DeJesus, Abina Gibson and Patrick Trentacost, to work five (5) days in August setting up systems

and activities for Climate & Culture, Parent Involvement and meeting the Social/Emotional needs of

Healyʹs students at a total cost to the district of $1,996.

will participate in various personal growth assignments and complete academic activities. The cost

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the purchase of zSpace Technology which combines elements of augmented and virtual reality to create lifelike learning experiences for students that are immersive and interactive. These experiences assist in the development of 21st Century skills and Career and Technical Education, which includes but is not limited to asking questions, gathering information, developing models, testing ideas, analyzing data, developing conclusions with an effective application of technology at a cost to the District of $117,031. BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve an afterschool program “Strengthening Families of Essex” on Wednesdays and Thursdays from 5-7pm beginning September 2019 and ending June 2020 at no cost to the district.

j. Bring A Family Member to Preschool Day – (Ms. Lofton-Simpson/Ms. Aquil)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Bring A Family Member to Preschool Event to be held at all district elementary schools that have at least one (1) preschool classroom, and at all contracted community providers and Head Start sites on 10/17/19 from 8-11am for a cost not to exceed $6,749.75.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the contract between the EOSD and the Essex Regional Educational Services Commission for the provision of Public School Home Instruction Services to students within the district at a cost of $52 per hour for each instructor during the 2019-2020 school year.

Services will be provided to the district at the annual cost of $26,780.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the collaboration between the EOBOE, the Division of Vocational Rehabilitation Services (DVRS) and Spectrum Works to provide pre-employment transition services (Pre-Ets) to classified students on the high school level at no cost to the district.

o. Onsite Smiles: A Mobile Dental Program – (Dr. Harvest/Mrs. Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the OnSite Smiles Dental Group to provide oral hygiene services to students attending EOSD schools at no cost to the district or parents. School visits will take place between 9/23/19 and 1/30/20.

p. Planning for Adult Life – Making Action Plans for Life (MAPs) – (Dr. Harvest/Mrs. Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the agreement between the EOBOE and the ARC of NJ to host the Planning for Adult Life – Making Action Plans for Life Program (MAPs) during the 2019-2020 school year. The program will service classified students at Tyson M/H School, Campus HS and STEM Academy. The program will be provided at no cost to the district.

q. Review and Approval of School Self-Assessment Ratings to Determine Grades Under the Anti-

Bullying Bill of Rights Act – (Dr. Harvest)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the submission of the school self-assessment ratings of each school to the NJDOE on or before October 31, 2019 at no cost to the district.

r. Summer Employment – Mr. Lawrence Bender, Safety, Culture & Climate Specialist – (Dr. West)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the hiring of Mr. Lawrence Bender, our Safety, Culture & Climate Specialist, for summer employment to work on school safety & security update walk throughs with Mr. Hakim Sims, the district’s new security supervisor for no more than 4 days (7 hours a day) at a cost not to exceed $930.16.


s. Fiscal Year 2020 “Every Student Succeeds Act” Consolidated Application – (Dr. Harvest/Ms.

Champagne) BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approve the submission of and the acceptance upon subsequent approval of the Fiscal Year 2020 Every Student Succeeds Act (ESSA) Consolidated Application in the amount of $6,487,333. The project period is July 1, 2019 to September 30, 2020.

t. Girls Who Code District Partnership - (Ms. Champagne/Ms. Fraser/Ms. Salomon)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the EOSD to become a community partner with the Girls Who Code Club program and apply for grant opportunities and receive grant awards at no cost to the district.

u. ACE Mentorship Program – (Ms. Champagne/Ms. Fraser)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Pennoni Associates, Inc. to be an advisor for up to 25 students in grades 10-12 from STEM Academy and Campus High School for the ACE Mentorship Program from October 2019 – June 2020 at a total cost of $13,682.50 to include student busing ($10,270) and the hiring of two (2) staff members to monitor once per week ($3,412.50 – one primary monitor and one substitute monitor). Students will be picked up from STEM Academy every Wednesday beginning at 2:45pm and bused to Pennoni Associates located at 24 Commerce Street – Newark, NJ or NJIT Campus located at 323 Dr. Martin Luther King, Jr Blvd. – Newark, NJ. All students will be dropped back off at a centralized location (STEM Academy) by 6:30pm. x. Instructional Leadership Team-Summer ASP Planning Days – (Dr. Burton) BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approve Truth Middle School’s Leadership Team, Dr. Burton, Ms. Washington, Dr. Richardson, Ms. Magro, Ms. Mebarez, Ms. White, Mr. Zatorski, (pending Board approval), Ms. Smith and C&C Coach (pending Board approval), to assist administration in analyzing data to better equip our teachers and develop specific programs, interventions, and activities needed to increase overall student achievement and improve the culture and climate (to work in August), at a total cost to the district of $12,669.

y. Truth Middle School’s Sixth Grade Social – (Dr. Burton) BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approve the staging of the 6th Grade Social at Truth Middle School on 6/17/20 from 11:30am-2:00pm at no cost to the district.

z. Young Men of Excellence – (Mr. Hamilton)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Young Men of Excellence mentoring program to provide youth development and character education to young men grades 5-8 and it will meet on the 2nd and 4th Tuesday of every month at Houston Academy from October 2019 to May 2020 from 2:55pm-3:55pm with a cost to the district not to exceed $1,000. The cost will be for one teacher leader (16 sessions per teacher per school year = 1 hour each session, twice a month from 10/2019-5/2020) and one teacher assistant (16 sessions = 1 hour each session, twice a month from 10/2019-5/2020) to lead the club.


aa. Girls Who Code Club – (Mr. Hamilton) BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approve Sharon Johnson to teach and supervise the Girls Who Code Club at Houston Academy on Tuesday and Thursday for up to 70 sessions from October 22, 2019 to June 4, 2020 from 2:55pm-3:55pm with a cost to the district not to exceed $2,450.



bb. School Climate Transformation Project Workshops – (Mr. Hamilton) BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approve Houston Staff to attend School Climate Transformation Project (SCTP) trainings, meetings, school visits, workshops including, but not limited to, the requirements set forth in the program during the 2019-2020 school year at no cost to the district.

WHEREAS, N.J.S.A. 18A:19.3 and N.J.S.A. 18A:19-4 authorizes the Interim School Business Administrator/Board Secretary to make payments between board meetings for all claims that have been duly audited; and WHEREAS, the Interim School Business Administrator/Board Secretary has reviewed the documentation supporting the attached list of bills; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, ratifies the payment of bills on the attached lists totaling $3,957,178.88. b. List of Bills WHEREAS, N.J.S.A. 18A:19.1 and N.J.S.A. 18:6-31 provides for the Board of Education to authorize

the payment of bills; and WHEREAS, the Interim School Business Administrator/Board Secretary has reviewed the

documentation supporting the attached list of bills; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, authorizes and approves the payment of bills on the attached lists for the Tuesday, August 13, 2019 board meeting in the amount of

$4,470,845.74 (Attachment 3-b) c. Appropriation Transfers

WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and WHEREAS, Board of Education Policy #6422 delineates the process for transfer of funds between line items; and WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, does ratify the transfers approved by the Superintendent of Schools. d. T-1 Request for Taxes from the City of East Orange

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District to requisition Tax-Levy monies from the municipality in an amount estimated to represent the balance of its projected cash flow needs; and WHEREAS, the Interim Secretary of the Board has determined this amount to be $1,862,022.83 for the month of August 2019;

e. Request of T-2 Debt Service Taxes from the City of East Orange WHEREAS, N.J.S.A. 54:4-75 and 76 provides for a board of education in a Type I School District to

requisition Debt Service monies from the municipality in an amount deducted from the Equalization Aid for the Qualified School Bonds; and

WHEREAS, the Interim Secretary of the Board has determined this amount to be $941,832.00 for

August 1, 2019.

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, authorize and directs the Interim Board Secretary to execute and serve the T-2 Debt Service monies from the City of East Orange in the amount of $941,832.00 (Attachment 3-e)

f. A-148 Secretary’s Report

WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Interim Secretary of the Board of Education shall

report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and

WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

q. Donation from East Orange YMCA – Houston Academy

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves Houston Academy to accept donations from East Orange YMCS on 100 Arlington Avenue in East Orange, NJ 07017 at no cost to the district. The donation includes, but is not limited to 4-6 planter boxes, soil, labor, plants, hydroponic towers, paint and training for middle school Science teachers. (Attachment 3-r)

r. Recommendation to Exceed the Awarded Contract Amount for Legal Services

WHEREAS, on May 16, 2018, the East Orange Board of Education awarded contract to Scaranci & Hollenbeck, LLC for legal services for the 2018-2019 fiscal year in an amount not to exceed $100,000.00; WHEREAS, on April 9, 2019, the board approved an increase as a result of additional legal services required. The School Business Administrator projected the spending for the balance of the year to be an additional $80,000.00 increasing the original contract to $180,000.00; and WHEREAS, the amount of $180,000 has been exhausted and the district still has additional outstanding invoices for the year 2018-2019 in the amount of $45,000.00; and WHEREAS, the additional funds will be charged to account# 19.11.000.230.331.028.020.4334 (Legal Services); NOW, THEREFORE, BE IT RESOLVED, that the Board of Education approve the increase of the contract amount for Scarinci & Hollenbeck, LLC by an additional $45,000.00 from the amount of $180,000.00 to a revised amount not to exceed $225,000.00.
