A factfi��nding study of a recent attack on a Dalit community by an ‘upper’ caste inKachakanahalli, Nelamangala, on the outskirts of Bengaluru, has not only found laxpunitive action by districtadministration, but also awide prevalence of discriminatory practices in thevillage.
The report says that Dalitsare not allowed into any ofthe fi��ve temples in the villageand bonded labour is stillpractised in the village. Thereport has recommendedlaunching a temple entrycampaign in the village. Thefact fi��nding was organised byAll India People’s Forum.
The report alleges that agroup of around 5060 ‘upper’ caste men (Vokkaligas)barged into the Dalit (Madiga) lane in the village and attacked people, injuring many, on the night ofSeptember 8. This was preceded by a man from theVokkaliga community threa
tening a Dalit youth who wastrying to organise the community to defy the dictate ofthe ‘upper’ castes in thevillage.
Fixed pattern of violence“There is a grainy video ofthe attack recorded on a mobile phone. Though the video is not clear, the audio isclear with people calling for
attacks on Dalits,” the reportstated. In the last decadealone, there have been threeother such attacks by ‘upper’castes against Dalits in thevillage. “However, all caseswere compromised,” the report observed, arguing therewas a pattern to caste violence in the village that hadgone unchecked.
Police delayThe report says there was a
fi��vehour delay in police arriving at the village, beforewhich the village panchayatmembers tried to broker acompromise between thetwo groups, which the Dalitsrejected.
Nelamangala Assemblyconstituency is reserved forScheduled Castes and itsMLA K. Srinivas Murthy fromJD(S), however, intervenedin “an attempt to persuadethe victims and their com
munity to settle for a compromise and drop the caseagainst the aggressors,” thereport further stated.
It went on to recommendaction against him for obstructing justice.
However, the MLA, speaking to The Hindu, denied theallegation and said he has always sided with the victimsand would stand by them inthe future too.
Section 307The report also alleges laxaction by Bengaluru Ruraldistrict police and statedthey did not register a caseunder Section 307 of the Indian Penal Code for attemptto murder and that the FIRonly mentions 11 of over 50people who were part of theattack.
Ravi D. Channannavar, SP,Bengaluru Rural, said Section 307 had already beenadded to the FIR, and thoughthe FIR may have not namedall the 50, they will be identifi��ed and arrested “in duecourse of the probe,” he said.

The Bruhat Bengaluru Mahanagara Palike’s ambitiousLED street light project continues to be hindered by delays. The work on what wastouted as the “biggest streetlight project in the country”is yet to begin.
The delay is being attributed to the Model Code of Conduct that was in place aheadof the parliamentary elections in May this year.
Senior offi��cials in the civicbody told The Hindu thatwork order to replace thenearly 4.85 lakh sodium vapour lights with LED hadbeen issued to an agency inFebruary. The switch wouldhelp the civic body achieveenergy savings, that will translate into reduction in spending on electricity charges.
However, before the sodium vapour lights can be replaced, a baseline assessment of the existing lights isessential. “A chartered engi
neering fi��rm must be chosento take up this baseline assessment. We had fl��oatedtenders for the same. Fourvendors participated, ofwhom two were shortlisted.It has been sent to the Stategovernment for approval,”sources said.
Government approvalThe tenders for the baselineassessment amount toaround ₹��6 crore and workcan be taken up only after government approval. “Thefi��les pertaining to the shor
tlisted vendors were sent tothe State government arounda month ago. As soon as thegovernment accords approval, we will issue the work order to the select vendor totake up the survey immediately,” sources said.
“The timeline for the project is three years. By 2021,all the 4.85 lakh street lightswill be replaced with LED,”said the source, and addedthat the International Financial Corporation, a sister concern of the World Bank, wasthe transactional advisor forthe project, which was estimated at ₹��560 crore.
₹��12 crore a month The civic body spends ₹��12crore every month as electricity charges on streetlights. Once the sodium vapour lights are replaced, thepower bills may come downby at least ₹��4 crore. “It is awinwin for the BBMP, as wewill not be spending on capital investment and we will bepaying less towards electricity charges. The agency willrecover the capital investment from the energy savings and pay the rest to theBBMP,” an offi��cial said.

The Cybercrime police havearrested a man from Nelamangala for allegedly sharing a video link of the Kannada fi��lm Pailwaan on socialmedia on the day of its release. The fi��lm’s producerhad lodged a complaint alleging piracy.
Rakesh Virat had postedthe link on Facebook andshared it with two of hisfriends, allowing them todownload it. “He had alsoasked those interested inwatching it to send him a mes
sage and promised to sharethe link,” said the police, whohave seized his phone.
The police, however, arestill to probe the source ofthe link and how Rakesh gothold of it as he is not part ofthe fi��lm unit. The ditzymanner of the impeccablyclad Sonam Kapoor worksonly up to a point and becomes pesky whenstretched over two hours.Like her, the quirky tenorof the fi��lm also feels deliberate than organic and is irritating and clunky at that.The misunderstandingsbetween the lovers areplayed out the worst. brother, Angad Bedi as thecaptain’s rival or ManuRishi as the schemingboard member.
Despite the fi��lm being arickety ride and DulquerSalmaan not being utilisedto his best potential, theMalayalam star still endsup playing the most rounded role of the lot. He stealsthe show with his merepresence that is both intelligent and charming in abelievable, nonfi��lmi way.He gives the very few andfar between dreamy,mushy moments that are akey to ‘an opposites attract’ love story. Wishthere could be more ofthem here. The look hegives Zoya, suff��used withan amused aff��ection, wasenough to melt my geriatric, fossilised heart. Whatto say for the fresh andfl��edgling ones.
