RECOMMENDATION: That Council ratify the use of the Common Seal.
SUMMARY: The Common Seal Register lists all agreements that have had the Common Seal applied since the last Council Meeting for the Council’s approval.
BACKGROUND The Common Seal of the Central Desert Regional Council must be stamped on contracts signed on behalf of the Council. The Common Seal is not required on all agreements, only those with a written note such as ‘signed, sealed and delivered for and on behalf of Central Desert Regional Council’. Since the last meeting a number of agreements have been signed by the Council and agencies that fund the Council services. The Council must ratify each instance when the Common Seal is used and keep a register of the use of Common Seal under Regulation 12 of the Local Government Administrative Regulations. RECOMMENDATION: That Council adopt the delegations made to the Chief Executive Officer as outlined in the Delegations Register April 2016 and note the sub-delegations contained therein.
SUMMARY: The Delegations Register establishes delegations adopted by Council under section 32 of the Local Government Act and is reviewed annually. The register provides Councillors and staff with a clear statement of delegation and authority.
BACKGROUND Section 32 of the Local Government Act provides that a council may delegate powers and functions to a local authority, a council committee, a local government subsidiary or the CEO. This report is about delegations to the CEO, which must be approved by Council. Section 102 of the Act provides that the CEO may delegate (or sub-delegate) a power or function to a person or a committee. While it is up to the CEO to delegate below their own position, the Delegations Register includes delegations to staff so that all matters delegated can be included in the one document for ease of operation. There are two versions of the document attached to this report. The first is the Delegations Register as it would appear as a published document and the second is a comparison document showing the differences between the 2015 version and the proposed version. In the comparison document, any deleted items are shown with a strikethrough. Additional items are show as bold red. All changes have a marker on the outside of the paragraph (as illustrated by this paragraph). ISSUES, CONSEQUENCES AND OPTIONS

Review committee. • Recognition of the financial activities undertaken by the Finance
