APPENDIX G – Protest Resolution Procedure

The procedures for protest are different during the rounds and the finals. The National Technical Delegate holds official event authority to resolve issues and make determinations on protests involving FIVB Official Rules of the Game 2015-2016 occurring during the matches. Procedure for Round#1 to Round #7:

Post-Match Protest: (No one the spot protest.) Procedures for Finals:

Post-Match Protest

On the Spot Protest

1. PROCEDURE FOR PROTEST FOLLOWING A MATCH

A protest must be made pursuant to Rule 5.1.2.1. This means that the game captain must protest at the time the issue occurs during the match. The scorer will record the team protesting, the set and score at the time. The match will then continue. 1.1 All protests concerning the result of a match must be presented in writing to the 1st referee and the Hosting Committee Chairperson before signing the scoresheet and no later than 10 minutes after the end of the match.

1.2 Once the scoresheet is checked and signed by all relevant participants without protest, no further team protest on technical aspects can be accepted, e.g. 7 substitutions, scorer’s error, referees’ error, etc.

1.3 Such protest must be accompanied by a $300 administration fee. Protests will be resolved by the AVL Control Committee within one hour of the completion of match. If the protest is upheld, $250 of the submission fee will be returned to the protester.

1.4 The 1st referee and Hosting Committee Chairperson must pass the protest on to the NTD with a written report within 10 minutes from the reception of the protest.

1.5 The CEM and the NTD must convene to consider the complaint within 30 minutes after the presentation of the complaint and render its verdict.

1.6 The NTD may call the team captains involved in the case and their representatives to give testimony.

2. VERDICT

2.1 The verdict is final and must be made within 40 minutes from the payment of the deposit.

2.2 The NTD must communicate in written form its verdict without delay to the interested parties.

2.3 If the protest is upheld, the result may vary from replaying one set (if the issue arises in the last set) to replaying the whole match (time permitting). 2. PROCEDURE FOR ON THE SPOT PROTEST (FINALS ONLY) The captain, through the match officials, can protest at any moment of a match, when the ball is “out of play” immediately they notice an improper situation or decision not in accordance with the FIVB Official Volleyball Rules 2015-2016, AVL amendments and regulations. Such cases must refer to:

a) An improper decision by the referee, who did not apply or interpret the rules in accordance with the FIVB Official Rules of the Game 2015-2016 and the AVL Amendments and Regulations.

Page 24: AUSTRALIAN VOLLEYBALL LEAGUE · Australian Volleyball League - League Regulations 2015 Page 2 Contents PRIMARY ROLES & RESPONSIBILITIES ..... 4

Australian Volleyball League - League Regulations 2015 Page 24

The NTD will resolve the protest.

In the case of a protest concerning a referee’s decision, the NTD listens to the first referee who

makes a report on the well-founded reasons for the decision concerning the application of the rules.

According to the rules, the Technical NTD decides to:

• reject the protest, or

• accept the protest and overrule the referee’s decision.

If the case is not covered in the rules, the NTD takes the decision after listening to

all the available information.

To resume the game:

The decision is communicated to the referees, scorers, coaches, captains and to the announcer, who informs the spectators.

If the complaint has been rejected, the game is resumed after having applied the referee’s decision or with the same positions and same score.

If the complaint is accepted, the decision of the referee is overruled. The game is resumed with the new positions and/or new score.

If the team does not agree with the decision of the NTD they must present in writing their reasoning and concerns to the Competition & Events Manager, within one hour of the completion of the match concerned for consideration by the AVL Control Committee. The AVL Control Committee will consider an application within two hours of the completion of the match. The AVL Control Committee decision will be final.
