COMMUNITY LEADER TO DEMAND INVESTIGATION IN ABESTOS COVER UPMount Vernon, NY October 16, 2013- Community Activist Samuel L. Rivers has obtained officialdocuments from the New York State Department of Health that details an ongoing problem with moldand asbestos at the Cecil H. Parker Elementary School.

On December 5, 2012 NYSDOH inspectors conducted an inspection to assess compliance with theAsbestos Hazard Emergency Response Act (AHERA). During the inspection multiple deficiencies wereidentified. In the report report inspectors found that Asbestos Containing Materials (ACM) are beingpoorly managed and there is a lack of surveillance. According to AHERA inspectors periodic inspectionsof ACMs are required every six months and this has not been performed since 2005. Inspectors alsonoted that the last triennial inspection conducted in 2010 was not thorough. Inspectors also noted thatthere are damaged materials that exist in the school buildings, which should be a priority for response.There was also several cases of mold throughout Cecil H. Parker Elementary school.

What is even more disturbing is that the City School District of Mount Vernon had a dedicated andtrained asbestos person that received compensation above his regular pay grade to remediate the ACM.John Zambelli, former maintenance foreman for the buildings and grounds department has sinceresigned and a replacement has not been trained to handle ACM.

The reports dated December 5, 2012 and February 5, 2013 were addressed to Judith Johnson. Johnson incollusion with School Board Vice President Len Sarver hid reports from the other eight school boardmembers. Sarver was the chairperson of the buildings and grounds committee, a committee that directlyoversaw the buildings and grounds department. Sarver is now seeking to bring in a firm he is affiliated

with that will cost taxpayers $700 per day to oversee the asbestos abatement. The firm is Fuller DAngelo.According to the Fuller DAngelo website fullerdangelo.com they are not licensed by the New York StateDepartment of Labor to remove ACM.

Adrienne Saunders, who now chairs the buildings and grounds committee has not seen these reportsneither has the other eight school board members. They are attached for public distribution.

ACMs if airborne and inhaled can lead to severe respiratory problems including lung cancer.

Attending the press conference will be Samuel L. Rivers, community leaders and parents of children thatattend Cecil H. Parker Elementary School.
