Introduction This is the Annual Report of the Hounslow Community Police Consultative Group (CPCG) for the period 1 April 2012 to 31 March 2013. The aim of the report is to provide members of the Group and the wider public with information on the Group’s activities, membership, achievements and plans for the future. The Hounslow CPCG typically meets bi-monthly at the Lampton Park Conference Centre in Hounslow, adjacent to the Civic Centre – a centrally located venue with good facilities, parking and public transport links. The CPCG Executive Steering Group usually meets 10 days before each Group meeting to set the agenda, schedule and consider future presentations, and discuss urgent business. Over the period covered by this report, the Group met six times and the Executive six times. Full details of Hounslow CPCG meeting dates and attendance records can be found at Appendix A. Mohammad Chaudhry was re-appointed Chair of the Group in May 2012 for what would be his fifth consecutive year in the role. Mohammad is a long-serving and committed CPCG member who represents the Pakistan Welfare Association (Hounslow).

About CPCGs Community Police Consultative Groups (also sometimes called Community Police Engagement Groups, or CPEGs) were established alongside Independent Custody Visiting Panels (ICVPs) under section 106 of the Police and Criminal Evidence Act 1984. This resulted from the recommendations of the Scarman Report, commissioned following the Brixton riots of 1981, which concluded that policing had become isolated from the demands, attitudes and priorities of local communities. The report required authorities to establish processes in order to obtain the views of the community about policing of their areas. In the absence of a formal authority for the Metropolitan Police Service, the Home Secretary took on the role. However, the MPS did encourage the establishment of Borough-based CPCGs. The Hounslow CPCG has been formally in existence since 1985. With the establishment of the Metropolitan Police Authority (MPA) in July 2000, the role of CPCGs was put in doubt; however, following the MPA’s Best Value Review of consultation later the same year, it was announced that the MPA should assume responsibility for CPCGs, including their constitution and funding, as part of its move towards ensuring participation in the consultative process from the wider community. Changes introduced by the Coalition Government meant that from January 2012 onwards the Mayor’s Office for Policing and Crime (MOPAC) became responsible for the oversight arrangements that had been performed by the

MPA. MOPaC is preparing to consult on the introduction of Safer Neighbourhood Boards (SNBs) that were included as a Mayoral Pledge during the 2012 London Mayoral elections. It is expected that SNBs will be operational across London during 2014. It should be stressed that CPCGs function independently of the Police, Council or any other Government body.

The Quality Assurance Function of the CPCG The Hounslow CPCG promotes a policy of transparency and openness by inviting members of the Group and the public to attend meetings and provide feedback on the level and quality of policing offered in the Borough, as well as London-wide and at national policing issues. Reports are submitted to the Group providing performance data on Safer Neighbourhood Team activities, complaints and stop and search. There are regular performance monitoring meetings between the Group and MOPAC, to monitor performance via a detailed Communities Engagement Activities and Outcomes Projected Work Plan with specified desired outcomes and measures. In 2012/13, Hounslow CPCG successfully delivered its Communities Engagement Activities and Outcomes Projected Work Plan, achieving the majority of its desired outcomes. The full list can be found at Appendix B. A major part of the Group’s qualitative role is to review and monitor the quality and standard of policing in the London Borough of Hounslow, and our publicly held meetings act as the only forum through which local communities can challenge senior police representatives.

Chair’s Report Mohammad Chaudhury, Chair of the Hounslow CPCG, writes: The work of CPCG never stays still, there are always new challenges, changing circumstances, personnel or environment that we live and work in. Last year was no exception. First of all due to austerity measures our grant was reduced by the MPA, then the MPA itself got wrapped up and the responsibility for the Metropolitan Police and CPCGs went to the Mayor's office, where initially MOPC was created that then changed itself to MOPaC. We had our third independent Youth Crime Conference that was very well attended and supported by local schools, giving excellent results, thanks to the enormous efforts put in by our Group Secretary Frances Nwanodi, Kathy Riley (Neighbourhood Community Safety Co-ordinator for Brentford and Isleworth), and a number of police officers.

We were also possibly one of the first Boroughs in London, where our local authority has agreed to fund a contingent of police officers to police the Borough and supplement the overall MPS numbers in Hounslow for which the community remains grateful, especially for the efforts of Councillor Ed Mayne. We were also the first CPCG that started funding other community organisations with small grants from our funding to carry out specialist community work in Hounslow. This year we funded the Hounslow African & Asian Youth Association, the Hounslow Muslim Women’s Association and Speak out Hounslow. In terms of the work of the group, we had a number of successes by looking at crime trends and challenging the local police to employ their resources in line with community concerns to target drug business and burglary. We gave various presentations from departments of the Met including fire arms, dogs unit, public order, cycling, disability related hate crime, domestic violence and regular presentations from member organisations to inform others on the work they are doing in relation to the crime and community in the Borough. We treasure our diverse membership that reflects the make up of the Borough. This year we opened our doors to all the ward based safer neighbourhood panels (SNPs) for formal membership. A number of them now sit at the Borough level with us to gain a ‘bigger picture’ view that helps in setting local targets and priorities. In Hounslow we are proud to have excellent tripartite arrangements where the work of CPCG is well supported by the Met, the local borough and the community that is only made possible through the good will and hard work of many people. I take this opportunity to thank each and every one of them for devoting their time and effort into making this organisation a success story. Mohammad Chaudhry Chair of the Group

Borough Commander’s Report Det Ch Supt Carl Bussey, Borough Commander, writes: Accountability for the policing service and performance provided by the Metropolitan Police in Hounslow Borough is one of the most important responsibilities of the police Borough Commander. The CPCG public meetings are the primary forum for us to report to our residents throughout the year. In every ward across the Borough we are actively working with our residents to deal with the crime and anti social behaviour issues that matter to them in their neighbourhoods. The CPCG is the opportunity to discuss issues that impact across the Borough at which community representatives

can raise any issue of concern with regard to the way in which their streets are policed. In this report you will see we continue to deal with very real challenges and problems including stop and search, public order policing, violent crime and police complaints. The subjects are serious and genuine; the challenges to the police are robust and this often leads to improvements that we can make to our services. We very much value the CPCG commitment and engagement and hope that we shall continue our work over the years to come. The value of the police / CPCG relationship was proven again in the summer as we were able to reach out to members to tell them what we were doing in response to the disorder across London. The advice that I received from the group both at the time of the events, at later reporting and in reviewing the impact on Hounslow was very much valued. On behalf of the MPS, may I thank all the members for their commitment to excellent community / police consultation. May I especially thank the committee members and our Chair, Mohammad Chaudhry, for their continued support and generous public service. Together we are working for a safer Hounslow.

Financial Report David Hardman was appointed the Group’s Honorary Treasurer at the May 2012 AGM, continuing in the position he has held since 2008/9. The Hounslow CPCG’s accounts are managed by the Group Secretary and overseen by the LBH Finance Department. A detailed account of income and expenditure for 2012/13 can be found at Appendix C. Income received and resources expended A funding bid totalling £35,437.50 was submitted on behalf of the Group in March 2012. The Group received a grant of £35,437.50 (a reduction in grant funding of £8,822.50 from 2011/2012). The Group also brought forward a £38,391.77 surplus. The success of the grant application enabled the Group to undertake an active community-police engagement work programme including funding and facilitating the third Hounslow Youth Crime Conference (YCC). Further details on the 2013 Conference can be found in the Consultation Activities section of this report. Details of the Groups meeting activities held in 2012/2013 can be found under the Group and Executive

meetings section below. The CPCG income and expenditure account for the period 1 April 2012 to 31 March 2013 can be found in appendix C. Outreach funding grants The Hounslow CPCG was pleased to be able to offer funding for community projects related to community engagement policing and community safety. £1,500 was specifically earmarked in the bid for projects which helped the Group engage with a more diverse range and number of individuals. The maximum amount available for an organisation to bid for was £500. A rigorous business case assessment process was followed and funding was awarded to the Hounslow Centre for Armenian Information and Advice. £250 was allocated and transferred for the delivery of an engagement project targeting Armenian youth. A bid from Victim Support was also received from Victim Support to reassure victims and help target harden their homes.

Group Membership Hounslow CPCG aims to engage a diverse range and number of individuals and communities in community safety, specifically young people, those with disabilities, minority ethnic communities and the lesbian, gay, bisexual and transgender (LGBT) community, victims and the business community. The group encourages any constituted organisation which represents a significant number of people and has an interest in policing and community safety to apply for Group membership. The Group membership includes voting and non voting members. Non voting members include the Police, MOPAC, Council Officials and Councillors. Voting members consist largely of community and voluntary organisations.. Membership is regulated by the Group’s constitution. Member organisations must agree to support the Groups objectives and encourage a society where all parts of the community have equal protection and are subject to the same rules of justice under the law. The full list of members as at the time of writing can be found at Appendix D, while Appendix A details membership changes over the course of 2012/13 as well as meeting attendance records. Group attendance averaged at 54%. Bearing in mind that the vast majority of members are volunteers and are using their own time to come to meetings, this represents a high level of commitment. In May 2012 the following Councillors were nominated by their Area Committees to sit on the Hounslow CPCG for 2012/13:

• Cllr Sohan Sangha – Heston & Cranford Area Committee The Group Executive consists of the Chair, two Vice Chairs, Honorary Treasurer, Elected Representative (Councillor), two Community Representatives and the Police Borough Commander. The Executive continued to monitor membership and representatives’ attendance records to ensure that the Group continued to be representative of the local population profile. Several member organisations whose attendance had lapsed were contacted to encourage their continued participation in meetings. Membership changes that occurred over the year are summarised below:

1. The Osterley and Spring Grove Safer Neighbourhood joined the Group in May 2012 with Colin Hume and Nowell Anderson as their representatives.

2. In January 2013 Old Isleworth Four Road’s Residents Association joined the Hounslow CPCG with Colin Marsh and Rob Dickers as their representatives.

Group and Executive Meetings During 2012/13, meetings were held on the following dates:

• 19 November 2012 – Group meeting at Lampton Park Conference Centre

• 9 January 2013 – Executive meeting at Hounslow Police Station

• 21 January 2013 – Group meeting at Lampton Park Conference Centre

• 28 February 2013 – Executive meeting at Hounslow Police Station

• 18 March 2013 – Group meeting at Lampton Park Conference Centre Meeting evaluation forms provided valuable feedback from members and attendees on their view of the value of the meetings. The CPCG meetings are structured to include a number of standing items alongside the main discussion topic where guest speakers are given the opportunity to address the Group and take questions. Engaging and informative presentations were received from the MPS and MOPAC as well as

from member organisations. Over the course of the year the Group received the following presentations: May 2012 Member Organisation Presentation: Hounslow Community Alliance (HCA) representative Ibukan Skorinwa delivered a presentation explaining its purpose and activities in the local area. HCA works in partnership with Christian faith groups, charities and the Metropolitan Police Service to foster a peaceful, safer and integrated society. The Alliance provides community orientated seminars and workshops that seek to inspire and empower members of the community to achieve their personal dreams and aspirations. It also supports young offenders and ex-convicts and helps to develop young people in sports, music and the arts. The Alliance was holding its flagship event, the Commufest, on 2 June 2012. The event, which usually attracts around 500 participants, would be held in Inwood Park and include a range of activities including cultural displays. There were also other events scheduled for the future including peace walks and interdenominational services. Cycling Presentation: PC Darren Bowles delivered a presentation about Cycle Task Force focussing on tackling theft and road safety issues. CCTV footage was used to demonstrate that bikes are susceptible to theft by criminals using bolt cutters to cut through cheap bike locks in the street. Bicycle owners were advised to use two types of bike locks to make theft more difficult. Bikes could be registered with the police. The MPS uses a variety of techniques to tackle bicycle theft, including decoy operations, cycle marking and high visibility patrols. Casualties amongst cyclist had increased in 2011. The MPS were educating cyclists about the dangers they faced on the roads. Training on cyclist awareness was available for HGV and bus drivers. July 2012 MPS Presentation: Local Policing Model CI Wilson delivered a presentation to members which outlined details of the new Local Policing Model. Members heard that neighbourhoods and communities would be at the heart of the local policing model and victim care would remain a top priority. CI Wilson was able to provide details of organisation changes to the police as well as assure members and attendees that cross border crime was being addressed and ‘Grip and Pace’ meetings would ensure that police were responding to intelligence on a 24 hour basis. Members and attendees heard that police officers had been tasked with working more efficiently, for example making arrests between 4am and 6am and using handheld devices to reduce costs. MPS Presentation: Tasers Sergeants Harding and Byfield delivered an interactive presentation about tasers using video clips to help generate discussion and illustrate points. Tasers have been in use since 2003. Tasers were introduced to breach the gap between using a baton and a gun to tackle serious incidents; reduce injuries to offenders and police; and enable resolving such incidents quickly with minimal officers involved. Sergeants Harding and Byfield were able to answer members and attendees questions on the use and effects of tasers by the Police.

September 2012 MPS Presentation: Stop and Search/IAG Hounslow CI Wilson delivered a presentation to the group on police stop and search activities and the role of the Independent Advisory Group. CI Wilson provided information on the number of stop and searches conducted, what people were stopped for and the arrest rate. The Independent Advisory Group were used to support Hounslow police and to ensure that the right individuals were being targeted. Most stop and search activity was based on intelligence data which either directed police activity to towards a specific suspect profile or a geographical area. It was acknowledged that stop and search was an emotive issue and the police would continue to work with local communities and listen to their concerns regarding its use. MPS Presentation: Tackling Drugs Det. Ch. Supt. Bussey delivered a presentation on an MPS operation he had led which aimed to reduce drug related crime in the Borough. Operation Hawk had been implemented in response to community concerns about drugs and actively involved Safer Neighbourhood teams (SNT) in crime fighting activities. The operation resulted in 457 warrants being executed with 351 arrests made across London with 24 warrants executed and 9 arrests in Hounslow. Policing success depended on information from the public so during the operation local households were leafleted so that residents were aware of why there was police activity in the area. November 2012 MPS Presentation: Air Support Unit PC Chris Gould delivered a presentation to the Group about the work of the MPS Air Support Unit which was formerly known as CO11. The Air Support Unit supported the mounted branch during public disorder incidents; the marine unit when searching the waterways and the police dogs by providing top cover whilst the dogs were searching for suspects. The Air Support Unit primarily worked within the M25 area but occasionally helped neighbouring counties. January 2013 MPS Presentation: Police and Crime Plan Det. Ch. Supt Bussey delivered a presentation on the MOPAC consultation on the Police and Crime Plan. The consultation would seek residents views on the future of safer neighbourhood teams and public access to the police. Members and attendees were given details of a consultation evening being held by Police/MOPAC which would give residents the opportunity to hear more and to ask questions. MPS Presentation: ANPR Sgt Ron Neil delivered a presentation on automatic number plate recognition (ANPR). He explained how the technology worked and how police use it to fight crime and tackle driving offences. The police intended to invest further in the technology as it had helped them to take a proactive lead on investigations and to target criminals who move around London.

March 2013 MOPAC update on Safer Neighbourhood Boards Tamsin Williams, MOPAC Borough Information and Engagement Officer provided members with an update on MOPAC community engagement policy. CPEGs would transition to Safer Neighbourhood Boards by 2014. MOPAC would be working to ensure that there was effective community representation. The CPEG budget had been reduced by 20%.

Police Progress Updates Each meeting features a Progress Update on recent events in the Borough from the Chief Inspector of Partnerships with the Borough Commander available to answer questions. The report includes detailed crime statistics and trends as well as updates from the Safer Neighbourhood Teams (SNTs) Sector Inspectors; statistics about complaints made against Hounslow Police and Stop and Search data. The Progress Update is a central part of Group meetings. It details the challenges faced by the police and initiatives undertaken to prevent crime and engage with the community. In addition, it provides an opportunity for Group members and the public to put challenging questions to the Borough Commander. Some of the issues tackled throughout 2012/13 include: 2012 Olympics and Paralympics: Regular updates on policing the 2012 Olympics and Paralympics were provided at meetings. The only Olympic event that took place in Hounslow was the torch relay. Whilst officers from Hounslow were used to police the Olympics and work in Central London boroughs, special constables were used to support officers within the borough. Local Policing Model: The Local Policing Model was based on a territorial approach to policing. Officers would be responsible for policing in a cluster with the inspector in charge of 5 wards. PCSOs would be more involved in crime prevention.

London Wide Update Mohammad Chaudhry, Chair, represented the Hounslow CPCG at the relevant London-wide meetings. These consist of quarterly meetings with the Commissioner (when available), along with a CPCG Chairs’ Forum, also held every three months. Where available, the minutes of these meetings were included in the agenda papers for members information. London-wide meetings and CPCG-level activity continue to be co-ordinated by LCP2 (London Communities Policing Partnership), an umbrella body which supports CPCGs in achieving their goals. As a result of LCP2 losing its

funding from the MPA it no longer operates with the support of paid staff and has had to introduce a subscription membership that Hounslow CPCG, along with a number of other CPCGs, has signed up to. LCP2 no longer holds meetings for Group Co-ordinators or offers training courses. However the Co-ordinators across London are endeavouring to continue to meet on a quarterly basis to facilitate the exchange of information at a London wide level.

Consultation Activities The 2013 Hounslow Youth Crime Conference The Hounslow Youth Crime Conference is an established event funded by the Hounslow CPCg which aims to engage with young people on issues of crime and community safety and provides advice and opportunities for young people to discuss a number of anti social behaviour issues. The 2013 YCC took place on 8 February 2013 at the St Giles hotel in Feltham. 71 delegates from 11 schools attended the event. Workshops were delivered on stop and search, internet safety and cyber bullying. Delegates also saw a short interactive play about disabled young peoples vulnerability to abuse. Delegates were asked to enter into competition focussed on the conference theme of hate crime. The competitions enabled the CPCG, Police and community safety partners to get a clearer understanding on young people’s community safety concerns.

Publicity The Hounslow CPCG meetings and activities are publicised through a variety of media. Meetings are routinely advertised on the Hounslow CPCG website, the Council website and in the local press. The Hounslow CPCG has continued to use its own website. The site carries news and pictures as well as FAQs, an events calendar detailing forthcoming meetings, and all the organisation’s papers, such as meeting agendas and minutes including Easy Read versions; question papers, the Group’s constitution and membership application forms. The Hounslow CPCG newsletter continued to be distributed bi-monthly at local libraries and police stations; electronically to members; and through LBH’s community newsletter. It is also available on the Hounslow CPCG website. The newsletter gives informal updates about Group meetings,

information about Hounslow CSP activities and events and feedback about training events, amongst other things.

Conclusion During 2012/13 Hounslow CPCG meetings were attended by an increasing number of members of the public. The Group received the local public’s views on crime, policing and ASB and advise the MPA / MOPAC accordingly, to ensure that the concerns of the community are reflected in its policies. The vast majority of the Community Engagement Activities and Outcomes for 2012/13 were achieved and the Group hopes to be able to continue successfully implementing the Community Engagement Activities and Outcomes for in 2013/14 (attached at Appendix B), despite the public sector budget cuts which have considerably reduced resources available to CPCGs across London and left LCP2 without any grant. Members acknowledge that the Group has to find a way to reduce its operating costs whilst maintaining current levels of community engagement and consultation. Determining how this can be achieved will be a key topic for discussion in the coming year. There is uncertainty surrounding how MOPAC plans to deliver community engagement on police and crime related issues from 2013 onwards. However the Hounslow CPCG will continue to seek to work in partnership with MOPAC to provide the high standard of service that Hounslow’s communities deserve and to further enhance the reputation of the Group in an ever changing environment.

Thanks During the year, the Group received interesting presentations from a range of guest presenters and the opportunity is taken here to thank them, again, for taking the time out of their busy schedules to visit the Group and take part in the lively debates that followed. Also, thanks go to all those members and representatives who donated their time and expertise to the work of the CPCG throughout the year. Members enjoyed the use of Lampton Park Conference Centre facilities adjacent to the Civic Centre at no charge to the Group and wish to express their thanks to LBH for this service. Finally, the CPCG would like to thank MOPAC for their continued funding and support of the Group’s objectives.

1. Hold a public meeting including a presentation on a topical policing issue to be decided in consultation with MPS, MOPAC and the CPCG Executive. Meeting to include a presentation on and/or discussion relating to Safer Neighbourhood Ward Panels, Independent Advisory Group, Independent Custody Visitors, a member or community organisation or the Hounslow Community Safety Partnership.

2. To review Hounslow CPCG Membership against the London Borough of Hounslow’s profile, identifying gaps in membership seeking new membership where required.
