Show, Poultry and Farriers and Blacksmiths.

It was pleasing to see large crowds acknowledging the achievements of our exhibitors, with more than 414,000 people attending the 2018 show - our biggest Ekka since 2011.

Some of our competitions were even recognised at the International Association of Fairs and Expositions (IAFE) Awards, which represents more than 1,100 fairs around the world. The Ekka won 24 international awards including 16 first places, with the Floristry, Race Around Ekka, Little Sprouts, Cookery and Student Made Cheese competitions all placing.

The RNA is also committed to providing exhibitors with world-class facilities to use, through our $2.9 billion Brisbane Showgrounds Regeneration Project.

In 2019, our Canine Competition exhibitors will use the new Alexandria Park, offering an undercover area for benching and a grassed area for judging. Also this year, all four storeys of our world first animal pavilion will be in use for the very first time, housing many animals including beef and dairy cattle, poultry and sheep.

For 143 years the RNA has been dedicated to championing agriculture and is honoured to stage Queensland’s largest event on behalf of the community each year.

GENERAL REGULATIONS

Subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Rules, By-Laws and Regulations of the Association the following General Regulations shall apply.

Judging will be performed by a panel of Judges appointed by the Royal National Agricultural and Industrial Association of Queensland.

The attention of Exhibitors is drawn to the fact that entries are accepted subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Rules, By-Laws and Regulations of the Association, in addition to the Special Regulations which appear in this schedule. Copies of the Rules and By-Laws may be obtained upon application to the Competitions Department.

No refunds will be made after close of entry.

NOTICE TO INTENDING EXHIBITORS

Entries for EKKA can be made either on the Application to Enter Form enclosed with this schedule or online at our website: www.ekka.com.au. Entries submitted other than on the correct form or online will be returned to the Exhibitor and, unless all requirements are complied with and the forms returned to the office by 5.00pm on the Application to Enter closing date, as shown in the Schedule, they will not be considered.

As a condition for acceptance of my entry: Neither myself nor my family members will indulge in any social, professional or other interaction with an official or judge contracted or sub- contracted by the RNA before or during the Royal Queensland Show.

ENTRY FORMS

Exhibitors must complete “STATEMENT BY EXHIBITOR” section on the front page of the entry form advising their taxation status.

PRIZE MONEY

1. Prize Money stated in the Schedule excludes GST.2. GST will be added to the Prize Money for Exhibitors who

are registered for GST purposes. Prize money will be paidinto your nominated bank account by 31 October followingthe Show.

3. The Association will provide a “Recipient Created TaxInvoice” to Exhibitors who are registered for GST purposes.

4. All cash prizes and trophies must be claimed within sixmonths from the closing date of the Royal QueenslandShow. Prizes not claimed and by that date will beconsidered to have lapsed, and the amount will become adonation to the Association. (RNA By-Laws)

WORKPLACE HEALTH AND SAFETY

1. The Brisbane Showgrounds are a designated Workplacewithin the meaning of the Workplace Health and Safety Act2011 and exhibitors/competitors are required to ensure thatthey and all persons under their direction or control,including their contractors or sub-contractors, comply withall requirements of the Act and the RNA holds each exhibitorresponsible to discharge its obligations to provide andmaintain a safe place and system of work during occupationby the exhibitor of any area of the Showgrounds.

2. Each exhibitor/competitor will assess the risk tothemselves, staff, volunteers, family, other exhibitors, RNAstaff, show visitors, children and any person foreseeablyaffected by the presentation of their exhibit.

3. Risks identified by exhibitors/competitors will be eliminatedor controlled by the exhibitor/competitor and particularattention will be paid to ensuring public safety and safety ofother exhibitors/competitors.

4. Exhibits will only be held and handled by competentpersons whose experience is known to theexhibitor/competitor.

5. A “No Smoking Policy” will be strictly adhered to andpoliced by exhibitors/competitors andexhibitors/competitors are advised that the use of Primusstoves, any heating or lighting appliances of a likecharacter, or any naked light, is strictly prohibited in thepavilions.

6. Any exhibitors/competitors intending to bring electricalequipment to the Showgrounds will be required to ensurethat such equipment is fitted with residual currentprotection and that all electrical leads, tools and applianceshave been inspected by a licensed electrical contractor andcurrently tagged. The use of double adaptors is prohibitedand all power boards must also be tested and tagged.

7. All exhibitors/competitors will comply with the requirementsof the Act and its Regulations and Standards in every otherrespect. This is essential for the safety of allexhibitors/competitors and the general public. The Actimposes very severe penalties in the event ofnoncompliance with its provisions. Anyexhibitors/competitors who do not comply will not beallowed to exhibit at the Royal Queensland Show.

8. The Brisbane Showgrounds is subject to a Special FacilityLicense issued under the Liquor Act 1992 and strict lawsrelated to the consumption and possession of liquor acrossthe Brisbane Showgrounds site. The consumption orpossession of liquor outside of the licensed bar areas is notauthorised by the RNA and in many cases may be anoffence for which on the spot fines can be issued by Policeand Liquor Licensing Investigators.

DISCIPLINARY COMMITTEE REGULATIONS & BY-LAWS

132. It there is any inconsistency between By-laws 133 - 153and any other By-laws of the Association, By-laws 133 -153 will prevail.

133. The functions of the Disciplinary Committee shall be tohear and determine all complaints, allegations and othermatters relating to:

a) prohibited substances, as defined in these By-laws orSectional Regulations.

b) any alleged breach of the Rules, By-Laws andRegulations of the Association by an exhibitor andrelating to an exhibit or to a competition, except if thealleged breach is of a kind that the Chairman of aSectional Committee considers is of a less seriousnature and should properly be dealt with by theSectional Committee, and

c) any other alleged breach of the Rules, By-Laws andRegulations of the Association that may be referred toDisciplinary Committee pursuant to By-Law 137 (a).

147. The Disciplinary Committee may announce its decisionorally or in writing. A decision that is announced orallyshall have effect in accordance with its terms.

148. If the opinion of the Disciplinary Committee is notunanimous, the decision of the majority shall prevail. If theDisciplinary Committee are equally divided on anyquestion concerning the guilt or innocence of a person,the question shall be resolved in that person’s favour.

149. If the Disciplinary Committee considers that there hasbeen a breach of the rules, By-laws or regulations of theAssociation, it may impose such a penalty as it considersto be appropriate, including without limitation:

a. a reprimand;b. a monetary fine (payable at such time/s as the

Disciplinary Committee may determine);c. withdrawal or withholding of any award or ribbon;d. disqualification in respect of any class;e. expulsion from the Showground;f. where the person concerned is a member, a

suspension or termination of that membership;g. a ban;h. exclusion;i. prohibiting a Person from exhibiting or competing

at the current Show or at any future Show;

j. a direction that an Exhibit beremoved from the Showground;

k. any other mandatory requirement; andl. any other penalty provided for in other

regulations of the Association.

150. There shall be no appeal from any decision of theDisciplinary Committee.

INSURANCE

All Entries and Exhibitors are subject to RNA Regulations and By- Laws set out in this schedule as well as other By-Laws that may pertain to this competition.

The RNA reserves the right at all times at its absolute discretion without assigning any reason to:(a) substitute a Judge when necessary;(b) re-allocate Judging days for a particular breed.(c) if entries numbers require an extra Judge, appoint an additional Judge if necessary.

Full copies of the RNA By-Laws may be obtained upon application to the Competitions Department.

161. The RNA may (but is not obliged to) take out a policy ofinsurance in respect of the legal liability on the part of anExhibitor for loss or damage suffered by a third partycaused by any act or omission of an Exhibit or theExhibitor.

162. The RNA, RNA Staff Members and Officials of the RNAare not liable to any Exhibitor if the RNA fails to take out apolicy of insurance effectively protecting any Exhibitor orExhibit, or if any such policy does not operate toindemnify the Exhibitor in respect of the loss or damage inquestion.

ANGORA & MOHAIR FLEECE REGULATIONS

Please read the following general Regulations carefully. Subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971 and to the Rules and By-Laws of the Association the following Regulations shall apply. 1. Not more than three entries may be made by any

exhibitor in any one class with the exception of the Commercial Mohair competition where only one entry is permitted by any one exhibitor.

2. Shearing date for Mohair Fleece must be after 1 January 2019.

3. Each exhibitor must state on his Application to Enter form

the number of classes in which he intends to compete, and full particulars of each animal entered, viz: Name in full, Date of Birth, Sire, Dam, and Stud Book Number of each animal to be stated. The responsibility of the eligibility of each animal entered rests solely with the exhibitor and the correctness of these matters and tattoos shall be confirmed prior to judging by an inspector appointed by Mohair Australia Limited Queensland Division. Any Application to Enter form that is incomplete will be returned to the exhibitor and must be returned by closing date of entries.

4. Exhibitors will have to produce registration certificates if

required. 5. Upon arrival on the Brisbane Showgrounds all animals

will be inspected by the Stewards and those whose description is not consistent with the details printed in the catalogue must be removed from the Brisbane Showgrounds if so ordered by the Council Steward.

6. All exhibits in the Commercial Classes will be mouthed by

the Stewards upon arrival on the Brisbane Showgrounds and any animal found to be ineligible to compete in the Commercial Classes must be removed from the Brisbane Showgrounds if so ordered by the Council Steward.

7. Angoras are not permitted on the Brisbane

Showgrounds before 12 noon on Tuesday 13 August 2019 and must be penned by 8pm on Tuesday 13 August 2019.

8. All Angoras may leave the Brisbane Showgrounds after

4pm on Thursday 15 August 2019 and must have vacated the Brisbane Showgrounds by 9pm on that day.

9. Angoras entered in a class for which it is found they are

not eligible may be transferred to any other class for which they are eligible.

10. No Angoras during the Show shall be removed from the

pen without permission of the exhibitor or his representative and the Steward other than for the purpose of judging.

11. For Champion prizes all first prize winners of each class

to compete. After selecting the Champion, the Judge will be required to select an animal for Reserve. The reserve shall be selected from the remaining first prize animals together with the second prize winner of the class which furnished the Champion.

12. An animal which in the opinion of the Council Steward is

not in a fit state to be exhibited, may be rejected by him and be barred from competing in the class for which it is entered. Any animal rejected must be removed from the Showgrounds if so ordered by the Council Steward.

13. In the event of the Judge deciding that the exhibits in any Class or Championship are not worthy of any prize he shall use his discretion as to what prize, if any, to allot.

14. All Angoras shall be fed and attended to by exhibitors or

their agents, who shall be responsible for their cleanliness and proper condition of the pens.

15. The age of Angoras will be calculated as at 1 August 2019. 16. The use of hormones and/or tranquillizers is prohibited. Any

exhibitor violating this Regulation will be dealt with by the Council.

17. All animals must be clearly tattooed prior to the Exhibition. 18. Each exhibitor may display one sign not exceeding 75cm x

75cm but shall remove any such sign forthwith if directed to do so by the Council Steward who shall have full power to give such direction without giving any reason therefore.

19. Exhibitors must attach a tag showing name and address

and class number to each fleece, and also on the wrapping used.

20. If exhibits are not collected personally at the conclusion of the show the Association will re-pack and re-address or deliver exhibits to any nominated authorised Wool Broker or Classing House, if so instructed, or re-addressed to the place of origin. In this regard no responsibility will be accepted for loss or damage in transit. All Exhibitors are requested to include precise instructions as to the desired method of disposal at the conclusion of the Show.

21. No fleece will be accepted unless full freight has been prepaid.

22. With the exception of the Commercial Mohair competition the Judges will transfer any fleece to the class to which it rightfully belongs. All fleece must be skirted to the satisfaction of the Judge. Fleeces which in the opinion of the Judges are overgrown, will be judged accordingly.

23. A fleece shall be the Mohair shorn from an Angora goat at the one time, during twelve months prior to judging day.

24. In the event of the Judge deciding that the fleeces in any class or Championship are not worthy of any prize he shall use his discretion as to what prize, if any, to allot.

25. All fleeces are to be the bona fide property of the exhibitors.

26. The Association shall not be responsible for the loss of or damage to any exhibit irrespective of the cause of such loss or damage.

27. All Mohair fleeces must be shown in the grease and unwashed.

ACCOMMODATION

All exhibitors please note that there is only limited accommodation on grounds. All exhibitors are recommended to seek offsite accommodation. Those wishing to apply for on ground accommodation should do so on the following basis:

a) Application must be on the appropriate

accommodation/stalling request form b) Accommodation will be considered on the basis

of 1 person for each 2 animals entered. c) All accommodation must be prepaid by the date

on the accommodation/stalling request form d) No refunds are due on any accommodation

booked and not used. Please be aware the RNA does not guarantee accommodation is available for all or any exhibitors. Note: Key deposit of $20 / key refundable on return No refunds will be made once a key/card has left the showgrounds

PREGNANT ANIMALS

No animal expected to give birth during the Royal Queensland Show will be permitted entry onto the grounds and will be withdrawn from the competition. Any animal that gives birth after arrival at the showgrounds will be withdrawn from competition and will be removed from public exhibition and placed in an isolated stall nominated by the RNA unless permission to the contrary is given by the Council Stewards or, in their absence, by a Veterinary Surgeon. Entry fees will not be refunded.

Angoras should not be entered if their expected birth date is to/or likely to coincide with the Royal Queensland Show. The RNA Veterinarian is required to attend any birthing activity on Showgrounds, with the cost for their services and subsequent waste and cleaning fees incurred by the Exhibitor

It is the responsibility of the Exhibitor’s onsite to be aware of and adhere to the Australian Animal Welfare Standards and Guidelines, notably but not restricted to the Land Transportation of Livestock and Model Code of Practice for the Welfare of Animals. Animals that have recently given birth should not be transported until at least 72 hours after birthing.

BIOSECURITY QUEENSLAND REQUIREMENTS

All Queenslanders have a ‘general biosecurity obligation’ (GBO) under Queensland's Biosecurity Act 2014 (PDF, 1.5MB). Not complying with the GBO is an offence. This means that everyone is responsible for managing biosecurity risks that are:

• under their control and • that they know about, or should reasonably be

expected to know about. Under the GBO, individuals and organisations whose activities pose a biosecurity risk must:

• take all reasonable and practical steps to prevent or minimise each biosecurity risk

• minimise the likelihood of causing a ‘biosecurity event’, and limit the consequences if such an event is caused

The following conditions will apply to stock and Vehicles moving on to the Brisbane Showgrounds MAJOR CHANGES: All stock entering the Brisbane Showgrounds must meet the national Johnes requirements. Exhibitors must advise their Johne’s Disease status at the time of entry. STOCK GENERAL: Only tick free stock will be allowed entry to the grounds. EXHIBITORS REQUIRE THE FOLLOWING:

• National Vendor Declaration (Cattle) and Waybill, or Movement Record Document

• National Goat Health Declaration • Goat Johnes Disease Declaration

Exhibitors should be aware that clearing facilities at NSW/Queensland Border Crossings at Kirra/Tweed Heads and Mt Lindsay are not permanently staffed. Exhibitors should make prior arrangements with the respective Border Crossing Points before commencing their journey. For further information call DAF Queensland: 13 25 23

JOHNE’S DISEASE It is your General Biosecurity Obligation as the exhibitor NOT to knowingly spread the disease. Any animal from suspected herds that have not yet been cleared by Biosecurity Queensland will not be accepted on to the showgrounds. Rules: Each exhibitor has an obligation to take all reasonable and

practical measures to prevent the introduction into, and spread of Johnes disease within, Queensland.

Exhibitors must not enter animal(s) which are reasonably known or suspected of being infected with Johnes disease, including animals which have been introduced with a significant likelihood of being infected.

Exhibitors must supply a health statement/declaration that provides information about the health of the animal including Johnes risk. The health statement/declaration must not be false, incomplete or misleading.

Exhibitors must advise their Johnes Disease status at the time of entry. DISCLAIMER: While the conditions of entry in regards to disease are correct at the time of publication it is the responsibility of the owner that all conditions current at the time of entry are met

PRODUCTION CLASS Entries shall comprise an exhibit of three Angoras. Animals shall be shorn, fleeces skirted and classed into component fleece types. Each fleece shall be weighed and valued at the commercial rate at the time of the Show for each component of the fleece. Animals will be weighed and assigned value from grid price dependent upon weight and fat score. No commercial value will be assigned to any animal under 15kg of liveweight. Value will be calculated for individual animals and then for each team of three.

HERDSMAN AWARD Every school with an Angora wether entered into the Angora section is eligible to compete. Each school will be allocated a section of an aisle to keep clean and tidy and will be judged accordingly. The competition is to encourage school, colleges and exhibitors to display and maintain their teams in a manner befitting their school or college and the Angora industry. 1. Cleanliness of aisles at all times - 10pts 2. Tidiness of feed and storage - 10pts 3. Presentation of angoras - 20pts 4. Promotion of school or college - 10pts 5.
