ANIMAL DISEASE NOTIFICATION SYSTEM (ADNS)
1) General information on the ADNS system
The information presented in this report has been extracted from the Animal Disease Notification System (ADNS), which is a reporting system for registration and documentation of a number of individual features on outbreaks of important animal diseases (see Annex II for the list of notifiable animal diseases). It allows for an exchange of information between the competent national authorities responsible for animal health and the Commission. All data is sent by the member countries (see Annex I for a complete list of countries) to ADNS, where it is distributed to the other countries and the Commission. ADNS is a management tool where the participating countries are able to access detailed information about animal disease outbreaks directly via a secure web-based system. In this way trade in live animals and trade in products of animal origin is not affected unnecessarily.
The ADNS system has been established by Council Directive 82/894/EC1 on the notification of animal diseases within the Community and the notifications are sent to ADNS in accordance with Commission Decision 2005/176/EC2.
It is important to remember that the EU Member States are legally obliged to report primary outbreaks – defined as: (1) an outbreak not epizoologically linked with a previous outbreak in the same region of a Member State or (2) the first outbreak in a different region of the same Member State – within 24 hours to the ADNS system, and that they have to report secondary outbreaks and BSE cases at least on the first working day of each week. The information on primary outbreaks is automatically forwarded by the system to the Commission and to the other participating countries, while the information on secondary outbreaks is forwarded once a week by DG Health & Consumer Protection to all the participating countries in a coded and decoded format (Form4) together with an annual running overview.
2) Information available on the internet

On this webpage, a summary of the number of outbreaks and the date of the last outbreak notified to the ADNS system is given for the current year and previous years (report T11). The report for the current year is updated on a weekly basis. In the case of a large outbreak of an infectious disease affecting more than one

3) Updates made in recent years to the system
In 2006, Bulgaria, Romania and the Faroe Islands have been added formally to the system. For Bulgaria and Romania this is applicable from the date of accession. Spain has adjusted the names and boundaries of its veterinary regions. Furthermore, additional disease codes have been added to be able to make a distinction between highly pathogenic and low pathogenic avian influenza in poultry and wild birds.
In 2005, Turkey agreed to informally take part in the ADNS system, while Iceland and the Faroe Islands were also informally added to the system. These last two countries agreed at that time to add the obligation to report animal disease outbreaks to the ADNS system to the respective veterinary agreements with the EU. In the meantime the Faroe Islands have done so and they have been formally added to the system in 2006.
In 2004, the Netherlands changed all of their ADNS regions so as to be able to make better use of geographical boundaries when controlling and eradicating an outbreak, while Poland enlarged the number of regions they use for reporting outbreaks to be able to give a more detailed overview of the location of an outbreak. Other countries have also updated some of their regions in that year.
As for the diseases that are notifiable to ADNS, glanders, dourine, equine infectious anaemia, all types of equine encephalomyelitis including West Nile Fever, the small hive beetle and the Tropilaelaps mite were added to Annex I of Council Directive 82/894/EEC in 2004, and for that reason they have also been added to the ADNS system.
For the first time the two bee diseases mentioned above were made notifiable in 2004 and therefore it was necessary to amend the ADNS system to enable notifications of these two diseases and for the number of affected bee hives to be included as well. Because of this, the codes used for reporting the number of animals to the system had to be amended from a three digit code to a four digit one as no additional coding space was available.
Up to now the two bee diseases have not been notified in the Community.
4) Information on outbreaks in the EU during 2006
The tables and graphs that you will find in the annexes to this annual report were made using Business objects, while the maps were made using the Arcview mapping system.
The total number of notifications made in 2006 is 3787, compared to 1005 notifications made in 2005 and 1850 notifications made in 2004. Every notification means 1 primary or secondary outbreak of a disease. The large number of outbreaks in previous years is mainly due to BSE and bluetongue.

For 2006 the disease situation in those countries participating in ADNS has been as follows:
No outbreaks of the following notifiable diseases have been found in 2006 in the EU: Foot and Mouth Disease, Rinderpest, Contagious bovine pleuropneumonia, African Swine Fever, Porcine enterovirus encephalomyelitis, Vesicular Stomatitis, Peste des Petits Ruminants, Lumpy Skin Disease, Capripox, African Horse Sickness, Rift Valley Fever, Dourine, Glanders, Small Hive Beetle and the Tropilaelaps mite.
The following diseases have been confirmed in the EU in 2006: bovine spongiform encephalopathy (BSE), avian influenza both highly pathogenic and low pathogenic strains, swine vesicular disease, classical swine fever both in domestic pigs and in wild boars, Newcastle disease, infectious haemotopoietic necrosis, infectious salmon anaemia, viral haemorrhagic septicaemia and equine encephalomyelitis (West Nile Fever).

The situation with regard to animal diseases in the Community continues to be of concern. In the first half of 2006 many outbreaks of the Asian lineage of the avian influenza virus (HPAI H5N1) in wild birds and poultry in several Member States were successfully contained. While outbreaks of bluetongue serotype 8 occurred in far more northern latitudes than the previous limits of the disease. This new serotype (serotype 8) has previously not been reported in Europe. This is a significant epidemiological development because this is the first time that this serotype has been officially reported outside sub-Saharan Africa, the America's or India.
However, the situation with regard to fish diseases is stable and the number of BSE outbreaks has decreased dramatically.
As for African swine fever in Sardinia (Italy), for the first time in the history of ADNS no outbreaks of this disease were detected on that island, which indicates clearly an improvement in the disease situation. Surveillance and control measures are still in place to ensure a quick response should the disease reappear.

5) Actions foreseen for ADNS in 2007
Efforts are already being taken to add more Balkan countries informally to the ADNS system, in particular as the Council has agreed to start accession negotiations for Croatia and Turkey.
No big changes are foreseen to the ADNS system itself in 2007. However, the platform used by ADNS will be updated to bring it more in line with other programmes and systems used within the DG. For the mapping of outbreaks a migration has been made to Arcview and it is the intention to add a web based version of Arcview to the ADNS secure web based system.
In 2006, member countries have been reporting more often than before the GIS co-ordinates for the holdings affected by an outbreak. This is a positive development in line with the upgrading of the ADNS mapping system to Arcview, because with this mapping system a much more precise mapping of outbreaks is possible.
