Annual Report of Sufficient Foundation
for the Year 2010

Feb 2010
In Feb 2010, Mr Leong Seng Kok and the Foundation Committee members discussed
and agreed on the plans, objectives and budget for the Foundation for the year 2010,
as follows:
a. Doisaket Learning House project – the land for Doisaket Learning House
is currently in Ms Sophawan Wattanasilkul’s name. It is currently not
known whether Ms Sophawan will transfer the land to Sufficient
Foundation or to another Foundation. However, for the next 5 years,
Sufficient Foundation hopes to raise enough funds to help support the
welfare programmes of Doisaket Learning House (Elderly Programme,
Nursery Programme, Creative Kids Programme for street children),
estimated to be about THB 200,000 each year. For 2010, the Foundation
hopes to sponsor a vehicle for use by Doisaket Learning House, costing
not more than THB 200,000.
b. Doi Ngam Office project – the Foundation hopes to build a small office
with simple accommodation on the land (located in Doisaket district) that
is already purchased by the Foundation last year, provided funds are
available in 2010. If not, the project will be postponed to 2011.
Mar 2010
In Mar 2010, Mr Leong Seng Kok informed the committee members that after several
rounds of discussion with donors of the property at 259, M.12, Chengdoi, Doisaket,
Chiangmai, where Doisaket Learning House is situated, it has been decided in early
Mar 2010 that the owner of the property, Ms Sophawan Wattanasilkul, will transfer
the entire property (land and bulding) to Sufficient Foundation in April this year.
Once the transfer is completed, Doisaket Learning House property and operations will
come under Sufficient Foundation, as a core project of the Foundation. The committee
members concurred with the decision.
Mr Leong Seng Kok updated everyone that Mr Prasarn Chaisrimonthon, Mr Sorasak
Rakniran and himself had helped Sufficient Foundation to purchase a 19-year-old
truck (Toyota Mighty-X, red colour) at a cost of THB 143,000 in Feb 2010, according
to the objectives of the Foundation for this year. The truck will be used for Doisaket
Learning House project.
Apr 2010
In Apr 2010, Mr Leong Seng Kok updated the committee members that Ms Sophawan
Wattanasilkul, owner of the Doisaket Learning House property (land titledeed no.
41106) at address 259, M.12, Chengdoi, Doisaket, Chiangmai, had transferred the
entire property (land and building) to Sufficient Foundation on 26 Apr 2010. Mr
Leong had represented the Foundation to receive the property and titledeed from the
land office in Doisaket district. The Foundation did not have to pay for the transfer
fee, which cost about THB 106,000. The titledeed is now kept at the Foundation
office.
Starting from 1 May 2010, the operations of Doisaket Learning House project will
come under Sufficient Foundation, since the entire property of Doisaket Learning
House has already been transferred to Sufficient Foundation. This project includes
running a nursery for young children, a club for underprivileged children/youths, and
programmes for elderly in the community. According to the Foundation’s budget plan
for 2010, the Foundation will be supporting the operating costs of Doisaket Learning
House, at about THB 20,000 per month.
Mr Leong Seng Kok updated everyone that the truck belonging to the Foundation that
was converted into a taxi was registered successfully on 31 Mar 2010, under the
category of “vehicle for sitting private individuals more than 7 persons”. The truck
will be used at the Doisaket Learning House project to fetch elderly persons who want
to come for the programmes (there will be no charge for fetching the elderly), as well
as the nursery children who require transportation to and from the nursery (a small fee
may be charged for fetching children).
May 2010
In May 2010, Mr Leong Seng Kok updated the committee members that owner Ms
Sungwan Yeo of property at 325, M.2, Sansainoi, Sansai, Chiangmai, where the main
office of Sufficient Foundation is registered, will be selling the property to a buyer
soon. The committee members then discussed and agreed to relocate the main office
of Sufficient Foundation, with effect from 1 June 2010, to Doisaket Learning House
which is located at 259, M.12, Chengdoi, Doisaket, Chiangmai, and which is now
owned by Sufficient Foundation. Doisaket Learning House became a core project of
Sufficient Foundation since 1 May 2010.
As for the land (titledeed no. 31136) at Papong, Doisaket district, which Sufficient
Foundation had bought in Dec 2009 (before Doisaket Learning House was transferred
to Sufficient Foundation), the committee members maintained that a branch office of
Sufficient Foundation will be built on the land, complete with simple accommodation
for volunteers of the Foundation (as agreed by the committee last year), once enough
funds have been raised for the construction cost of the branch office. The branch
office will oversee other smaller projects of Sufficient Foundation in the future, while
the main office will oversee the core project of Sufficient Foundation (the Doisaket
Learning House project).
Aug 2010
In Aug 2010, Mr Leong Seng Kok updated the Committee members that Sufficient
Foundation has raised funds of THB 585,000 for the construction of a Branch office
of the Foundation on the land (titledeed no. 31136 at Papong, Doisaket district) which
the Foundation had bought in December 2009.
On 17 August 2010, Mr Leong Seng Kok updated the Committee members that, since
1 March 2010, Gethsemane Nursery at Doisaket Learning House had opened its
services to the community for children aged 1 to 3 years old. At this present time,
Gethsemane Nursery has a total of 8 children who come regularly to the Nursery.
Following government regulations from the Ministry of Social Development and
Human Security dated 2003, Nurseries are required to apply for permission to operate
from the ministry once the Nusery has 6 or more students (who are not relatives of the
Owner nor the Operator of the Nursery). In order to be able to register a Nursery, the
Nursery must employ an Operator who has testimonial of relevant working experience
or have experience working with Nursery for at least 1 year.
Mr Leong informed the Committee members that Ms Somredi Panyawong (employed
under Doisaket Learning House as Nursery Executive since 10 May 2010) has ever
worked in a Nursery for about a year. Ms Somredi has a certificate of studies in
subjects regarding child development as well as accounts. As such, the Committee
agreed that Ms Somredi will be the Operator for Gethsemane Nursery.
Sep 2010
In Sep 2010, Mr Leong Seng Kok proposed the construction plans for the Branch
Office of Sufficient Foundation, which was drawn up by Nat Construction, for the
Committee members’ consideration (following the Foundation meeting on 3 Aug
2010). Mr Leong informed the Committee members that the contractor Mr Sri
Chumpu has given a quotation for the construction (single-storey building with 2
rooms, complete with fence) at 582,500 baht inclusive of 3 percent tax. The
Committee members were agreeable to the proposed construction plans and quotation.
On 28 September 2010, Mr Leong Seng Kok updated the Committee members that
the Foundation has received the Building Permit for construction of the Foundation
branch office (with accommodation) from the sub-district Office of Papong, Doisaket
district, on 21 September 2010. On 24 September 2010, a contract was signed
between the Contractor Mr Sri Chumpu and Mr Leong Seng Kok as representative of
the Foundation. Ms Sharon Goh informed the Committee members that the land
belonging to the Foundation (titledeed number 31136) on which the branch office will
be built has already been measured and demarcated by officers from the Doisaket
Land Offfice on 1 September 2010.
