and  community  activists  to  provide motivational  speeches  related  to  anti‐bullying  prevention,  5 

major  keys  to  success  presentation  (bullying,  academic  excellence,  achieving  goals)  youth 

empowerment show (celebrity guest panel) during the week of respect during the 2019‐2020 school 

year at the Hart Complex at a cost of $5,000.

and develop innovative STEAM and NJSLA activities for the Cougar After School Program at a total

d. Improving Culture & Climate to Increase Student Achievement - Summer five (5) days - (Dr.

Walker)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve  Healy  Middle  Schoolʹs  Climate  &  Culture  Team,  Larisha 

DeJesus, Abina Gibson and Patrick Trentacost, to work five (5) days  in August setting up systems 

and activities for Climate & Culture, Parent Involvement and meeting the Social/Emotional needs of 

Healyʹs students at a total cost to the district of $1,996. 

 BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. e. Instructional Leadership Team - Summer Six (6) Days – (Dr. Walker)

Allen, Ms. Snipes, Ms. Duval (pending Board approval), to work six (6) days in August to analyze 

data to better equip our teachers and devise specific programs, interventions, and activities needed 

to enhance student achievement at a total cost to the district of $3,660. 

 BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. f. In-School Suspension/Saturday Detention/After School Detention – (Dr. Walker)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve  In‐School  Suspension, After  School  and  Saturday Detention programs that can be used in lieu of off‐campus suspensions for the 2019‐2020 school year.  Students 

will participate in various personal growth assignments and complete academic activities.  The cost 

to the district will be $4,135.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the purchase of zSpace Technology which combines elements of augmented and virtual reality to create lifelike learning experiences for students that are immersive and interactive. These experiences assist in the development of 21st Century skills and Career and Technical Education, which includes but is not limited to asking questions, gathering information, developing models, testing ideas, analyzing data, developing conclusions with an effective application of technology at a cost to the District of $117,031. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. h. NY Sun Works – Green House Project – STEM – (Dr. Stallings)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve a partnership with STEM Academy and NY Sun Works a 501c3 organization that builds innovative Science Labs in urban schools at a cost not to exceed $40,000. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. i. Strengthening Families of Essex – SFOE – (Dr. Stallings)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve an afterschool program “Strengthening Families of Essex” on Wednesdays and Thursdays from 5-7pm beginning September 2019 and ending June 2020 at no cost to the district.

j. Bring A Family Member to Preschool Day – (Ms. Lofton-Simpson/Ms. Aquil)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Bring A Family Member to Preschool Event to be held at all district elementary schools that have at least one (1) preschool classroom, and at all contracted community providers and Head Start sites on 10/17/19 from 8-11am for a cost not to exceed $6,749.75.

Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the proposal from Teaching Strategies (TS) for the professional development and training to preschool teachers, teacher assistants and early childhood staff for TS GOLD online, a performance-based assessment tool for preschool classrooms for the 2019-2020 SY for one session on 9/3/19 at a total cost that will not exceed $16,500. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. l. Public School Home Instruction - (Dr. Harvest/Mrs. Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the contract between the EOSD and the Essex Regional Educational Services Commission for the provision of Public School Home Instruction Services to students within the district at a cost of $52 per hour for each instructor during the 2019-2020 school year.

m. EasyIEP Annual License - (Dr. Harvest/Mrs. Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the continuation of the license agreement with the Public Consultant Group, Inc. for access to EasyIEP program services. Services will be provided to the district at the annual cost of $26,780.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. n. Pre-Employment Transition Services Pre-ETS: Spectrum Works – (Dr. Harvest/Mrs. Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the collaboration between the EOBOE, the Division of Vocational Rehabilitation Services (DVRS) and Spectrum Works to provide pre-employment transition services (Pre-Ets) to classified students on the high school level at no cost to the district.

o. Onsite Smiles: A Mobile Dental Program – (Dr. Harvest/Mrs. Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the OnSite Smiles Dental Group to provide oral hygiene services to students attending EOSD schools at no cost to the district or parents. School visits will take place between 9/23/19 and 1/30/20.

p. Planning for Adult Life – Making Action Plans for Life (MAPs) – (Dr. Harvest/Mrs. Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the agreement between the EOBOE and the ARC of NJ to host the Planning for Adult Life – Making Action Plans for Life Program (MAPs) during the 2019-2020 school year. The program will service classified students at Tyson M/H School, Campus HS and STEM Academy. The program will be provided at no cost to the district.

q. Review and Approval of School Self-Assessment Ratings to Determine Grades Under the Anti-

Bullying Bill of Rights Act – (Dr. Harvest)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the submission of the school self-assessment ratings of each school to the NJDOE on or before October 31, 2019 at no cost to the district.

r. Summer Employment – Mr. Lawrence Bender, Safety, Culture & Climate Specialist – (Dr. West)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the hiring of Mr. Lawrence Bender, our Safety, Culture & Climate Specialist, for summer employment to work on school safety & security update walk throughs with Mr. Hakim Sims, the district’s new security supervisor for no more than 4 days (7 hours a day) at a cost not to exceed $930.16.

documentation supporting the attached list of bills; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, authorizes and approves the payment of bills on the attached lists for the Tuesday, August 13, 2019 board meeting in the amount of

$4,470,845.74 (Attachment 3-b) c. Appropriation Transfers

WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and WHEREAS, Board of Education Policy #6422 delineates the process for transfer of funds between line items; and WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, does ratify the transfers approved by the Superintendent of Schools. d. T-1 Request for Taxes from the City of East Orange

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District to requisition Tax-Levy monies from the municipality in an amount estimated to represent the balance of its projected cash flow needs; and WHEREAS, the Interim Secretary of the Board has determined this amount to be $1,862,022.83 for the month of August 2019;

recommendation of the Superintendent of Schools, authorize and direct the Interim Board Secretary to execute and serve the T-1 Request for Tax-Levy monies from the City of East Orange. (Attachment 3-d)

e. Request of T-2 Debt Service Taxes from the City of East Orange WHEREAS, N.J.S.A. 54:4-75 and 76 provides for a board of education in a Type I School District to

requisition Debt Service monies from the municipality in an amount deducted from the Equalization Aid for the Qualified School Bonds; and

WHEREAS, the Interim Secretary of the Board has determined this amount to be $941,832.00 for

August 1, 2019.

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, authorize and directs the Interim Board Secretary to execute and serve the T-2 Debt Service monies from the City of East Orange in the amount of $941,832.00 (Attachment 3-e)

f. A-148 Secretary’s Report

WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Interim Secretary of the Board of Education shall

report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and

WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, accept and adopt the A-148 and for it to become part of the official minutes of this meeting: (Attachment 3-f)

WHEREAS, pursuant to N.J.S.A. 18-A:17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and

WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, for the periods ending May 31, 2019 and June 30, 2019 upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting: (Attachment 3-g)

h. Budgetary Major Account/Fund Status Certificate

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, and pursuant to N.J.A.C. 6A:23-2.12(c)4, certify that, after a review of the Secretary’s Reports, and the A-149 Treasurer’s Reports, and upon consultation with appropriate district officials, to the best of the Board of Education’s knowledge, no major account or fund has been over expended in violation of N.J.A.C.6A:23-2.12(b) and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. WHEREAS, the responses were reviewed by the Purchasing Agent and resulted in a recommendation to award the contract to American Asphalt & Milling Services for the 2017-2018 SY in accordance with their low bid; and

WHEREAS, the original bid invitation included a written statement with regard to the East Orange School District’s option to extend the bid contract in accordance with 18A:18A-42, and;

WHEREAS, funds will be available from account line: (20.11.000.262.420.018.070.4441)

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, awards an extension of contract to American Asphalt & Milling Services LLC for year #3 (Regular and Holiday time) for Bid No. 2315, Snow Plowing Services, to the East Orange School District. Effective for the 2019-2020 Snow Season (November 2019 through April 2020) in accordance with their low bid.

q. Donation from East Orange YMCA – Houston Academy

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves Houston Academy to accept donations from East Orange YMCS on 100 Arlington Avenue in East Orange, NJ 07017 at no cost to the district. The donation includes, but is not limited to 4-6 planter boxes, soil, labor, plants, hydroponic towers, paint and training for middle school Science teachers. (Attachment 3-r)

r. Recommendation to Exceed the Awarded Contract Amount for Legal Services

WHEREAS, on May 16, 2018, the East Orange Board of Education awarded contract to Scaranci & Hollenbeck, LLC for legal services for the 2018-2019 fiscal year in an amount not to exceed $100,000.00; WHEREAS, on April 9, 2019, the board approved an increase as a result of additional legal services required. The School Business Administrator projected the spending for the balance of the year to be an additional $80,000.00 increasing the original contract to $180,000.00; and WHEREAS, the amount of $180,000 has been exhausted and the district still has additional outstanding invoices for the year 2018-2019 in the amount of $45,000.00; and WHEREAS, the additional funds will be charged to account# 19.11.000.230.331.028.020.4334 (Legal Services); NOW, THEREFORE, BE IT RESOLVED, that the Board of Education approve the increase of the contract amount for Scarinci & Hollenbeck, LLC by an additional $45,000.00 from the amount of $180,000.00 to a revised amount not to exceed $225,000.00.

1. Matthew J. Morahan, III: Health Assessment Center for Athletes Student- Athlete Workshop and

Cardiac and Concussion Screenings – Cont’d Assessment Center for Athlete at Barnabas Health and the Children’s Hospital of New Jersey at

Newark Beth Israel Medical Center to provide an educational workshop (date TBD) and to conduct community screenings from August 14 2019 – June 26, 2019, to the target audience of student-athletes. Services will be provided at no cost to the district or families.

2. EOCHS Football Training Camp BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the East Orange Campus High School Football team, Head Coach Rae Oliver, Assistant Coaches, Eric Palmer, Brian LaSure, Willie Miller, Reggie Johnson, Tony Page and Mustafa Hooten to administer East Orange Football Training Camp from August 12, 2019 to August 16, 2019. Student-athletes will report to training camp for the preparation of the 2019-20 Football Season. East Orange High School Student-athlete will receive breakfast, lunch and dinner. Coach-athlete interactions for teambuilding, athletic training such as conditioning, strength training and endurance, and review of last season’s accomplishments and errors. A cost to the district not to exceed $7,700.

3. Fall, Winter and Spring Sports 2019-20 BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves East Orange Campus Athletic Programs: Football, Fall and Winter Cheerleaders, Wrestling, Softball, Baseball, Tennis, Girls and Boys Cross Country, Girls and Boys Indoor Track to travel and participate in all of the 2019-2020 Fall, Winter and Spring Seasons, SEC Conference games as well as non-conference games. We are also asking permission to travel and participate in Essex County and State Champion Tournaments, Competitions, Invitational(s), Showcases, State sponsored Track Meets, Holiday Classic, Tournament Championship Playoff Games, Parades and community events. Out of State Invitational(s), Penn Relays, overnight tournaments to be determined at a cost to the District not to exceed $150,000.00.

Preschool Contract for the East Orange Early Childhood Collaborative Agency – Head Start 2019-2020School Year BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, tentatively approve the Preschool Education Program Budget and Contract between the East Orange Board of Education and East Orange Child Development Corporation-Head Start pending the resolution of teacher evaluation at the Head Start sites for the 2019-2020 school year, in an amount not to exceed $1,619,294.00.

XII. ADJOURNMENT Ms. Tucker read the following notice:

The East Orange Board of Education will hold its next REGULARLY SCHEDULED PUBLIC MEETING Tuesday, September 10, 2019, at 6:00 p.m. in Conference Room A of the Administrative Offices, 199 Fourth Avenue, East Orange, NJ. The Board of Education will retire to Executive Session after “Comments from the Public” in which they will discuss matters pertaining to negotiations, personnel and/or litigation. The Board will resume the regular public meeting at or about 8:00 p.m.; immediately following the Executive Session.
