Ecologic is a company like no other. EcoLogic is a take-back system approved by the French authorities to undertake the removal and

treatment of household waste electrical and electronic equipment (WEEE), collected selectively. Its work is in the public interest. Its mission is the establishment of a WEEE chain of recovery and pollution control that is exemplary in its efficiency.

Since July 2005, producers of electrical and electronic goods in France have been required to take responsibility for the removal and disposal of these appliances as they reach end-of-life. In return for the payment of a ‘recycling contribution’ collected at the point of purchase, EcoLogic takes on the producer’s obligations, organising the entire process of collection, removal, pollution control and recovery of WEEE.

With a 15.8% share of the market by tonnage, EcoLogic, on behalf of its members assumed responsibility for 41% of all units of electrical and electronic equipment coming on to the French market in 2008.

Furthermore, through its partner authorities, EcoLogic provides a service to around 16 million inhabitants and in 2008 played its part in giving a second life to nearly 50,000 tonnes of WEEE.

Interview with René-Louis PerrierPresident of EcoLogic

René-Louis Perrier, you’ve been president of EcoLogic since it was founded in 2005. Could you remind us of the context within which this take-back system has grown?

Along with three other companies, EcoLogic

received government approval to carry out this

work for a three-year period. This enabled us

to take on the producers’ responsibility -

in return for a financial contribution,

- for the removal and treatment of electrical and

electronic waste.

After two years of business development and

implementation, EcoLogic has now hit

cruising speed and offers the sector

a high standard of relevant, optimized services.

With nearly 1,000 members and 41% (in units)

of electrical appliances arriving on

the market, we’re looking at a positive balance

sheet for these inaugural years of business.

Have you encountered any stumbling blocks during these three years?

The most complex part of the brief has been

the development of an effective logistics

operation. In 2006, each player was just starting

out in what was a newly-created sector. It wasn’t

easy for anyone but we have succeeded in

building a very professional and durable model.

After a year of fine-tuning in 2007, we have been

able to smooth out procedures so as to keep

more in touch with the needs of local authorities

whilst also producing solutions that are both

economical and long-lasting. Our new Extranet

has been a huge success with its users, allowing

an exceptional fluidity of exchange between

EcoLogic, local authorities, and our treatment

partners.

You speak of economical solutions. Is it genuinely possible to achieve all of your goals at a moderate cost?

Yes, it’s entirely possible. EcoLogic is fully engaged

on this front as our main priorities take in the

environmental economy as well as the financial. We

are mindful at all times of avoiding waste in all its

forms. We follow a strict approach to the daily

allocation of resources and are systematic in

considering any actions we take in the ‘broader’

context. In this way, we can ascertain that

everything is working as it should, whether the

environmental outcome of a particular process is

positive or not, whether time and energy spent on a

particular area might not be more wisely spent

elsewhere, and so on. Our tariff of ‘upstream’

contributions made by producers is to our

knowledge the lowest offered by any take-back

system and has not changed in three years. It all

boils down to this ‘broader’ way of thinking that

helps drive us forward.

What are your plans for 2009?

We are continuously evaluating our organisation and

our processes. We carry out audits and

consultations every year to assess and optimize the

work of our treatment partners. Our teams carry out

surveys in the field to evaluate satisfaction amongst

local authorities and our members. In fact, we follow

an approach of continuous improvement in

accordance with commitments made to the

government and the WEEE approval committee, as

well as in relation to our ISO 9001 and 14001

certification. EcoLogic is currently involved in

consolidating its activities. The main emphasis in

2009 is on analysing results and coming up with

responses, solutions and hard facts. To this end, we

have developed a computerised tracking system

and a purchasing policy which reduces the

counter-productive effects of fluctuating raw material

prices in the industry. We also look at the working

conditions offered by the various players involved as

the outcomes we seek are not merely economic

and environmental, they must also reflect society

and the social.

With our industry partners, we think about

mechanisms that will foster eco-friendly design. We

look at alternative collection methods better suited

to particular settings or, for example, that can

restrict looting at waste collection sites. In short, we

remain active, inquisitive and ready to drive things

forward. At EcoLogic, we want to be agents for

change. Our goal is to develop an efficient resource

enabling consumers/inhabitants/citizens to be free

of their electrical waste whilst avoiding all forms of

wastage. At the same time, we need all producers

and importers on whose behalf we act to buy into

our approach.

What purpose does thinking in broader terms actually serve?

Through its pivotal role in the WEEE sector,

EcoLogic is trying to grasp the wider implications

of its brief. Reality is complex and requires

constantly renewed analysis that will measure the

benefits and impact of any activities undertaken.

We are simultaneously citizens of a planet we

must preserve and waged employees, whether of

a company, a not-for-profit organisation or public

service. We are also, at the end of the day, all

consumers of products that we buy and throw

away. That makes us all responsible for thinking

about the various aspects of the problem of

recycling WEEE so that we can arrive at winning

solutions for everyone.

In 2008, French producers of household electrical and electronic equipment (EEE) placed 1,458 million tonnes of appliances on the market. According to ADEME, the French Government energy efficiency agency, this figure is set to increase by between 3% and 5% year on year. When these appliances reach the end of their useful life, they must be collected, treated and recycled in accordance with French law (decree no. 2005-829 of 20 July 2005).

It was with the aim of bringing some structure to this sector that producers of electrical appliances took the step of founding four take-back systems,* which subsequently received government approval. EcoLogic is one of those four organizations.

For three years now, EcoLogic has organised on behalf of electrical goods manufacturers the logistics and pollution control operations that prevent harmful chemicals being released into the environment. Although these pollutants are only present in small quantities in electrical appliances, their environmental impact can be considerable - from global warming caused by the release of greenhouse gases to soil pollution from mercury and lead. Some EEE also contain the toxic metal, cadmium, PCB** and many other substances that are both toxic to humans and the planet.

In fulfilling its pollution control objectives, EcoLogic is protecting the environment whilst helping to preserve our natural resources. Indeed, through its specialist treatment partners, EcoLogic ensures ‘material recovery’ of all components that can be re-used or converted, including metals, glass and plastics. Of the 47,720 tonnes of appliances collected by EcoLogic in 2008, some 36,949 tonnes were treated, 31,811 tonnes recovered and 29,415 tonnes recycled or reused. 7,450 tonnes of pollutants were extracted in the process.* of which one is exclusively dedicated to the collection and recovery of light fittings ** polychlorinated biphenyls

All waste from electrical and electronic equipment, whether originally powered via electrical current (battery, mains) or electromagnetic field, is collectively known as WEEE (or W3E).

• European directive 2002/96/CE, adapted under French law sets out the following requirements:

• the selective collection of electrical and electronic waste with a view to recovery and a duty to take back free of charge an old appliance whenever a new one of similar type is sold to a household;

• the selective and systematic processing of certain component parts (capacitors containing PCB, printed circuit boards, gas discharge lamps, etc.) and substances known to be hazardous (mercury, CFS, etc.);

• the re-use, recycling and recovery of all WEEE collected;

• the producer’s responsibility for WEEE, requiring them with respect to household WEEE to make a minimum financial contribution towards removal from point of collection, treatment, recovery and disposal of WEEE, with effect from 13 August 2005.

Minimising the environmental impact of our activities

By giving electrical waste a second life, EcoLogic is contributing to the protection of the environment. Paradoxically, the development of collection and treatment activities raises a troubling issue: the emission of greenhouse gases during the transport of waste. As a responsible eco-organisation, EcoLogic carried out a survey of its treatment partners in 2008. The geographical location and traffic flows of different sites were compiled with a view to optimizing the transport of materials from collection point to technical treatment centres. In 2009, a referencing system will be finalised, allowing EcoLogic to evaluate the carbon footprint for each of our activities. The objective is to reduce the mileage covered by both vehicles and waste, and to look into alternative transport modes.

In the long run, this approach to improving logistics could lead to the use of inland waterways. Collaborating with a range of partners, our Research & Development Team completed a study in 2008, which analysed the opportunities offered by river transport in the Ile-de-France basin. We have looked at different scenarios as a means of concretely assessing the possibility of transferring WEEE traffic to the river. Even if the results are encouraging, the problematics of adapting each site remain. It requires a re-think of the whole logistics operation and this will require us to carry out further feasibility studies in the coming years. EcoLogic is raising awareness of these issues with other industry players.

It’s not by chance that EcoLogic gives such weight to its environmental responsibilities. We remain to this day the only take-back system in France certified under ISO 9001 and ISO 14001. The certification was awarded in 2007 and granted again a year later in November 2008 by the inspection agency, AF-AQ.

The objective is to apply continuous improvement procedures to our internal processes thus enhancing working methods and performance. The certification applies to the organisation itself as well as our competence in the field of collecting, consolidating and treating WEEE.

One ambition: to be involved at the outsetEcoLogic’s first responsibility, as defined by Government, is to contribute to the establishment of an exemplary operation for the collection, clean-up and recycling of WEEE. Beyond the core provision of services, EcoLogic is thus charged with looking at improvements across the whole of the industry, which ties in perfectly with our approach of continuous innovation and development.

In 2008, through the work of our Research & Development team, EcoLogic took the following steps:

• the establishment of a method of assessing the carbon footprint of our treatment partners. Research which models all operations linked to the removal of WEEE from collection points and onward transfer will be carried out in 2009. This will feed into the creation of a tool for computing mileage covered and eventually to the reduction of CO2 emissions;

• a range of samples were taken from the four waste streams across the whole territory to ascertain the precise composition of waste. The study was structured according to the ten categories listed under the government decree. It gave us additional information, for example, on the presence or absence of compressors in refrigeration units after selective collection;

• checks made on treatment solutions and a study of the trajectory of an EcoLogic waste consignment across each of twenty sites. This allowed us to review the validity of information provided by our treatment partners on recovery rates and to monitor the processes involved with pollutant extraction;

• optimization of consignment tracking: identification of consignments and each operation undertaken (removal, transfer, treatment, etc.);

• the development of an Extranet to simplify communications with local authority partners and improved monitoring of quantities treated and recovered, from collection to elimination.

A software package was introduced in 2006 to facilitate data exchange with our producer members.

Eco-design is today at the heart of EcoLogic’s approach to waste prevention. It is based on the principle that each product or process necessarily has an impact on the environment but that this impact can be restricted, starting with the moment of the product’s creation. By favouring certain materials over others; by designing appliances that are easily dismantled to facilitate chemical extraction; by reducing water and energy consumption during production, it is possible to better control the pollution resulting from industrial production.

Given the overall scale of the operation, EcoLogic hosts working groups involving other industry players, with the aim of devising new ways of operating or establishing new standards of production.

A call for ADEME projects

Five projects have been retained with a focus on improvements to the recycling ofmaterials found in WEEE and the extraction of pollutants. Several projects of note have been supported by EcoLogic:

• improvements to infra-red plastics sorting and to identifying the presence of brominated flame retarders

• pollution control of plastics

This investment made by EcoLogic in 2008 will be carried into 2009.

Sagem Communications has had a policy of sustainable development for many years

now. Within our company, this notion applies to two fundamental spheres - the ethical

and the environmental - notably in the eco-design of electronic products. As a founding

shareholder in EcoLogic and a producer member, we have participated in working groups

on eco-design. This approach is very important for us and fits with our ongoing policy of

reducing the environmental impact of our activities (reduced energy consumption, simplified

assembly of elements during manufacturing to facilitate dismantling of products during

recycling, etc.) However, to encourage greater consideration of the environment and thus

eco-design, there is more awareness-raising to be done with producers. And it’s here that

EcoLogic really adds value. The manufacturers creating these products do so without any

knowledge of the steps required to recycle them at end-of-life. Thanks to its expertise in

these operations (dismantling, extraction, treatment, etc.), EcoLogic can help manufacturers

facilitate the various steps involved with recycling, help them to re-use equipment, specify

which materials to prioritise and which assembly methods to avoid.

Eco-design presents a marvellous opportunity to produce equipment in a more responsible

and more ecological manner. In getting involved with our company, EcoLogic has helped to

effect a change both in our attitudes to manufacturing and our methods. This can only lead

to a significant global reduction in the environmental impact of the world of electronics.

The Weee Forum

The WEEE Forum is an association made up of 42 WEEE take-back systems (including EcoLogic) across 27 countries of Europe. Its main focus is the comparative study of good practice in Europe. In 2008, thought has been given to the problematics of collection and recycling of flat screens and cathode ray tubes. The Life-WeeeLabex project supported by the EU is being carried out within the WEEE Forum and aims to harmonize and establish standards in logistics and treatment. EcoLogic is a member of the technical committee for this project.

Working groups on eco-design

In 2008, as part of a broaderreflection on the eco-designof electrical and electronicequipment, EcoLogic, hosted six technical sub-group meetingsaround the theme of the technical constraints faced by both producers and waste processors.

PCB Study

Along with ADEME and othertake-back systems, EcoLogic isfinancing a study involvingthe collection of condensers andoils likely to contain PCB and analyzing them to find out whether PCB is actually still found in WEEE. This also provides an opportunity to look at the potential presence of other dangerous chemicalin condensers and oils.

Study into the collection of WEEE in yellow bins

The collection of WEEE indensely-populated settings gives rise to numerous feasibility issues.Along with ADEME and Syctomin urban Paris, EcoLogic is taking part in a study which aims to combine the collection of household packaging waste with small household electrical appliances in the yellow ‘recycling’ bins.

EcoLogic, a team player in the social economy

Over the last twenty years, many social enterprises have through their diversity helped to develop the WEEE sector - on both an economic and an environmental level – making it a more professional field. Working simultaneously on the reintegration of disadvantaged people into the world of work and on the dismantling of electrical waste, these organisations have become players in their own right within this sector. The transposition of the European directive into French law in 2005, publicly recognized the significance of their social and historical positioning, and required the various players in the sector - including take-back systems - to acknowledge their special role within it.

The objective here is to use the ‘recycling contribution’ to fund as many social enterprise jobs as possible in the collection and treatment of WEEE.

From the outset, convinced of the value of their social engagement and savoir-faire, EcoLogic has reinforced the work of social enterprises through local partnerships. Our teams initially relied on existing relations between organisations and local authorities. In the last three years, however, they have also encouraged the arrival of new players from the social economy in the fields of logistics, waste treatment (notably of CRTs) and pollution control.

In 2008, we approached twenty-six enterprises to prioritise collection solutions, recovery and social re-employment. They employ at least 180 (full-time equivalent) paid integration workers in both collection and treatment operations.

2. To participate in the development of new projects in accordance with our means.

3. To set aside a minimum of 10% of waste by volume for operators in the social economy.

4. To establish national and local partnerships to ensure that actors in the social economy can take part in all our streams of re-use.

5. To dedicate resources to building relations with not-for-profit companies and community initiatives.

6. To promote re-use within a controlled framework so as to avoid environmental and sanitary issues.

7. To develop take-back of re-usable products at household level through voluntary contribution.

8. To raise stakeholder awareness and provide information on re-use of WEEE.

9. To facilitate removal of appliances from collection points with a view to re-use.

If there was a single word that defined our relationship with Ecologic, it would

be without a doubt ‘trust’. Very early on in our collaboration, the EcoLogic team

took an interest in our reintegration goals and our fundamental principles. They

understood that the quality of work did not depend on our size (115 staff of which

40% are on integration schemes) nor our structure (as a social enterprise) but on

our determination and commitment to be a recognised industry player.

The fact that they are government-approved is very important to us as it brings us

via our partnership, a greater legitimacy in the collection and treatment of WEEE

in our territory of Limousin. Our past experience is a large factor in our success

but the trust conferred by EcoLogic is invaluable to us. We see this as going

hand-in-hand with quality.

Having a pragmatic approach to the business, they naturally make demands on

us but it is clearly through our efficiency that we have won their trust. EcoLogic

monitors this regularly by carrying out audits and this approach has helped us

to make progress. Last year, we had identified certain weaknesses. EcoLogic

encouraged us to implement new ways of operating to correct them. The result was

improved consignment tracking.

But above all, what we appreciate is their professionalism, their availability at all

times and their constant willingness to develop the industry. We have even been

invited to a round table discussion to look at our mutual needs, which resulted

in the creation of an Extranet to facilitate data exchange on waste treatment. It’s

working well and is much more convenient than before.

A team player, is a responsible player…

For EcoLogic, to be a team player is to go beyond our original brief. If our priority is to bring efficiency and viability to the collection, sorting, pollution control and recovery of WEEE, as a collective take-back system, we must also be focussed on disseminating information and ensuring that the key players are fully aware of their role and feel ‘responsible’ for the management of electrical waste.

From producers to waste processors, retailers to local authorities, consumer associations to environmental organizations, the involvement of each one of them is the true gauge of our success. EcoLogic goes beyond our obligations under legislation, lending support to all parties involved in heightening their own awareness of recycling, waste management and sustainable development.

So for EcoLogic, to be a team player is also to inspire commitment to the industry, to take every possible step in convincing all parties that their involvement is indispensable. Good communication plays a significant part in this. EcoLogic provides its members and partners with different media tools, enabling them to educate different sectors of the public on available collection systems as well as on the benefits of recycling and recovering WEEE. Through the power of communication, we also aim to establish EcoLogic’s reputation amongst the wider public

by presenting the collective take-back system as a vital link in the WEEE chain, which can only reflect positively on the corporate image of the companies using our services.

The results of this approach in 2008 are already apparent. The public is better aware of the DEEE problematic and the majority of citizens/end-users are now aware of the necessity (and indeed the duty) to act.

To be a team player is also to maximise relations and information exchange between local authorities, treatment partners and take-back systems. The effect of this is to make ‘reporting’ and WEEE consignment tracking more accurate and it is to this end that an Extranet was developed and implemented - for the satisfaction of the greatest possible number!

The ‘Recycling Tour de France’

Spotlight on…

Information on the collection, control and recovery of electrical and electronic waste needs to be presented in a clear and convenient way. EcoLogic chose to depart from the beaten path and to invest in an innovative and original communicative act.

As it set off in November 2006, the WEEE sector had never before seen the like of the ‘Recycling Tour de France’. Information on WEEE was generally considered by the public to be inaccessible and unclear. To compensate for their long wait for clarity, EcoLogic chose to communicate on a grand scale, via a campaign based on our recognised image of availability and reliability. With the Recycling Tour de France, a communications operation of unprecedented scope and national ambition, EcoLogic had the following goals in mind:

1. awareness raising at a household level on the subjects of pollution control and recycling of WEEE;

2. dissemination of clear and practical information on sorting solutions for used electric appliances;

3. creating an opportunity for local events and activities on the theme of waste and the environment in general;

4. an opportunity for producers of electrical equipment to communicate their environmental commitment;

5. the positioning of EcoLogic as an expert in the WEEE sector and as an exemplary agent for putting extended producer responsibility (EPR) into practice.

On 1st October 2008, EcoLogic made an appearance on the eco-podium at the Hôtel de Ville in Paris on the occasion of the 4th Biennial of Waste Sorting and Sanitation. On board was a team of presenters, an exhibition, practical workshops and more. In 2009, EcoLogic expects to undertake a tour of six to seven months taking in one hundred stopover towns.

Working alongside producersThe WEEE sector is built on the notion of an Extended Producer Responsibility (EPR). Since 15 November 2006, producers have had a duty to organise and finance the treatment of all waste from end-of-life electrical and electronic equipment collected from households.

However, organising the collection, sorting and pollution control as well as recovery of WEEE, all in accordance with regulatory requirements, is not so easy. Two options are available to producers: to either develop their own collection and treatment system approved by the authorities (to date, no such system has been approved) or to outsource this activity to an approved take-back system.

Operational costs are integrated into the sale price of the appliance at the point of purchase by consumers, known as the ‘recycling contribution’. The amount is dependant on the category of appliance and corresponds to the real cost of collecting and recycling the product at end-of-life.

In 2008, 964 producers passed the management of their waste on to EcoLogic. This increase on the 2007 figure demonstrates the confidence of an ever-increasing membership and recognition of EcoLogic as a major player in the sector.

The amount of a contribution is fixed in accordance with a precise tariff that EcoLogic has ensured remains as attractive and fair as possible, as well as being the most competitive amongst all collective take-back systems. The EcoLogic team manages this through constant financial monitoring of our treatment partners, with an eye to any potential reduction in operating costs through the optimisation of these operations. In three years, the EcoLogic tariff has not seen an increase! By the end of 2008, our competitors had even decided to bring their own tariffs in line with ours for small cooling and freezing appliances.

Multiple players in a market give rise to healthy competition and a moderating mechanism whereby the economic elements of the WEEE sector fall squarely under the principles of sustainable development.

In accordance with the rules of a competitive market, the price differential between EcoLogic and its competitors tends to fall away. This benefits consumers but without any impact on the social and environmental quality of operations.

Plurality: a positive and regulatory effect

Reference Point

Prices are distributed according to product families (streams) and groups by weight. The tariff defines four main waste streams:

• screens: all televisions and monitors (waste screens in accordance with, categories 3 and 4 of attachment 1 of the decree under French law dated 20th July 225);

• LDA: large domestic appliances (waste from EEE excluding cooling and freezing appliances, according to category 1 of attachment 1 of the decree under French law dated 20th July 2005);

• C&F: cooling and freezing appliances (waste from EEE containing cooling and freezing agents in accordance with category 1 of attachment 1 of the decree under French law dated 20th July 2005);

• SHA: small household appliances (waste from any other category in accordance with the decree under French law of 20 July 2005, with the exception of lamps under category 5 but do not appearing under any of the preceding 5 categories).

Above and beyond the statutory requirements

Apart from managing the sector, EcoLogic offers its members technical and regulatory support to ensure that membership contracts fully address a producer’s obligations. In this way the EcoLogic team ensures upstream that a future member is fully aware of the legislation in force and the responsibilities that accompany it. Our team provides advice, explanations and support round-the-clock by making the necessary half-yearly market declarations to the government.

In 2008, 63% of EcoLogic’s producer members were either satisfied or very satisfied with the quality of information exchanged with us and 62% with the personalised support given with market declarations. 89% highlighted the quality of listening skills displayed by their advisor and 76% referred to the quality of information provided. The deployment of the producers’ Extranet, developed the year before to enable easier data exchange between EcoLogic and its members was particularly well received.

Communication tools were also fine tuned to new producer requirements, with more concrete feedback and outside testimonials. For example, the newsletter has put a whole ‘corpus’ of ‘environmental information’ at their disposal, enabling producers to get to grips with the subject area and to position themselves as responsible and committed participants in the WEEE sector.

In 2008, Canon placed more then 4,500 tonnes of electrical and electronic

equipment on the French market, or more than 1,370,000 cameras, printers,

personal related and other items. The EcoLogic take-back system collects all

end-of-life appliances on behalf of Canon from retailer collection points or local

authority waste plants. It also takes care of treatment and recovery. We are not

experts in this field and EcoLogic’s support is essential to our activities, all the

more so because of the importance of our statutory obligations. In entrusting

EcoLogic with these services, we can be sure that the sector is managed by a

professional body recognized by the authorities and that the materials – plastics,

ferrous metals and non-ferrous metals – as well as the pollutants are taken to

appropriate facilities.

EcoLogic is always on hand to answer any questions we might have but we

equally appreciate their “environmental investment”. During 2008, they never

hesitated to respond to our requests for participation various information days for

our clients and sales team. They manned a WEEE (Waste Electrical and Electronic

Equipment) stand, explaining the ins and outs of the industry, the roles and

responsibilities of its various players, etc. This approach is quite rare and few of

our service providers are prepared to get involved in this kind of event. Thanks to

its knowledge of the networks, EcoLogic is a valuable partner in the recovery of

waste streams, whose presence has lent structure to the whole organization of

this sector’s activities.

Hand in hand with retailersEcoLogic counts among its members seventeen retail chains. In 2008, this amounts to 3,600 sale points where the consumer can dispose of their used electrical appliances. Retailers simultaneously place new appliances on the market, are key players in the one-for-one take-back of those appliances, and carry a powerful ecological message to the general public.

EcoLogic supports retailers by ensuring efficiency across the industry and where necessary, helping to provide clear signage in relation to the ‘recycling contribution’. EcoLogic also arranges

the removal of appliances under the one-for-one scheme, as follows: removal of large quantities (more than 1200kg) standard removal (more than 400kg), small quantities (less than 400kg) and the availability of EcoLogic’s network of consolidation centres free-of-charge. EcoLogic pays retailers a fee for their work in consolidating and collecting the material.

Every year, EcoLogic intensifies its efforts to bring new retailers on board. Between 2007 and 2008, collection of WEEE in stores increased from 555 to 1,532 tonnes!

EcoLogic is our partner in the implementation of collection solutions for our

customers. To highlight our common environmental credentials in the areas

of sustainable development and statutory obligation, we strengthened our

partnership in 2008.

This resulted in a concerted drive to implement collection points for end-of-life

electrical equipment at the entrance to all our stores. The idea came from the

‘energy box’ for used batteries, a practice which has stood the test of time. By the

Summer of 2009, all our shops will be equipped with collection bins for old drills,

screwdrivers and other DIY appliances.

Our collaboration with EcoLogic demonstrates the possibilities for making the best of

what was, at the outset, a simple regulatory partnership. Today, we are still treading

the same path but together, our voices are louder. Working together, we aim to

raise awareness among end users of the importance of properly sorting waste. EEE

contains dangerous contaminants and it’s no longer possible to neglect this waste

and throw it into household waste bins. It must be recycled! Everyone involved,

producers, take-back systems, retailers must have more of a mind to informing the

general public and increasing their awareness. I truly hope that in 2009, EcoLogic

will follow through on this and that we see everyone’s basic instincts as responsible

citizens translated into action!

A special relationship with local authorities

Local authorities are the vital link ‘on the ground’ for the collection and sorting of WEEE. Responsible for the management of waste collection sites and for conveying information to the inhabitants of the area around them, they are key partners for EcoLogic in accessing WEEE waste streams. Looking at population densities and geographical constraints, our EcoLogic teams support their technical departments and environment officials in implementing customized solutions using an individual case-by-case approach. Our teams organise training in the field for their officers, providing them with advice and logistical support. All this is done with a view to implementing a waste treatment system and in so doing, improving existing partnerships and

developing other players in the local economy, notably those in the social economy.

EcoLogic also makes available a communications budget aimed at enabling authorities to raise public awareness of the right way to sort waste.

Between 2007 and 2008, EcoLogic drastically increased its collection rate from 17,352 to 46,081 tonnes, an increase of 165 %! With more than 70 new local authorities coming on board in 2008, and a better public awareness of the need to recycle waste, EcoLogic has greatly enlarged the scope of its activity and indeed provided services to more than 15,500,000 people in 2008!

Thanks to technical and logistics support from EcoLogic, fourteen new

local authority waste collection sites opened in 2008, serving the Bordeaux

metropolitan community. These collection points are available to 715,000

inhabitants, spread over our twenty-seven communes, for the disposal of their

old and used appliances. Advice received from EcoLogic enabled us to equip

ourselves appropriately and to structure our pollution control service according to

the needs of our population. In this our first year of operation, we have collected

1,500 tonnes of WEEE, which is a great start. This represents a collection of

2.2kg per inhabitant (not including waste left with retailers under the one-for-one

scheme)!

We do believe that 2009 will be even better, mainly due to communications

campaigns that will be jointly financed with EcoLogic. These include notices,

articles in local magazines and hosting the Recycling Tour de France with its

eco-bus.

An important part of what EcoLogic does is to facilitate exchanges of

information between local authorities and operators involved in processing

WEEE, and to make those exchanges more professional. One way or another,

they have succeeded in institutionalizing a sector that before 2005 had suffered

a real lack of organisation. Today, the whole system is more durable and more

reliable. It protects our assets, such as our partnership with the Envie network

of social enterprises (carrying out WEEE collection, sorting and recovery) and

this is a historical partnership that has meant a lot to us from day one. EcoLogic

was able to fully integrate them into the WEEE sector and help us improve our

methods of working with them.

A network of 135 specialist operatorsDismantling or repair of appliances for re-use, treatment and control of hazardous substances, material recovery of glass, plastics and metals… The WEEE sector integrates many specialist activities and mobilizes thousands of personnel. In implementing an efficient end-to-end WEEE recycling process, EcoLogic draws on the expertise of eleven project managers who between them cover the entirety of the regions in which we operate. This deployment strategy enables us to define a clear modus operandi for each of the zones, which takes into account the needs of each local authority and the specific requirements of service providers. If 2007 was the year of investment, of establishing an operational network and of a bedding-in period for logistics operations, 2008 was the year of efficiency. With the launch of a dedicated Extranet aimed at improving relations between local authorities, treatment partners and take-back system providers, along with improvements in the monitoring of waste consignments by stream, the WEEE business is coming of age.

Beyond this, EcoLogic also carried out 90 audits of its treatment partners in 2008 to evaluate the efficiency of their processes. Devised in 2007 and carried out by several external organisations, these audits allowed us to firstly, measure the gap between the operational and regulatory requirements of the sector and, secondly, to get all our partners to sign up to a programme of continuous improvement with respect to quality. It was also a good opportunity to involve all areas of the company in a quality management system, which through identifying potential avenues for improvement, gave the various participants a sense of empowerment.

These audits - taking in environmental legislation, service provider management tools, health and safety, as well as EcoLogic procedures in general - will reinforce the durability of this sector.
