T h e wide n ing influences o f Surf Life-S a ving Clubs through­out the D ominion is evi denced by the ever- increasin g number of thegenera l public who atten d the be a ches a n d wa tc h inter estedly theoperations of th e teams in their drills and competi tions. It is be ­coming m ore a pparent that if the beaches are to be made safe fo rthe ba thers th en it is essential t h a t Surf Life-S a ving Clubs sh ou ldbe operati n g on all beaches where the public congrega te a nd shouldbe fu ll y equipped to ren der the g reatest servic e promptly to t h ose indistr ess. T o th is goa l the Association is stead ily working a n d thein cr ea se in the number of new cl ubs form ed during the p ast yearis grat ifying in d eed. \'Vha t is required is a general re cogn ir io n bythe public of the D omin ion as to the va lu e o f the sel f -sacrificingservices the m embers of such cl u bs a re rendering to the co mmunit yas a whole . IT IS C O M M U N I T Y SERVICE IN THE WIDESTS E N S E OF THE WORD. For the effic ient equipment of the cl ub,finances are essential a n d in this respect the co m m u n ity ca n assistthe clubs by making dona tions to the fu n ds . Surf Life-Saving Clubs are rendering to th eir particular dist rict inthe p at rolling of the beaches a n d the safeguarding of human liv esa n d to render financial assistance to the clubs so that they cancontinue to o pe ra te in as an efficien t manner as humanly possible.MEMBERS OF SURF LIFE·SAVING CLUBS SHOULD NOTBE CALLE D UPON TO MAKE ALL THE SACRIFICES.A common duty de volves on Loc al Bodies and th e ge n era l public toassist. I t is pleasing to n ot e th at in some d istricts th e LocalA u th or it y recognises the posit ion and do their best to h elp th e workof the clubs in its district, but this sp irit o f thoughtfulness is theexception to the rule. The d ay of lip service of a p p re cia ti on of th ework done should be ended and what is d esir ed is a ge n u ine indica­tion. backed up by financial grants, that the work is given th a td egree of local importance as it justly merits.

It is g ra ti fyin g ton ote the continued in terest o f His Majesty in the work being donea n d in pled ging our loyalty to the Crown may we exp ress the desirethat the rei gn of His Majesty an d Queen Elizabeth will be a longand happy one.

REPORTED RESCUES FROM DROWNING.

The National value of th e oper a t ions of the Surf Li fe-SavingClubs is ev ide nced by the following seri es of figures in d ica tin g thenum ber of rescu es repor ted by 39 cl ubs with eithe r reel o r line orwithout such equi pment and a lso the number of p er sons who receivedresuscitation trea tm en t and the large number who received fir st aidt reatment by members of clubs d u ri n g the past year. These figu resindicate the results achieved, but words a nd fig u re s fail to ex p ressthe value of th e sel f-sacr ificing spi rit of th ose who, in many cases,went out in most di fficult a n d d anger ous circumstances to render thatassistance to those in di stress which meant th e saving of an o the r life .They recognised their duty an d d id it well. The sp ir it o f self­sa crifice is the fun damental prin cip le that underlies the work of asurf life-saver. H is task is to patro l the bea ch an d to be ready a tall times to render ass ista n ce when th e n eed arises. H ow that prin ­cip le has been mainta ined is gauged by a review of the fig u resbel ow. U n for tunate ly th e compiled list does n ot cover a ll th e clubsop era ting under th e jurisd ic tio n of th e As socia tion but th e figurestabulated sta nd ou t as monuments of se rvice re n de re d n ot only tothe particular in divid uals co ncerne d but to the com m u nity as a whole.It will be n oted th e inc reasing n umber recorded as h a vin g receivedFIRST A ID, an d in dicates the general a bi li ty of the members ofclubs to render varied se rvices to th ose in d ist ress.

W hat an a larming sta te of affairs wou ld ex ist on our coast lineif surf clubs did not operate on those beaches so much sough t a fte rbv those who indulge in su rf ba th ing an d swimming. Truly it canbe sa id th at members of Surf Li fe -Saving Cl ubs are WATCHERSOF THE S EA- EV ER READY TO ASSIST.

Much has beendone-M U C H MORE COULD BE DONE-if the clubs wereafford ed the opportunity of utilising th ei r full st re n g th of man powerby the installation in all clubs of sufficient eq u ip me n t to permit ofextending the patrols o n their own and adjacent beaches until suchtimes that all the patronised beaches of the Dominion will bepatro lled by members of S urf Li fe -Saving Clubs ever ready to renderassista n ce . This is the objective of the N ew Z eal and Surf Life­Saving Association. Local Bodies a n d th e ge neral p u blic can helpin furthering this objective: : the q ue stion is-WILL THEY ?

THE N .Z . G0VERNM EN T'S RECOGNITION.The Government of th is D o minion undoubtedly recognises the

value a nd work of our organ isa ti on and the operations of the clubson the va ri ous bea ches, and in the Hon. W . E. Parry, M .P ., we havean H on. Minister of Internal Affairs who is fully alive to the re­qui rem en ts of the clubs and the organisation a n d is willing at alltimes to gi ve the fullest and most symp a thetic h earin g to overturesmade through him to the Government fo r fin ancial ass istance. Notalone in the matter of finances is the Hon. M in ist er in te re sted butalso in the general control and co n d uct o f the beaches and in duecourse we feel confident that the Surf Life-Savin g Clubs of theDomin ion will be given a de fin ite status as the g ua rd ia n s of thebea ch es with th e fullest and wid est a u th o r ities to not only patrolthe beach es but to decide on what area of the beach swimmers andbathers -sh o u ld be permitted to con g rega te-in their own interestsand safety-for it is apparent to the ob server tha t m a n y bathersrush blin d ly into the water wit hout making a ny enquiry as to thesafet y of the area and the consequent dangers of undertows, etc .W ith this objective we feel sure that the Governmen t are in full

accord and it is on ly due to the n ec essity that suc h a change ofpolicy requires the cl osest invest igation fr om a ll angles that up tothe present no d efinit e a ct io n h as been taken. The Association has110 desire that its m embers should usurp the functions of local bodyins pectors or beach cus to d ia ns but it is beco m in g apparent that ad efinit e system of beach control will h a ve to operate if it is desir edthat the greatest security wi ll be given to the frequenters of thebeaches. The Government, through the H on . Minister of Interna lA ffa ir s, made a substantial grant to the f unds of th e Association andin record in g the rec eipt of this m agnificen t g ift the Associa tio nd esir es to record its d eep appreciation of the grant made an d therec ognition of the ser vices rendered by the clubs by th e Gover n me n tof the Dominion. The excelle n t ex a m p le set in the forward in g o fthis donation could, in a lesser d egree no doubt, be fo llowed byLoc al Bodies in m aking donations to Surf Life-Saving Clu bs in th eirown di st r ict . The securing of necessary gear requires considera b lefinance an d it should not be left a lone to the State to carry thefull burd en of financ ia l responsibility . Surely Lo cal Bodies a n d thegeneral publ ic have much to ga in by the efficient patrolling of thebe aches and the saving of human lives. What is wa nted is a spiritof fin ancia l co -operation by Local Bodies wit h the cl u bs of the di s­trict and in this respect the gener ous ac tio n of th e Govern mentcould be followed with g re a t advanta ge to everyone by Local Bodies .The wor k is d efin itely COMMUNITY SERVIC E IN THE WIDESTS ENSE O F THE WORD, and it is not asking too m uch to en suretha t th e sacrifices will not be made by the members of clubs a lo ne.

N.Z. SURF LIFE·SAVING CHA M P I O N SHIP S.

The National Surf Life-S aving Cha m p ion sh ip s were conducte don N ew Brighton Beach (Christchurch) on S atu rd a y a nd Sunda y,]anuar,y ZZnd and Z3rd, a n d once again the controlling a uth or itywere co nfronted with unplea sant weather wh ich m a d e co ndit io n sfor both competitors, offici als a n d the ge neral public far frompleas in g. The arrangeme nts f or th e conduct of .rhc champions hipswere underta ken by the Canterbury Dis tr ict Association and con­grnrula ti on s a re exte n de d to the Associ ation and the various offic ia lsfor th e a mount of det ailed work underta ken to ens ure the successf u lopera tion of th e carnivaL The clima ti c conditions undou bte d lya ffe cted the attendances on both days an d affected considerably thefin ancial results. Considerable loc a l inter est was aroused and theknowled ge that the selection of m ember s for the N.Z. S u r f L ife­Saving team' to visit Australia would be made at the conclusion ofthe championships gave a n added touch of in terest to the vario usevents which were competed for in the best of sporting spirit a n din a general all-round efficient manner . This was the fo u rt h occa­si on in succession that wet weather condi tio n s were experien ce dduring the currency of the championships and it is h oped that the1Q,Q Championships to be held at Auckland on February 16th and17th next will be fa voured with sun sh ine. The C h ampio n sh ip s wered eclared opened by His \'Vorsh ip the Mayor of N ew Brighton, whosp oke of the great va lue rendered to the co m m un ity by the clubsop era ti ng on the various beaches. Coira ) , in introducing th e various sp ea kers co ngratu la tedthe Canterbur y As sociation on the a r ra n ge me n ts m a de a n d the team,on their excell ent appearance. Congratulations are exten de d to Mr. J . C. Blake ley of the LyallBa y Club, Well in g to n, in secu r ing th e Surf Beltman's Championshipfo r 1938 , a n d to Mr. A. T . D alton (N orth Beach Cl ub, Canterbury)in filli ng the seco n d p osition. These two members h a ve len g th y a n dve ry cred ita ble reco rds to th eir credit a n d are deserving of theh ighest prai se fo r th ei r co ntin ue d efficien cy and ge neral keennessand a re undoubt ed ly id ea ls whi ch the younger members of theva r ious clubs could endeavour to emula te wit h advantage to th em­selv es a n d th e organisat ion.

The Council cannot conclud e this sectio n of its rep or t withoutpl acing on re cord its a p p reciation of th e services render ed by theoffici al s of th e Canterbury As sociation and the only regret is thattheir ta sks were n ot carried out under m uc h better weather condi ­tions.

Though references will be made in a lat er stage of this rep o rtrp th e a ctiv ities of the H on. Board of Judges the Council d esiresto record appreciation of th e ser vices rendered by th e gentlemenwho offici ated as hon. judges for the Championships a n d whosed ec isions were received with approbation.

NEW ZEALAND SURF LIFE·SAVING TEAM TO VISIT

AUSTRALIA.

History was made by th e A ssoc iat ion during th e past year wh enan invita tion was issued by th e A.S.L.S.A. to sen d a team of 10 mem­bers and a manager to visit Sydney a n d participate in the AustralianSurf Lif e-Sa vin g Champ ionsh ip s of 1938. The se lection of themana ger was de cided by ballot a t th e a n n ual ge neral meeting of theA ssoc iation h eld on October 30 th a n d Mr. H . S. Feast (President,Canterbury Su r f As sociation ) was elec ted from twelve nominationsreceived a n d vo ted upon. The a ppointme n t o f the necessarysel ection committee was th e n ext ma tte r d ea lt with and M essrs. H. S .Feast (Ca n te rbu ry), P . D . Edwards a nd V . AIlan (WeIlington) werea p p oin ted . N omin ations for mem bership in the team were invitedfr om all clubs under th e ju r isdi ction of th e Association a nd twen ty­n ine n omin ations were received a n d the task of the selectors was afo r midable one indeed. It was d ec id ed that th e final sel ect ion of theteam should be a n n oun ced on th e day foIlowing th e con cl usion ofth e N .Z. Surf Lif e-Saving Championships to be h eld at NewBrighton on January 22n d . After ex a mi n a tion s of variou s aspectsof th e work and due and lengthy d eliberations the fo llo wing teamwas announced:-A. T . F. Stokes, R. P elham, J . C . Bla keley, E .Stevens, A . T . Dalton, J. A. Young, J. Williams, D K . Symes,D . K. Ev ans, J . Clark. .

It was with regret that th e selectors ac cepted th e resignat ion ofMr. J . C. Blakeley from inclusion in th e team and a f te r an invitationwa s accorded Mr. F . G . Ryan and de cline d , th e S election Commi tteeth ereupon selected H . C. D owns to join th e team. The team de­parted from W ell in gton on Feb ruary 8t h . On a rrival at S ydney

CONCLUSION.

In rec ording the sixth year of operations of th e Associationa nd in concludin g this report the Council reviews with g ra tifica tionthe progress m ad e by the Association during the past year and looksforward to th e future with even greate r hopes fo r a still wideninginfluence of th e activi t ies of the Association. It must be apparenttha t while we ha ve unpatrolled beaches in the Dominion then th ework of the A sso ci a t ion must n o t stop but go onwards . W e aim toh a ve all be a ches patrolled by clubs fully equipped with the latesta nd bcs~ methods of rendering th e necessary assistance to those re­q uiring sarne. The matter of m otorised transportation to remotebeach es has been suggested by the Auck land Association and isworthy of th e fullest consideration . The Association is steadily pro­gressing and the fu ture holds ou t every hope of continued successfor it is be coming apparent th at there is an awakening of p ublicinterest in the work of the surf Life-Saving Clubs throughout the

Domin ion . All that is required to give th e movement the n ecessarylift al ong the road is for th e Local Bodies to begin to realise wherethey stand in this humanita ri an wor k, a n d when they realise that thcyhave a mora l duty to perform then the Association will readily con­vin ce them that their moral duty is to fin ancially assist the clubs intheir distr ict s whose me mbers d evote many hours of time undertakingan obligation to be p rep ared to assist wh en the call comes. Thisproblem of beach control a n d beach eq u ip me nt cannot and shouldnot be allowed to rest on. the shoulde rs of members o f Surf Life­Saving Clubs but should be tackled and overcome by the combinedinterest o f those controlli ng the beaches a n d those who patronisethem. M uc h has been said-and ri ghtly so-of the dangers of roadtr affic and the consequent deaths a nd se ri o us a cciden ts, but a ninterestin g study is recomm en d ed in reviewing statist ica l retu rns ofdrownings and road fatal ities taking into consideration the limitednumber of months that most d rownings occu r in. The matter is anational and a vcry urgent one. The clubs a re ready to dotheir share. Will Local Bodies and th e ge n era l public do theirs?

In conclus ion we wo uld aga in recommend the motto of theAssociation to members of cl ubs-especia lly the new members­VIGILAN C E , SERVICE, ENDURA N C E, a n d in thanking them fa"past 'ser vices so well done remi n d them that the future is ahead withits possibili ti es of calls for ass istance from those in distress and thatthe id eals of th e Association will ever be before the m embers of theclubs th roug h ou t the Dominion.
