GENERAL DISPOSITION AUTHORITIES FOR AUXILIARY OFFICE CASE FILES, 1991-0ctober 15, 1995

Pre-Universal Case File Numbers (UCFNs):

Prior to 1991, files opened at FBIHQ (HQ) and in field offices were assigned two or more different file numbers. The Headquarters file number was known as the Bureau File Number. Additional file numbers were assigned depending on the number of Auxiliary Offices (AOs) involved in the investigation. These numbers consisted of a classification and case number in a sequential numbering pattern for each classification within a field office, legal attache (legat), or HQ.

Universal Case File Numbers (UCFNs) and Office of Origin (00):

The Universal Case File Number (UCFN) was implemented so that each office working the same investigation would refer to the investigation through the use of one file number. The office initiating the investigation, or the Office of Origin (00), generates a unique file number. This number consists of a classification, an 00 designator, and a unique case number used to identify the investigation. The classification is an internal code number denoting the type of Federal offense within the FBl's jurisdiction, and the 00 is the two character designator signifying the Division initiating the investigation based on the geographical location of the alleged violation. The unique case number is a sequential number generated by the 00. The initiating office is generally the 00, and offices outside the geographical location assisting in the investigation are considered AOs.

Regardless of whether the number was pre-UCFN or UCFN, the AO would conduct their investigation and send information/results back to the 00. However, under pre-UCFN, original documentation, such as interview notes, 1As, lab reports, and FD-302s were maintained in the AO's file.

In UCFN, communications were prepared in an AO, and the original document was sent to the 00. Internal memoranda were filed in the AO file because they were TO the office FROM the office. Internal AO mem·os were never sent to the 00 because any information that was deemed necessary to the investigation was sent to the 00 by airtel or letter.

GENERAL DISPOSITION AUTHORITIES FOR OFFICE OF ORIGIN CASE FILES, October 16, 1995-0ngoing

The Automated Case Support (ACS) system was implemented on October 16, 1995, in all field offices, legats, and at FBIHQ. With the implementation of ACS, all cases are worked out of a single, universal case file. The Office of Origin (00) opens a case and then sets leads to itself and other divisions, as needed. The divisions receiving the leads are referred to as Lead Offices (LOs), not Auxiliary Offices (AOs) as in the past. The LO works from the same universal case file as the 00. ACS supports the universal serial concept wherein only the creating office serializes a document, providing single source entry of serials. All original serials are maintained in the OO's case file. LOs forward original documents to the 00.

(1) Policy Files: Policy and procedural documentation regarding the FBl's administration of investigations conducted under individual violations or classifications.

PERMANENT: Offer to NARA in 10 year blocks when 25 years old.

(2) Exceptional Case Files: These case files document the FBl's investigation of a significant individual, event or organization; or evidence of a precedent-setting program; or in some other way constitute a landmark case. Representatives of the Archivist of the United States have identified a large number of Exceptional Case Files. In addition, historians, social scientists, and other experts outside the Federal Government have recommended a number of potential Exceptional Case Files. Any case file that meets one (1) or more of the following five (5) general criteria will supplement this list of specific Exceptional Case Files. It is emphasized that imposition of any of the five (5) general criteria should not require a page-by-page review but should be imposed relatively easily and without a great amount of research. Moreover, the general criteria should not be applied in those case file classifications where all case files are already scheduled for PERMANENT retention.

disposal because continued maintenance would conflict with

provisions of the Privacy Act of 1974 [Title 5, United States Code,

Section 552a, Sub Serials (e) (1), (e) (5), and (e) (7)]

(a) Case Files authorized for eventual destruction in accordance

with the provisions of a NARA-approved disposition schedule.
