PRESIDENT’S REPORT

Adelaide Turf Cricket Association’s (ATCA) charter is to provide excellent standards of junior and senior

community cricket in a choice of grade competitions. As one of the largest cricketing bodies in the world,

Adelaide Turf cricket operates in a highly competitive environment and strongly promotes cricket activities

and growth within local sporting clubs.

Because of its size and complexities, ATCA requires a strong organisational structure. We are however,

fortunate to enjoy particularly good management, ably led by Executive Officer, David Heyzer and

supported by a hard-working Board of Management (BOM). It is interesting to note that the cricketing

issues confronting Adelaide Turf are wide and varied and seemingly never-ending.

Each year, many people tend to measure successful performance against the winning of a team

premiership. All players try, but only a select few can be successful. I believe accomplishment can be built

upon skill, hard work and even perhaps, a patch of luck. So, hearty congratulations to last season’s

Premiership winners for achieving the ultimate team goal!

Also, I would like to acknowledge some of the other individual achievers including trophy winners, inter-

association representatives, “Team of the Year” recipients and 15/25 and 40 year ATCA Service Award

Membership receivers...well done to all!

Unfortunately, we still seem to be confronted with a host of external issues. One such frustrating matter

has ATCA being regularly confronted with exceptional wet weather and extreme heat conditions. These

matters tend to disrupt playing times and conditions, often affecting and potentially distorting game

results. The BOM continues to monitor these policies and welcomes feedback opinions from clubs.

Another concern involves dealing with clubs that continually struggle with finances. Whilst that in itself is

disappointing, many times issues can be traced back to matters such as poor management, absence of a

suitable business plan and/or a lack of support from club members. If your club is struggling, perhaps

consider giving these issues some serious thought.

ATCA does still have another major issue. It involves the constant struggle to manage poor behaviour by a

small minority of players. Under the terms of cricket, club officials and team captains have a responsibility

to help manage and maintain minimum standards of behaviour by their players. Whilst most officials and

team captains strongly support and adhere to ATCA policies, some players still continue to regularly cause

offence. So, clubs and players, we seek your support to better educate offenders and help us clean up this

untidy part of cricket!

In conclusion, I wish to thank the Umpires and Scorers Association for their continued support. Along with

the opportunities provided by SAMCA and the continued growth of the Junior Division, we look forward to

another strong season.

CHAIRMAN’S REPORT Season 2014/15 again proved to be most successful, both on and off the field. The return of the 12 team competition was a popular decision. Thank you to all clubs, players, officials and members of the ATCA, for your contributions and support throughout the season. Unfortunately, the weather - first heat, then rain - caused a loss of valuable playing time after the Christmas break. The weather was perfect for the Semi-Final and Grand Final, which resulted in some very good cricket and close finishes. Congratulations to all winning teams. Not only did the winning team receive the Shield, players were presented with a Premiership Medal. The ATCA Twenty/20 competition was again well supported by clubs. The Final was played under lights at the Adelaide Oval, in conjunction with the SACA Volunteer Recognition Day and the SAMCA Twenty/20 finals. In the ATCA Final, Walkerville defeated PAOC in a very exciting match, which was decided in a bowl off. The Association teams participated in the SAMCA competitions. All teams were very competitive, with the Senior team defeating the South East Gambier Cricket Association at Langhorne Creek, and winning the SAMCA Cup. Congratulations to all players, coaches and officials who took part in the SAMCA series. I am pleased to report the Association remains in a sound financial position and for this season, we were able to reduce affiliation fees. The Board of Management is very aware of spiralling costs that clubs face and are looking at ways to offer assistance. Once again, the Compliance Panel and Tribunal had some serious issues to deal with. It is clear that some players/clubs are not heeding the Board of Management’s appeal to control unsportsmanlike behaviour and play the game in accordance with the Spirit of Cricket. Again, I stress there is no place in our Association for bad sportsmanship. This season was the first in which all umpire appointments and training were carried out by the SACA Umpiring Director, Neil Poulton. After some early problems, the system came together quite well. The ATCA Board, together with the Umpires Association Executive, will conduct a thorough review into all aspects, during the off season. I thank the President of the ATCU & SA, Doug French and the Executive Committee for their support. The Annual Presentation night was held at the Arkaba Hotel on 25 March and it was pleasing to see the evening was a sell-out. Thank you to all responsible for the success of this occasion. Our Patron, the Lord Mayor of Adelaide, the Honourable Martin Haese and the Lady Mayoress, Mrs Haese were unable to attend due to a prior official commitment. The Master of Ceremonies, Wayne Phillips ensured proceedings went smoothly. A new format for the counting of votes for the Cricketer of the Year was introduced, which proved to be very successful. Congratulations to Mark Hanson, Pooraka CC - A1, Brett Knowles, Walkerville CC - A2 and Andrew Niblett, Fulham CC - A3, on winning the Player of the Year Awards. Congratulations to all other award winners for the season, and to the players who were selected in the ATCA Team of the Year. Congratulations to Ryan Fry from the Grange CC, who was awarded the Best Under 23 player. This was Ryan’s first season out of the Junior competition. The Junior Presentation night was held on 4 April at the Northgate Community and Sports Club, Gepps Cross. The Junior competition is very important to the ATCA, and my thanks go to players, coaches/team managers and parents for the time you have given to make this competition very successful. Congratulations to Braydon Nicol from the Modbury CC., who won the Bill Alchin Memorial Award for the U/17 Player of the Year and to all other award winners. Thank you to Northgate Community and Sports Club for making your facilities available and contributing to a very enjoyable evening. Many thanks to our Executive Officer, David Heyzer, who continues to efficiently administer Adelaide Turf and ensures we have a very good working relationship with SACA, SAMCA and other Community Cricket Associations. Part-time Administration Assistant, Sarah Fry resigned at the end of the season to take up a position with Basketball SA. Sarah played a big part in setting up the My Cricket system for Adelaide Turf, as well as assistance in many other ways. Thank you Sarah, for your years of dedicated service and we wish you all the very best for the future. My sincere thanks to the President, Vice President and all Board members, for your valuable contributions during the season. The Board will continue to promote the ATCA, as an excellent Association for both senior and junior cricket and encourage new clubs, players, officials and volunteers to become involved. EXECUTIVE OFFICER’S REPORT I am pleased to submit for consideration the 2015 Adelaide Turf Cricket Association’s Annual Report, which summarises the season. I am pleased to report my role as Executive Officer is proving to be challenging but still very much a rewarding role A total of 52 Clubs participated, fielding 172 senior teams and 49 junior teams. The Association has also seen the Twenty/20 competition continue to grow with 68 teams participating this season compared to 64 last season. The Association continues to have a strong Board of Management consisting of 11 dedicated people that continue to support me in the advancement of the Association. I would like to thank Mr Ron Barber, Chairman, Mr Bob Wigley, President, Mr Peter Smith, Treasurer and Mr Jeff Emmel, Vice President for their continued guidance on the direction the Association is taking Once again the most unpleasant duties of the Executive Officer is dealing with players and clubs that continue to breach the ATCA Code of Conduct resulting in a number of suspensions handed down this season, I must thank our volunteers who presided over these often complex and challenging matters. The ATCA remains committed to the game of cricket being played within the Spirit of the Game. My thanks go to Greg Gade and his compliance committee for their assistance in this area. This season saw the ATCA with the support of the ATCUSA hand over the co-ordination and management of umpires to SACA. My thanks go out to Neil Poulton SACA’s Umpiring and Coaching Development Manager in what proved to be a challenging task. I would like to acknowledge the continued support the ATCA has received from the South Australian Cricket Association. The two Associations have formed an excellent working relationship over many years and I look forward to continuing to build a stronger link between both Associations. I would particularly like to thank SACA Cricket Operations Manager, Mr Shane Bernhardt and his team for their guidance throughout the season.

My role of Executive Officer finds me travelling to various games of cricket where I have the pleasure of watching some tremendous cricket. The highlight of the season taking place at Park 9 which saw PAOC defeat Para Hills in a closely fought A1 premier grade grand-final. Congratulations must also go to Walkerville CC in winning the “City Holden” T/20 Division1 grand-final defeating PAOC in a bowl off at the magnificent Adelaide Oval. Congratulations to all other teams in all Senior and Junior grades who have been recognised with premierships. The Annual Senior Presentation night was once again held at the Arkaba Hotel with 297 people attending with some of the major award winners being:

Jeff Emmel Spirit of Cricket Award – Goodwood CC

A1 Player of the Year – Mark Hanson– Pooraka CC

A.T.C.A. Club of the Year – Hectorville CC

Club Secretary of the Year – Christine Pike – Ingle Farm CC Congratulations must go to all other award winners recognised on the night. The Association again proved to be a dominate force in all Inter- Association matches at various age levels. The performance of teams representing the association in the various SAMCA Cup competitions over the summer was outstanding and my personal thanks go out to the senior coach Steve Sykes, U/21 coach Gordon Smith and U/15 coaches Craig Telford and Daniel Farrugia. The ATCA, after a successful 2013/14, reclaimed the senior SAMCA Cup and Shield. The U/15 Competition saw the ATCA North team defeat the ATCA South team in a closely fought grand-final. Unfortunately the U/21 team lost the grand-final to Para District by 1 run. Congrulatations to the PDCA Sponsorship was a highlight this year with an increase in sponsorship received from our generous core group of sponsors. This support allows the Association to reduce the burden on clubs. The ATCA is grateful to its sponsor partners Kookaburra, Greg Chappell Cricket Centre, City Holden and Greenthumbz for their continued support. I trust that clubs appreciate and support our sponsors. The Board continues to seek out business relationships which will add value to our Association. I also acknowledge the quality administrative assistance I received from Sarah Fry. Unfortunately Sarah’s full time work commitments at Basketball SA see her leaving us this year. Her performance over the last 9 years often extended beyond the scope of her duty statement, and for that I am most grateful. In closing, I thank all the club officials for their contributions to cricket. I particularly thank the secretaries for their efforts and I look forward to working with clubs again in season 2015/16. UMPIRE DIRECTOR’S REPORT It is with pleasure that I present my 7th annual report on umpiring (the first for ATCA) and it is at these times of reflection that the enormity of what was undertaken by the Umpiring Department this year becomes evident. Firstly the obvious; the adoption/integration of Adelaide Turf umpires into the SACA umpire management practices. Whist umpires from Adelaide Turf have been involved in SACA’s umpire development initiatives for a number of years now, the move to hand the co-ordination and management of umpires to SACA was a brave but positive step in establishing the place of community cricket umpiring in the overall cricket pathway. The benefits of this major change will affect both ATCA and ATCUSA and the benefits will be profound. Linking Turf to the umpiring pathway immediately opens the association up to immediate growth of new umpires and opportunities to advance for existing umpires who desire such a challenge. What was not so obvious in this change was some of the following “new” things introduced to Turf umpires that the Grade cricket umpires have seen as normal for the past few years. Changes such as

Introduction of Umpiring Panels linked to grades

Appointment of Umpire Coaches and their connection to Panels

New umpire assessment and feedback criteria from both captains and umpire coaches

A brand new umpire coaching platform to assist umpires and track their improvement

A new approach to umpire Availability and Appointment

A greater push for umpires to take responsibility for tracking their appointment to matches, submitting

availabilities.

A different way to study and learn the Laws of Cricket and the ATCA By-Laws

A change in the role of the umpire selection committee

A different process in selection of umpires to finals

Have no doubt that I have an appreciation of just how much was thrown at Turf umpires in a short time. It is a credit to the umpires and the umpire coaches just how well these changes were adopted and accepted by the majority. To achieve such significant change is not possible without the support of many. My thanks to the ACTA Board, the ATCUSA Committee, particularly Doug French and Ken Lovering for being instrumental in getting things moving, my Umpire Coaches and David Heyzer who has the unenviable task of being the middle man in this new world. My congratulations to all umpires who achieved milestones this year, represented your association or simply contributed to the success and growth of cricket. You are all valuable as is the role you play. This coming season I can happily say there will be limited change. What will happen, is the structures put in place will begin to show their true value, and umpiring within the association will move ahead. Umpiring within ATCA will grow and I am committed to increasing our numbers by 60% this coming season. I am only measuring active umpires available regularly on a Saturday, so at a figure of around 35 new umpires, this will have a significant impact on ATCA and ATCUSA. These targets are part of my performance assessment with SACA and they are targets I am committed to reach. Last season the SACA umpiring department made over 4,000 individual umpire appointments. This coming season that number is likely to increase to over 5,000 as we continue to expand and grow. SACA has responded to this growth by adding resources to the umpire department. This coming season in addition to mine and Cody’s role we will welcome a new Umpiring Coordinator whose main, if not sole role, is to manage those 5,000 appointments. This new role will allow me to focus on recruitment & development of new umpires and perform my duties at the higher end with the SACA State Umpiring Panel. Have no doubt that I will still have control of the process and know what is happening with appointments, but releasing me from my desk is a major step to growing umpiring for the benefit of our game. Once again thank you to all umpires, coaches, ATCUSA and ATCA for a challenging but rewarding season and I look forward to doing it all again in the months to come. COMPLIANCE REPORT

The Compliance Committee for the 2014/15 season was made up of the following members Perry Brook, Adam Crichton, Rajesh Singh, Don Von Einem, Rob Wallace, Jeff Emmel and Mark Wishart who sat and adjudicated matters as Members of the Commissioner’s Enquiry Panel (CEP). A total of 16 reports were dealt during the season. Last season the CEP dealt with 4 reports which emanated from the Junior Division, it’s pleasing to report that only 1 incident arose this season which was handled at club level to the satisfaction of the Association and not included in the above figures. The ATCA in recent seasons has introduced the Social Media Policy and the Match Day Consumption Alcohol Policy and both saw breaches requiring the imposition of fines. I will report on the circumstances surrounding the breaches later in this report. Of the 16 reports, one was referred directly to a Tribunal Hearing headed by Anthony Crocker which resulted in the player receiving a 4 match ban and not being able to compete in the finals as a result. This was one of 3 reports that came out of a T20 semi-final. The reports centred on umpire abuse and incidents involving spectators and opposing players at the conclusion of the match. The direct consequence was unwanted media attention highlighting conduct that was a blight on the Association and detracting from the overall competition. The remaining 2 reports saw penalties of a 3 match ban and a 3 match ban with one suspended, handed out. The latter involved the Captain and in part was due to his failure to control his players on the day. The most serious of the offences which strangely involved teammates resulted in the player being banned from all competition until 1 January 2016, the equivalent of 10 matches. The players previous history did not serve him well on this occasion. Only one matter was appealed from the CEP to a Commissioner, resulting in the player who had been handed down a 3 match ban (one suspended) by the CEP upgraded to a 5 match ban (2 suspended). What came to light as a consequence of the appeal was that the player had a previous transgression for a similar offence in another cricket association. The 16 reports was a reduction from the 2013/14 season (21). However when you look at the last four years (18 reports in 2012/13 and 14 in 2011/12) it can be seen that the 16 reports is maintaining an approximate average. Only the next few seasons will determine if the imposition of match point penalties is proving to be enough of a deterrent to curb the behaviour. Match Day Consumption Alcohol Policy This policy was implemented in an attempt to get clubs to restore the tradition of previous seasons which saw teams socialise at games end. It was pleasing to note that there were only two reports of teams defying this policy by taking their own alcohol to opposition grounds without the prior permission of the respective clubs. As this was a new policy the ATCA only fined the offending clubs $50 but this may not be the case in the future. Social Media Policy The ATCA over the years has requested clubs remove postings on various sites it deemed bordered on offensive and derogatory to certain clubs and individuals. In order for the ATCA to have more control over this situation it implemented its own Social Media Policy. The policy is engaged when person/s after posting information that is deemed to be unbecoming conduct can be identified as having an association with an ATCA club. The policy was engaged after an incident following a match whereby a posting was made which was found to be unnecessary, offensive and demeaning to those who were the target of the comments. What is worth noting is that Commissioner Crocker found that it is not necessary that a particular club be named in any social media communication to cause such a communication to identify the maker of the communication as having an association with an ATCA club. There are more ways of identifying such an association than by naming a club. The circumstances of the communication, the content of the communication, the recipients of the communication and their knowledge of the sender of the communication could all contribute to the communication revealing an association with an ATCA club. In this instance the player was found guilty but escaped only with a reprimand and a fine. The Compliance Committee also had cause to impose penalties of loss of match points for a Breach of Bylaw C6 playing in more than one team over the same round and Bylaw B7 due to a team refusing to continue a match. The latter also resulted in the offending Captain being served with match ban penalties. There was also the mandatory playing of an unregistered player, although in one instance, the player was deemed to be at fault, and was stood down while the matter was resolved, which effectively equated to a 2 match ban.

The ATCA changed the rules as it applied to finals qualification and it appeared to have the desired effect with only the minimal number of permit applications received. The only major incident arose because a club chose not to attend the last delegates meeting when the changes were explained which resulted in a lot of time and effort being extended in trying to resolve the situation. I might add the ATCA was steadfast in its approach in maintaining the intent of the Bylaw. As mentioned earlier we only had one incident involving a potential junior report, where the Compliance Committee was required to adjudicate on a dispute arising from an Under 15 semi-final. The host club had on the second day of the match prepared a different wicket. The Compliance Committee followed the Laws of Cricket and reluctantly awarded a forfeit to the opposition club. This decision generated a lot of discussion and correspondence and as a result a change has been made to the Junior Bylaws which now gives ATCA officials and umpires the power to circumvent the Laws if they consider the change of wicket does not disadvantage the other team. The other disturbing incident from the finals was the consumption of alcohol by players in the LO 6 Grade Final. Three players were found guilty and the club involved was fined the sum of $300. In closing I thank all the CEP for their efforts over the season; in particular I acknowledge the contribution of Anthony Crocker. Although Anthony is extremely busy, he has over numerous years only too willingly continued to give of his time in assisting us with the more difficult and challenging Tribunal matters. I also acknowledge the efforts of Adam Crichton along with Mark Wishart who was recruited to assist in a couple of matters that required a person independent from those currently on the panel. It also goes without saying, notwithstanding that I say this every year, that without the support of the CEO David Heyzer this task would be even more challenging that it currently is. TREASURERS REPORT FOR THE YEAR ENDED 30 JUNE 2015

Please find accompanying this report the financial statements for the ATCA to 30 June 2015 The following comments are made in relation to the financial statements:-

The 2014-2015 financial year has resulted in an net profit of $488 in comparison to the 12 months to the end

of June 2014 profit of $18,678.

The final result includes an adjustment for provision of staff leave, which has not previously been included in

the accounts. The adjustment for annual leave is an expense of $4,664 in 2014-15.

Income was above budget, mainly due to an increase in association fines of $4,800 while affiliation fees were lower than 2013-2014 due to the ATCA giving clubs a 10% reduction in affiliation fees. The board will be considering a small increase in affiliation fees for 2015-2016.

Bank interest received on our investment was similar to 2013-2014. The ATCA continues to have $60,000 of ATCA funds invested in a 6 month NAB term deposit account. The term matures on 16

th August 2015, when a

further $774 interest will be credited to the ATCA cheque account.

Management of outstanding debtors continues to be strong, with $1,075 outstanding. The ATCA continues to receive Marriott repayments; which has resulted in $990 received for this financial year. The ATCA has received a total of $7,866 from the Fines Enforcement Unit, we continue to follow-up on these payments .

Sponsorship remains a major income source for the ATCA. The association values our sponsors and would

like to thank Kookaburra, Greg Chappell Cricket Centre, City Holden and Greenthumbz for their support

during the year. The Board continues to seek out business relationships which will add value to our

association.

Expenditure was up on last year, but was on budget for the 2014-2015 year. Main items recording increases

were association matches and presentation night costs. The increase in expenditure to association matches is

mainly due to the association outlaying an honorarium for the newly appointed association coach; this

appointment reduces the workload of the Executive Officer. Additional cost encompassed the playing of the

senior SAMCA Cup grand-final at Langhorne Creek. The increase to presentation night costs was largely due

to the association retaining the expertise of TAV Productions to produce the function. This from all reports

received positive feedback and the board will continue its link with TAV Productions. The control of

expenditure remains an important focus for the Board & Administration.

The Association continued to support our exposure to the community, particularly in conjunction with The

Messenger Press and continued to contribute to the management cost of the ATCU&SA.

There was a write down in assets to reflect items that have been disposed of or super ceded. All these items

had previously been fully depreciated.

Rent for the use of the ATCA office at Memorial Drive is paid to the South Australian Tennis Association.

As at the 30 June 2015, the board considers that the Associations Funds are adequate in order to allow the

association to: Operate during the off season

Operate with an appropriate level of Financial Security; and

Take advantage of any opportunities that may arise.

ADELAIDE TURF CRICKET ASSOCIATION NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 JUNE 2015 1 SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES This financial report is a special purpose financial report prepared for distribution to the members in accordance with the Associations Incorporation Act (SA) 1985. The Board has determined that the association is not a reporting entity. The financial report has been prepared in accordance with the following Australian Accounting Standards: i) AASB 1031 Materiality; and ii) AASB 110 Events after the Balance Sheet Date No other applicable Accounting Standards, Australian Accounting Interpretations or other authoritative pronouncements of the Australian Accounting Standards Board have been applied. The financial report has been prepared on an accruals basis and is based on historic cost and does not take into account changing money values, or except where specifically stated, current valuations of non-current assets. The following material accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report. REVENUE Revenue from affiliation fees is recognised in the income statement in the financial year to which it relates. Sponsorship revenue is recognised in the income statement in the financial year to which it relates. Interest revenue is brought to account when received. Revenue from fines is brought to account when it is incurred.
