    In April 2014, a tornado outbreak[12] in the eastern United States produced multiple long-track tornadoes, with at least seven deadly twisters andat least thirty-five1 fatalities. One additional death occurred in Florida due to flooding associated with the system.2

    It is the first major US tornado outbreak of 2014, and has covered a large swath of the country, from Nebraska to Louisiana, Illinois to Florida, andOklahoma to North Carolina.

    In northeastern Arkansas into southern Missouri, many areas received more than 3 in (76 mm) of rain during the evening hours of April 27, with a

    maximum of 7.6 in (190 mm) falling in near Batesville[268]. Extensive flash flooding took place as a result and numerous roads were submerged. A

    bridge along Highway 25[269] was submerged in Independence County[270] and part of the road was blocked by a mudslide near Desha[271]. The

    Spring River[272] rose to major flood level in Hardy[273] and Imboden[274], as did the Eleven Point River[275] at Ravenden Springs[276].21

    In Missouri, Dunklin[277] and New Madrid[278] counties were hard-hit, with residents in Lilbourn[279] being forced to evacuate.22

    During the evening hours of April 29, torrential rains affected parts of the Florida Panhandle[281] and nearby Alabama[282]. The region received

    between 15 and 20 in (380 and 510 mm) of rain that day and into early April 30, with locally higher totals. Widespread flash flooding[283] tookplace in several counties, inundating homes and causing rivers to surge to near-record levels. In a 24-hour-span, roughly 22 in (560 mm) of rain

    fell in Pensacola, Florida[284], including more than 5 in (130 mm) in under an hour, prompting a flash flood emergency[285]. This total accountedfor roughly 33% of the city's annual rainfall.2324 Numerous residents in motor vehicles were caught in the subsequent flooding.25 At leastthree hundred people were called to evacuate in the city.23 In the Woodbridge subdivision, a 20 ft (6.1 m) retaining wall collapsed and thousandsof gallons of water flooded nearby areas. The rush of water severely damaged one home and left roads covered in debris.26 Across Escambia

    County, Florida[286], emergency crews were unable to respond to 9-1-1[287] calls as flood waters blocked off numerous roads. One person drownedin Pensacola after her car became submerged on a flooded road. In some areas, residents were forced to seek refuge in their attics as waters rose.24

    than Hurricane Ivan[289] in 2004[290].24 Downtown Mobile[291] was inundated and authorities used reverse 9-1-1[292] to warn residents of rising

    waters along the Fish River[293]. At least fifty people required rescue from their cars in the city.27 Baldwin County, Alabama[294] emergencymanagement director Mitchell Sims called the flooding "historical."24

    Aftermathedit[295]

    Prior to the arrival of severe storms, a state of emergency[296] was declared for Alabama, Florida, Georgia, and Tennessee on April 28.282930 InAlabama, 100 National Guard troops were placed on standby to assist communities.28 Following destructive tornadoes later that day, a state ofemergency was also declared for Mississippi. State Medical Assistance Teams were deployed to Tupelo and Winston County while a resupply truck

    was sent to Winston County. Additionally, a public shelter was opened in Lee County.31 Ottawa County, Oklahoma[297] was later placed under astate of emergency as well.32

    On April 29, Faulkner County, Arkansas[298], was declared a federal disaster area by President[299] Barack Obama[300]. This allowed residents toreceive federal aid and low-cost loans to cover uninsured losses.33

    In the wake of the severe flooding in Florida, Governor[301] Rick Scott[302] declared a state of emergency for 26 counties. The Florida National

    Guard[303], equipped with high-water rescue vehicles, was deployed to the Panhandle region early on April 30. Additionally, the Florida Fish andWildlife Commission provided thirty-one road vehicles and thirteen boats to assist.34 A local state of emergency was also declared in EscambiaCounty. Throughout the county, all schools and businesses were closed and only essential personnel were to report to work. Emergency officials

    urged all residents to stay home and not call 9-1-1 unless they had a life-threatening emergency. A Red Cross[304] shelter was opened in Pensacola

    to house displaced residents.26 Similarly, local emergencies were raised in Walton[305] and Washington[306] counties as well as the cities of

    Crestview[307] and Destin[308].35

    On April 30, freight rail on the CSX[309] line north from Baltimore[310] was interrupted, perhaps for days, when an unstable retaining wall in the

    Charles Village[311] section of the city collapsed, sending several automobiles off the road into the railway gully.3
