5. Why do you wish to be elected to the APC Executive Board?

As President of the Asian Paralympic Committee since end of 2014, I have noticed that the Paralympic Committees of the region are facing many

difficulties in many areas that need to be addressed with short term and long terms plans. Asia has a low representation in the Paralympic Games in spite of

having the biggest population of people with disability in the world, so for that, I’m working together with my team to support the development of athletes and

NPCs in the region.

6. What do you feel are the greatest attributes you would bring to the APC Executive Board?

I have an extensive knowledge of the Asian region, its capacities, its challenges, its people, etc. I will be able to defend the interests of the region.

I am an active person, who speaks his mind and like to put words into action.

7. What is your vision for the APC? What do you see as strategic priority for

the next years?

The Paralympic movement has been growing at a fast speed in the past years,

especially since London 2012. In order to keep growing while building a sustainable model that will bring legacy for the future, we need to focus on the

empowerment of less developed nations. The gap between the highly developed nations and the poorer ones seems to get wider, while the Paralympic movement as a whole is growing. We need to make sure that all

nations are included and that this gap reduces in the next years – we want more athletes from all over the world to have the possibility to participate in

the highest level of competitions, but this starts with competitions at the local/national level. We need to identify ways to support the smaller nations to be able to have the same opportunities as the all-times medal winners.

8. What do you value most about the Paralympic Movement?

I value the magic of the Paralympic Movement in transforming the life of

people with impairment in supporting them to become more independent and productive individuals in their respective communities.

9. What is your definition of ‘being athlete centred’ as an organisation?

Having the athlete at the centre of our preoccupations means that as an

organisation we focus on providing him with the best conditions to perform to the best of his capacities. It means that we provide him with the support he needs in all areas to develop as best as possible. That includes from grass-root

level to ensure that his family supports him, that he has a space and equipment to train, that his NPC supports him. It also means at a wider level that we

Page 5: APC Executive Board Elections Candidate Booklet · APC Executive Board Election: Candidate Booklet 2 Table of Contents This information was compiled from the candidate nomination

APC Executive Board Election: Candidate Booklet 5

support the NPC to provide the best environment for him, to send him to local, national, regional, international competitions, to educate and train him further, to provide him with skilled, trained and experienced coaches, etc.

10. Have you advocated for inclusion and diversity in the past? Please

describe.

I have participated as lecturer in many conferences and forums about raising

awareness of people with an impairment.

I’m member of Dubai Government accessibility commission and working on making Dubai city as the most accessible city in the world for Disabled.

5. Why do you wish to be elected to the APC Executive Board?

While I was serving my term in the IPC Governing Board, under

now to see more influential leaders coming from the Asian region. Paralympic Movement has been and still is evolving around western

regions, including Europe and North America. Along with APC

Secretariat and other Board members, I would like to put our efforts and capability into spread of Paralympic Movement in the region and

influence of Asian in the Movement. Through that, I believe that we can unite everyone within Asia under the same goal and vision, peace and

inclusion.

6. What do you feel are the greatest attributes you would bring to the APC

Executive Board?

As a human rights activist, social activist, and politician, I dedicated my entire life to fight for the rights of the minorities, involved in various entities, including

nongovernmental organizations, National Assembly, public organization, and international governing body, and to make this world a better place. While

working in National Assembly, I made it unlawful to discriminate against a persons with impairment, in many areas of public life, for the first time ever in Korea, by passing the Disability Discrimination Act in 2007. With the financial

support and approval of the government, I constructed and opened the KPC Incheon Training Center. I would call myself a pioneer of inter-Korea sports

cooperation in field of para sports and contributed to first ever joint marching and formation of unified team in the latest edition of Asian Para Games. The biggest merit is that I am a minority, as a woman and impaired person

with high support need; I have a clear understanding of diversity and inclusion policy. Thus, I can provide various recommendations to direction of APC’s

vision. With my personal experience and capability, I will set my direction to empowering developing NPCs and inclusion of 5 sub regions in Asia as my main goal so that Asia could become a role model for the spread of the

Paralympic Movement.

7. What is your vision for the APC? What do you see as strategic priority for the next years?

1. Inclusion - Develop education programs to raise awareness of para sports and

impairment to facilitate social inclusion - As an “Athlete Centered” organization, I would like to contribute in building an environment to empower athletes and run the career support program for

current/retire athletes

2. Peace - APC and Asia has boundless potential; however, due to linguistic, cultural, and religious differences, it was delayed forming a collective force. If Asia

could form a united action and make one voice, it will positively affect APC’s organizational capacity in spreading Paralympic Movement in Asia but peace

can be brought into the region through sport. - Continue the legacy of the Indonesia 2018 Asian Para Games, joint marching and unified team demonstrated power of sports and potential of its

region. I would like to assist APC in spreading a message of peace in Korean peninsula and to the entire region through para sports.

3. Expand Partnership - By signing a long term agreement with IOC, IPC became more financially

stable. Create active cooperation opportunities with OCA, and expand its existing partnership.

- Establish new Partnership, including KOICA(Korea International Cooperation Agency, hereafter KOICA). KOICA’s Advisor Program has been

Page 9: APC Executive Board Elections Candidate Booklet · APC Executive Board Election: Candidate Booklet 2 Table of Contents This information was compiled from the candidate nomination

APC Executive Board Election: Candidate Booklet 9

supporting spread of para sports in various regions in Asia. It would be great to expand the partnership with international cooperation agency

4. Dream Together - - Provide more equal opportunities for the underrepresented to participate

8. What do you value most about the Paralympic Movement?

As I have mentioned above, it is harmony and inclusion. To make this possible and steady, financial stability is one of the most essential

aspect.

9. What is your definition of ‘being athlete centred’ as an organisation?

Providing practical support throughout athletes’ career. From setting groundwork for finding young talent, development and

management of athletic achievement, and lastly, develop capability for the life after athletic career.

10. Have you advocated for inclusion and diversity in the past?

Please describe.

I put a lot of thoughts into diversity and inclusion for many years. Before getting into the Paralympic Movement, I was involved in various human rights

organizations including Korea Differently Abled Women Union and Busan Differently Abled Women Solidarity and fought for the rights of

underrepresented especially women with impairment. As a member of National Assembly, I legislated the Disability Discrimination Act through countless meetings and negotiations with the party leadership and the human

rights organizations and built the Korea Disabled People’s Development Institute.

With members of National Assembly in Korea, I raised my voice to enact the UN Convention on Disability Rights Citizenship Rights of persons with Disabilities. I attend the UN General Assembly on Annual basis to spread the

notion of UN convention.

8. What do you value most about the Paralympic Movement?

Empowerment of persons with disabilities of Asia.

I believe that sports play a very important role in physical, social and

economic rehabilitation of persons with disabilities. A disabled person may take many days to learn an academic lesson but when he hits a soccer ball, he immediately gets awareness of his own worth, own skills and his

capacity to grow and improve. “Yes I can do it” is the self-confidence he acquires through sport that plays a very effective role in all spheres of his

life whether social or economic. This confidence usually lead him to take challenges of life with great courage and achieve self-reliance. Paralympic Movement all over the world has been successful to change the lives of

countless persons with disabilities and has ensured their true empowerment.

9. What is your definition of ‘being athlete centred’ as an organisation?

An organization of the Athletes, by the athletes and for the athletes fully competent to meet the challenges of consistent evolution, inclusion and

diversity.

10. Have you advocated for inclusion and diversity in the past? Please

describe.

Yes. I have not only advocated for inclusion and diversity but practically done that. Being Exco Joint Secretary of NPC Pakistan since 2002, I am involved

in policy and decision making for the organization. As a matter of policy, we have been able to include women, athletes and people from various cities of

Pakistan in the national executive body / other committees as well as in the executive bodies / other committees of 04 provincial chapters and district

chapters of NPC Pakistan. At present the national executive body of NPC Pakistan comprises 04 women out of total strength of 7. Similarly, of their total strength, the provincial & district chapters have 30 to 50% women, 5

to 10% athletes& 40% from various union councils of the relevant district / province. This ensures true representation by means of inclusion and

diversity. I believe this is essential because not only the socio-economic conditions but also the political situations varies in different areas and an organization of national level should cater the thoughts and needs of all.

Diversity and inclusion becomes more important for regional organization like APC which has to make policies and decisions for the biggest continent

of the world and it must have such representatives to be more rational and accurate in its policies and decisions. And that might be one of the major reasons I have agreed to my nomination.

Paralympic Movement:

Since 1998 he has served as the President of the Pakistan Paralympics

Committee, President of the South Asian Paralympics Committee and

Vice President of the Asian Paralympics Committee. Under his

stewardship, Pakistan has participated in the International Paralympic

Games in Sydney 2000, Athens (2004), Beijing (2008), London (2012),

Rio 2016 as well as Asian and Regional games in which Pakistan team

won over 68 medals, including 22 Gold medals.

Historically, Mr.Mustafa played a pioneering role in the establishment

of the National Paralympic Committee in the year 1998, which was a

new activity for athletes with disabilities in Pakistan.

Starting with the Cross Multi-Disability Championships in Australia in

1999, Pakistan under the leadership of Mr Mustafa has been regularly

participating in all the International events including the Paralympic

transformation of the FESPIC into the Asian Paralympic Committee.

For the South Asian region Mr. Mustafa proposed and obtained

approval of the other members, unanimously, to move the SAARC

Secretariat that all the SAARC games should be followed as a matter of

course by the SAARC Paralympic games as is the pattern for the

Olympic and other Regional Games. Implementation of this

recommendation by SAARC countries will go a long way in supporting

Paralympic sports movement in this region that is not the case so far.

A Searcher

He has been a 'Searcher' all his life and is working on a project on the

future of humankind, as he passionately believes that the existential

challenges in the areas of population explosion, climate change,

depletion of resources, spread of weapons of mass destruction and the

rise of extremism cannot be controlled by business as usual but

require a paradigm shift in our way of thinking. In a rapidly globalizing

world, driven by the march of technology where our political, social,

educational and religious institutions have failed to keep pace, he

believes that major changes in our operating software are called for.

On acknowledgement of his services in the field of atomic energy,

space technology and his work in the promotion of the Paralympics

movement, the University of Greenwich awarded Tariq Mustafa an

Honorary D.Sc (Doctorate of Science) in July 2013.
