It has been a great pride for me to serve as the President

of the APR Scout Foundation Management Committee

(APRSFMC) after stepping down as the Chairman of the

APR Scout Committee. With the knowledge and experi-

ence of the Region, it is indeed a great challenge for me

and my committee. The two great challenges were: How

to maximise the returns of the Foundation investment which

was at its lowest and how to increase the number of Foun-

dation members and donors.

Various strategies were planned by the APRSFMC to

counter these challenges:

• The previous committee strongly recommended a re-

view of the Terms of Reference and made it more demo-

cratic for more capable members to serve in the manage-

ment of the APRSFMC. This was duly carried out and pre-

sented to the APR Scout Committee.

• An Investment Team of three persons, Mr Paul Ho (Hong

Kong), Mr Jonathan Karlovsky (Australia) and Mr Seungsu

Sonny Kim (Korea) were appointed. We are proud to re-

port that a return of interest of US$87,236.00 was real-

ized as of June 2007.

• The quantum for funding community projects was on a

50-50 sharing-basis up to a maximum of US$7,500.00

per project. It encourages self-help and ownership and

also giving opportunities for more NSOs to participate.

• Interest-free loans of up to US$15,000.00 repayable monthly within

seven years were granted to NSOs for their business enterprises and

capital expenses for the development of Scouting.

• Recognition and incentives were offered to members who secure

memberships.

• Introduction of two new categories of membership viz Plati-

num and Diamond member, to encourage upgrading of mem-

bership.

• Looking for Patron or Patrons for the Foundation, to enhance the

image and stature of the Foundation. Presently, we are waiting for

response as at time of reporting.

• Encouraging all members of the APR Scout Committee and Sub-

committees to be members of the Foundation. Results as listed below:

Message of the Regional ScoutCommittee Chairman

As chairman of the Asia-Pacific Regional Scout Committee for the

past three years, I have witnessed the continuous development of

Asia-Pacific Regional Scout Foundation in terms of its financial

growth.

We have an excellent investment team using their professional

expertise to find better return to the funds that we have.

I would like to express my most sincere thanks to all the benefac-

tors and supporters who have never failed to share their bound-

less support.

To all Foundation members, I am grateful for your generosity. Your

contributions have gone a long way in supporting the worthy cause

of Scouting.

Cheers to more successful Foundation years and lets celebrate the

Centenary of World Scouting!!!

Message of the Regional Director

At the very out set, let me express my sincere “Thanks” to all members of the APR Scout Foundation and other

well wishers who have shared their contributions toward the promotion of Scouting in the region and helping

our young people to be more involved in their own communities. It does not matter how big or small the

contribution may be, but what matters is your commitment towards fulfilling our mission of Scouting. The

triennial Fellowship Gathering and the Fellowship Dinner is a simple way to say thank in kind. The Fellowship

Gathering in Japan this year is important as we are meeting in the centenary year of Scouting and hope we will

be able to provide better Scouting for more in the coming years.

I am also pleased to highlight that in the last triennium, with the efforts and expertise of the newly established

Investment Team, led by Paul Ho, we were able to get over the minimal interest syndrome and achieve better

income than ever before on our capital investment. As a result, we are able to fund more projects in the recent

triennium than before. In all we have funded nine projects - five project grants and four project loans.

However, the growth of Foundation membership has been far behind our expectations and our last target of

reaching a two million dollar is yet to be achieved.

I am very confident that with the support of all National Scout Organizations, the APR Scout Foundation

Management Committee and the Investment Team in the coming biennium will grow more steadily and will be

able to support more projects.

At this juncture, let me also express my sincere thanks and appreciation to all the outgoing Foundation

Management Committee members and in particular to its President Mr. Anthony Thng, and Vice President John

Hui for their efforts to make the Foundation more effective.

Lastly, let me close with sincere appreciation to the Hong Kong Scout Association as our Trustee for their

splendid work and cooperation, which they continue to render since the beginning of the Foundation in 1991.

brief historyThe Creation

With a total land area of more than 21 million square

kilometers and population reaching 1.9 billion ex-

cluding non-member countries, the Asia-Pacific Re-

gion has the potential for a wider range of financial

resources to continuously support its undertakings.

Having a total Scout membership of over 16 million

in the region, it is responsible for the 64% of the

world’s Scouting population, with a large number of

young people yet to be reached.

Seat of the Foundation

In December of 1991, the Regional Scout Commit-

tee unanimously decided to have the APR Regional

Scout Foundation in Hong Kong. A Management Com-

mittee was constituted to oversee the affairs of the

Foundation. The Scout Association of Hong Kong was

appointed as Trustee of the Foundation.

worthwhile projects through Member Scout Organizations in the Asia-Pacific

Region.

2. To support research projects on Scouting and the development of Scouting.

Conservation of Wild Life - BangladeshBangladesh is located within the 12 bio-rich areas of the world. The country is rich with respect to natural resources mainly ecosystem. Nature

has always been a route to wealth in this fertile land. But extraction of profit from harvesting timber and fish stocks from converting grass lands

to farm lands and over exploitation of natural resources and improper management of ecosystem, the rich biodiversity and bio-resources have

started facing threats of extinction and environmental degradation.

This projects targets to:

• Orient the Scouts, Rovers and Lead-

ers from 64 districts on wildlife con-

servation who can be the ambassa-

dors in creating further awareness on

this issue.

• Develop posters and other commu-

nicating materials on wildlife conser-

vation.

• Organize rallies in all 64 districts on

wildlife conservation.

• Extend the projects to 470 sub-dis-

tricts of Bangladesh.

This project is on the implementation

phase and will be completed by Janu-

ary 2008.

Expansion of Scout shop - MaldivesScouting in Maldives is spread in 26 atolls, and growth is on the upward trend. Presently, the Association of Maldives serves 5,000 Scouts, however,

Scouts always struggle in getting necessary Scout supplies.

Considering the demands of Scouts, APR Scout Foundation Management Committee supports this project to expand the operations of their existing

Scout Shop that would also help the organization for additional funds.

Projects supported

This project is an income generat-

ing project that will help the orga-

nization to cater to a variety of

Scouting materials and products to

all Scouts in Maldives at an afford-

able price; to run as a profit centre

in order to provide for quality ser-

vices and products throughout

Maldives; to meet the requirement

of a self-develop Scout shop by

managing cash flows adequately

and to make available of all Scout

products including uniform material,

stationeries, books, camping equip-

ment, and others.

The Scout Association of Maldives

targets to fully furnish the shop and

ensure that all the necessary Scout

supplies will be readily available to

Scouts and Leaders by December

2008.

Building Design: two-storey consisting of 24 rooms with an area of 7,440 sq. ft.

Projects supported

Expansion ofresources-NepalRecently, Nepal Scouts has com-

pleted their construction of com-

mercial building (Phase 1) to uti-

lize the unused land and to gen-

erate an income for the organi-

zation.

The location of the building is in

the prime area (business district).

Considering the favorable out-

come of the completed project,

Nepal Scouts is encouraged to

build similar building in the adja-

cent area, which is vacant

through project “Commercial

Building Phase II” supported by

the APR Scout Foundation.

The Commercial Building Phase

II is approximately US$203,000

worth project to be completed

by December 2007. Upon

completion, Nepal Scouts expect

to generate substantial monthly

income.

Asia-Pacific RegionRover Peace Baton

The Asia-pacific Region completed its

50 years of Scouting in the region on

2006 and designated the year 2006 as

its “Golden Jubilee Year”. There were

15 activities decided and were held to

celebrate the Golden Jubilee of APR.

One of the activities was APR Rover Peace

baton held throughout the region to pro-

mote peace and help Scouts create

awareness on peace. It was also an ac-

tivity to create visibility and give wide

publicity to Scouting all over the region.

The activity was launched in August

2006 and since then the Rover Peace

Baton has passed through 24 countries

namely Australia, Bangladesh, Bhutan,

Brunei Darussalam, Scouts of China, Fiji,

Hong Kong, India, Indonesia, Japan, Korea, Macau,

Malaysia, Maldives, Mongolia, Nepal, New Zealand,

Pakistan, Papua New Guinea, Philippines, Singapore,

Solomon Islands, Sri Lanka, Thailand. The Philippines

is the last stop of the journey being the host of the

Asia Pacific Regional Office of the World Organization

of the Scout Movement since 1956. With wide public-

ity involving thousands of Scouts, leaders and digni-

taries including head of the states. NSO have taken

great interest in this project and had implemented it

effectively.

The relay was completed in March and a grand

handover ceremony was organized by Boy Scouts

of the Philippines (BSP) that took place on 10

March 2007 in Liwasang Bonifacio, Manila, Philip-

pines. On this occasion the three batons that trav-

eled in all member countries was joined together,

represented by the BSP National President, Mayor

Jejomar C Binay handed over the Peace baton to

Eric Khoo, APR Regional Chairman and Abdullah

Rasheed, APR Regional Director to end the jour-

ney of the Peace Baton.

Members of the Regional Scout Committee and Sub-committees and

representatives of eleven NSO’s attended the event.

Objectives

1. Educate young people and promote peace throughout the region

2. Provide visibility of Scouting in local communities

Action Undertaken

The duration of the project was from Aug 2006 to March 2007. The

peace baton relay started in the year of the Golden Jubilee of Asia-

Pacific Region (2006) and concludes during the Centennial anniver-

sary year of World Scouting (2007).

Outcome

1. Understanding the importance of peace

2. Promotion of solidarity and cooperation within and amongst the

member Scout Organizations

3. Enhanced positive image of Scouting.

Rationale

Peace is not in the absence of war but amidst

the presence of justice. It consists of copi-

ous forms and in which we may promote the

awareness of its necessity worldwide. It will

provide a great opportunity to young people

to understand their roles in creating a better

world as well as to generate positive image

of Scouting and visibility in the society.

Baton design

Baton signifies love for peace, creating a

friendly and open environment where peace

stays and grows in the heart of every indi-

vidual. The baton is made of brass that is

gold plated. The brass metal signifies the

strength of character of Scouts tested by

challenges they meet along the way as they

continue to live under the guiding principles of Scout-

ing core values. Accompanying this strength is their

sensitivity and compassion for people and to the world.

Gold represents success and power and the continued

existence of Scouting. Scouting possesses the power

of influence to inspire people to do well, which the so-

ciety can benefit.

Ticketto LifeA pilot project on educating

street children, through Scout-

ing, in countries in the Asia-

Pacific Region

The Ticket to Life Project is

being implemented in three

phases. The Phase 1 included

a three-day workshop for Scout

leaders conducted in Manila,

Philippines from 4-6 December

2006.

It was hosted by the Boy

Scouts of the Philippines (BSP).

Six countries represented in

the workshop, namely:

Bangladesh, India, Indonesia,

Nepal, Philippines and Sri

Lanka. In this workshop, 19

selected Scout leaders from six

countries were trained and ori-

ented on the project who pre-

pared a work plan for six

months stating their objectives,

activities and costs involved.

Phase II of the project deals

with intervention and involve-

ment by establishing open

Scout groups for street children

Projects supported

in the selected six countries. On top of this page is a summary of the Scout Groups organized in these six pilot countries: This phase is in progress for

a six-month pilot testing of Scout groups. Scouts meet every week led by an adult leader.

Phase III. This has a long-term duration from August 2007 to July 2010. It is projected that the project will enable some 5,000 street children from

the eight developing countries to start a meaningful life through Scouting by preparing them as responsible adults.

Extension of NHQ Office - MongoliaThe long-term plan of Mongolia Scouts to put up their own headquarters has finally realized. This has created a

greater impact to the Scouts and boosts their confidence to continue operating as a fast-growing youth organization.

The project main purpose is to raise funds in building Scout & Youth Center that will contribute to Youth Recreational

Activities. This will provide a comfortable environment for the youth and adolescents to participate in a healthy

development and meeting the specific needs of Mongolian Scouts.

This income-generating project will contribute to the Mongolian Scouts vision of becoming self-reliant.

Restorationof Pedro Camp- Sri LankaThe camp is a premier training cen-

ter managed and maintained by Sri

Lanka Scout Association. Under this

project the existing facilities and its

additional accommodations have

been improved and developed.

The new structure were necessary

for the training of adult leaders in

Scouting, and carrying out other

socially relevant youth activities,

while enjoying well-equipped facili-

ties. The end-goal is to make their

Scouting experience and training an

effective one.

The project envisaged upgrading

facilities for trainees and camping

groups through providing additional area for storage and accommodation, activities (camp fire circle), area for pioneering activities etc.

Before the improvements, the camp could only accommodate groups up to 30 people. Following the restoration of the camp, it can now

accommodate more than a hundred campers at a time.

It is expected that the project will help to generate sufficient funds to break even, perhaps to turn into a profit-making project.

PROJECTINSILE:Efforts towardsEliminationof Leprosy - NepalDue to traditional beliefs and igno-

rance of the fact that Leprosy is cur-

able, Nepal Scouts initiated a project

involving Scouts to be able to help in

the elimination of Leprosy in Nepal.

During the implementation of the

project, Nepal Scouts surveyed

127,485 households (546,431 per-

sons) conducted in 50 districts by

25,497 trained Scouts. 76,491 per-

sons were referred and tested in the

camp for skin test assisted by Scouts

with the help of local medicos. 302

Leprosy patients were identified for

treatment, of which 16 leprosy pa-

tients were totally isolated in a cave.

45 patients were drop out (no regu-

lar medicine) and 241 patients were

with their families.

Scouts identified 4,350 persons suf-

fering with other skin diseases

through the aid of skin test program.

On the awareness campaign, Nepal

Scouts distributed manuals to the

patients and awareness brochures/

posters to the public.

This practice has given a lot of

positive outlook to the afflicted

people and a realization to the

Scout Movement of its helpful role.

APR Scout Foundation with the

kind support of WSC Chairman

Herman Hui and Boy Scouts and

Girl Guides of Denmark funds this

project with the amount of

US$17,500.00.

INSILE II project is still in

progress.

Rejuvenationof GadpuriCommunity-IndiaThis project started on 17

August 2004; the produc-

tion-cum-training centre for

Sewing and Tailoring has

been established in National

Youth Complex of the

Bharat Scouts & Guides Vil-

lage Gadpuri about 50kms

away from Delhi.

It started with an initial

grant of US$ 15,000.00

from Asia-Pacific Regional

Scout Foundation while The

Bharat Scouts & Guides

(TBSG) contributed an

equal amount.

Project beneficiaries are

young girls and women

from Village Gadpuri and

other villages within a ra-

dius of about 20kms from

the training centre.

Gadpuri and other nearby

villages are basically small

villages and women of this

village are very reluctant

to go out and work. Dur-

ing the winter, harvest

seasons and exams, stu-

dents are having a hard

time to participate.

On harvest time, most of

the women need to take

care of their families. Af-

ter taking diligent motiva-

tion and initiatives, 60 women

and girls have enrolled on a six-

month training on sewing.

With the completion of this

project, a higher awareness of

the Scout & Guides Movement in

Gadpuri Community is apparent.

Until this date, this project con-

tinues to operate. It helps young

people to earn while learning.

INVESTMENT TEAM IN ACTION:

In 2005, the Investment Team was

created and appointed by APR Scout

Foundation Management Committee

headed by Mr. Paul Ho of Hong Kong

and two members, Mr Seungsu Sonny

Kim of Korea and Mr Jonathan

Karlovsky of Australia.

The team helps APR Scout Foundation

to maximize the return on investment.

With the dedication and competence

of this team Foundation interest in-

come increased by 300% in 2007 as

compared to 2006.

The Investment Team is authorized to

invest up to 30% of its capital with

reasonable risks; however, the team

may invest 100% capital only in place-

ments with capital guarantee.
