BackgroundIndia�has� the�second� largest� road�network� in� the�world,�next�only� to� the�US,�with�a�total�network�of�4.69�million�km�including�national�highways,�expressways,�state�highways�and�a�wide�network�of�district�and�rural�roads.��While�the�traffic�is�growing�at�the�rate�of�13�percent,�the�length�of�road�is�increasing�by�only�4�percent.�Not�only�this,�construction�of�new�roads�and�maintenance�of�existing�network� is�also�a�problem.��Owing�to�the�large�investment�requirement�posed�by�the�sector�the�government�of�India�is�inviting�private�participation�in�the�sector�through�BOT�Mode.�The� government� of� India� embarked� upon� the� grand� policy� of� National� Highway�Development�Programme�(NHDP)�purely�based�on�BOT�Model�for�the�development�of� roadways� in� the� country.� � It� is� also� planning� to� add� further� 18,637� km� of�expressways� in�500�km�of�existing�expressway�network�by� the�year�2022.� �Toll� is�also�being�collected�from�many�Upgraded/widened�sections�of�National�Highways.�At�present�toll�collection�is�basically�manual�wherein�user�has�to�pay�cash�and�collect�receipt�which�results�in�longer�queues.�The�committee�constituted�by�the�Chairman�of�UIDAI�recommended�the�use�of�Electronic�Toll�collection�System�using�RFID�tags�for�smooth�functioning�of�Toll�Roads.�Keeping�in�view�large�Geographical�size�and�spread�of�PAN�India�tolling�operation�covering� at� present�more� than�220� toll� plazas,�which� is� likely� to� go� up� to� around�400�toll�plazas,�it�is�to�be�deliberated�as�to�whether�one�CCH�will�be�able�to�handle�the�entire�transaction�traffic�with�efficiency�as�per�Industry�Standard.�Till�date�Indian�investors�had�the�opportunity� to� invest� in� low�risk�toll� roads�but�next�generation�of�investments�will�bring�in�new�challenge�for�the�concessionaires.Traffic�forecasting�and�risk�assessment�requires�a�more�sophisticated�approach.�The�toll�roads�have�a�social�impact�both�positive�and�negative�which�has�been�witnessed�in�many� recent� instances�where�people� have� resorted� to� not� paying�Toll� in�many�parts� of� India.�Developers� face� significant� challenges� in� operating� toll-based� road�projects�which�are�diverse�and�dynamic�in�nature.�Apart�from�challenges�in�project�management,�administration�of�contracts,�choice�of�technology,�difficulty�in�arranging�funds� and� collection� of� toll,� the� developers� also� encounter� challenges� from� the�political�and�social�class�during�different�phases�of�implementation�and�operation.Increase�in�complexity�of�engineering�and�construction�as�well�as�the�mechanisms�and� arrangements� for� collecting,� recording� and� accounting� of� varied� levels� of� toll�across� different� projects� is� another� area� of� contention.� Therefore� the� present� toll�collection�system�needs�a�much�closer�look�to�facilitate�a�simple�unified�tolling�system�and�use�of� technology� to�automate� the�process�of� toll� collection� thereby�ensuring�reasonable�returns�for�developers�and�at�the�same�time�providing�affordable�rates�of�transport�for�the�common�people.�Infraline� through� this� conference� is� trying� to� unite� the� policy�makers� and� industry�stalwarts�to�join�hands�together�in�solving�the�tolling�issues�in�India.�It� is�providing�a� forum� focusing� on� industrial� challenges,� risk�mitigation� strategies,� use� of� latest�technologies,�comprehensive�vision�for�future�development�and�opportunities�offered�by�the�sector.
