THE WORLD’S FIRST HEALTHCARE FREE ZONE

Dubai Healthcare City (DHCC) was proudly launched onNovember 5th 2002 as the world’s rst healthcare ree zone.Back then it was just a concept. Today it includes two hospitals,86 clinics with over 1,400 medical pro essionals, plus numeroushealthcare and retail businesses. We started with an ambitionto create an integrated healthcare city ocused on excellenceand we are proud today to see this becoming a reality with thesupport o the many national and international organizations andpro essionals within DHCC.

Our strategy has been in ormed by extensive market researchthat highlighted signi cant expenditure on overseas treatment oUAE patients, outfow o healthcare pro essionals seeking medicaleducation and research opportunities, and a ragmented healthcaresystem that impacted patient outcomes.

In our ambition to create an environment or high quality healthcareservices, education and research, we have orged a 15-yearstrategic relationship with Harvard University, who are bringingextensive experience in developing an integrated AcademicMedical Center.

2008 has been a year o major achievement, as we have madeurther strides to realize our vision or healthcare excellence. We

have established international partnerships with pro essional andhealthcare bodies – urther building our credibility or qualitycare, we have expanded our pro essional development port olio,invested in vital medical research into regional health issues andcontinued to grow our range o clinical and wellness services.

Healthcare will always be a undamental need and our ocus onhigh quality delivery and patient care will distinguish DHCC withour customers. As we continue to strengthen our value chain, weare not only becoming success ul in retaining current renownedhealthcare providers but are also developing into a hub oracclaimed clinical operators that are seeking to set up base inDubai because o its growing reputation. On average there hasbeen a year-on-year growth o 46% in operators.

The upcoming completion o the Harvard Medical School DubaiCenter Institute or Postgraduate Education and Research,will trans orm medical education and research capacity inthe region and the University Hospital, which is progressingsteadily, will o er Dubai’s rst teaching hospital and will mark amajor milestone in the development o local talent and healthcaredelivery to international standards. Along with the Al MaktoumHarvard Medical Library and Boston University Dental HealthCenter and Institute or Dental Research and Education Dubai,these acilities will orm the Mohammed Bin Rashid Al MaktoumAcademic Medical Center.

DHCC is governed by the Centre or Healthcare Planning andQuality (CPQ), which is responsible or maintaining the highestinternational standards o healthcare delivery through its acilityand pro essional licensing, clinical planning and reporting, andquality improvement and oversight programs.

All operators setting-up in DHCC undergo stringent licensingprocesses administered by the CPQ. The healthcare pro essionaland licensure guidelines were developed ollowing the DHCC/ Partners Harvard Medical International licensure regulation teamreview o leading worldwide licensure rules and regulations.

The type and quality o services that clinical and non-clinicalacilities provide in DHCC are strongly regulated and controlled

not only at the approval, design and pre-operational stage but alsopost-operations. DHCC’s regular post-operational assessmentsurvey o outpatient clinical acilities, to monitor service qualityand con ormance to clinical standards, is revolutionary and oneo the rst o its kind in the world.

DHCC ensures that all its operations meet the legal and regulatoryrequirements through a detailed Code o Ethics that governs itsinternal and external interactions and businesses.

The number o CPQ-licensed physicians has increased rom 104in 2006 to 441 in April 2009 – an increase o more than 300%,while dentists have increased by 400%. The growth o licensedallied healthcare pro essionals and nurses has similarly shown amassive increase o over 700%.

According to 2008 statistics:

- 45% of operators provide clinical services

- 48% of operators provide non-clinical services

- 7% of operators are public health facilities

The Pro essional Licensing Department, which reviews andprocesses pro essional license applications, received andreviewed approximately 1,000 applications or pro essionallicensure in 2008; however, only 75% were accepted to be dulyprocessed, resulting in approximately 600 issued licenses.

In order or CPQ standards to refect the best possible rameworkor healthcare delivery, CPQ has entered into a relationship with the

International Society or Quality in Healthcare (ISQua). ISQuaprovides international recognition o healthcare standards andthe related surveying process.

CPQ’s commitment to ensuring high standards o healthcareand patient sa ety is refected through a number o initiatives:

The Quality Improvement Department and the Health, Sa ety andEnvironment Department o CPQ conducted a comprehensiveeducation program throughout 2008. 41 in-house educationsessions and interactive workshops were conducted, includingworkshops in the areas o quality improvement, qualitystandards, patient satis action, in ection control and sterilization,incident reporting, medical records, re sa ety, health sa ety andenvironment, and waste minimization. This is an increase o 10education sessions, compared to the previous year.

One o the recent highlights in advancing quality standards are theCPQ’s e orts to redesign the ace o Complementary & AlternativeMedicine, or CAM, through implementing CAM codes. This wasdeveloped by ABC Coding Solutions to regulate and measure theoutcomes o CAM procedures within DHCC. The CPQ is the pioneerin establishing a CAM governance structure which is unique to the

region and to the world. There is a need to regulate this market toassure quality and sa ety. DHCC has established itsel as a leaderin integrative medicine by being the rst healthcare institution,outside the USA, to adopt and implement the ABC CAM codes. InFebruary 2009, the adoption o ABC codes to support integrativemedical coding and healthcare re orm was advocated at a U.S.senate hearing, with DHCC cited as an example.

These tools provide or the assessment o the quality o careprovided, based on evidence-based standards. The CPQ’s ClinicalIndicators Program or Outpatient Clinics was launched in January

2008. A total o 13 indicators in the areas o ophthalmology,pediatrics and dentistry were designed and developed incollaboration with the Clinical Indicators Development Team. Theprogram is one o the rst o its kind in the region and a crucialstep to position DHCC clinics on the healthcare quality map orDubai and the neighboring countries. It is anticipated that thesuccess ul results o this undertaking will lead to a domino e ectin li ting the level o healthcare in the region.

The annual DHCC patient satis action survey, involving patientsrom 100% o DHCC’s operational healthcare acilities, was

conducted to allow DHCC leadership to monitor the attitudes andperceptions o patients towards the quality o services received.Surveys were conducted by AC Nielsen, an external consultant,during the period rom July to September 2008.

The Overall DHCC Patient Satis action Index was 89. In 2007,DHCC set a benchmark o 89, with only a ew acilities participating.In 2008, 51 acilities participated and DHCC again achieved anIndex o 89. With respect to patient interaction with healthcareproviders, the patient satis action rating was 94. A signi cantlylarger percentage o patients view DHCC as ‘World Class’ in 2008as compared to 2007. AC Nielsen states that the target or HighCustomer Satis action is an Index o 70. The score o 89 there oreindicates that DHCC has exceeded the objective o achieving HighCustomer Satis action.

In response to the immediate need to raise the standard ohealthcare, Dubai Healthcare City (DHCC) has launched TAQEEM™,the region’s rst healthcare licensing examination center. TAQEEM™will o er comprehensive licensing examinations or healthcarepro essionals, including those in the elds o medicine, nursing,allied health, and complementary and alternative medicine. The

candidates passing these examinations may be eligible or licensureby DHCC and by uture a liated organizations in the UAE and theother countries in the Gul Cooperation Council (GCC).

Through its licensing examinations, TAQEEM™ will provide DHCCand uture a liated licensing organizations a uni orm evaluationsystem to determine the minimum level o competency orhealthcare pro essional licensure.

The Center or Healthcare Planning and Quality (CPQ) is collabora-ting with the National Board o Medical Examiners® (NBME®),

world-renowned or testing methodologies and evaluation inmedicine, in the development and administration o TAQEEM™’sMedical Licensing Examination Program. A core component o theProgram is the Medical Licensing Examination-General (MLE-G).The MLE-G is comparable in content, similar in ormat, measuresthe same competencies, and applies similar per ormance standardsas Step 3 o the United States Medical Licensing Examination®

(USMLE®). This is the rst time an examination based on USMLE® Step 3 will be used to license physicians outside the United States.The USMLE® is a premier medical exam and is recognized as thegold standard or medical licensing.

As part o DHCC’s vision to create a healthcare centre oexcellence, DHCC develops partnerships that add value tothe organization and its customers. The number o strategichealthcare partners DHCC has been able to success ullyattract has increased more than 60% since 2005. Theseinclude world-renowned names such as Mayo Clinic, BostonUniversity, Moor elds Eye Hospital, the German Heart Centre,Dr. Sulaiman Al Habib Medical Centre, American Academy oCosmetic Surgery Hospital, Magrabi Eye Hospital and Johnsonand Johnson.

DHCC constantly analyzes regional and international healthcare,economic and demographic trends such as number o bedsand disease prevalence to strengthen understanding o thehealthcare market. DHCC uses this in ormation to assess howto urther identi y gaps and opportunities and prioritize projectsaccordingly. The comprehensive results are integrated into thestrategic planning process to improve decisions relating tonew services, regulations, education programs and healthcaresupport services. This in ormation is also essential in identi ying

uture partnerships in specialized areas not available in theregion. For example, the development o clinical programs in theUniversity Hospital is based on market research which stronglyindicated that new growth segments in healthcare deliveryinclude transplantation, hematology, oncology and cardiology.

DHCC is building relationships with various organizations withthe aim o highlighting its services, developing the patientre erral network and attracting urther patients. DHCC hasdeveloped relationships with Emirates Airlines, Dubai DryDocks, Jumeirah Group, Department o Tourism and CommerceMarketing (DHCC developed an interactive video or 2008 withDTCM), Al Wasl Hospital and government organizations suchas Dubai Police. These organizations have started re erringpatients to DHCC acilities.interactive

DHCC healthcare providers have agreements with a rangeo insurance providers and the insurance network is beingconstantly developed to o er patients the necessary cover acrossthe di erent health services. When it comes to cost, DHCC’sservices are competitive with the equivalent quality standardsin healthcare provision. One impact o DHCC is that patientswho might otherwise have traveled outside Dubai or treatmentare now seeking treatment within DHCC. This is because manyinternational physicians rom world-leading institutions areo ering their services at DHCC, preventing the need to travel,and all physicians are required to meet internat ional best practice

in healthcare delivery and are subject to regular, rigorousassessments to ensure these standards are maintained.

One o DHCC’s strategic partners, Boston University, consistingo Boston University Institute or Dental Research & Educationand complemented by the Boston University Dental HealthCenter Dubai, became the rst and only private dentalpostgraduate institute in the Middle East to have a ull spectrumo academic programs in ve dental specialties accredited by theUAE Ministry o Higher Education and Scienti c Research.The institute ollows Boston University standards in dentalresearch, education and specialized dental care and enrolled 15postgraduate students in 2008.

University Hospital (UH), which is the centerpiece o DHCC’sMohammed Bin Rashid Al Maktoum Academic Medical Centre,has made a number o advances toward developing its capacity toprovide the latest in clinical care and pro essional development. UHwas selected or a “citation o merit” award in Healthcare Designmagazine or its International Showcase issue; a partnershipwith Epic Systems Corporation, developers o one o the mostadvanced clinical systems available worldwide was established;and UH has a rst o its kind research and development projectwith American Nurse Credentialing Corporation to structurethe new hospital with Magnet standards. The Harvard Medical School Dubai Center Institute orPostgraduate Education and Research (HMSDC) was set up toestablish best practice in the region by providing state-o -the-artmedical education services. It represents a partnership betweenDHCC and Harvard Medical School and is part o the AcademicMedical Center.

HMSDC’s Continuing Medical Pro essional DevelopmentPrograms are continuing education sessions attended byhealthcare pro essionals (both internal and external to DHCC)wishing to enrich their clinical skills, expand their medical

knowledge and learn about important advances in the diagnosis,prevention and treatment o disease. Continuous MedicalEducation (CME) con erences are available or physicians,nurses, allied health pro essionals, research scientists, acultymembers, medical students, dentists, pharmacists and industryrepresentatives. CME topics in 2008 included: Pediatrics,Protection o Children and Youth, HMSDC/UH NursingDevelopment Con erence, Obstetrics and Neonatal Care, andCritical Care.

HMSDC provides educators rom Harvard Medical School andworks closely with its stakeholders to meet the developmentneeds o healthcare pro essionals. DHCC has witnessed over 30%annual growth in the number o participants and has received over731 attendees rom regional and international countries includingKuwait, Jordan, Lebanon, Saudi Arabia, Iran and South A rica.

HMSDC is supporting DHCC education and research through theAcademic Council and Research Council. Institutions who wishto operate within DHCC are approved through these councils inorder to ensure the programs o ered to students are o highquality and meet international standards. To date, HMSDC has

approved seven education institutions that provide healthcareprograms which include postgraduate programs or dentistryand healthcare management.

The number o student applications and the average acceptancerate are important indicators o not only alignment to the DHCCvision o creating a destination or quality medical education butalso creating a pipeline o well equipped healthcare pro essionalswho can work within DHCC. The acceptance rate o students rom2006-8 was at an average o 74%, which refects the stringentacceptance criteria into the programs based on the HMSDC criteria.

With the upcoming completion o the HMSDC building, itsadvanced acilities will not only expand the provision o ContinuousMedical Education but will also include Research Centers inClinical Science and Technology, a world-class Simulation Centerand a comprehensive medical library.

HMSDC is playing a central role in developing Graduate MedicalEducation (GME) in the UAE. It is creating a national rameworko GME by working with UAE University, Health Authority o AbuDhabi, Dubai Health Authority and University Hospital. HMSDCand University Hospital are also collaborating to develop world-class residency programs, clinical specialties and Americanmodeled sub-specialties.

HMSDC o er postgraduate ellowship training programs which aimto enhance knowledge and skills o participants under the guidanceo recognized leaders in medicine. These ellowships currently takeplace at Harvard Medical School-a liated institutions in Boston,USA. Future programs will be hosted at the University Hospitaland other DHCC collaborators.

The Dubai Foundation or Medical Research (DHFMR) was createdto drive scienti c enquiry and discovery in the Middle East and tolead to scienti c breakthroughs that will address the region’s mostpressing health problems.

DHFMR supports cutting-edge collaborative research and seeksto establish sustainable research education programs ocusedon diseases relevant to the regional population, such as diabetes,cancer, cardiovascular disease and neurological diseases.

The Foundation is creating a permanent endowment to build human

capital by identi ying, supporting and training medical and scienti cleaders in the region; to und collaborative research initiatives andresearch ellowships; to support collaborative research betweenHarvard Medical School Research Centers and laboratories in theregion that will build sustainable research programs in the MiddleEast; and to develop a sustainable in rastructure in Dubai or aninternational exchange o scholars.

The DHFMR research programs are supported through thegenerosity o its donors. By supporting DHFMR, donors have theopportunity to drive cutting edge research that will ocus on healthissues that a ect the regional population.

The DHFMR Collaborative Research Center Awards provide$350,000 (AED 1.28 million) per year or a maximum o veyears to support these innovative research collaborations betweenlaboratories and research centers. In 2008 research topics andAward recipients included:

COLLABORATIVE RESEARCH CENTER AWARDS

SEED GRANTS AWARDSThese awards are intended to encourage and supportcollaborations between Harvard Medical School researchcenters and their counterparts in the Middle East region atthe beginning phase o their research partnerships. The SeedGrant Awards may provide initial research support or newinvestigators, or or established physician scientists to pursueinnovative research. DHFMR also encourage applications thatcombine both the expertise o established researchers andthe potential o talented young investigators who are at thebeginning o their research career. The awards o $150,000 orup to two years provide these early-stage initiatives with theimpetus to become viable and established researchcollaborations.

These awards are designed to support research programs thatbring novel ideas and new approaches to medical, biomedical ortranslational research. The research should ocus on health issuesor diseases that are either endemic or relevant in the Middle Eastand contingent population groups. As part o its e orts to train uture leaders in medicine and medicalresearch, this annual con erence ocuses on the identi cation andencouragement o young scientists rom the region to take partin ongoing collaborative research initiatives. DHCC is committed to promoting, supporting and engaging ininitiatives that will contribute to the protection and the improvemento society. Given DHCC’s mission o creating healthcare excellence,a large part o its community engagement is ocused on healthpromotion and awareness-raising.

Under the direction o the Senior Vice President, DHCC ormed aCorporate Social Responsibility Committee to drive CSR initiatives.Members o the committee determine the annual CR strategy toensure that DHCC contributes to its community and demonstratescontinuous commitment to improving disease awareness andsupporting prevention initiatives. In 2008, internal and externalstakeholders, including the clinical community, were engaged tounderstand the issues and expectations that are most important tothem and a number o initiatives were taken orward as a result.

One o the roles o the CR committee is to promote the principleso the three R’s: Reduce, Reuse and Recycle; reducing the amountand toxicity o waste; reusing containers and products; andrecycling as much as possible, which includes buying productswith recycled content.

Both tenants and DHCC adhere to the requirements o the MontrealProtocol o Ozone Depleting Substances whereby use o chemicalsused in air-conditioning, re rigeration, re protection systemsand aerosol sprays are controlled. Any trans-boundary shipmentand disposal o hazardous and radioactive waste is carried out inaccordance with applicable local as well as international protocolssuch as the Basel Convention on the Control o Trans-boundaryMovements o Hazardous Wastes and their Disposal, and the UAEFederal regulations.

DHCC is committed to leading awareness campaigns o diseasesthat are prevalent in society such as heart disease, diabetes, andbreast cancer. These programs are o ered to both employees andthe community at large, with the aim o increasing awarenessand adoption o healthy li estyles and positively impacting on theprevalence o the diseases in the long term. DHCC liaises withgovernment entities to determine how it can most e ectivelyaddress community needs and support existing programs. Forexample, in 2008, DHCC organized an annual blood donation

campaign, in partnership with the Department o Health andMedical Services (DOHMS), to support DOHMS’ ThalassemiaCenter’s urgent need or blood.

Active support is also given to not or pro t organizations that arecommitted to certain diseases and causes, and that also supportthe disadvantaged. This has included the Dubai Autism Centre andthe Emirates Arthritis Foundation.

A major DHCC awareness campaign, which ran rom theend o 2007 and during 2008, was on breast cancer. This isthe most common cause o cancer-related deaths amongstwomen, and Arab nationals tend to develop breast cancer atleast a decade earlier than Western women. DHCC there oredecided to launch an awareness and undraising programwhich included the creation o the world’s largest pink BreastCancer ribbon, which entered theGuinness Book o World

Records and sponsoring the Avon Awareness Walkathon. Thecampaign received widespread media coverage and the moneyraised rom the campaign was donated to the Emirates BreastCancer Foundation, a local research organization.

On behal o Dubai Holding and its entities, DHCC signed upas one o the Charter companies committed to the Makingit Our Business Breast Cancer Awareness program in theworkplace. This was initiated in response to the establishmento the U.S. Middle East Partnership or Breast CancerAwareness and Research, created by Laura Bush, wi e othen US President George W. Bush. This partnership is the

rst collaborative e ort to help Middle Eastern countries ghtbreast cancer through improved awareness, clinical resources,and world-class research. The DHCC workplace initiativeincluded workshops and education sessions with breast cancersurvivors and ree screenings.

In addition, DHCC participated in the rst Regional AdvocacyCon erence or Breast Cancer in Jordan and was invited by theDubai Chamber o Commerce and Industry to present on bestpractice in corporate responsibility.

Examples of CSR initiatives include:

- Adopting the ‘Dubai Green Building Project’standards or energy consumption and replacingall bulbs with energy-saving bulbs in all existingDHCC-owned buildings

DHCC considers its people to be its single most critical assetand as a result has implemented a number o initiatives to gaugetheir perception and satis action with the organization. DHCC

ormally interacts with employees via an employee engagementsurvey which measures the level o employee commitment andsatis action. Satis ed people lead to satis ed customers andbetter business results. In the 2008 survey or example, DHCCachieved 86% satis action or teamwork and cooperation and79% or training and development.

The DHCC leadership team comprises o highly experiencedindividuals that include Vice Presidents, Directors and SeniorManagers led by the Senior Vice President. The culture is driven bythe values o truth and courage, service, per ormance, teamwork,innovation and care.

The leadership team has championed the development o the DHCCExcellence Framework which embodies the European FrameworkQuality Model. For the 2008 submission, DHCC received theprestigious Dubai Quality Award rom the Department o EconomicDevelopment presented by His Highness Sheikh Mohammed Bin

Rashid Al Maktoum at a high-pro le award ceremony with over1,000 people. The DQA recognizes role-model organizations inbusiness per ormance. DHCC was measured against internationalbest practice in nine core areas: Leadership, Policy and Strategy,People, Partnerships and Resources, Processes, CustomerResults, People Results, Society Results and Key Per ormanceResults. The award puts DHCC on par with international healthcareproviders and demonstrates its commitment to deliveringhealthcare excellence.

DHCC has an equal opportunities policy. There are 32 di erentnationalities working cohesively in DHCC towards a common goalo building a world-class healthcare industry. As part o engagingemployees, the Senior Vice President o DHCC also holds quart-erly ‘Health Checks’ with sta , the main purpose o which isrein orcing the DHCC vision, mission and values, reviewingquarterly per ormance and communicating crucial issues relatingto the DHCC strategy, culture and per ormance.

DHCC’s Ideas Lab suggestion scheme has the objective o

The Electronic Health Record (EHR) provides patient healthin ormation generated by one or more encounters in anyhealthcare setting and enhances the ability o doctors or otherhealthcare pro essionals to make in ormed decisions in realtime. EHR acilitates the continuity o care and improves thequality o patient care through the variety o services it can o erthe end user. Some o these services include electroniclaboratory/radiology ordering, laboratory results viewing,prescription/medication orders, insurance validity checks, druginteractions and allergy checks and many other clinical decisionsupport systems.

Patients will be able to have access to all their records to updatepersonal and amily demographics, and enter up-to-date allergyand medication in ormation. They will also be able to look or adoctor, schedule appointments, get online consultations, viewonline test reports and input suggestions and eedback online.Such technology allows patients to play a critical role in in ormeddecision making and enhances quality o healthcare deliverythrough integration.

DHCC is implementing the Healthcare In ormation and Reporting

Analysis System (HIRAS), which is an innovative IT solutiondesigned and developed in-house. This healthcare reportingsystem allows or data collection rom disparate healthcare sourcesin a standardized manner. The technology enables the integration,storage, reporting and analysis o healthcare data submitted by61 operational DHCC healthcare operators. Healthcare data rommore than 167,000 patients has been collated to assist withmonitoring, planning and regulating activities. Development andpro essional maintenance and ongoing enhancements o HIRASare critical to the operations and improvement initiatives o DHCCas it places a strategic emphasis on the use o healthcare data.

Customer complaints handling is the key to excellent delivery ocustomer service and there ore DHCC has created the CustomerProtection Unit to manage customer eedback. The purpose o theUnit is to improve the quality o healthcare in DHCC and to ensurecustomer satis action at the highest levels. The Unit collects,monitors and evaluates eedback, suggestions and customerconcerns that relate to sa ety and quality o care, including patientrights, care o patients, sa ety, in ection control and medicationuse.

DHCC has acted on eedback to improve signage and parkingwithin the city and is continuing to increase visibility o use ulin ormation and ease o access to urther improve the customerexperience.

Customer satis action targets at DHCC are in line with the GALLUPinternational CSI benchmark. The organization has decided tomaintain its patient satis action targets at 80% or 5 years as aresult o the exponential growth o patient volumes, driven by thegrowth o healthcare acilities at DHCC.
