1981 Annual Meeting

Among the special events at the 1981 Annual Meeting at the New York Hilton will be the second presentation of the James Madison Award to a living political scientist who has made a dis- tinguished scholarly contribution to politi- cal science. The award this year will be made to Gabriel A. Almond at the Annual Awards Ceremony on Thursday, Septem- ber 2 at 5:00 p.m. Following the presen- tation of the award, Dr. Almond will pre- sent an address. Also to be honored this year at the Awards Ceremony is Harold Gosnell, who will receive the 1981 Charles E. Merriam Award, which goes to a person whose published work and career represent a significant contribu- tion to the art of government through the application of social science research. The APSA Presidential Address will be presented by the Association's Presi- dent, Charles E. Lindblom, on Friday, September 4 at 5:00 p.m. His topic will be "Another State of Mind." Since the publication of the Preliminary Program in the Spring issue of PS, more than three dozen panels and meetings have been added to the schedule. Groups listing panels for the first time in the Pro- gram or adding new meetings to those previously listed in the Preliminary Pro- gram include: Administrations, Organiza- tions and Executives; Association of Korean Political Scientists in North Amer- ica; Caucus for a New Political Science; Comparative Socialist Studies Commit- tee; Conference Group on German Poli- tics; Conference Group on Representa- tion and Electoral Systems; Conference Group on the Political Economy of Ad- vanced Industrial Societies; Foundations of Political Theory Group; Indian Policy Network; Legislative Studies Group; Par- ties and Other Political Organizations; Policy Studies Organization; Southwest-

ern Political Science Association; and Women's Caucus for Political Science. Six receptions have been added to the 25 already planned. The sponsoring groups are the APSA Committee on the Status of Chicanos in the Profession; the Depart- ment of Political Science at the Univer- sity of California, Berkeley; the Depart- ment of Government at Cornell Univer- sity; International Political Science Asso- ciation; Inter-university Consortium for Political and Social Research; and the De- partment of Political Science at the Mas- sachusetts Institute of Technology. Complete details on the panels, meetings and receptions will be in the final pro- gram. Three panels have been cancelled. The APSA Official Program panel, 14-9, Transnational Legitimation Problems in Modern State Systems, has been can- celled. The Caucus for a New Political Science has cancelled its panel 1 6, Im- perialism and Revolution in Latin America. There will be no panel to re- place it. The Conference Group on the Political Economy of Advanced Industrial Societies has cancelled its panel, The Politics of Implementing Desegregation. It will be replaced by a panel entitled, Class Struggle, Class Compromise and State Policy, chaired by Mark Kesselman of Columbia University. The APSA Short Course, American Gov- ernment by Satellite, has been moved to a new time on Wednesday, September 2. It will be held from 5:00 p.m. to 8:00 p.m. The location of both Short Courses will be mailed to registrants and printed in the Program. Persons planning to attend the Annual Meeting who have pre-registered should go to the desk marked "Pre-Registered" in the Promenade on the second floor of the New York Hilton. Upon presentation of a receipt verifying pre-registration, in- dividuals will be given a badge cover and

program. Those who have not pre-regis- tered will find a registration desk, also in the Promenade on the second floor. Hours will be 1:00 p.m. to 7:00 p.m. on Wednesday, September 2, and 8:30 am. to 7:00 p.m. on Thursday, Sep- tember 3.

Panel papers are still $1.00 per copy. Meeting attenders should plan to make their selections during the Meeting; after- wards, papers will be available only from Xerox University Microfilms at a price of $6.00 per copy.

The following proposal has been submit- ted by Jo Freeman for consideration at the annual business meeting: Resolution to be presented at the Busi- ness Meeting of the 1981 convention of the American Political Science Associa- tion: WHEREAS more and more political scien- tists must seek nonacademic jobs in order to be gainfully employed; WHEREAS most nonacademic employers do not view the training given by political science departments to be relevant to their employment needs; WHEREAS this view is forcing political scientists to take marginal positions, to retrain in order to acquire more saleable credentials, and/or to alter their profes- sional identities and loyalties to another field; WHEREAS the American Political Sci- ence Association seeks to retain the membership and loyalty of such political scientists. THEREFORE BE IT RESOLVED: That the American Political Science Association fund a half-time position for a professional job developer. Such person would: (1) research employers and positions for which training in political science would provide suitable job candidates by analyz- ing the actual skills and abilities (not paper credentials) required to perform the job; (2) visit such employers to educate them about the availability and desirability of political scientists as potential employ- ees; (3) inform political scientists and political science departments about non-aca-

demic employment opportunities and any specific skills required; (4) run employment workshops at the an- nual convention to educate political sci- entists on job search strategies and to in- troduce them to potential employers; (5) perform any other activity which would increase the employability and in- fluence of political scientists.

Catherine E. Rudder Appointed Association Assistant Director

Catherine E. Rudder, former Administra- tive Assistant to Representative Wyche Fowler, Jr. of Georgia, has been ap- pointed Assistant Director of the Asso- ciation with responsibilities as Editor of PS and Director of the Congressional Fellowship Program. Dr. Rudder is a graduate of Emory Uni- versity, Phi Beta Kappa, and holds a Ph.D. in political science from Ohio State University. In 1974-75 she was an APSA Congressional Fellow. She taught political science at the University of Georgia and has participated in profes- sional meetings and published on the topics of congressional reform and tax policy.

Representative Cheney, a former APSA Congressional Fellow and former Chief of Staff in the White House under President Ford, was elected by his Republican col- leagues in the House to serve as Chair- man of the House Republican Policy

Committee during the 1981-82 Con- gress. He is one of the few members ever to be elected to a leadership position after only one term in office.

Representative DeNardis taught political science and served as Department Chair- man at Albertus Magnes College and was a member of the Connecticut State Sen- ate from 1970 to 1980. In the House of Representatives he serves on the Com- mittee on Education and Labor and on the Committee on Government Operations.
