This was the tweet posted by HH Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai on his Twitter account on the 20th of June, 2013: “After the launch of the smart government at the federal level, today we announce the renaming of Dubai eGovernment to Dubai Smart Government”. This tweet was the driving force into making Dubai Smart Government department work within a well-thought out plan in a city that marches with confident steps towards becoming the smartest in the world, utilizing innovation as an approach.

***This seems natural being the entity entrusted with delivering smart apps and services to the public,

and other government authorities in an innovative and smart manner in order to increase operational efficiency and save users’ time and effort, and make dealing with government an easy task and a fun experience for users giving them more service satisfaction. Therefore, it’s not unusual for the UAE to occupy the second rank globally in citizen’s confidence in governance and among the top 20 when it comes to government performance according to the latest global competitiveness report “Davos” published in Switzerland for the year 2015-2016.

***In the 35th round of “GITEX Technology Week 2015”, Dubai Smart Government (DSG) is at the

forefront of the race with its 3800 square metres unified platform to showcase 37 government entities and their services, which have become a part of daily life in Dubai. DSG will also demonstrate its innovative vision for future services and prospects of the future government.

***At this year’s Gitex, DSG is also working on meeting the needs of those who wish to be informed

of the practical steps to achieve the transformation to a smart government; in implementation of DSG’s strategic plan for 2014-2017. This strategy seeks to create a smart, coherent and connected smart government that meets users’ needs and enhances services and polices compatible with their requirements. It is very relevant especially after the UAE was placed among the top ten globally in 21 indicators related to government performance in the Davos 2015-2016 report including the second rank in reducing wasteful government spending, low trade barriers and size of government spending on advanced technologies indicators.

***This year’s Gitex visitors to the DSG stand can see the reality of smart services of “Dubai now and

in the future” enabling them to know and interact with all kinds of smart services. These include Dubai Airport, DTCM and Emirates for visitors and the smart services for residents from Dubai Police, DM, DHA, and DEWA etc. This is in line with the vision of HH Sheikh Mohammed Bin Rashid Al Maktoum for the future government to be innovative and capable of constantly generating ideas whether through employees or users in order to create an environment for innovation that generates ideas and incubates them. It then works towards implementing and measuring their effectiveness on an ongoing basis. Because innovation is the capital of the future, a special area at Gitex has been reserved for the Customer Experience Lab, where smart services and apps will be tested by actual visitors, with the results sent to the relevant entity for design and implementation.

***Thus, this is an invitation for everyone to visit our combined DSG platform over the five days of the

exhibit. Here’s where you will experience smart moments and discover how government services here in Dubai have become efficient and easy to access and use. What was once seen as a dream is now a reality lived by users who are becoming even more satisfied and happy. Yes, this truly is a creative and innovative government.

Endless happy moments: Dubai smart services today and tomorrow

The Dubai Smart Government platform during the 35th Gitex Technology Week 2015, will bring together 36 government entities to display a realistic model of the government and city of the future. It will also emphasize the commitment of DSG towards showcasing the latest in smart services provided by leading government entities in Dubai. These include smart services from Dubai Municipality, Dubai Health Authority, DEWA, Dubai Police, RTA, Dubai Financial Market and other entities, inspired by the main concept behind creating these services which is the priority of providing “customer based services”.

This experience includes the model that embodies smart services in Dubai’s present and future, as a city that strives to be the smartest in the world. The “Moments Corner” reviews multiple events from various Dubai government departments including:• Smart Police cars and bikes.• “Dubai Frame” from Dubai Municipality, which is

currently being created in Zabeel Park for taking photos of Dubai landmarks through Dubai Frame.

• Smart drones from the Civil Aviation Department with information about functions that are used by those drones.

• Seismometers demonstrated by Dubai Municipality.

• “Makani” app from Dubai Municipality, which is an intelligent addressing scheme.

• Green Charger, a Dubai Municipality initiative.• Self-Check up from Dubai Health Authority.• “Hot Zone’ service, an intelligent stock market trading

service from Dubai Financial Market.• Smart Shelter from RT: Further development of the

current air-conditioned bus stops, to become equipped with vending machines, prepaid cards kiosks to pay fees and to top-up the phone credit and pay fines in addition to charging mobile phones.

Dubai Smart Government’s CX Lab: To involve customers in innovation

Dubai Smart Government works on achieving the vision of the leadership in Dubai, supporting creativity hubs, national calibre, building global research partnerships and guiding creative government work as part of the vision of HH Sheikh Khalifa Bin Zayed Al Nahyan, President of the UAE who declared the year 2015 to be the year of innovation in the country.

From his side, HH Sheikh Mohammed bin Rashid Al Maktoum Vice President and Prime Minister of the UAE and Ruler of Dubai has launched the national innovation strategy which aims at making the UAE among the most innovative countries within the next seven years. Based on this strategy, HH Sheikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council has announced that 20 initiatives will be carried out in the coming three years to make Dubai the most innovative city in the world.

CX Lab launched at Gitex 2014Gitex 2014 was the first step for Dubai’s Smart Government “CX Lab” initiative. The idea was to conduct customer polls, gather their opinions on services and smart applications offered to them. This means developing apps according to customer needs to reach the goals of Dubai Government Vision 2021 which aims at making government transactions easy for individuals, corporates and visitors.

The CX lab is where all apps are designed and tested by DSG. The main task of the lab is individual case study,

where an objective individual views on apps are taken before they are launched in the market, and even before finalizing its programming.

All applications are made as prototypes at first, to get their validity checked by a team of experts. The experts also base their application building plan, on a heat map that monitors the first sight on the screen the users lay their eyes on, and they build the application accordingly.

mDubai app and integrated services mDubai app is one of the products that were refined by the CX lab and team. It has 19 services from various government entities all on one platform. It is expected to be a prototype of future apps that will accelerate the Happiness Meter dramatically.

Happiness meter risingSpeaking of the Happiness Meter, the applications being developed now in the CX Lab will decrease all budgets regarding customer technical support and major application developments, due to the expected ease in the development of the app’s design, in addition to the initial program that will not require any major changes and reformatting. This means that the physical usage of centres will decrease by time, which will reduce operating expenses, increasing the happiness and satisfaction of users. •

One Hub: The unified app for smart government services

One Hub is considered to be the most comprehensive and easy to use app which will contain many smart government services in one app. 22 Dubai Government entity services will initially start on One Hub at Gitex 2015.

Most used services such as Salik, Nol, DEWA, traffic fines, utility payments for Etisalat and Du, some of Dubai Customs and Dubai Municipality services and donations to Dubai Cares and Al Jalila Foundation, will be part of the platform. It will also provide information on flights, booking taxis, health services such as finding the nearest pharmacy and vaccination services etc. Other services include those of residency and foreigners affairs services, religious enquiries, times of prayer, weather reports, postal services and many other vital services for individuals.

Users who have accounts on mPay or MyID can use their common login and password to get access to a growing bouquet of services, classified under 11 categories including payments and invoices, public transportation, security and justice, health, driving, visas, educational services, Islamic service, business, housing, and public services.

Smart dashboard on One HubOne Hub includes a smart dashboard which can be

customized to have all of your own most used services in one place. It will analyze your transactions and remind you with notifications, so that you do not forget or go past

your due date. There are personalization settings for the customer, to easily customize the app.

One Hub covers the following services:1. Payment of fees and bills of DEWA, Etisalat, Du, Dubai

Municipality and donations for Dubai Cares and Al Jalila Foundation.

2. Upgrading Du bouquet of services. 3. Public transport services such as information on flights,

metro maps, and requesting a taxi. 4. Emergency numbers, and “All of us are police” reporting. 5. Identifying the nearest pharmacy, and vaccination

planning for children. 6. Information services and access to visa and residence

services. 7. Identifying prayer times and nearby mosques.8. Identifying the types of business activities, and enquire

about the renewal of business licenses, and booking a trade name.

9. Identifying universities and schools, their ratings and evaluation, and the curriculum.

10. Driving services including paying for Salik, traffic fines, parking and renewal of vehicle ownership.

11. Housing services such as RERA rental increase calculator and requests for maintenance, and housing loans.

12. Online suggestions and complaints. •

The fulfillment of the aspirations of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai to provide a single gateway to users will be announced by Dubai Smart Government during GITEX 2015. Called One Hub, this unified mobile platform of smart government services has been

designed with the active involvement of customers of the CX Lab.

mJobs opportunities for all

MyID: a unified login for servicesMyID service

The MyID services http://myid.dubai.gov.ae allows for a unified access to Dubai Government services, as it enables users to access all government services (electronic and smart) via smartphones or the Internet, through one user ID (username and password). MyID was launched by DSG in collaboration with Emirates Identity Authority.

Registering for this service saves you the trouble of having to register with each government entity separately and deal with multiple user accounts. You can register through the electronic kiosks covering different parts of Dubai, government service centres, DEWA main centre and 6 other service centres, DED main centre and 8 other service centres, Dubai Mall centre etc. Dubai Courts users can perform notary services, register cases and follow up on them through the two kiosks available in the Al Twar service centres. •

mJobs AppThe “mJobs” app is considered a unified central employment portal

that allows individuals to electronically apply for a Dubai government vacancy.

The app also allows HR employees in government to be part of the portal through identifying their employment needs, post vacancy announcements; shortlist qualified candidates, schedule job interviews and send job offers to applicants. This portal has been designed to provide a fully electronic mechanism that manages the employment process. •

has designed a package of smart apps that make users’ lives easier when it comes to dealing with government authorities in general, making it a one stop shop for users to receive government services at any time and from anywhere.

mPay through smartphonesDSG designed this app, available on the App

store and Google Play in order to provide users with convenience and comfort when interacting with government authorities, as it allows users

to query and pay the fees for a wide range of services provided by 9 semi and full government entities, easily and speedily. These include:

Smart Police Officer App

The “smart police officer” app is a package of smart services which enables a police officer to reach better efficiency and productivity levels through the implementation of new technology methods that serve police officer’s daily responsibilities and keep pace with the initiatives of Dubai smart government and the Dubai initiative as the world’s smartest city.

One of the most outstanding services in this application is the police patrol service, where patrols are intelligently routed to areas experiencing a rise in the number of reports of criminal or traffic cases as the application sends alerts to officials for periodic measures to be taken about those areas and documented.

The service employs technological intelligence to analyze database communications in order to direct patrols to the areas to be covered or predict the expected high number of notifications in different areas to reduce the time needed to respond to these notices. The aim of the service is to provide decision makers in Dubai Police with the required data, and the exchange of information and linking the information flowing through interactive smart and safe platform to ensure the exchange of information among employees, through chat and thermal mapping system and also through the smart researcher to achieve a comprehensive vision based on three main categories which are smart employee, happy user, and smart police

The service is compatible with iPhones, and it has been successfully tested on general administration of smart services employees and it will be gradually distributed to the rest of the police employees. •

JAFZA business app As one of the leading free zones in the world, JAFZA

provides all its services through its interactive app. Other than information on how to setup a business, the app also provides registered companies with related services such as registration, licenses, lease, and request for official letters and reports. The app includes requests for facility maintenance, complaints and employee related services.

Business in Dubai from Department of Economic Development

With the app, you can create your own customer profile and then access most used eServices and public enquiry services. The DED information tab provides general information on DED and contact information of all branches. Public enquiry services include enquiry for licenses, trade names, business activities and other business enquiries. The eServices enable DED customers to manage their license information including trade name reservation, initial approval, license contact updates and renewal of trade license.

Dubai Customs

Dubai Customs app for smartphones & smartwatches

Most Dubai Customs services can be accessed through smartphones and smart watches, along with its revamped website. The app includes all most used eServices to process various applications, make service requests and status enquiries.

The initial batch of smart watch services includes Inquiry of Customs Declaration Status, Inquiry of Inspection Request Status, Inquiry of Guarantee Refund Request Status, and Inquiry of Registration Request Status. Work is underway to develop more Dubai Custom services for smart watches.

(KHDA) app is designed to give you in-depth information about private schools and higher education institutions in Dubai. Using the app, you can search for private schools, review your child’s school or other schools over the last four years and get all kinds of information related to fees, location maps and educational statistics.

“School for all” app The Ministry of Education (MoE) supervises this

app and through it enables technologies to serve the educational goals by providing students and their parents with easy school services to reach. The MoE also pays attention to the handicapped as this app enables them to have a communication tool with the special needs education department at the MoE.

Department of Islamic Affairs app Easily find the nearest mosque, get prayer timings,

request for a fatwa or consultation and get vital information on Islamic prayer and centres through this well-designed Islamic app.

Dubai Courts app The Dubai Courts app makes it convenient for you to

find out the status of your lawsuit, the date of the next trial, and the room number where the trial is held. This is done through the inquiry by case number, the year of the case as well as its type, and search for legislative articles. The app also provides a navigational map to find the distance between the user’s location and the departments of the Dubai Courts as well as directions to these departments.

Dubai Judicial Institute app It describes the activities of DJI and provides a direct

option to book legal training courses through the app itself.

Dubai Police appThis updated app is gesture and voice enabled,

has augmented reality, and sharing and notification features. It includes general services (7), most used services related to traffic (6 services) security (4 services) and community (9 services). The community services include an SOS button for Dubai Police to call back which is useful for critically ill patients.

The Department of Legal Affairs App This app provides a range of services to lawyers

and legal advisors including law firms licence renewal services, submitting applications for establishing branches for legal consulting firms; in addition to providing services to the public such as filing complaints against government authorities, and complaints against legal professionals and other services.

using with DSG’s mPay to pay via credit card, and avoid paying additional service fees each time you park. The RTA is also working on features that can direct users to vacant parking slots, using sensor technology.

smartphone to keep track of when it arrives. Rate your driver and view your last 10 bookings.

RTA Nol app Check your Nol card balance, obtain and follow

up on personalized Nol cards, convert Nol silver/gold cards to personalized cards and top up Nol cards.

Smart roads app This app helps those who use their own cars to

plan their trips in advance. It enables them to know the roads with less traffic jams so that they save time and consume less petrol. The app provides drivers with live information on the status of roads in Dubai. The app immediately report accidents at the moment they take place.

The life, safety and medical emergency app is useful for residents in emergency situations, whether at home, out on the road or in a remote location. A simple press of the SOS button relays a call to the command centre which can analyze the situation and send assistance.

DEWA smart apps DEWA’s apps are accessible on the most number

of platforms and devices. These include iOS, Android, Blackberry, Windows, smart television and smart watches. Their smart services virtually does away with the need for paperwork or visiting a Dewa office. It allows registered customers to pay bills, activate a Dewa account when moving to a new residence, lodge complaints and do more than 150 smart services including a special sign-language chat for hearing-impaired users.
