1.0 INTRODUCTIONTraffic Management during construction hasbeen a great concern lately on all JKR roadprojects that are being constructed. The qualityof the Traffic Management varies from projectto project depending on the amount allocatedfor the Traffic Management, method ofconstruction and the implementation of theTraffic Management.

The inadequate amount allocated for the TrafficManagement are due to the non-standardizedestimation procedures for different category ofroads and the difficulty in estimating TrafficManagement during project costing due to thelack of information on method of construction.

The methods of construction usually are notspecified in the tender documents. This willlater affect the Traffic Management for theprojects when it is constructed on the ground.If the method of construction can be specifiedbefore the construction commences, the TrafficManagement can then be planned properly sothat the construction site is safe and give lessdisruption to the road users. This will also beeasier for the implementation of the TrafficManagement to the site officer.

2.0 OBJECTIVEThe objective of this guideline is to provide astandard Bill of Quantities (BQ) for TrafficManagement during construction. Thisguideline will also give examples on theestimation procedures in estimating thequantities for the items specified in the standardBQ for Traffic Management duringconstruction. This standard BQ and theestimation procedures will be a basis for theengineers coordinating the design process toestimate the costs of the Traffic Managementso that adequate funds can be allocated to giveproper traffic management during construction.

3.0 PRACTICES IN ESTIMATINGBQ FOR TRAFFIC MANAGEMENT

3.1 PREVIOUS PRACTICE

Previously, the Traffic Management cost waspriced as a Lump Sum in Preliminaries item inthe BQ. It was found that the problems facedlater during construction with this procedurewere:

Inadequate funds allocated for Traffic Management

Details for Traffic Management items were not specified in the BQ

Materials to be used were not specified

Since the Traffic Management costs was part ofthe Preliminaries BQ, the costs allocated wasquite limited since it will increase the overallcost of the Preliminaries. The totalPreliminaries cost usually has a maximum percentage to the Builders Works. Therefore,the amount needed for the Traffic Managementsometimes was not priced adequately by thecontractor.

Through this procedure, the details for theTraffic Management items and materials to beused and the quantities were not specified.The supervision officers on site will then haveproblems in implementing and enforcing thetraffic management since they do not haveguidelines to what items, quantities and theright materials to be used.

3.2 CURRENT PRACTICE

Due to the many problems faced and the poorquality provided by the contractors on TrafficManagement through the previous procedure,the Traffic Management items has now beentaken out from the Preliminaries bill as aseparate bill on its own. All the quantities forthe items specified in the bill will beProvisional Quantities except for the provisionof the Traffic Management plan and safety

report that will be priced as Lump Sum.Through this procedure, the detailed items,materials and quantities to be provided onsite are specified in the bill.

In order to ensure that the standard itemsand devices needed for Traffic Managementwill be provided for all the projects, theRoads Branch has prepared a Standard BQfor Traffic Management during constructionto be used for all new projects. Thisstandard BQ consists of basic items usuallyused in Traffic Management. Extra specialitems needed to be used for certain projectscan be added to the Standard BQ. Thestandard BQ is as in Appendix A.

4.0 ESTIMATION PROCEDURES

For the estimation of the quantities fordevices used in Traffic Management duringconstruction, the typical standard applicationdrawings for specific works duringconstruction can be used as a basis.

The existing 'Application of StandardTemporary Signs 1 - 4' numbered asKPKR/J/R/STD/AM 206 - 209' in theStandard Drawings for Road Constructionhas been revised. The revised applicationdrawings will supersede the existingdrawings in the Standard Drawings for RoadConstruction documents and also theapplication drawings incorporated in theexisting Arahan Teknik (Jalan) 2C/85. Apartfrom the existing typical application draw-ings, there is some additional typicalapplication drawings added for other specific works. The revised and new typicalapplication drawings are as shown inAppendix C.

During the revision process for the existingtypical application drawings, there is a needfor new temporary signboards to be added.The new temporary signboards added are asshown in Appendix D. These new signboards will be added to the existingStandard Temporary Signboards numbered

KPKR/J/R/STD/AM 204 in the StandardDrawings for Road Construction.

Examples on the estimation procedures forthe quantities of Traffic Management areshown in 4.1 and 4.2. The estimationsprocedures are calculated for the Urban andRural expansion from 2 lane singlecarriageway to 4 lane dual carriageway.

The BQ for the estimation quantities are inAppendix B1 for Case 1: Construction OnBoth Sides On Existing 2 Lane SingleCarriageway To 4 Lane Dual Carriageway(Urban Roads) and Appendix B2 for Case 2:Construction On Both Sides On Existing 2Lane Single Carriageway To 4 Lane DualCarriageway (Rural Roads).

The estimations are based on the typicalapplication for Works on Shoulder andTypical Application On A 2-Lane HighwayWhere The Entire Roadway Is Closed AndA Bypass Detour Is Provided (temporaryroad diversion). The drawings for both theapplications are as in Appendix C drawingnumber KPKR/J/R/STD/AM 208A andKPKR/J/R/STD/AM 207A, respectively.

4.1 Case 1: Construction On Both SidesOn Existing 2 Lane Single CarriagewayTo 4 Lane Dual Carriageway (UrbanRoads)

4.1.1 Assumptions:-

i. There is no street lighting in the contractarea.

ii. 5 km length of construction areas.

iii. The construction area shall be segregatedfrom the traffic way from commencement of work to completion time to prevent uncontrolled disruption to the traffic movements. Continuous barriers shall be used to segregate the working areas from the traffic way.

carried out at 200m length at one time at4 locations along the 5 km.

v. There will be 1 traffic diversion at every5km. The length of temporary traffic diversion is assumed to be 30m length.

vi. The traffic diversion costs exclude theearthworks and pavement costs. It com prises cost for traffic signs, devicesfor traffic management and road markings.

vii. For estimation purposes, the signboardquantities are based on per work siteapplications. For example, if the total work site is 4 locations, the quantities installed for one work site is multipliedby 4.

viii.The quantities do not take intoconsideration the percentage of lossesand damages.

4.1.2 Estimation on BQ Items

i. Item 1. 1. 1 : Movable ReinforcedConcrete Barrier (NJB) or equivalent

To be used where excavation on the roadside is 1m deep or more.

Since each work site is 200m length, there-fore the number of concrete barriers neededfor each work site is 200 nos.

For 4 locations =200*4 = 800 nos. This set(800 nos.) can be use repeatedly throughoutthe construction area.

Total = 800 nos.

ii. Item1.1.2 : Light Weight MovableBarrier (Plastic Barrier)

To be used where excavation on road side isless than 1m deep.

To replace movable barricade at transitionarea, buffer area and termination area.

To be placed along the road side continuous-ly and at the centre of the two way traffic.

Therefore the numbers of barriers needed :-

a. Along the construction area.

Length of construction area less the lengthof 4 work site @ 200m at each work siteand less the length for the temporary roaddiversion @30m (30 x 2 - for both side ofthe road ).

= (5000 x 2 ) - (200 x 4 ) - 60 = 9140 nos.

Along the median less 30m for the tempo-rary road diversion= 5000 - 30 = 4970 nos.

b. For temporary traffic diversion 10nos. of barrier is assumed (as shown in thetypical application drawing for temporarydiversion in Appendix C).

Total = 14120 nos.

iii. Item1.1.4. : Warning Lamp / Blinkers.

To be placed on the barriers at 30m intervalalong the construction area (excluding thework site area and temporary roaddiversion).

To be placed at 10m interval along theexcavation work site and at signboards asshown in the typical application drawing inAppendix C.

The number of warning light needed:-

a. At the construction area = (15000 - (200 x 4 ) - 90)/ 30 = 470.3 = 471 nos.

b. Along the work site area = (20 nos. x 4 site) + (11 (at signboards )

The number of beacon light needed.:-

a. At the specific work site = 2 nos. * 4 site = 8 nos

b. Along the temporary traffic diversionconstruction site = 2 nos

Total = 10 nos.

v. Item 1.1.7. : Barrier Delineators

To be pasted on each barrier on one side.For median barrier, pasted on both side.Alternative to the string delineators.

Numbers needed :-

a. Based on Item 1. 1. 1

No. of delineators =800 nos

b. Based on Item 1. 1. 2

No. of delineators for barriers along theconstruction area= 9140 nos

No. of delineators for median barriers= 4970 * 2 = 9940 nos

To be placed at traffic diversion inconstruction area.

The number of flashing arrows needed.:-

a. At the work sites = 2 nos. x 4 sites = 8 nos.

b. Along the temporary road diversionsite = 2 nos

c. Total = 10 nos.

vii. Item 1. 1. 10. : Guardrails

Used at temporary road diversionapproximately 50 m

Total = 50 m

viii. Item1.1. 11. : Temporary Lighting.

To be placed at the start and end of aspecific work site.

a. At the specific work site = 2 nos. * 4 site = 8 nos

For temporaray road diversions - 30 m

a. Edge lines = 30 * 2 = 60 m

4.2 Case 2: Construction On Both SidesOn Existing 2 Lane Single CarriagewayTo 4 Lane Dual Carriageway (RuralRoads)

4.2.1 Assumptions:-

i. There is no street lighting in the contractarea.

ii. 5 km length of construction areas.

iii. The excavation work area shall be carried out at 200m length at one time at4 locations along the 5 km (assuming 2locations on each side of the road).

iv. Paving works shall be done after the roadbase works has been completed for thewhole 5 km. Therefore, the NJB plasticbarriers shall be installed along the 5 kmat spacing of 4 m apart.

v. There will be 1 traffic diversion at every5 km. The length of temporary traffic

diversion is assumed to be 30m length.

vi. The traffic diversion costs exclude the

the earthworks and pavement costs. Itcomprises cost for traffic signs, devicesfor traffic management and road markings.

vii. For estimation purposes, the signboardquantities are based on per work siteapplications. For example, if the totalwork site is 4 locations, the quantitiesinstalled for one work site is multipliedby 4.

viii.The quantities do not take into considerations the percentage of lossesand damages.

4.2.1 Estimation on BQ items

b. For temporary traffic diversion 10nos of barrier is assumed.

Total = 2295 nos.

iii. Item 1.1.4. : Warning Lamps/ Blinkers

To be placed on the barriers at 30m intervalalong the construction area (excluding thework site area and temporary road diversion).

To be placed at 10m interval along the excavation work site and at signboards asshown in the typical application drawing inAppendix C.

a. At the construction area = (10000 - 800 - 60)/30 = 304.7 = 305 nos.

b. Along the work site area = (20 nos. x 4 site) + (11 (at signboards )

iv. Item1.1.5. : Beacon Light.

To be placed at the starting and end of a spe-cific work site.

a. At the specific work site = 2 nos. * 4 site = 8 nos

b. Along the temporary traffic diversion construction site = 2 nos

Total = 10 nos.

v. Item 1.1.7 : Barrier Delineators

To be pasted on each barrier on one side.Alternative to the string delineators.

5.0 CONCLUSION

Due to the inconsistencies in the quality ofTraffic Management for road constructionprojects, there is a need for a standarddetailed itemized BQ and estimationprocedures. This standard BQ andestimation procedures will be used as aguide for the engineers involved in thedesign procedures to estimate the TrafficManagement costs for a project. It is also aguide for the supervision officer on site toensure that a proper Traffic Managementwith enough items and devices be installedon site during construction.
