Our crying inants, screaming children, semi nude girls hiding themselves at the back o their men, disappointed aces, huge crowd

outside toilet, this was the inside picture o Chirang reugee camp when we visited in July. For ew minutes, I lost my control and

wondered how people can be inhuman at this level. Why people orget that we may have dierent religion, language or even

belong to dierent nation but we all belong to one human race which is supposed to be superior rom other creature on earth.

In 2012 and rom last ew years, lakhs people met with their ate due to the over own o Brahmaputra and pre-planned attack by

some extremists in the name o cleaning o Bangladeshi infltrators.

With the aim to provide relie to these innocent people, we launched a package o multiaceted activities including Assam riot relie 

programme, Flood relie programme, Model village, Food kits distribution and advocacy programme.

Rehab’s Assam Relie Programme started on emergency basis, and distributed baby ood packets, polythene bags, mosquito nets,

candles, buckets, mugs, clothes, utensils and other necessary items in the reugee camps o Chirang, Dhubri, Kokrajhar, Barpeta

and Bongaigaon.

 About 1000 kg attened rice, sugar and other necessary ood materials were distributed in ood aected villages o Assam. Legal

awareness programmes were organised requently or ood aected and riot hit victims so that they can legally claim or their loss.

Rehab Model Village initiated with a vision to ensure that every one o these victims should have a home, access to education,

pure drinking water, medical support and employment opportunity. With the grace o God, we have built 60 houses and among

them 45 have been distributed. Achieving UN MDG Goal 2, we are running pre-primary school and also acilitating ree tuition

classes to students and drop outs. On need basis, Rehab released scholarships or the students who like to study and organisedweekly and bi-monthly medical camps or reducing maternal mortality and inant mortality. Our doctors counseled women or

reproductive child health, neo natal care and general and personal hygiene. Moving orward rom charity to empowerment, team

ormed three Sel Help Groups; one man SHG and two women SHGs. From next month, we will release loan or their proposed

proposals such as rearing o goat, bualo, papad making, marketing ood items and clothes etc.

 Apart rom this, 7773 ood packets were distributed among the amilies who have been temporarily rehabilitated at Government 

Reugee Camps.

 Rehab Model Village

 HealthcareMedical Camp; weekly and bi-monthly

camps organized, provided ree

consultation and medicines to the patients.

 Mobile Medical Unit Mobile medical van caters to the needs

o 3 districts namely Chirag, Kokarajar&

Golpara where people aected due to

Ethnic clashes in March 2012 are staying

in temporary shelters. It provides 24 x 7

ree medical check-up along with medicine

and lab test.

 Economic Development Sel Help Group; identifed benefciaries,

ormed three sel help groups namely

Moromi (women group), Beauty (women

group) and Rehab men’s group with ten

members in each group, and loans are

now being dispensed to these groups.

Government Pension Scheme; met with

M. Gosh-Ofcer in-charge o government 

pension schemes and eorts are being

made to acilitate it in the village.

 Disaster Management District Disaster Management Department 

organized training progamme or CBOs

on prevention o oods, earth quake

and fre on March 22, 2013 at Deputy

Commissioner Ofce.

District Project Ofcer o Disaster

Management Department Assam was

delighted to acknowledge the work o 

Rehab. He said to Gaju Rahman, Assistant 

Project Manager that Rehab inputs will be

acknowledged in the government planning

process in Disaster Management in New

Bongaigaon District, Assam. Nearly thirty

non government organizations participated.

 As a result o communal riots and natural

calamities thousands o amilies have been

compelled to ee their habitats in the state

o Assam. The most unortunate among

them are the victims o the murderous

riots engineered by extremists in 1994.

Thousands o amilies had lost their homes,

agricultural land, cattle etc.

There has been no eective measure

to rehabilitate these desolate people

either by the government or by voluntary

organizations. Ater detailed study and

analysis o the real issues and problems

o thousands o people, Rehab India

Foundation launched the Model Village

Project in Assam.

Under this project, we aim to provide

cost eective houses, education, medical

aid, income generation and employment 

oriented programmes or the people

staying inside the Model Village.

 Rehabilitation A total o sixty houses and a prayer

hall-cum-education centre are completed

now. Out o this 45 houses have been

distributed to 45 most deserving amilies

in the camps.

 EducationPreprimary Academy; was inaugurated

on 26th February, 2013 within the village

with two teachers. Study materials wereprovided ree o cost to the children. A total

o 12 children rom model village & 28

children rom nearby Nauchanguri village

are getting tuition classes rom 9.00am to

12.30pm

Moral Education; Moral education

programme started to maintain peace and

harmony, Children learn poems and moral

lessons. Nearly thirty students rom within

and neighboring villages attending the

classes daily rom 6.00 pm to 8.30 am.

Sports; With the support o Nehru Yuva

Kenda, Rehab organized indoor games

or the community. Atur Rahman, Project 

Director Nehru Yuva Kendra donated

gaming articles to the acility.

 Assam Flood Relief Survey of Riot Hit 

Camps

 Assam the gateway to the seven

northeastern states o India, aced the

nature’s ury once again. Every year

the oods leave a trail o destruction,

washing away Villages, submerging

paddy felds, drowning livestock,

besides causing loss o human lieand property worth several crores o 

Rupees.

Nearly 1.5 million people have been

displaced by oods in the north-

eastern state o Assam. Eleven people

have died in separate incidents o 

drowning in a week during oods.

Eighteen o 27 districts have been

inundated by ood waters.

The July 2012 oods in Assam killed

more than 100 people and orced

over fve million people to leave their

homes. The state government had

said these oods were the worst in the

state since 1998.

 According to rescue ofcia ls, Over

2000 villages had been inundated by

water overowing rom Brahmaputra

River.

Volunteers o Rehab India Foundation

were deployed immediately and

distributed ood relie material to the

worst aected victims o Lakhipur,

Dubapara, Goalpara towns, and the

river bank areas around Brahmaputra

o Goalpara District in lower Assam

rom 1st to 17th July 2012.

More than 100 members o the

Rehab team helped thousands o 

people by distributing attened rice,

sugar and other necessary ood stu 

in ood aected Villages o Assam.

To start the relie work, Rehab surveyed

the reugee camps on September 8th,

9th &10th with the help o more than 250

volunteers and collected inormation on

health, hygiene, sanitation, ood, clothes,

property loss, legal assistance, death,

injuries etc. in Chirang, Kokrajhar, Dhubri,

Bongaigaon and Barpeta districts.

District Chirang

8 people were killed and seven severely

injured during the violence. It was ound

that the camps were over crowded with

not an inch o space to spare. Sanitation

leaves much to be desired. 100 to 200

people have only one toilet. There was

severe shortage o baby ood and clothing.

There were serious health problems and

looming threat o epidemics like cholera and

waterborne diseases. 90% o the permanent 

houses o these people were looted or burnt.

District Kokrajhar

The total number o victims were 54506 o 

which 23,037 men, 20,313 women and

11156 children. Food was scarce and uel

rare. Survival o these people was at stake.

Nine people have lost their lives and 18

were grievously injured. The loss o property

was estimated to be in crores. 1491 houses

were looted and destroyed. There were 295

pregnant women o dierent stages who

needed immediate medical attention.

District Dhubri

There were 31,040 victims belonging to

8,900 aected amilies. Among them

12,302 are men, 10627 women and

8,111 children (all rom Kokrajhar Dist) 15

people lost their lives and 21 got severely

injured. Many people had skin problems.

The camps located in schools were under

the threat o evacuation as the schools were

going to be reopened. Relie materials and

medical aid were insufcient. There were

202 pregnant women o dierent stages.

Bongaigaon and Barpeta DistrictsThe extent o damage to their property

is almost total. Houses, household items,

livestock and agricultural products have

been destroyed. 160 Adivasis were also

living in these camps along with Muslims.

Kitchens and lavatories were in the open

feld. Foodstus were not sufcient. Lack 

o medical acilities and scarcity o fre

wood added to the woes o reugees.

 PHASE-I:

 Immediate Relief 

In the First Phase, Rehab India Foundation

provided immediate relie material to

the victims o ethnic violence in Assam.

Volunteers o Rehab distributed baby ood

packets, Dress materials, utensils, buckets

and mugs in the camps.

NOTE: Details o Rs. 15 lakhs allotted and

spent in the Phase-I is not mentioned in

the report, since they are under auditing.

 PHASE-II 

Rehab India Foundation initiated Phase-IIon 1st August 2012 and completed on 18

 August, 2012. As part o relie operation,

Rehab volunteers distributed baby ood,

polythene bags, mosquito nets, candles,

buckets, mugs, uel, and clothing. Also,

the organization distributed relie material

during the rescue operation o the people

trapped in the ood hit areas like Kamrup,

Nagaon, Barpeta, Nalbari and Goalpara.

 PHASE-III Rehab India Foundation started Phase-

III on 19 Aug and continued till 28th

September 2012. During this phase,

the Foundation distributed baby clothes,

clothes or women, attar and surma on the

eve o Eid-ul-Fitr spending Rs. 564,900

one single day. This phase beneftted more

than 3 lakh people living in 129 relie 

camps in Kokrajhar, Chirang Barpeta and

Bongaigaon.

Later, in the same phase, Rehab India

Foundation distributed relie material worth

Rs. 1409050. Team Rehab Distributed

Baby Food Items, Blouse and plates in 95relie camps located in Assam.

 PHASE –IV Despite the harsh and orbidding weather,

a team o volunteers reached the reugee

camps o Chirang and Bogaigaon and

distributed relie material among 8,330

victims. The Foundation distributed utensils,

baby ood and clothes or ladies in 8

reugee camps o Districts Chirang and

Bongaigaon.

Later, in the same phase the Foundation

distributed T-Shirts or men, lehengas/ 

nighties or ladies and children’s clothes

worth Rs. 2,176,401 in 4 Districts;

Chirang, Dhubri, Kokrajhar and Barpeta.

In Chirang, relie materials were distributed

in 10 relie camps o Muzabari, in

Dhubri - 16 relie camps in Bilasipara

and 16 relie camps located in Raniganj.

In Kokrajhar District, reugees in 7 relie 

camps o Sri Rampur Gram Panchayat,

one relie camp o Tamarhath, sevenrelie camps o Gouwripur beneftted. In

Barpeta, assistance was given in one camp

o Barpeta and 14 Camps o Sharnarthi

Qurbani Food Kits among 45585 poor and

needy people o 65 villages temporarily

sheltered at reugee camps o Assam

during the estival o Eid-al-Adha.

For this noble activity, donors across thecountry joined hands and oered their

share o Qurbani to Rehab Qurbani Food

Distribution Programme 2012.

Rehab India Foundation regularly extends

fnancial support to conduct legal awareness

programme to enable victims o ethnic

clashes and natural calamity. Since

July, 2012, Rehab has been providing

counseling support to the victims to make

them aware o their legal rights as an

individual and as a citizen o India. They are

assisted to raise their voice within the rame

work o our legal and constitutional system.

It was shocking to realise the level o mental

submission and predominant pessimism o 

the victims o ethnic cleansing. Regretullymost o them hardly nurture any dream or

uture. Recognizing the need to impart legal

aid to victims, Rehab team travelled to the

reugee camps and collected inormation o 

death, injuries and loss o properties.

Qurbani Food Kits Distribution

 Programme

 Legal Aid 

 Rehab India Foundation initiated Mobile

 Medical Unit for marginalised and neglected 

 people of Assam.

Chie o the Day, Dilip Bora, Gana Adhikar Daily Editor and Proessor o 

Guwahati University inaugurated Rehab’s Mobile Medical Unit in Assam or

providing emergency medical support to riot hit victims residing in Relie 

Camps. Initial cost o the project was rupees 10.14 lakhs.

 Abu Bashar, Vice President o Rehab India Foundation told that the aim o this

well equipped Mobile Medical Unit with qualifed Doctor and Nurse is to reach

to the unreached people whom medical acility is not available.

On Jan 9th 2013, Heman Nath, M.B.B.S doctor o Hekra P.H.C inaugurated

the service at Bidiyanagar o Kamrup District Assam and provided medical

relie to 225 ateul community people o natural calamity and victims o BTAD

violence.

January 2013 onwards, Rehab has been providing consultation, blood

sampling and distribution o ree medicines to the reugees o three districts

mainly Chirang, Kokrajhar and Goalpara. 1388 patients were attended in

January, 1330 in February and 677 patients got medical support in March.

 Mobile Medical Unit 

Victims were counseled and advised

or proper documentation o permanent 

houses so that they can be rehabilitated

under proper security. People were guided

to keep record o demolished religious

buildings so that it could be rebuilt or

compensated by the government through

legal means.

 Advocates who are associated with the

Rehab met with government ofcials and

demanded the punishment o culprits

under law.

Foundation said, “Rehab Family is highly

thankul to all our Donors and Supporters

who were actively involved in making this

program successul as it was done in the

last year.” To add to it, he also extended

his gratitude towards the volunteers who

worked hard during the estival to help the

ellow citizens.

Village Development Programme

 In India Village Development has taken

 global attention because major chunk of the

 population live in rural area. The strategy of 

 Rehab for rural development mainly focuses

on poverty alleviation, better livelihood 

opportunities, provision of basic amenities

and education for all through innovative

 programmes in these segments.

Rehab Village Development Programme aims at improving rural lie in an

equitable and sustainable manner, both socially and environmentally, throughbetter access to resources (natural, physical, human, technological and social

capital), and services that enable them to improve their livelihood.
