California drought stubbornly clings on despite the rumors of El Niño and a wet winter. Although the actual weather changes may be subtle for California, I am looking forward to the jaw dropping and awe inspiring

changes happening in the SCA! As I write this month’s message, we will be holding our annual elections for SCA Board of Director positions! With any new Board members comes new ideas, perspectives, and energy. It’s always amazing to witness how the energy from just one new person can revitalize and positively charge a group! After we take care of very important business at the October lun-cheon, its back to education for our members at the next education seminar on Thursday, November 12, 2015, at the Lions Gate Hotel. Social Media/Cyber Investigations and Geolocation in the Real World will be our 2.0 CEU, DOI certified, presentation for the November luncheon. This will be a very informative 2 hour education seminar presented by Garrett McGinn of DigiStream. This will be the fourth and final education seminar for the year, so make sure to register well ahead of time on our website at www.sacramentoclaims.org to save your spot! Informational fliers and email blasts will be sent out after the October luncheon. I’m really looking forward to this one! We are also excited to announce a special Autumn SCA social event! “Eat, Drink & Be Scary”, a hosted cocktail mixer, will be held Thurs-day, October 29th at the Capitol Garage - 1500 K Street in downtown Sacramento. Last Call for Nominations For2016 SCA Board MembersNominations are now open for those interested in serving on the Sacramento Claims Association Board of Directors. Elections for members to fill vacancies will be held at the October 8, 2015 Luncheon meeting, Term of service will begin officially in January 2016, following a three-month opportunity for newly elected board members to shadow the current board. Each candidate must be a current member in good standing, and able to commit to a three-year term of service. Executive Staff/Board Officers are elected by the new board each year. All board members are expected to actively participate in the decision-making and committee service working toward the ongoing better-ment of the Sacramento Claims Association. renew at a discount, and new members who join for 2016 will receive membership privileges for the remainder of 2015.Annual membership dues provide a significant financial support to the organization. And, a strong membership helps to keep a non-profit like SCA viable and alive. Without all of us together there would be no SCA. “This organization could not maintain the strong standing we enjoy today without the support of all our members,” stated SCA President Steve Moore.

The organization has worked diligently to continue to provide programs and events of interest and value to claims adjusters. “We continue to encourage the carrier claims people and inde-pendent adjusters to participate, and to attend and become more involved,” Moore added. “The Sacramento Claims Association is always committed to maintaining a high degree of professional courtesy within our ranks.” In addition to the organization actively taking measures to con-tinue to raise its standing within the community at large, the association has been building on its sphere of local charitable causes to support.The SCA Board has opted to continue to offer annual FREE Memberships to insurance carrier adjusters (with an optional suggested $10 donation going to the charitable fund). Prompt attention and response to claims as they arise, and throughout the process, is the most basic ele-ment to effectively adhering to the mandated California Department of Insurance “Fair Claims Settlement Practices Act” regulations. Recertification for insurance claims adjusters of Regulations 790-790.15 was the mission of the September 10, 2015 SCA extended luncheon CE course.“Communication is the key,” said guest speaker Jennifer Acheson. Acheson tag-teamed with fellow attorney Ron Forni, both of the law firm Ropers Majeski Kohn Bentley, PC, for a two-hour instructive seminar that earned attendees two-hours’ continuing eduction credit, as well as their annual required recertification of the regs.The crowd, while small in terms of usual SCA numbers, was sophisticated into their collective knowledge of the subject matter. Questions and comments had more to do with intricacies of specific claims processes and examples than just an overview of the how-to’s of proper claims handling.Acheson, who is also a newly certified mediator, gave some good perspective to the trends moving more in that direction. Mr. Forni focused on some great depth of insight with regard to the responsibilities of adhering to the regs, as well.

This will be a very informative 2 hour education seminar presented by Garrett McGinn and Stephen Roper, of DigiStream. Cyber investigations have evolved dramatically over the past two years. This session utilizes case studies in order to highlight the efficacy of the next generation of social media search methods, in-cluding geotagging, hash tagging and graph searching subjects. In addition, geosocial data allows investigators the ability to supply property and casualty adjusters, in particular, with eyewitness

accounts of large accidents, as well as the ability to contact the witnesses in order to further an investigation. These investiga-tions can pinpoint information previously outside the reach of the general population. Case studies involve an analysis of incidents occurring in both industrial and public entities. The audience will take away information on how to properly launch an investigation, how to uncover and verify the subject’s online identity, as well as how to preserve and authenticate information in court.

The Sacramento Claims Association is pleased to present our fourth continuing education seminar of 2015, Social Media/Cyber Investigations and Geolocation in the Real World at the November 12th meeting. This will be a 2.0 CEU, DOI certified, presentation in an extended luncheon format.

Garrett Mc-Ginn is the Direc tor of DigiStream’s Intell igence Division, and has over nine years of expe-rience in the private investigative industry. He is a licensed Califor-nia Private Investigator as well as an Associate Certified Fraud Examiner. He holds a Masters Degree in TransAtlantic Relations from the Uniwersytet Jagielloński in Kraków, Poland, and a Bach-elor’s Degree in International Relations from the University of California, Davis. Mr. McGinn trained in advanced surveillance tactics in the United Kingdom, achieving a Level III Advanced Award in Foot & Mobile Surveil-lance in 2007. He has headed the Intelligence Division since 2012, developing cutting edge services in the fight against fraud. Prior to his employment with DigiStream in 2006, Mr. McGinn was a Re-search Analyst for Glass, Lewis & Co., an institutional investment advisory firm.

Stephen Roper is the Desktop Op-erations Manager in DigiStream’s Intelligence Division. Prior to that time he was the Division’s Lead Investigative Analyst. Ste-phen has completed over 1,000 digital investigations and com-prehensive background checks across the United States, including pre-employment screenings for public agencies. Additionally, he researches and develops new investigative techniques capable of improving the staff’s abilities to uncover notable online content. Prior to DigiStream, Stephen was a reporter for the Shenzhen Daily in Shenzhen, China as well as an instructor at the prestigious Bao’an Zhong Xue Academy. He graduated with honors from the University of North Carolina at Greensboro with a double major in English and Media Writing.

Six sentenced in multi-million dollar scam targeting Verizon Wireless

According to detectives, there is no indication that consumer identities or personal account information was stolen or used by suspects."As the department noted, we have no indication that any per-sonal account information was stolen or any customers harmed. We take the protection and pri-vacy of our customers' accounts very seriously and congratulate the insurance commissioner and the district attorney for their handling of this case," a Verizon spokesperson said.Court ordered restitution of $636,265 was ordered to be paid to Asurion, the mobile protection insurance company that was defrauded.The DOI further reports that “As the mastermind behind the crime, Lovett was ordered to repay the entire fraud loss amount, but all individuals are held responsible for ensuring the restitution is paid. In effect, the remaining five suspects were ordered restitution based on the agreed upon amount of their ap-portioned responsibility.”

SACRAMENTO, Calif. - The California Department of Insu-arnce reported August 6, 2015 that six individuals involved in a mobile phone insurance scam have been sentenced on felony fraud charges after filing more than 1,300 claims for stolen and damaged phones totaling more than half a million dollars. The convicted scammers, in-cluding some Verizon Wireless employees, were arrested by DOI detectives and Los Angeles Police Department officers in May 2013."Insurance fraud is an expensive drain on the state's economy, totaling billions of dollars an-nually. The cost of these scams is passed along to consumers through higher insurance rates," said Insurance Commissioner Dave Jones. "Thanks to the su-perior work of department detec-tives and aggressive prosecution by the district attorney, we were able to shut down their criminal enterprise."Through the course of the inves-tigation, detectives discovered at least three Verizon employees accessed consumer account in-formation to identify customers with high-end phones and file insurance claims for what they claimed were damaged or stolen phones. Case background: In Decem-ber of 2010 Asurion Insurance Services reported a suspected insurance fraud ring. The scam involved using personal infor-mation to receive replacement mobile phones based on false in-surance claims. Three employees of a major mobile phone carrier accessed confidential customer information, specifically target-ing customers with high value cell phones and insurance poli-cies. Accomplices then used the stolen information to file more than 1,900 fraudulent insurance claims, with a total provable loss valued at $636,265.Stanford and Brown may have been living in Southern Califor-nia prior to their conviction.Qalivutu may have been living in Yolo County prior to conviction.Lovett, Pinkney, Miller, Stanford and Qalivutu were arrested by the Department of Insurance on May 16, 2013 in Sacramento.Brown was arrested by the Los Angeles Police Department on May 17, 2013 in Van Nuys.Conspirators filed hundreds of fraudulent claims for damaged and stolen high-end phones.

never seen without at least one of his five huskies. He had a great love for the outdoors, whether it was off-roading and camping at Pismo Beach or off riding in the Sierra's with friends and family.
