As detailed in Defence IQ’s 6th annual Global Armoured Vehicles Market Report (2017), the armoured vehicles market is projected to reach $15.17 billion in 2017. According to the report’s proprietary survey data, confidence in the global armoured vehicle market has rebounded after a temporary downturn, underpinned by steadily rising defence budgets, new contract opportunities and recent big ticket government investments.

In addition to survey data and analysis the report also uncovered a continued demand for landmine/IED protection worldwide and growing demand for Armoured Personnel Carriers (APCs) and Light Protected Vehicles. Among the global community, there are also seen increasing dangers of directed energy and other types of anti-vehicles systems that demand innovative and cost-effective solutions as soon as possible. Meanwhile, Saudi Arabia and the UAE have risen in the past year as the world’s focal countries for armoured vehicles business.

This follow-on report details global vehicle inventories – in easy-to-read table format – in so far as it is possible to calculate. Of course, some nations and regions are less transparent than others about the exact units stocked in their military vehicle fleets, but we hope the information enclosed can help readers garner a greater understanding of the current situation for end-users.

The market for armoured vehicles continues to be buoyant, with the Asia-Pacific region predicted to be the major growth area over the next 10 years. Afghanistan, Australia, China, India, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan and Thailand all have major armoured vehicle procurement programmes underway or in a planning phase.

Despite large budget cuts, the United States still plans to devote significant funds to its AMPV, JLTV (US Army/USMC) and (for the US Marines) ACV programmes.

There are still large numbers of Main Battle Tanks (MBTs) in service worldwide. An estimated 53,354 are in current inventories, the Asia-Pacific region accounting for 42.2 percent of the total (22,535). Europe (excluding Russia and the CIS countries) now has some 7,493 MBTs, equating to 14 percent of the global fleet (see annex A). Nevertheless, some 6,000 MBTs are forecast to be produced globally over the next 10 years, valued at $26 billion.

Excluding MBTs, there are an estimated 148,397 light armoured vehicles (armoured cars, AIFVs and APCs) in service around the globe (see annex B). Europe operates 23.9 percent of the total (35,414) and 23 European countries have procurement programmes under way or planned, with many new vehicles on the market from European manufacturing companies.

The Middle-East accounts for over 15.8 percent of the world fleet (23,511), with active procurement programmes in Algeria, Bahrain, Iraq, Israel, Libya, Morocco, Qatar, Saudi Arabia, Tunisia and the U.A.E. and increased spending on armoured vehicles forecast until at least the end of the decade.

Although Latin America only has some 8,651 light armoured vehicles (5.8 percent), several vehicles are successfully produced in the region and Brazil is the largest market, with procurement programmes also in Argentina, Jamaica, Paraguay (planned), Peru and Venezuela.

Some 11,000 light tracked vehicles are forecast to be produced over the next decade, valued at over $30 billion, whereas nearly 27,000 light wheeled vehicles, valued at over $12 billion are also forecast to be produced.

At least 37 countries now operate Protected patrol Vehicles (PPVs).

AustraliaThe Land 400 requirement will procure a family of future combat vehicles. The new vehicles will replace the Australian Light Armoured Vehicle and the M113AS4 APC platforms currently in service with three new platform variants: the combat reconnaissance vehicle (CRV); infantry fighting vehicle (IFV); and manoeuvre support vehicle (MSV). The CRV has the highest priority.

1,100 Thales Hawkei vehicles were procured in October 2015, along with 1,000 trailers, for $940 million, to fulfil the Land 121 Phase 4 requirement.

BelgiumBelgium has ordered 108 Fox 4x4 Rapid Reaction Vehicles (RRVs) from Jankel.

CameroonCameroon’s Presidential Guard is the first known operator of the Saymar Musketeer light armoured vehicle. Cameroon appears to have operated Musketeers since at least 2014. It is unclear how many are in service.

Cameroon’s elite Rapid Intervention Battalion (BIR) has acquired South African-made Ratel armoured vehicles.

Deliveries reportedly began in December 2015 and the BIR how has 12 vehicles spread between a number of its Light Intervention Units (ULI) deployed to the Far North province, where the elite force leads operations against the Nigerian militant group Boko Haram.

CanadaCanada’s special forces unit has asked for bids for a new fleet of ultralight combat vehicles.

The vehicles will provide special forces with the capability for off-road operations and will be air transportable by Canadian Air Force Chinook helicopters as well as C-17 and C-130 transporters.

52 of the ultralight combat vehicles (ULCV) will be procured and there is an option for another 26 vehicles.

ChileThe Chilean Army has started to update its ageing military truck fleet under the Projecto Alfil (Bishop Project).

ChinaChina’s continues procurement of the Type 98 MBT family – including the Type 99 and 99A2. Procurement of the Type 97/97A family also continues. Along with its continued CA-1091 truck procurement, the Chinese market is very strong but is viewed as almost entirely unaccessible by foreign vehicle suppliers due to its reliance on domestically produced platforms.

Czech RepublicOf the 107 Steyr Pandur II 8x8 wheeled armoured vehicles in service with the ACR, 30 need some form of repair and a further 10 are unfit for combat and must undergo extensive maintenance.

The ACR also plans to overhaul at least eight of its 30 T-72M4CZ main battle tanks to increase the combat effectiveness of the ACR’s sole tank battalion.

The Czech MoD has listed the replacement of the ACR’s BVP fleet with a modern tracked AFV by 2025 as one of its acquisition priorities

EstoniaEstonia has procured additional CV90 infantry fighting vehicles (IFVs) for its armed forces, signing a contract for 35 more CV90 hulls from Norway in January 2016.

The additional vehicles will complement the 44 CV9035NL IFVs that Estonia purchased from the Netherlands in December 2014.

FinlandThe procurement of the LEOPARD A6 fleet from the Netherlands is a significant addition to Army’s capabilities. The LEOPARD A6 does not replace the older LEOPARD A4 fleet, as the older tanks remain in service – thus increasing the Army’s mobile firepower.

The mid-life update (MLU) project for the BMP-1 IFV is ongoing.

The mid-life update of the XA-180 APC will soon be completed and there is an option to update the whole fleet.

FranceUnder current plans, the French Army is expected to receive 248 Jaguar EBRCs to replace the AMX-10RCR 6x6 and Sagaie 6x6 armoured cars, which have been in service for more than 30 years.

The Griffon VBMR – of which 1,732 are expected to be built – is the replacement for the deployed Vehicule de l’Avant Blindé (VAB) 4x4 armoured personnel carrier (APC).

The French Army, which currently deploys around 40 VAB variants, is expected to develop a number of more specialised versions of the VBMR including ambulance, command post, combat engineer, and repair/recovery.

The largest French Army tracked AFV programme in recent years has been the Leclerc MBT, for which Nexter Systems is the prime contractor. A total of 406 Leclerc MBTs were manufactured for France and the United Arab Emirates has received 436 (in several variants) optimised for operations in the Middle East.

France’s Leclerc fleet has been reduced to 220 tanks and in 2015 the DGA awarded Nexter Systems a contract to modernize 200 Leclerc MBTs and 18 Leclerc armoured recovery vehicles (ARVs) to extend their operational life out to 2035 and 2040, respectively.

Nexter Systems has completed deliveries of 630 Véhicule Blindé de Combat d’Infanterie (VBCI) 8x8s to the French Army, of which 520 are in the VCI infantry fighting vehicle (IFV) configuration and the remaining 110 in the vehicle command post configuration.

In September 2015 Nexter Systems unveiled the VBCI-2 8x8 IFV for the export market.

The Aravis 4x4 is another of Nexter Systems’ private venture developments.

The first customer was the French Army, which received 15 vehicles as part of a route-clearing package for deployment to Afghanistan.

This is understood to have been followed by a Saudi Arabian order for 200 vehicles in three batches.

The latest customer is Gabon, which received 12 vehicles for deployment with the Multidimensional Integrated Stabilisation Mission in the Central African Republic.

The Véhicule Blindé Léger (VBL) 4x4 light scout vehicle has now been sold to 16 countries with almost 2,300 delivered. The French Army is the largest operator and has received 1,621 vehicles.

The French Army is expected to upgrade a significant number of VBLs in the future, funding permitting.

The Petit Véhicule Protégé (PVP) light protected vehicle, now called Dagger, was developed to meet French Army requirements and the service has received 1,163. Export sales have been achieved with countries including Chile, Romania, and Togo.

The contract includes two different variants of the vehicle: light (Véhicules Légers des Forces Spéciales) and heavy (Véhicules Lourds des Forces Spéciales).

In total the contract includes 2,412 light vehicles and 202 heavy vehicles. The first 25 of the latter will be hastened into service in 2016, while the first light vehicles will be delivered in 2018.

The Scorpion programme will also see the procurement of a lighter armoured vehicle to complement the Griffon. Currently, this vehicle is known only by the project name Véhicule Blindé Multi-Rôle Léger (VBMR-L). This lighter 10-to 12- tonne vehicle is intended to replace the VLRA and P4 light trucks and some VAB variants, while also complementing the PVP 4x4 protected vehicle.

In total four variants of the VBMR-L are planned. The tender will be launched before the end of 2016, with a contract expected to be signed in 2017. Scorpion Phase 1 calls for the delivery of 200 vehicles (out of an eventual total of 358), with first deliveries expected in 2021.

With the first stage of Scorpion coming to a conclusion in the early 2020s, France will launch the second stage in 2023. This will include the completion of the deliveries of the Jaguar, Griffon, and VBMR-L vehicles, as well as the modernisation of the French Army’s existing combat equipment. Principally, the latter will include the modernisation of France’s Nexter VBCI 8x8s (and an update to the FELIN soldier system). Step 2 is planned to last until 2035.

The French Army’s special forces units are also to receive new vehicles under a contract won in January by Renault Trucks Defense. The contract covers 443 new patrol vehicles for France’s special forces (across all services), divided into two main types: 202 heavy vehicles (Véhicules Lourds des Forces Spéciales) and 241 light vehicles (Véhicules Légers des Forces Spéciales). The first 25 vehicles are due to enter service in 2016.

GermanyEUR130 billion ($142 billion) has been allocated for defence procurement over the next 15 years.

Plan calls for an immediate increase of land systems numbers, including increasing Leopard 2 main battle tank (MBT) numbers from 225 to 320; Fennek reconnaissance vehicles from 217 to 248 and Boxer 8x8 armoured personnel carriers (APCs) from 272 to 402. Additionally, up to 192 Marder infantry fighting vehicles (IFVs) could be retained in service alongside the planned 342 Puma IFVs.

The German Army is continuing with existing plans to upgrade some of its Leopard 2 MBs to the 2A7 and 2A8 standards, although acknowledging the small size of its tank fleet at just 225 vehicles, Germany has bought back 100 Leopard 2s from industry and is refurbishing them to return to service by 2017.

IndiaIndia has more than 1,200 BMP-2S in service that urgently require upgrading. As with many Indian programmes this has proven to be challenging to progress, necessitating the procurement of a further 149 baseline BMP-2s to replenish the inventory as older vehicles leave service. Meanwhile, the Arjun Mk II MBT has still not been adopted in substantial numbers to replace India’s T-90 procurement and looks unlikely to do so, with priority shifting to continued T-90 licensed production while funding for the Future Ready Combat Vehicle (FRCV) increases.

The FRCV is planned to replace India’s fleet of licence-built Russian T-72M/M1 MBTs by 2025-27, as well as some T-90s in the longer term. A request for information was released in June 2015. Planned variants include light tracked and wheeled armoured vehicle-launched bridges (AVLBs), SPHs, air-defence platforms, artillery observation post vehicles, engineering reconnaissance vehicles, and armoured ambulances.

The FRCV supersedes the FMBT programme and the Arjun design. These design problems have resulted in the development of the Arjun MkII variant, which continues to progress through more than three years of user trials and qualifications.

IndonesiaState-owned Indonesian defence manufacturer PT Pindad has received an order from the government to supply the Army with an initial 50 of its newly developed 6x6 Badak 90 mm direct fire vehicles (DFV).

ItalyThe ARIETE MBT and DARDO IFV are to be upgraded in protection and effectiveness. The medium component will continue to represent the Italian Army’s key element. It consists of a series of interlinked programmes that include the FRECCIA 8x8 IFV in its various versions (combat, combat support, mortar carrier, command post, and reconnaissance), an armoured amphibious platform, and the new CENTAURO 120mm armoured vehicle. For the light component,, the Multirole Light Tactical Vehicle (VTLM) fleet will be upgraded through the implementation of a new “LINC” by the end of 2017. The plan also includes the acquisition of new platforms such as the ORSO Multi-role Medium Tactical Vehicle (VTMM) in different versions, which is going to fill a capability gap in the fields of route clearance and IED disposal.

A key programme in this respect is the 8x8 infantry and cavalry wheeled armoured vehicle.

Programmes already in place, or in the final production stages, will continue to provide the current range of capabilities, from the heavy armour of the LEOPARD 2E MBT (improved from the 2A5 version) and PIZARRO II IFV.

LithuaniaThe Lithuanian Ministry of Defence is procuring 88 Boxer infantry fighting vehicles (IFVs) from the German-Dutch Artec consortium formed by Krauss-Maffei Wegmann and Rheinmetall MAN Military Vehicles. The contract is valued at $435.1 million.

The first IFVs are to be delivered to the Lithuanian Armed Forces in late 2017, and the contract will be completed by 2021. The vehicles are to be fitted with Israeli-made turrets, and armed with 30 mm cannons and Spike LR anti-tank missiles.

MauritaniaMauritania has acquired at least 12 Turkish-made Otokar Cobra armoured vehicles. At least one was a recovery vehicle, while others were armed with Chinese 12.7 mm W85 heavy and PK-pattern 7.62 mm machine guns.

PakistanPakistan continues to produce MBT2000-derived AI Khalid tanks, with the new MBT expected to replace the earlier versions of Al-Zarrar and possibly Chinese Type 85 and Ukrainian T-80 vehicles deployed in desert sectors opposing India.

It is expected to enter LRIP in 2016 and full production may begin in 2017.

PolandPoland has signed a $605.7 million contract to upgrade its 128 Leopard 2A4 main battle tanks (MBTs) to a new standard called Leopard 2PL. All 128 tanks will be upgraded by 2020, while the option exists for the upgrade of an extra 14 Leopard 2A4s that were procured in 2013.

Poland is also undertaking a series of heavy armour procurements, including the purchase and upgrade of 119 Leopard 2A4 and 2A5 MBTs from Germany.

Poland also requires a new-build medium-weight AFV capability that will include a tank variant. A notional prototype of such a vehicle based on the Hägglunds CV90 chassis was displayed at the MSPO defence exhibition, which was held in Poland late in 2013, where it was designated the PL-01.

Modernisation of the country’s existing fleet of PT-91s is expected to extend the life of the fleet out to its planned phasing out in 2030.

Ukraine’s UkrOboronProm is in negotiations on possible participation in an upgrade programme centred on the PT-91. Poland has an estimated 232 PT-91/91Ms in service.

In addition to the Polish Land Foorces, the Malaysian army fields 48 PT-91 Ms.

The future of the PT-91 and PT-91M tanks in Poland is uncertain, with procurement of a replacement platform, known as the Gepard, possibly coming into service in 2019. The existing PT-91s are currently being moved into non-spearhead roles following the Polish Army’s recent acquisition of Leopard 2A4 and 2A5 MBTs.

Poland is progressing a series of new-design AFV programmes that will include two programmes based on a common base chassis, named UMPG. These UMPG vehicles are intended to replace the

Polish Land Forces Soviet-era T-72 MBTs and BWP-1 IFVs. The future UMPG is planned to be procured in two versions – light and heavy – with as many common components as possible for a wide range of combat and auxiliary roles.

The BWP-1 replacement, to be called Borsuk (Badger), requires an amphibious IFV able to transport an infantry squad. The T-72 replacement, to be called Gepard (Cheetah), requires a 35-tonne vehicle mounting an auto-loading 120 mm main gun.

RussiaThe principle Russian Army programmes continue to be the production of BMP tracked IFVs, T-90/72 MBTs, BTR wheeled IFVs and T-80 MBTs. Russia’s next-generation AFVs are the Armata MBT, Kurganets-25 tracked IFV, and Bumerang wheeled APC, but specific detail on these programmes is not yet available.

The LMB procurement was to include up to 1,755 vehicles, but the initial 358 order was not extended, with the indigenous Medved, Tigr, and Volk considered sufficient for all anticipated requirements.

The Armata has been displayed in two configurations: the T-14 MJBT and the T-15 heavy IFV.

The Kurganets-25 was displayed in two variants: an IFV mounting the Epoch 2A42 30 mm unmanned turret and an APC with the same turret fitted with a smaller 12.7 mm armament.

The Bumerang has only been seen in an IFV configuration to date.

Saudi ArabiaSaudi Arabia’s latest multi-billion dollar armoured vehicle order includes fire support and infantry fighting vehicle (IFV) variants of the GDLS 8x8 Light Armoured Vehicle (LAV).

A more than $10 billion contract for LAVs and miscellaneous other armoured platforms was placed in 2014.

Saudi Arabia has a requirement for at least 270 latest-generation tanks, with the German Leopard 2A7 being preferred.

Saudi Arabia signed a contract announced jn December 2014 for $100 million to upgrade its M1A1/A2 MBTs to the M1A2S configuration.

TaiwanThe ROCA is considering the purchase of surplus M1A1 Abrams main battle tanks (MBTs) from the US to replace its ageing M60A3 and CM-11 (Brave Tiger) MBTs. The MND has reportedly allocated $1.08 billion to procure 120 M1A1s, with the procurement programme budget allocation set for 2017 and delivery of the first batch expected by 2020.

The ROCA is also looking to take delivery of 650 CM-32s in varying configurations, ranging from an APC with a two-person turret up to a l05 mm version, to replace its M113 and V-150 armoured vehicles.

Production of the chain-gun-armed variant of the eight-wheeled APCs is expected to continue through to 2021.

TurkeyOtokar has received the first orders for its Cobra II 4x4 armoured tactical vehicle, having received another undisclosed order slightly earlier from the Turkish Ministry of Defence (MoD).

The first order includes the delivery of 82 Cobra II 4x4s, plus related systems, maintenance and support. Deliveries of the first order of vehicles have yet to begin, while delivery of the vehicles from the second order should be completed in the first half of 2017.

UAEThe United Arab Emirates (UAE) has ordered 40 Patria AMV 8x8 armoured vehicles, with an option for another 50.

UkraineUkrainian industry has developed to the prototype stage a major upgrade package for the Russian BMP-1 tracked infantry fighting vehicle (IFV). The first prototype vehicle, designated the BMP-1 UM IFV, is being tested in Ukraine.

UKBy 2025, the British Army will field two new Strike Brigades, based upon the AJAX AFV and a new wheeled Mechanised Infantry Vehicle.

The UK Ministry of Defence (MoD) has taken delivery of the first production-standard 40 mm Cased Telescoped Cannon System (CTCS) from CTA International (CTAI) in France. Under the contract, the company will supply 515 CTCSs to the UK MoD over a seven-year period.

The UK’s Defence Equipment and Support (DE&S) organisation has received a number of replies to its pre-qualification questionnaire (PQQ) for the British Army’s projected Challenger 2 MBT life extension programme (LEP). Although the British Army took delivery of 386 Challenger 2s, this is currently being reduced to 227 units. Plans are for the British Army’s Challenger 2 fleet to be further reduced to around 150-160 units.

The United Kingdom reach an agreement with General Dynamics in 2015 for the production of the 589 Ajax vehicles that are to be produced at a cost of £3.5 billion ($5.4 billion) and delivered between 2017 and 2024.

It was announced in July 2015 that, following the first 100 vehicles, General Dynamics would manufacture the remaining 489 in South Wales as part of a £390 million maintenance and support package.

The UK will also progress its own tactical utility replacement programme, the Multi-Role Vehicle-Protected (MRV-P), before a main gate decision in 2017. Formerly known as the Operational Utility Vehicle System (OUVS), MRV-P is to be a replacement for the Land Rover Defender and Steyr-Daimler-Puch/BAE Systems Pinzgauer.

In order to reduce costs the British Army will seek a mature off-the-shelf solution modified to meet the specifics of the UK requirement. Current plans call for a mix of 4x4 and 6x6 chassis to accommodate a range of roles, including utility vehicles, APC, ambulance and armoured recovery.

With similar programmes having been progressed in the United States (JLTV) and Australia (Land 121 Phase 4) recently, it is likely that the selected vehicles for those programmes will be leaders in the UK competition.

General Dynamics hopes to capitalise on the UK’s urgent operational requirement selection of the Ocelot (Foxhound in service with the UK), which has been produced in long wheel-base and 6x6 variants for study.

USAThe US Army will continue to invest in the Ground Mobility Vehicle, STRYKER lethality upgrades, Mobile Protected Firepower, and the Armoured Multi-Purpose Vehicle (AMPV).

While the US Army transforms its MBT inventory to M1S2 System Enhancement Package (SEP) vehicles, there are no plans for the USMC to adopt the Army’s new variant or replace its current M1A1 inventory.

Meanwhile, the US M1 Abrams is to be upgraded to the M1 A2 SEPv3 configuration. Upgrades to the new configuration will begin in 2017 and, as with the SEPv1 and SEPv2 configurations, are likely to be installed in a large portion of the US MBT fleet.

BAE has been awarded a $383 million contract for the engineering, manufacturing, and development (EMD) phase of the US Army’s Armoured Multi-Purpose Vehicle (AMPV) contract with its modified turretless Bradley solution.

Beyond the 2,897 M113 vehicles that will be replaced below brigade level by the AMPV, there are approximately 2,000 at echelons above brigade that could also be satisfied by a separate requirement, again potentially able to be fulfilled by a wheeled platform.

Oshkosh leads the top five AFV suppliers, thanks to securing the JLTV production contract, potentially worth over $30 billion if the US Army and USMC exercise all options.

The initial award is $6.7 billion for LRIP: a base contract with 8 options to procure the first 16,901 JLTVs for the US Army and USMC. The company will produce 49,100 vehicles for the army and 5,500 for the marines.

Oshkosh also has the potential to also replace the quarter of a million Humvee platforms in global use.

Oshkosh is the manufacturer of the Family of Medium Tactical Vehicles (FMTV), Family of Heavy Tactical Vehicles (FHTV) and JLTV as well as the legacy supplier of the Mine-resistant ambush-protected All-Terrain Vehicle (M-ATV), Medium Tactical Vehicle Replacement (MTVR), Heavy Expanded Mobility Tactical Truck (HEMTT) and M1070 Heavy Equipment Transporter (HET) vehicles, together representing over 60% of all US wheeled vehicle spending over the next 10 years.

The USMC selected BAE Systems and SAIC to supply prototypes for its Amphibious Combat Vehicle (ACV) 1.1 requirement in late November 2015.
