BOARD WORK SESSION ~ 5:00 PM A. Board Goals: Using “The Focus Framework” template from OSBA – Board Chair Wolf ~ 5:04 PM Board Chair Wolf shared that this item’s purpose will develop the Board goals. Director Bowman joined the meeting via telephone at 5:10 PM. Board Chair Wolf and Board Vice Chair Fox provided sample “Role of the Board Discussion Tool” goal worksheets that they have developed, their samples are found in the 8/26/2019 agenda. The Board discussed their goal needs and what goals they may want to development. There was discussion regarding Board Goals to: Set clear expectations; Learning together as a Board; Create conditions for success; Hold the system accountable; Build public will; Goal measurements and the importance of the measurements; Academic Return on Investment (AROI) measurements; Budget; Negotiations; Policy on Hate Speech; and Equity. Board Chair Wolf and Vice Chair Fox will work to develop the Board Goals and will bring back for further discussion at the September 23 rd Board meeting. I. BOARD WORK SESSION ~ 5:00 PM

A. Board Goals: Using “The Focus Framework” template from OSBA – Board Chair Wolf ~ 5:04 PM Board Chair Wolf shared that this item’s purpose will develop the Board goals. Director Bowman joined the meeting via telephone at 5:10 PM. Board Chair Wolf and Board Vice Chair Fox provided sample “Role of the Board Discussion Tool” goal worksheets that they have developed, their samples are found in the 8/26/2019 agenda. II. BOARD MEETING REGULAR SESSION ~ 6:30 P.M.

A. CALL TO ORDER ~ 6:30 PM Board Chair Wolf convened the regular Board meeting of the Tigard-Tualatin School District Board of Directors to order at 6:30 PM at the Hibbard Administration Building, 6960 SW Sandburg St., Tigard, OR 97223. She shared that the Board held a Work Session, at 5:00 PM, prior to this regular Board meeting regarding the development of the 2019-20 Board Goals. III. APPROVAL OF THE AGENDA ~ 6:31PM Board Chair Wolf asked Superintendent Rieke-Smith if there are any changes to the agenda. Superintendent Rieke-Smith noted one additional good news and recognition item added to the agenda. A. Consent Agenda ~ 6:35 PM Board Chair Wolf shared that the consent agenda consists of the June 10, 2019 TTSD Board Work Session & Regular Meeting Minutes; July 15, 2019 TTSD Board 2019-20 Organizational Meeting Minutes; and August 12, 2019 TTSD Board Regular Meeting Minutes, Human Resources Report/Personnel Action, Preliminary June & July TTSD Financial Report and June 30, 2019 MITCH Financial Report (modified item), June 30, 2019 Bond Financial Report, and Second Reading: Board Policies Section I and she asked if any Board member wanted to remove any items from the Consent Agenda. There were no changes to the Consent Agenda. Board Chair Wolf asked for a MOTION to approve the agenda as presented. Director Fox made a MOTION to approve the Agenda including the Consent Agenda that consists of the June 10, 2019 TTSD Board Work Session & Regular Meeting Minutes; July 15, 2019 TTSD Board 2019-20 Organizational Meeting Minutes; and August 12, 2019 TTSD Board Regular Meeting Minutes, Human Resources Report/Personnel Action, Preliminary June & July Financial Report, and June 30, 2019 MITCH Financial Report (modified item), June 30, 2019 Bond Financial Report, and Second Reading: Board Policies Section I, as modified. Director Zurschmeide seconded the MOTION. There was no discussion. The MOTION carried unanimously, 5-0. The MOTION passed. IV. RECOGNITION & GOOD NEWS ~ 6:34 PM A. Back Pack Program and School Supplies and Theda Pansevicius – Lisa Burton ~ 6:34 PM Community Relations Specialist, Lisa Burton, and Community Relations Coordinator, Holly Warner introduced Theda Pansevicius, retired TTSD Assessment Assistant. Ms. Warner shared that tonight we honor Theda for more than 20 years of dedicated service to Tigard-Tualatin students. Theda retired last June and she has committed to continue to lead the backpack program that she started and has grown over the years. Theda created a modest school supply drive and backpack program. Over the years, she has engaged staff members, local businesses, community and faith partners, friends and family in this project that today, thanks to her tireless efforts and will, provides over 600 backpacks to deserving students across our district each year. Theda is responsible for providing approximately 10,000 backpacks and supplies to TTSD students over the years. All yearlong people are buying backpacks and school supplies and saving them for Theda. Supply collections take place throughout the community thanks to her relationships and how she has engaged the community in serving the needs of our students. Thanks Theda, for all that you do for the students of TTSD! Additional Recognition & Good News Item: B. IT Department Super Stars – Traci Rose and Susan Barnard ~ 6:37 PM Lisa Burton introduced Susan Barnard, IT Director, who introduced some of her IT Superstars, including: from the TTSD IT Department: Sumner Robinson, and Lauren Walker, who have been responsible for configuring and installing network equipment at TuHS, THS, Templeton, Creekside Community HS, Byrom, Mary Woodward and Durham ES. Once this equipment was installed, the process of activating the 1000s of data ports used by our phones, speakers, clocks, cameras, HVAC, & security systems etc. She shared that we have so many more devices running on our network that we are really seeing the impact of this with these construction projects.

Sumner and Lauren’s flexibility and adaptability to ebb and flow with the construction schedules, along with amazing efficiency deserves special recognition. Director Barnard also introduced the following high school technicians: Tigard HS: Aaron Leininger, Computer Technician, and Mark Rodriguez, HS Help Desk Specialist, and from Tualatin HS: Sergey Bas, Computer Technician, and Thor Kuhn, HS Help Desk Specialist. Director Barnard shared that these Superstars have been working tirelessly to distribute 1:1 Chromebooks to 2,000 students at each of our two high schools last week. She shared that there were 1,813 active students checked out with Chromebooks at Tigard HS and 1,962 active students checked out with Chromebooks at Tualatin HS. Creekside Community HS will receive their Chromebooks next week. She noted that Aaron, Mark, Sergey and Thor were all so positive and collaborative in the process, visiting each other’s schools to assist ant work together to pull this off. She appreciates their talents and their hard work. V. STUDENT REPRESENTATIVE REPORTS ~ 6:50 PM Serma John, Creekside Community HS Student Representative, shared that last Thursday, 8/29 held ribbon cutting at Creekside Community HS, a lot of students, parents, and staff attended. It is a beautiful facility. Teddy Fronczak, Tualatin HS Student Representative, shared that last week was back to school registration. It was very smooth. He attended Pack Leader training, for Jr’s & Sr’s to welcome all Freshman on the first day on September 3rd. He stated that there is a lot going on at TuHS.

VI. SUPERINTENDENT & BOARD COMMUNICATION ~ 6:57 PM Dr. Sue Rieke-Smith, Superintendent shared information regarding: • Kudos to Leadership Team

o Directors Barnard and Barnard have been pulling wire and placing furniture and making sure facilities are ready to go. The old Script office now houses all TOSA’s, along with, Tim Blackburn, Susan Salkield, Brian Bain, Scott Burich, and Kristina Kurtz. Also, a lot of work at TuHS.

• There will be a ribbon cutting ceremony at Tigard HS on Thursday, August 29th; • There will be a ribbon cutting ceremony at Templeton ES on Tuesday, September 3rd; • First days of schools are:

o September 3rd for grades 1st – 6th and 9th at all schools except Templeton ES & Twality MS o September 4th for grades 7th & 8th and 10th – 12th at all schools but Templeton ES & Twality MS o September 4th for grades 1st – 5th at Templeton ES, and 6th grade only at Twality MS o September 5th for grades 7th & 8th at Twality MS o September 9th for Kindergarten at all schools except Templeton ES o September 10th for Kindergarten at Templeton ES

• Empathy listening sessions will be held at the September 9th and September 23rd Board Work Sessions starting at 4:30 PM

• Director Kinch, hosted a scavenger hunt for all TOSA’s, today in the Administration Office. It was an excellent team building event.

Board members shared: • Distributed Community Action report on Washington County Issues of Poverty 2019 • Appreciated the tour of Tualatin HS, and Templeton ES. Both are really nice and the team has done an

amazing job. • Some are looking forward to the tour of TuHS, tomorrow • Creekside Community HS is an amazing building, it is beautiful and the ribbon cutting was really nice • Attended the National School Boards Association Conference in Chicago • Working to meet the needs of the TuHS School Based Health Center (SBHC) • Attended a Candlelight vigil at ARES for student who passed away this summer and all were challenged to

perform an act of kindness in the student’s honor.

VII. PUBLIC COMMENT ~ 7:09 PM Chair Wolf shared the public comment participation process noting that each person will have 3 minutes to share their comments with the Board. She stated that speakers may offer objective criticism to the District operations or programs but the Board will not hear complaints concerning specific personnel. There was no public comment VIII. REPORTS & DISCUSSION ~ 7:10 PM 1. First Reading Board Policies – Section I – Debbie Ebert ~ 7:10 PM Debbie Ebert, Human Resources Director, and David Moore, CFO, reviewed the Section I Board Policies found in the agenda, in detail. There was discussion regarding these Board Policies. These Board Policies will be brought to the September 9th meeting for second reading. 2. Enrollment Update – Debbie Ebert ~ 7:45 PM Debbie Ebert, Human Resources Director, shared information found in the agenda, and this presentation compared the District’s enrollment forecast, that was prepared by the Population Research Center of Portland State University for October 1, 2018 to the actual District enrollment as of August 22, 2019. For comparison purposes, the summary also includes historic enrollment information.

3. Final Draft Superintendent Goals – Dr. Sue Rieke-Smith ~ 7:55 PM Superintendent Rieke-Smith, shared information regarding her 2019-20 Superintendent Goals, found attached to these minutes along with a Student Investment Account (SIA) Planning Guide for the 2019-20 School Year. She reviewed her goals, including:

Goal Area #1: Strategic Plan – Equity of Student Outcome, and Goal Area #2: Operations She noted the “Implementation Data” especially pointing out the dates that she will provide information to the Board. She is looking to close the achievement gap and feels these goals will help to get TTSD closer to doing that. There was additional discussion regarding the implementation data, outcomes, balancing the needs of students, and staff. She reviewed the SIA Planning Guide, provided by ODE. Dr. Sue reviewed the schedule for outcomes. The Board is pleased with the Superintendent’s Goals. IX. ACTION ITEMS ~ 8:11 PM A. Resolution 1920-03: Acquisition of Real Property - David Moore ~ 8:11 PM David Moore, CFO, shared that Resolution 1920-03 authorizes the Superintendent to negotiate the purchase of certain property adjacent to the 20-acre site for Art Rutkin Elementary and/or institute eminent domain proceedings to acquire the property. The District is required to extend River Terrace Boulevard (half-street improvements) from the north to the Art Rutkin property and then along the western boundary of the property in order to serve the new school. Extending from the north requires the District to cross the western portion of intervening property of the landowners to the north. Approximately 15,556 square feet of the adjacent landowner’s property is needed to extend River Terrace Boulevard from the north. Director Zurschmeide made a MOTION that the Tigard-Tualatin School Board adopt Resolution 1920-03, to authorize Acquisition of Real Property, as presented. Director Fox seconded the MOTION. Chair Wolf asked for discussion. There was appreciation shared that the District had attempted to work with the landowner to no avail. The MOTION carried unanimously, 5-0. The MOTION passed.
