PREFACE

The Delhi Urban Shelter Improvement Board (DUSIB) was constituted on 1st July, 2010 under the provisions of Delhi Urban Shelter Improvement Board Act, 2010, with the mandate to improve the living conditions of the slum dwellers of Delhi.

Section 25 of DUSIB Act, 2010, thereof enjoins upon the Board to prepare for every year a report of its activities during that year and submit the report to the Government.

This Annual Report, therefore, incorporates the major activities

undertaken by the Board during 2015-16 covering diverse areas like provision of night shelter facilities to the homeless; minimizing open defecation by slum dwellers; construction of new houses; construction of additional Basti Vikas Kendras (BVKs)/Community Facility Centre (CFC); carrying out the Structural repair works in Slum katras and renovation works in staff quarters. DUSIB has spent 99.76 % of the funds allotted by Delhi government during 2015-16 for implementing various schemes.

In 2015-16 two new Porta cabin – Night shelters at Gita Ghat have been dedicated for the use of homeless people and for operating Drug Addiction Centre.

The DUSIB is also the nodal agency to allot the houses constructed under JNNURM. DUSIB has been identified as the nodal department for implementing welfare programmes for improving the living conditions of urban homeless in Delhi

I am glad and feel proud to present this Annual Report of the Board for

the year 2015-16 as a sincere attempt to present a realistic picture of the Board.

Chapter: 1 Executive Summary

DUSIB has been established with the mandate of resettlement and

rehabilitation of JJ dwellers including insitu up gradation. Over the years DUSIB has also been given the mandate of construction and maintenance of Night shelters to provide basic civic amenities to urban homeless people living in India. DUSIB has been identified as the nodal department of Delhi Government for implementation of the Swachh Bharat Mission (SBM) to make Delhi open defecation free.

DUSIB has spent 99.76 % of the funds allotted by Delhi government

during 2015-16 for implementing various schemes for fulfilling the given mandate. DUSIB has successfully completed the construction of 1060 flats at A-3, Sultan Puri. The construction of 7620 flats at Savda Ghevra and 7400 flats at Bhalswa, Jahangir Puri pocket II is in the advanced stage of completion. Cancelled properties were restored to 150 allottees under Restoration of cancelled Plot policy after charging a nominal fee of Rs 5000/- only.

DUSIB has maintained 245 Night shelters having the capacity to shelter

18738 homeless people during 2015-16. Two new Porta cabin – Night shelters at Gita Ghat were inaugurated by Hon’ble Chief Minister of Delhi during this year and dedicated for the use of homeless people. One of these two Porta cabin shelter was designated as recovery shelter to provide medical and health services to patients after they have been discharged from hospitals for their speedy recovery from illness. The construction work of two permanent night shelters at Ghazipur and sector 22, Rohini was at the advanced stage of completion. These two new shelters will provide shelter to additional 500 homeless people in the coming years.

The construction of 30 Jan Suvidha Complexes (JSCs) having 978 WC

seats were completed and the construction work of eight more JSCs having 230 seats were at the advanced stage of completion. Reconstruction work was

also completed in 19 JSCs having 674 WC seats. Renovation work was completed in 54 JSCs having 1655 WC seats. The renovation work was at the advanced stage of completion in 17 JSCs having 557 WC seats.

Five new Basti Vikas Kendras (BVKs) and one Community Facility Centre

(CFC) were constructed during 2015-16 for the benefit of people living in the JJ basties. Construction work of one more BVK and CFC was at the advanced stage of completion. Two new Community Halls (CH) and two Chaupals were constructed during 2015-16 and the construction work of one more Community Hall and working Girls Hostel was at the advanced stage of completion.

Structural repair works were carried out in two Slum katras and the work

was continuing in two more Slum katras. Repair work of common facilities like sewer lines, RMC, OSD, toilets was completed in 26 private katras and seven DUSIB katras. The repair work of common facilities in one private katra and three DUSIB katras was continuing. Renovation work was completed in 1364 slum tenements and the renovation work was continuing in another 1884 slum tenements. Two new Shishu Vatikas (SVs) were constructed in 2015-16 and six existing Shishu Vatikas were renovated during this year.

Renovation work was completed in 158 staff quarters and the

renovation work was continuing in another 43 quarters.

Chapter: 2 Organisational Structure

The DUSIB Board is highest decision making authority. The Hon’ble Chief

Minister of Delhi is the ex-officio chairperson and Hon’ble Minster of Urban Development, Delhi is the ex-officio Vice Chairperson of the Board. The Board also includes five full time members, two subject experts as members to be nominated by GNCTD and 12 number of Ex-officio members. The composition of Board during 2015-16 is as follows:-

The Chief Executive officer is a full time member and he is responsible

for the day to day administration as well as for implementing the decision taken at the Board meetings. The CEO is assisted by Member (Administration), Member (Finance), Member (Engineering) and Member (Power). Besides, two subject experts have also been nominated by Delhi Government as non- official members for assisting the CEO, DUSIB in implementing the decisions taken at the Board meeting.

For functional reasons, DUSIB is divided into three wings namely

Administration wing, Finance wing and Engineering wing. Further these wings are divided into various branches for administrative convenience.

The Member (Administration) is the head of the Administration wing.

The Administration wing is divided into Admin branch, Vigilance Branch, Caretaking branch, Law branch, Rehabilitation Branch, Assets Management branch etc.,. Each branch is headed by a Director level officer. The Admin Branch is looking after the establishment matters of employees of DUSIB. The caretaking Branch is providing the caretaking services, maintenance of office building etc., The Rehabilitation branch is responsible for Slum Rehabilitation in built up flats, the Assets Management Branch is responsible for management of properties allotted for Residential, Commercial, Institutional and other purposes.

The Member (Finance) is the head of the Finance wing. The Finance wing

is divided into two wings namely Finance and Planning & Monitoring.

The Member (Engineering) is the head of the Engineering wing. The Engineering wing is divided into Civil Branch and Electrical & Mechanical Branch. The Civil branch is responsible for construction of new buildings, renovation of existing buildings as well as for carrying out the maintenance work regularly. The Electrical and Mechanical Branch provide support function to Engineering wing and also provide technical support for mobile toilets Vans.

Chapter: 3 Engineering wing

The Member (Engineering) is the head of the Engineering wing. The

Engineering wing is divided into Civil Branch and Electrical & Mechanical Branch. The Civil branch is responsible for construction of new building, renovation of existing buildings as well as for carrying out the maintenance work regularly. The Electrical and Mechanical Branch looks after Electrical work and maintenance and Mobile Toilet Vans.

The major activities of Engineering wing are as follows:-

3.1 Construction and Maintenance of Night Shelters for homeless people of Delhi

Delhi is the national capital and home to people from various parts of the country. Many people who come to Delhi for economical and others reasons cannot afford to have a house because of high rent, high unemployment etc., and become homeless. They squat the vacant spaces along the roadside, railway stations, bus terminals etc., This makes them vulnerable to harsh weather besides easy victims of social evils like drug addiction etc., According to a survey conducted by DUSIB and Revenue department, there are about 16,000 homeless people in Delhi. However, these numbers are not static and the urban homeless are highly mobile. Their distribution is also not even as about 50 % of the homeless people are concentrated at Yamuna Pusta, Old Delhi railway station, Sarai kale khan and Bangla Saheb Gurudwara.

DUSIB has been identified as the nodal department for implementing welfare programmes for improving the living conditions of urban homeless in Delhi. During 2015-16, DUSIB operated 245 shelters including 47 tents with a total capacity of 18738. These shelters are managed by 17 Shelter

Management Agencies/NGOs on behalf of DUSIB. The SMAs are selected through a transparent bidding process. The entry into the shelter is open to all homeless people who seek shelter except in case of special shelters such as Children shelter, Women shelter, Recovery shelter where only children or women or patients as the case may be are allowed. The details of special shelters as follows

The details of facilities provided in the shelter are as follows

a) Free entry during winter i.e. 1st December to 31st March every

year.

b) Well ventilated rooms.

c) Water arrangements for drinking, bathing and other purposes.

d) Adequate bathing and toilet facilities.

e) 24 X 7 lighting for shelters.

f) Adequate fire protection measures.

g) Blankets, Durries and Jute mats.

h) Locker facility to keep the belongings in a safe manner.

i) Regular visit of Doctor’s team to shelters during winter.

j) Round the clock care givers.

DUSIB has prepared and successfully implemented the winter action plan 2015-16 for night shelters. 22 Rescue teams have been deployed during the winter season 2015-16 to rescue the homeless people lying on the

roadside from 10 PM to 4 AM every night. Each rescue team is equipped with one vehicle, driver and two attendants. Rescue teams operate within the jurisdictional area of respective SMA’s/NGO’s. Immediately after receiving the information from DUSIB Control Room or from other sources, rescue team respond to pick up the homeless person from the identified location and take them to nearby shelter or hospital as may be needed.

A centralized control room with dedicated helpline to rescue the

homeless people during the winter season 2015-16 has been established at Punarwas Bhawan, I.P. Estate, New Delhi to monitor and assist the rescue teams. Control room receive complaints/information 24 X 7 through dedicated help line number 011-23378789; 8527898295; 8527898296, mobile App (Rain Basera App) and from other sources. As soon as, it receives information about the homeless person lying along the road side, the information will be passed to the concerned rescue teams to rescue the homeless person and shift him to the nearby night shelters or to the hospitals as per need.

DUSIB has also devised a Mobile App (Rain Basera App) to track and

rescue the homeless people lying on the road side. The Mobile App can be downloaded from Google Play Store. Any person who comes across a homeless person lying/residing along the roadside can click a photograph in his/her smart phone and submit it to central control room. The central control room automatically locates the sender/homeless person through GPS and informs the rescue teams to rescue the homeless person. The mobile app is also helpful to track the status of the complaint and action taken on the complaint. The Mobile App is also useful to channelize the donations through DUSIB.

DUSIB has also done the awareness campaign in a regular manner

through media advertisement, NGO’s etc to create awareness about the location of the night shelters, facilities available, functioning of rescue teams etc.

The total allocation under the plan scheme “Construction and

management of Night shelter” for the FY 2015-16 was Rs. 30.53 crores and the Night Shelter branch utilised Rs.22.23 crores. Two new Porta cabin – Night

Construction work of new Porta cabins at Shiva camp, Vasant Vihar and Sarai Kale Khan was in progress. Renovation works were completed in 15 night shelters and the renovation work was going on in another seven night shelters. Minor repair works like CC flooring, footpaths, tube wells, WC bath cabins etc., were completed in 39 night shelters and work was going on in another 18 night shelters.

3.2 Construction of EWS houses under JNNURM

The Jawaharlal Nehru National Urban Renewal Mission (JNNURM) of Government of India focuses on augmenting economic and social infrastructure of the cities. The sub mission – Basic Services to Urban Poor extends financial assistance to mission cities for shelters, infrastructural services and related basic amenities.

Under JNNURM programme the Government of India has sanctioned 17

projects for Delhi for construction of 67784 Low Cost Houses and provided financial assistance to Govt. of Delhi for construction of flats of approximately 25 sq. mtrs carpet area. Under this scheme construction of flats was taken up by DUSIB, DSIIDC, DDA and NDMC.

DUSIB has taken up construction of houses at Dwarka, Sultanpuri,

Bhalswa - Jahangirpuri and Savda Ghevra for meeting the requirement of flats for slum dwellers who are eligible to be settled.

The civic amenities like community open spaces, Park/Garden, Dispensary, Local shopping apart from a well-developed Infrastructure network of Roads, Drainage, Water Supply, electrification, Horticulture etc. shall be provided. Street parking, well planned circulation, electrification and other features shall also be the part of planned scheme. The prime objective of formulating this scheme is to provide not just shelter for the jhuggi dwellers, but, also a healthy and enabling urban environment to help them to come out of their poverty level.

The DSIIDC has constructed houses at Narela, Baprola, Bhorgarh and

Bawana etc. The houses at Bawana are ready for occupation. Initially, the Government of NCT of Delhi has issued orders for relocation of JJ dwellers by allotment of flats out of 7900 flats constructed by DSIIDC at Bawana.

Out of the total amount Rs. 173.27 crores allocated under JNNURM for construction of EWS houses, 94.83 % of funds have been spent during 2015-16.

3.3 RAJIV AWAS YOJNA – (RAY)

Government of India, Ministry of Housing and Urban Poverty Alleviation has launched a Scheme “The Rajiv Awas Yojna (RAY)” for preparation of Slum free plan for the States and Union Territories. As per the guidelines of Rajiv Awas Yojna (RAY), the Govt. of Delhi is required to prepare slum free strategy for the whole city. The ministry of Housing and Urban Poverty Alleviation (HUPA), Govt of India is also providing plan support for preparation of slum free city planning for Delhi.

There are 675 J.J. Clusters scattered all over Delhi having about 3,06,600 jhuggies occupying about 700 hectares of land. These are inhabitated by people who perform critical economical activities in Delhi like drivers, vegetables vendors, maid servants, construction labour, auto and taxi drivers, etc.

In the past, adequate housing was not planned for these people in middle or upper class areas, to which they provide services, As a result, a number of jhuggie

clusters mushroomed all over Delhi close to the areas, where they provide services. They have encroached upon the lands on which they live.

DUSIB shall provide alternate accommodation to those living in JJ Clusters, either on the same land or in the vicinity. Wherever in-situ rehabilitation is not possible; rehabilitation by relocation will be done.

Since inception of the scheme, socio economic survey for 656 survey clusters has been completed through 04 agencies selected for this purpose. All JJ Clusters have been marked on Delhi Govt. Geographical Information System(GIS). A separate GIS has been established at DUSIB for use with preparation of Plan. Physical survey of a few JJ.Clusters has been completed. Slum Free City Plan was submitted to Delhi Govt. but the same is to be revised as per new scheme of Housing for All (HFA) & Pradhan Mantri Awas Yojna (PMAY).

3.4 In-Situ Rehabilitation of Slums on DUSIB Lands

The Government of India launched the Rajiv Awas Yojna (RAY) for preparation of Slum Free Plan of Action for States and Union Territories in 2010. As per Rajiv Awas Yojana (RAY) scheme, the Government of Delhi was required to prepare slum free strategies for the whole city of Delhi. DUSIB was appointed as nodal agency vide ADB letter dated 11.12.2010 addressed to JS(MI), Department of Economic Affairs, GOI with copy to CEO, DUSIB for preparing “Slum Free City Plan” under Rajiv Awas Yojana (RAY) a scheme of Ministry of Housing and Urban Poverty Alleviation (HUPA). Ministry of Housing and Urban Poverty Alleviation (HUPA) sanctioned Rs.19.64 Crores for preparation of Slum Free City Plan of Delhi and Rs.9.82 Cr was released to Delhi Government who has released Rs.7.18 Cr to DUSIB vide letter dated 11.05.2011 for aforesaid purpose.

DUSIB has prepared slum Free City Plan of action under Rajiv Awas Yojna

(RAY) with the help of three consultants engaged for the purpose and submitted to Ministry of Urban Development, GNCTD with a copy to Ministry of HUPA. This plan was a holistic view for the whole Delhi whereas the JJ

Bastis are inhabited on the land owned by different Land Owning Agency like DDA, PWD, MCD, Railways, L&DO etc.

Later Ministry of Housing and Urban Poverty Alleviation discontinued

Rajiv Awas Yojna (RAY) and subsumed the same to new Mission – Housing for All by 2022 conveyed vide order No.1-11016/5/2013-RAY-I(Vol.II)/FTS-12554 dated 19th May, 2015.

3.5 Construction of Community Halls and Basti Vikas Kendras (BVKs)

DUSIB is providing multi-purpose Community Hall complexes in notified

Slum areas and relocation colonies and Basti Vikas Kendras in JJ Clusters and in-situ upgraded Slums. The Construction works of five BVKs Malviya Nagar, Jagdamba Camp, Gas Godown Todapur, Bihari Colony Todapur, T-10 F Block Baljeet Nagar and Shashi Garden Patparganj were completed. The Construction work of one CFC at B Block Raghubir Nagar was also completed. Construction work of one Additional floor at under Hill Road, Civil Lines was completed during 2015-16. 19 BVKs / Community Halls were renovated and AR / MO and Allied works undertaken in number of BVKs / C. Halls. Construction work in one BVK at Ambedkar Camp Jhilmil Industrial Area and one CFC at A Block Bindapur, Pkt.IV was going on. Construction of one Additional floor at Sunlight Colony, Old Seemapuri was also taken during this year.

3.6 Environmental Improvement in Urban Slums - SCSP Urban Slums are the areas which have been notified under Slum Areas (Improvement & Clearance) Act, 1956. These areas are concentrated in walled city and its extensions and as per 1991 Census; a population of about 9.51 lakh was living in these areas. Apart from this, as per orders of GNCTD several J.J. Clusters having a population of about 22 lakh has to be covered under the purview of this scheme.

DUSIB is providing the facility of widening & paving of existing lanes and drainage facility in these J.J.Clusters. However, certain prescribed facilities are also extended in the notified slums as per the local requirement from the

available fund. During 2015-16 an amount of Rs. 12.02 Crore has been utilised for providing these facilities and about 1,50,300 J.J. dwellers were covered under the scheme during 2015-16.

3.7 Construction of Pay & Use Jan Suvidha Complexes

DUSIB is providing toilet complexes, either conventional (Pucca) or prefab in the JJ Bastis to keep the environment clean, and to curb the habit of defecating in open. However, wherever the land is not available in JJ Bastis for construction of toilet complex; this facility is extended through Mobile Toilet Vans (MTVs). This facility saves the JJ dwellers from embarrassment and shame while defecating in the open. Most of the children of these bastis defecate on footpaths/roadside which not only create unhygienic condition, foul smell but also causes inconvenience to the pedestrians. Hence, the children are allowed to avail the facility of JSCs free of cost whereas the adult persons have to pay one rupee for using this facility.

There are 675 JJ Bastis having 3,06,000 households in Delhi. An action

plan has been drawn by DUSIB to construct new toilet blocks in those bastis where this facility is not available and to reconstruct, remodel, upgrade the existing JSCs wherever required. The national norm under the scheme envisages provision of one W.C. Seat for 20-25 persons and one bath for 20-25 persons (25 per seat for women & 35 per seat for men as per Swachh Bharat Mission Guidelines). It has not been possible to follow these national norms in Delhi due to physical constraints of land. DUSIB is also providing MTV’s & pre-fab JSC with in NCTD for religious functions, social gathering, political rallies etc. The targets for construction of toilets under Swachh Bharat Mission (SBM) - Action plan is as follows

In the above action plan submitted to Director (SBM), GOI through

Urban Development Department, GNCTD, it was proposed that all the JJ bastis of Delhi shall become open defecation free by 02.10.2019, provided all land owning agencies co-operate with DUSIB and space is available for construction of toilet complexes in Slum & JJ Bastis.

In order to improve the quality of Jan Suvidha Complexes; the Technical

Committee of DUSIB has added the following new specifications for better quality and life span of Jan Suvidha Complexes.

1. The provision for children WC seats in each Jan Suvidha Complex. 2. Individual water supply for each WC seats. 3. Provision of hangers and shelf for keeping mobile and other accessories

etc. in each WC cabin. 4. Use of white vitreous China WC pan instead of stainless steel WC pan. 5. Use of Glazed tiles in the WCs up to the ceiling height and on the top of

the partition walls. 6. Use of FRP/PVC doors as per DSR item instead of MS doors in the WCs

and baths except in Care taker room. 7. Whitewash on the ceiling of WCs & Baths and internal walls if any should

be applied after every six months and preferably in the month of March & September. Rest of the A/R & M/O works in Jan Suvidha Complexes should be taken up annually.

8. Care Taker room should be equipped with kitchen shelf, sink along with water tap and a working platform in all the Jan Suvidha Complexes.

9. Development of surroundings of Jan Suvidha Complexes & provision of horticulture / potted plants etc. During 2015-16 DUSIB has provided 4119 WC seats by new construction

/ renovation / reconstruction / up gradation. 16790 WC seats were available in these JJ bastis at the end of 2015-16.

3.8 Structural Improvement and Rehabilitation of Slum

Katras

The main objective of the scheme is to carry out repair work in Katras/ Properties/ Buildings including repairable dangerous properties under the control of DUSIB and improvement of sewerage / drainage system, D/o common space / courtyard, providing RMC, OSD, repairing of toilets etc. in private katras. At present, DUSIB is controlling 2893 properties / Katras located in walled city and its extensions. Since inception of the Scheme, the approach had been to provide repairs for structural safety in those properties which were repairable within certain yardstick and norm for carrying out repair.

During 2015-16, Structural repairs were carried out in two slum katras

and repair work was going on in two more slum katras. Repair of Common facilities like sewer lines, RMC, OSD, toilets was completed in 26 Pvt. Katras & 07 DUSIB Katras and the work was going on three DUSIB Katras and one Pvt., Katra.

3.9 Shishu Vatikas The main objective of the scheme is to protect open land parcels in J.J.Clusters and to develop the same into Shishu Vatikas. It involves construction of boundary walls of the height of 1.5 m with grills, wherever possible and necessary and provision of play equipments like Sea- saw, revolving platforms, swings, Bridge, Slides etc. Construction of two SVs at Manav Kalyan Camp and Y Block Loha Mandi Naraina were completed and six SVs at Peera Garhi , Azad Pur, Baljeet Nagar, Kham Pur, PrahaladPur and Sanjay Basti Timar Pur were renovated / upgraded during 2015-16. Horticulture works were provided in 14 SVs during 2015-16.

3.10 Infrastructure development including construction and renovation of office buildings and staff quarters

The Scheme envisages construction of office buildings, strengthening / renovation of existing office buildings, construction / repair of staff quarters, repairs of slum tenements and development of commercial projects. Repair and renovation works were completed in 104 staff quarters during 2015-16. Repair and renovation works were also completed in 3037 slum tenements. Boundary walls were constructed at seven storeyed Sanatan Dharma Mandir, Tilak Nagar to protect the vacant land and construction of boundary walls at SRS Holambi Kalan Metro Vihar Hawkers market, Jalebi Chowk Sultanpuri, 15 plots at A Block Nangloi, A Block JwalaPuri, LSC at N Block MangolPuri and P-3 Sultanpuri EWS flats was going on.

3.11 Trans Yamuna Area development

DUSIB is implementing this Scheme on behalf of Trans Yamuna Area Development Board (TYADB) for the Development of Trans Yamuna Area. Under this Scheme various works like construction of community Halls, Balmiki Chaupals, Shopping Centres, Development of parks, improvement of roads, CC pavements & drains etc are undertaken for provision of infrastructural facilities as per recommendation of Board in various colonies of Trans Yamuna Area. Construction of Community Hall at Block-3 Trilok Puri and Block-A New Seemapuri were Completed during 2015-16. The Construction of Community Hall at JB-6 Welcome Seelampur; Construction of Working Girl Hostel at Jhilmil Colony and Construction of Community Chaupal at Sunder Nagri and D Block Seemapuri were in progress.

3.12 Improvement of SC/ST Basties

The objective of the scheme is to improve the living conditions in bastis pre-dominantly habituated by scheduled caste people by carrying out civil works such as repair of Chaupals, construction of common bathroom & community latrines, repair/relaying of drain & pavements, construction of bituminous roads on C.C flooring approach roads or kharanjas, repair of SC dharmashalas, etc. as per requirement on behalf of Department of Welfare of SC/ST/OBC/Minorities. The Community Hall at Block UT MangolPuri, Block P-2, Sultanpuri and Construction of Basti Vikas Kendra Harijan Chaupal at Village WazirPur were completed during 2015-16. Pdg. Internal electrification was completed in the newly constructing Community Hall at Block P-2 Sultanpuri. Construction of Regar Chaupal in N-Block of SRS Savda Ghewra Ph-II has been already completed. Pdg. Internal Electrification in four storeyed Chaupal in "N" Block" Savda Ghewra JJ Colony has been completed. Raising of low lying street CC Pavement and construction of SW drain in Tukhmirpur village AC-70 ward 270 has also been undertaken during 2015-16. Soil investigation and testing for

construction of S.C. Community Hall at G Block Shakur Pur JJ Colony (Anandvas) Tri Nagar AC-16 and for construction of Community Hall at J-Block site II, Shakur Pur JJ Colony (Anandvas) Tri Nagar AC-16 have also been completed.

3.13 MLALAD Scheme

Under this scheme, each MLA can suggest small works of capital nature located on Government land and conforming to the general pattern of the programme and projects being implemented by the local bodies/departments of GNCTD. The works are taken up as per MLALADS Guidelines-2011. The following works were taken up during 2015-16 under MLALAD scheme:-

1. Construction of Community Room at "A" block, Old Seema Puri. 2. Remodelling of common seating platform/Chabutra at different places in

ward no. 183 Madangir by providing washed marble plaster on walls and kota stone flooring, CC flooring on top and by providing missing grills and display board

3. Construction of senior citizen recreation centre after dismantling the existing deteriorated and abandoned toilet block at E-Block Shakurpur JJ Colony.

4. Remolding of common sitting platform/chabbutra at different places in ward no. 182, Madangir by providing washed marble plaster on walls and kota stone flooring, CC flooring on top and pdg. missing grills and display boards.

5. Up gradation/renovation of Chaupal at Sarai Kale Khan Village. 6. Construction of main Building of Chaupal at D Block New Seemapuri. 7. Providing and Laying sewer line at JJC Balmiki Camp cremation ground,

Begumpur. 8. Construction of boundary wall with MS grills after demolishing the

abandoned JSC near plot No. C-1286 at Jahangirpuri. 9. Construction of Community Facility Center at Block D-2

Chapter: 4 Rehabilitation Branch

The Rehabilitation branch is headed by Principal Director who is assisted

by Deputy Directors, assistant directors and ministerial staffs. The main function of Rehabilitation branch is to rehabilitate slum dwellers to a built up flat after conducting the survey and eligibility determination by the committee which records biometrics and Aaddhar authentication.

One of the major function of DUSIB is to relocate JJ dwellers from land pockets required by Land Owning Agencies for implementation of project of public interest as per guidelines issued by the Urban Development Department, GNCTD vide orders dated 19.02.2010 and 25.02.2013. The erstwhile Slum & JJ Department has developed 70,644 plots of different sizes measuring 18 sqm and 12.5sqm at Dwarka, Rohini, Bhalswa-Jahangirpuri, Narela, Bawana, Holambi Kalan, Molarband, Savda Ghevra etc., and about 65,000 eligible JJ dwellers were resettled there. Due to scarcity of land in Delhi, the emphasis shifted from horizontal development of plots to vertical development in the shape of EWS houses for resettlement of JJ dwellers. The modified policy for relocation came into existence vide GNCTD order no. F.51(95)/99/UD/Vol-III/2975-2988 dated 19.02.2010. This policy was further revised from time to time, to relax the cut-off date and the documents required, in order to cover maximum JJ dwellers in the eligible category, under this policy. Delhi Govt. has prioritized 114 J.J.Bastis for relocation. About 50% of J.J. dwellers were found eligible for allotment of flats under the relocation policy of 2013. This can be gauzed from the findings of eligibility determination of 32 J.J. bastis.

The matter was reviewed by Delhi Govt. and a new policy known as Delhi Slum & JJ Rehabilitation & Relocation Policy, 2015 has been formulated and approved by the Delhi Cabinet. Earlier, the eligibility of the Slum Dwellers was determined based on the inclusion of name of JJ dwellers in the Electoral Roll prior to 2009, year of survey and current year; besides one additional residential proof document out of the 11 prescribed documents. However, it was noticed that about 50% of the JJ dwellers were not found eligible for relocation based on the existing policy; a new policy known as Slum & JJ dwellers Rehabilitation and Relocation Policy, 2015 was drafted and circulated for inviting the comments of all stakeholders were invited. The comments of Ministry of Urban Development and MoHUPA, Government of India; DDA, Railways, MCDs, Revenue Department and Civil Society Organisations dealing with slums etc. were received and considered by the Board. The Salient features of new Rehabilitation & Relocation policy are as under:

1. The prevalent cut off date of 04.06.2009 as notified in earlier policy of

2013 has been revised to 01.01.2015. 2. The name of JJ dweller must appear in at least one of the voter list of

2012; 2013; 2014 and 2015 (prior to 01.01.2015) and also in the year of survey for the purpose of rehabilitation.

3. The name of JJ dweller must appear in joint biometric /AADHAR based survey conducted by DUSIB and the Land Owning Agency.

4. JJ dweller must possess any one of the 12 documents as a proof of residence issued before 01.01.15 as prescribed in the policy.

5. Focus will be primarily on in-situ rehabilitation. In-situ rehabilitation has been defined as within 5 km. radius from the JJ Basti. However, relocation will be done where in-situ rehabilitation is not possible or in case the land is required for any public project.

6. Beneficiary is required to pay an amount of Rs 1,12,000/ as beneficiary contribution and an additional Rs 30,000/ towards five years maintenance charges. A DUSIB Estate Management Fund will be created for carrying out maintenance for initial five years and thereafter the responsibility of maintenance will be handed over to RWAs.

7. The dwelling unit will be given on lease for a initial period of 10 years; thereafter it will be converted to freehold.

The DUSIB Board has also approved a Protocol detailing out the steps to be

taken for implementation of rehabilitation policy & relocation / demolition. The details of “Delhi Slum & JJ Rehabilitation & Relocation Policy, 2015” are available on web portal of DUSIB http://delhishelterboard.in/main/.

4.1 Survey of J.J. Bastis

During 2014-15, DUSIB along with Land Owning Agency carried out survey of five new Jhuggi basties and de novo survey of 21 J.J. bastis. Apart from this, two J.J.Clusters namely P-1 Block Sultan Puri & HGI Colony, Sultan Puri were surveyed for in situ rehabilitation of J.J. Bastis.

However, Delhi Urban Shelter improvement Board had determined

eligibility of JJ dwellers residing in 32 JJ Basties spread all over Delhi in the past as per earlier Rehabilitation Policy guidelines of 2013. With the Delhi slum and JJ Rehabilitation and Relocation policy- 2015 coming into force, it became imperative to conduct a de novo survey and determine the eligibility as per Delhi Slum and JJ Rehabilitation and Relocation policy-2015 in respect of all these 23 JJ bastis, which have not yet been relocated. Board vide its Resolution No. 16/07 also approved de novo survey of these bastis and for holding of fresh draw, wherever required (by cancelling the earlier draw).

Out of 23 J.J. bastis de novo survey of 21 J.J. basties was carried out;

whereas survey of two J.J. bastis could not be taken up due to public resistance and failure on part of Land Owning Agencies to identify and demarcate area. The details of de novo survey are as under

4.2 Eligibility Determination Camp (EDC)

DUSIB has constituted five Eligibility Determination Committees headed by Dy. Directors in Rehabilitation Branch for determining eligibility of J.J. dwellers for allotment of flats under the scheme as per Delhi Slum & JJ Rehabilitation and Relocation Policy-2015. Regular camps of several JJ bastis have been organised for this purpose. Besides, as per direction of the Board de novo survey of 21 JJ bastis has been carried out. During 2015-16, the Eligibility Determination Committees examined the cases of J.J.Bastis namely Jawahar Camp, JwalaPuri for relocation purpose and out of 594 jhuggi dwellers who appeared before the Eligibility Committees, 528 J.J. dwellers have been found eligible for allotment of flats.

Chapter: 5 Asset Management Branch

The Asset Management branch is headed by Director who is assisted by

Deputy Directors, Assistant Directors and ministerial staffs. The main function of Assets Management branch is to manage allotment of residential, commercial, institutional and Govt., allotments.

5.1 Revised JJR Freehold Scheme

The matter of grant of freehold rights in favour of the residents of 45 JJ Resettlement Colonies was earlier considered and approved by the Delhi Cabinet. Thereafter, the Government of NCT of Delhi, with due approval of the Government of India had issued a scheme for grant of freehold status in favour of the occupants of these JJ Resettlement Colonies vide order dated 20-06-2013. As per the above order the premium rates were as under

The scheme received poor response mainly due to higher rate of

conversion charges and did not succeed. Accordingly, a modified scheme with revised rates was approved by the DUSIB in its 12th Meeting held on 16.06.2015. The modalities for implementation of above revised scheme are being

finalized. The Revised scheme will be implemented after getting formal orders from Govt.

5.2 Interest / Penalty waiver scheme

Under the Special Registration Scheme 1985, the then S&JJ Department had allotted 5662 flats. Out of 5662 flats, 2463 flats were allotted on Hire-Purchase Basis. The allottees were required to pay 25% of the cost of the flat at the time of allotment and balance cost of flats in 180 monthly instalments. The rate of interest for delayed payment was 12% for a delay of one month, 24% for two months and 48% for 3 months; over and above the balance payment. In the 12th Board meeting of DUSIB, Board has decided that the interest on the delay in payment of installments of these flats be reduced from 12% to 7% for a period of three months (from Nov 2015 to Jan 2016) as a onetime measure keeping in view the hardship being faced by these allottees. Those who do not take advantage of this amnesty scheme within period of three months, will again become liable to pay interest @12%. Wide publicity was given for information of the public. Banners were also displayed in the concerned colonies for wide publicity of the scheme. Demand notices were issued to all the defaulters / occupants on hire purchase basis. After making all efforts Rs. 992.75 lakh (Approx.) of outstanding dues were received during the year 2015-16.

5.3 Restoration of cancelled flats

In its 12th Board meeting, the Board noted that there are about 200 flats which were cancelled due to non-payments and violation of the terms of allotment and decided that all allottees of such cancelled flats be given an opportunity to get them restored on payment of Rs. 5,000/- as ‘RESTORATION CHARGES’ to bring them at par with all other allottees in order to avail the benefit of AMENSTY SCHEME being proposed.

5.4 Community Halls/Barat Ghar

There are presently 173 community halls all over Delhi. These Community halls are available in J.J. colonies and in Katras for the multipurpose activities and social functions etc., for the benefits of the residents who belong to Slum colonies, Katras property. Presently, some of the Community Halls are being allotted to Govt. agencies. However, prior to 2010, the Community Halls were also allotted to NGO/VO/Society etc. The license fee is @ Rs. 5/- per Sq.ft and Security of minimum Rs. 25,000/-(Refundable) is also taken.

5.5 Basti Vikas Kendras (BVK)

DUSIB is providing the facilities of BVKs in all existing J.J. Clusters. Presently there are 317 BVKs; out of which 29 BVKs are vacant. The BVKs are allotted to NGO/Voluntary Organizations Govt. organizations for organizing activities in the fields of education, health and skill development etc. without any fee from participants. License fee is charged @ Rs. 2/- per sq.ft. per month and Security amount of minimum Rs. 10,000/- (Refundable) is taken with effect from 01/01/2012 from the allotted NGOs.

5.6 Allotment of Marriage chunk / Parking Site

DUSIB is allotting its vacant land for the Marriage Chunk / Parking Site on temporary basis through open tender after giving the wide publicity in the reputed newspapers.

Chapter: 6 Finance Branch

The Member (Finance) is the head of the Finance wing and Planning &

Monitoring wing. The Finance wing is divided into seven sub wing comprising of HQ (Non-Plan), Plan, Pension, PF, Budget, DES and HAU/Revenue wings.

This chapter should basically discuss the revenue and expenditure of

DUSIB for the year 2015-16 when compared to 2014-15 and discuss various measures undertaken and proposed for increasing the revenue of DUSIB.

1. DUSIB vide notification no. F.14(18)/LA-2007/Law/227 dated 31.5.2010 read with Notification F. No. 1(7) UD/DUSIB/2010/9736 dated 1.7.2010 came into existence w.e.f. 1st July, 2010. The Board executes schemes/projects for improving the quality of life of Slum & JJ Dwellers through various Plan Schemes of Delhi Govt./Central Govt.

2. Delhi Urban Shelter Improvement Board (DUSIB) is an agency of Delhi

Government which has been given the primary mandate of improving the

quality of life of jhuggi-jhopri / Slum dwellers and their rehabilitation/

redevelopment. There are about 675 JJ clusters all over Delhi having 3,06,602

jhuggis.

3. The Budget of DUSIB for the year 2016-17 includes actual (Receipts &

Expenditure) for the year 2015-16 and Budget Estimates for the year 2016-17

for the approval of the Board which is to be forwarded to Govt. of N.C.T of

Delhi after its approval as per the provisions of Section 24(1) of DUSIB Act,

2010.

4. The revenue receipts of DUSIB at present are inadequate to meet its

revenue expenditure. During 2015-16 the total revenue receipts of DUSIB were

only Rs. 2,418.63 Lakh (excluding interest i.e. total revenue receipts Rs.

5,072.81 Lakh minus Interest Rs. 2,654.18 Lakh), while the revenue

expenditure was Rs. 10,879.47 Lakh. The revenue deficit in 2015-16 was Rs.

8,460.84 Lakh. The revenue deficit i.e. the gap between revenue receipts and

expenditure has been met through financial assistance in the form of Loan

from Government of NCT of Delhi and Capital Receipts.

5. The then Chairperson in the 5th Board meeting of DUSIB held on

19.12.2011 had also agreed to assist the organization in its initial years of

working by giving Grant-in-aid/Loan, mainly for disbursement of salary and

allowances.

6. In order to improve the financial position of DUSIB, specific measures

are proposed to be taken to enhance the Capital Receipts by way of disposal

of residential and commercial plots through auction, allotment of

Institutional Land to Directorate of Heath Services, DTC and other

departments of Government of NCT of Delhi, liquidation built up shops

allotted under Special Component Plan to weaker sections of the society,

liquidation of flats constructed under Special Registration Scheme, 1985 and

liquidation of JJR plots in 45 resettlement colonies by way of grant of free hold

rights. Accordingly, the target of capital receipts amounting to Rs.185.60 Cr

has been fixed in the Budget Estimates 2016-17.

7. The sources of revenue receipts of DUSIB are limited. Revenue Receipts

are generated in the form of ground rent and license fee from residential,

commercial, institutional properties and BVKs (allotted to NGOs), rent from

chunks allotted to the highest bidders for booking by general public for

marriage and social functions, license fee from community halls and recovery

of damages from unauthorized occupants of properties in walled city and other

properties of DUSIB. Targets of revenue receipts have been fixed at Rs.

4,289.00 Lakh (excluding interest) against the actual revenue receipt of Rs.

2,418.63 Lakh during the year 2015-16 (excluding interest.)

11. A Non-plan outlay of Rs.19,637.64 Lakh is proposed mainly to meet the

expenditure on Pay & Allowances etc. The expected increase in expenditure is due

to implementation of the recommendations of Seventh Central Pay Commission and

payment of arrears thereof has been factored in.

12. DUSIB is implementing number of plan schemes to provide basic facilities to

JJ dwellers/slum dwellers of notified slum areas. The proposed expenditure on

Execution of Plan Works to the tune of Rs. 43,745.00 Lakh would be required to

complete the on-going works in respect of various State/Central Plan Schemes.

Significant activities proposed under plan schemes inter-alia are mentioned below:

(i) To maintain the JJ clusters in hygienic manner and to provide clean

environment, there is an urgent need to curb the habit of mass defecation in

open by JJ dwellers. A massive programme viz. Open Defecation Free city is

proposed to be taken up during the year 2016-17. It is proposed to construct

new toilet blocks and to upgrade/renovate existing Jan Suvidha Complexes by

providing 17846 WC seats in 688 JJ Basties. For this an outlay of

Rs.10,000.00 Lakh was proposed.

(ii) DUSIB is constructing multi storied dwelling units for slum dwellers under

JNNURM. So far, 3184 flats have been completed. During the year 2016-17

an amount of Rs.10,900.00 Lakh is proposed.

(iii) Under NULM DUSIB propose to construct 04 Night Shelter at Dwarka Sector-

3, Rohini Sector-5, Geeta Colony and at Nangloi Phase-II as decided in the

project sanctioning committee for shelter for Urban Homeless. An outlay of

Rs. 2,265.00 Lakh to initiate the works is proposed in 2016-17.In addition to

above, work relating to refurbishment of existing permanent shelter and

operation & management (O&M) of existing shelter (199) will also be

undertaken.

Chapter: 7 Board meetings held during 2015-16

The DUSIB Board is the highest decision making body. The DUSIB Board met four times during 2015-16 and took important policy decision for improving the living conditions of poor and urban slums. The major decisions taken during the Board meetings are

7.1 Decisions taken at the 12th meeting held on 15-6-2015

1. Board approved the proposal to declare the JJ clusters in Delhi as Jhuggi Jhopri Bastis, by Notification under section 2 (g) of the DUSIB Act.

2. Board approved the amendment in section 2 (g) of ‘Delhi Urban Shelter Improvement Act 2012’ to bring it in conformity with the provisions of ‘NCT of Delhi Laws (Special Provisions) Act’. Board decided that a Cabinet note be put up for placing the proposed amendment before the legislative assembly.

3. Board approved the modification and amendment to the policy for grant of ownership/ freehold rights to inhabitants of 45 JJ resettlement colonies. Board decided that conversion charges for grant of ownership/ freehold rights would be Rs 5000/- for the original allottees/ legal heirs and Rs 2000/-for others.

4. Board approved the continuation of the ‘Interest /Penalty Waiver / Relief Scheme’ in respect of ‘Special Registration Scheme, 1985’. Board decided that all allottees of 200 flats whose allotment was cancelled due to non payment and violation of terms of allotment be given an opportunity to get them restored on payment of Rs 5000 as restoration charges to bring them at par with all other allottees in order to avail the benefit of amnesty scheme being proposed

5. Board approved the allotment of Institutional land to Delhi Jal board at the circle rates on lease basis.

7.2 Decisions taken at the 13th meeting held on 22-9-2015

1. Board approved the proposal to reduce the rate of interest from 12% to 7% for three months as one time measure keeping in view the hardship being faced by allottees of 200 flats whose allotment was cancelled due to non payment and violation of terms of allotment under the Interest /penalty waiver / Relief Scheme in respect of Special Registration Scheme 1985’. Those who do not take advantage of this scheme within this period will again become liable to pay interest @12%.

2. Keeping in view the order dated 15-9-2015 of Hon’ble High Court of Delhi, Board approved that the survey of the clusters which are the subject matter of the court case be carried out by taking 14-2-2015 as the cut-off date for relocation of JJ clusters at Jwala Puri.

3. Board granted in-principle approval for the proposal for disposal of DUSIB plots/ properties and decided that details of specific plots which are immediately available for sale be placed before the Board.

4. Budget estimates for the year 2015-16 were approved by the Board. 5. Board directed the Night Shelter Branch to constitute inspection teams

in consultation with Sh. Bipin Rai, Member Expert to carry out inspections of night shelters and based on inspection reports, existing agreements with Shelter management agencies may be terminated, where ever required. Adequate and good arrangements for management of night shelters be made well in advance before the ensuing winter season.

7.3 Decisions taken at the 14th meeting held on 5-10-2015

1. It was decided that no demolition of Jhuggies / clearance of JJ clusters will take place in Delhi till the Delhi Slum Rehabilitation and relocation policy, 2015, is finalized. No new Jhuggies will be allowed to come up in Delhi. The Divisional Commissioner will get the new Jhuggies demolished/ clear the encroachments with the help of special task force. Office of Divisional Commissioner will be nodal agency for this purpose.

2. Board approved that in view of the orders of Hon’ble high Court of Delhi dated 15-9-2015, Rehabilitation and Relocation of JJ clusters at Jwala Puri would take place as per the provisions of Delhi Slum Rehabilitation and Relocation policy, 2015. For the purpose of this case, the said policy shall be deemed to have been approved by the Board.

3. It was decided that the list of 126 plots/ properties proposed to be disposed of in Phase-I be forwarded to Department of Urban development, GNCTD to explore their usage for some specific public projects. The remaining plots/ properties may be disposed of after obtaining the approval of cabinet of GNCTD. DUSIB will submit proposal for cabinet decision to Department of Urban Development after fixation of reserve price as per the procedure followed by DDA.

7.4 Decisions taken at the 15th meeting held on 16-12-2015

1. It was decided that list of 716 plots/ built-up properties having an area of less than 100 sqm proposed to be disposed of; may be circulated to other Departments of NCT of Delhi, especially Education and Health Departments to utilize these plots for public purposes. If any Department needs these plots, these may be allotted to them at circle rates. The Departments should respond within one month. If no response is received within one month, DUSIB may go ahead with the disposal of plots/ properties by auction.

2. In respect of Delhi Slum Rehabilitation and relocation policy, 2015, Board decided that the comments of Ministry of Urban Development, Government of India and Railways, if received will be incorporated in the Policy by mutual discussion and amended version of the policy may be placed before the Board.

3. It was decided that no demolition will be carried out by Railways without conducting a joint survey by the representatives of DUSIB and Railways and without a Rehabilitation plan in place for eligible JJ dwellers.

4. Board ratified the minor changes in the policy, made during the implementation of the plan for removal of JJ cluster- Sardar Patel Camp at Jwalapuri to Baprola, in compliance of the directions of the Hon’ble

High Court of Delhi. Board authorized CEO, DUSIB to approve the operational guidelines required to implement Delhi Slum Rehabilitation and Relocation policy, 2015.

5. Board approved the allotment of land at 12 sites to Directorate of Education for opening new schools and recouping of loss of Rs 194,63,89,584 as cost of land along with ground rent of Rs 4,86,59,727 per annum.

6. Board directed to constitute an Appellate Authority headed by a District Judge (Retired), as envisaged in the policy and cases of those JJ dwellers, who were declared in-eligible despite having the documents, while shifting Jhuggies from Jwala Puri to Baprola, shall be referred to the Appellate Authority.
