Historical Background
Even before the Spaniards came, the barangay have their own traditions, customs and culture. The residents depend on the bountiful resources of their place as their main source of livelihood. Hunting of wild animals and farming are the main source of their livelihood. The place is often visited by strong winds which is called lambiyong in the local term.
Thus the barangay was named Biyong after some time. Biyong came from the native term “lambiyong”, meaning whirlwind. Biyong is a land below Igang Mountain. During foul weather, the wind tends to form into a whirlwind, which usually destroys houses and crops. In the course of time “lambiyong” shortened to “Biyong”.

Geographic Location
Biyong is bounded by Barangay Mapiña in North, Barangay Igang in South, Barangay Malinta in East and Municipality of Baleno in West.
Land Area
Barangay Biyong has a total land
area of 1,100.6242 hectares representing 5.86% of the total land area of the City of 18,789.23 hectares. Of the total land area 29% belongs to government and almost 67% of the land area is generally used for agricultural purposes. Barangay Biyong is an upland barangay which is composed of 7 puroks.

Political Subdivision
Biyong is an upland barangay divided into 5 puroks namely Pinya as Purok 1, Purok 2 Kaimito, Purok 3 Sampaloc, Purok 4 Mangga and Purok 5 The puroks are named after fruits which are abundant in the barangay.
Natural Characteristics: (Physiography and Slope)
The general terrain of the barangay presents a surface configuration of undulating to gently rolling slopes and from hilly to mountainous. Most of the areas of the barangay ranges to18-30% rolling to moderately steep, 8-18% undulating to rolling, and very steep.
Soil
Soil type of the barangay is Ubay clay, steep phase (354) which is represented by cogonal areas which are roughly rolling, hilly, and mountainous. This soil phase dominates the roughly rolling to hilly and mountainous areas. It is severely eroded with plenty of igneous and dolomitic rock boulders as outcrops. This area is well-dissected by deep ravines, intermittent rivers and creeks. Hydrogeology
The quality of water of Barangay Biyong is rated poor to fair with sediments content. This is due to the fact that their main source of water comes from shallow well/dugwell and deep well. Only 44% of the total households have access to safe water coming from deep well and community water system which is sourced out from its spring. Shallow well/dug well are considered unsafe for drinking purposes because it is prone to contamination from animal and human activities.

Natural Resources (Forest )
Among upland barangays, Barangay Biyong is blessed with natural resources. This serves as home for wild monkeys and wild pigs that can still be seen only in Biyong. Maya, Banog and Lapay which is considered to be endangered are just some of the birds that can be seen in the area. Narra, majogani, Palupino, kubi and jemelina are among the major tree species that are also present in its forest.
Land Use
The barangay utilizes 737 hectares or 66% of their land area for agricultural purposes alone which constitutes the highest land used in the barangay. Government use followed with 320 hectares or 29%. The third largest portion used is the Pasture land covering 41 hectares or 3%.

Land Use Potentials
A large portion of land is suitable for agricultural use. It is being utilized for planting vegetable crops like eggplant, beans, squash, okra and also root crops. There are also areas where fruit bearing trees are planted. This provides source of livelihood for most of the families.
The barangay has also a potential in establishing forest park and wildlife
biodiversity area because of its rich forest resources such as trees and wild animals such as monkey, wild pig and endangered birds. This potential must also be regulated because it can be open to risks and miss management in the future.
Residential use is also seen to
increase in the coming years. Recent developmental programs of the city government such as farm to market roads,
electrification, water system development, social services and agriculture intensification are factors considered by the residents in staying.

Population Size, Number of Households, Population Growth
As of 2005, the total population of Barangay Biyong is 1,601 which is composed of 833 male and 768 female representing 2% of the total population of the city. The total number of households is 322 and divided into five puroks with an average of 5 members per household. Purok 4 has the highest number of households which is 109. Average annual population growth rate posted a negative rate which is -0.311% in 2000-2005. In its projected growth rate in 2010, the rate is – 0.272%.

The population of barangay Biyong is dominated by male totaling to 833.In age distribution, 15 years old and above considered as labor force comprises the 25% of the total population of the barangay which is 1,601. The age distribution is dominated by 10 years old and above totaling to 669, and 333 are in the age bracket of 6-16 years. This shows that the age profile of the barrio shows a very young population.

Population Density
Population density of Barangay Biyong is 145.46 persons per square
kilometer in 2005. It is projected to continually increase from the year 2005 to the year 2010.
The factors contributing to this increasing trend are the urban populace migrating to rural areas like barangay Biyong due to land constraints and high price of land.

Fertility: Child-Woman Ratio Fertility rate refers to the number of children that the average woman will have in her lifetime.
A total fertility rate of 0.92 children aged 0-4 to women reproductive age (15-49 years old) child to woman ratio. This data reflects higher fertility rate in rural barangays than in urban areas.

Roads
Road is critical to development since it facilitates the mobility of products and people in the area and specifically promotes economic activity.
Barangay Biyong is linked by a provincial road connecting Barangay
Malinta and other adjacent barangays. The barangay road entering in barangay Biyong was regraveled and continually upgraded. The spillway is currently being replaced by three barrel box culvert.
The establishment of farm-to-market road, leads to efficient delivery of their produce farm goods to the poblacion and also the effective delivery of services from poblacion to the barangay. Seemingly, the utilization of their land for some infrastructures, not just road but also institutional and small commercial structures would bring about improvement of the socio-economic status of the barangay.
Within the barangay, roads are rough and some parts are graveled. Concrete pathways are commonly present in the barangay which links its puroks and sitios. In Purok 1, which serves as the center of the barangay, there is a pathway connecting it from the elementary school. Drainage and Sewerage Drainage and sewerage are practically non-existent. Natural drains from rain flow directly to the open canals which can cause soil erosion especially in upland barrios. Drains from household consumption also go directly to open canals causing water flow displacement.

Other Infrastructures
Other infrastructures present are Barangay Hall, Plaza, Elementary School, Health Center and Day Care Center. These are all concentrated at Purok Centro of the barangay.
The barangay hall serves as the seat of government in barangay level Sessions and meetings are conducted here with all the council of the barangay. The plaza is also located at Purok 2. Fiesta celebration, sports competition and dance ball is usually celebrated here. It also serves as recreational area of the children and basketball court for the youth.

Water
The major water source of the barangay is from dug/shallow well used by 185 households mostly from Purok 5. Deep well are also present in all the puroks of the barangay used by 103 households especially in Purok 4. Artesian well is also present in puroks 1 to 4 with only few households sharing. In Purok 4, there are only 3 households who have water source
from stream.

Access to safe water has always been a major concern of the barangay. Though all of the households have access to water, 62% of these don’t have access to water which is safe for drinking purposes. Purok 3 has the highest number of households who have no access to potable water comprising 97%.

Electricity
Electricity from the barangay is served by MASELCO (Masbate Electric Cooperative). Out of 322 households, only 41 have access to electricity. These households are mainly located at Purok 2. Generator set also serves as the power source of some households who have no power source from MASELCO.

Transportation
The barangay can be reached trough any mode of land transportation. Tricycles and motorcycles are commonly used by the residents for fast and easy access. Table 8 Mode of Transportation

Communications
The available communication facilities are VHF hand-held radio and satellite phone powered by Smartlink provided by the city for the barangay captain. Globe and Smart, however, signals for both can be availed in the elevated portion of the barangay. Cemetery/Burial Grounds
Barangay Biyong has no burial grounds. Some residents prefer to bury their dead on their vacant lot while others prefer to bury in the nearest barangay with cemetery like Barangay Malinta.

Solid Waste
As an upland barangay, wastes are primarily composed of biodegradable, non biodegradable and agricultural wastes. There are no establishments such as factories that could produce hazardous wastes. Biodegradable wastes mainly came from domestic garbage such as food wastes and papers. This is dumped through burning and composting.
Non biodegradable wastes such as plastics, cans and bottles also came
from household consumption. The residents usually reuse the plastics from mineral water and bottles. These are being used as water containers or other useful materials. Cans are used as flower pot or other decorative and functional materials.
Agricultural wastes comprises only of dried leaves, coconut and corn
husks and palay grains. Fertilizer wastes are considered very minimal.
Storage and Collection
The garbage management of the barangay is practiced through burning of
biodegradable wastes and recycling. Composting and recycling is commonly practiced by the residents because garbage collection services of the city cannot reach the upland barangay. Initiatives are being taken by the people on how to manage their garbage. Forest Areas

The result of CBMS showed the top five (5) Minimum Basic Needs of Barangay Biyong comprising of: 1) Proportion of households with income less than the poverty threshold; 2.) Proportion of households with no access to sanitary toilet facilities; 3) Proportion of households with income less than the food threshold;4.) Proportion of children 13-16 years old not in high school 5) Proportion of households without access to safe water.
Summary of Issues/Concerns and Challenges
1. On proportion of households with income less than the poverty threshold level.
Poverty is the utmost concern of the barangay. Out of 322
households, 247 or 77% of this are living below poverty threshold. Insufficient livelihood opportunities and attitude problem limits the residents in improving the quality of their lives. Thus, better economic alternatives are being introduced through the program of cooperative development, livelihood assistance, pre and post harvest facilities distribution and skills training development.
Encourage potential product development which is abundant in the barangay such as coconut and bamboo.

2. On the proportion of households who have no access to sanitary toilet
facilities.
Because of poverty, most of the households cannot afford to construct their toilets. Out of 322 households, 227 or 71% have no sanitary toilets. It may pose health and environment hazard to the community because improper waste disposal will bring several diseases to the populace. Every year the city government distributes steel bars, cement and toilet bowls for the construction of sanitary toilet. However, some are indifferent towards the program.
The Barangay council together with the midwife and health workers must intensify the monitoring of the construction of

sanitary toilet to the recipients of the materials from the city government.

The barangay can also allocate funds for the construction of common septic tanks.
3. On proportion of households with income less than the food threshold
level. There are 202 households who are living with income less than the
food threshold level. This may account to the number one problem of the barangay which is poverty.

4. On proportion of households who have members Since there are no existing secondary school in the barangay, the students go to the nearest barangay of Malinta. However, out of 171 number of population which is 13-16 years old, 106 or 61% are not attending high school. This posted an alarming social problem of the barangay because more than half of the secondary aged population are not in school. Generally, financial constraints have always been the major problem of the family. In case of Barangay Biyong, children aged 13 to 16 years old are already helping their parents earn a living. Instead of getting to school, most of them works in the farm and some are house helper.
5. The populace have limited access to water particularly safe drinking water. Majority of the infrastructure projects are devoted to water development starting next year. This is done to ensure that the barangay has adequate supply of water use for domestic activities and drinking purposes.

The programs of the city government are geared towards poverty reduction. Developmental social programs and projects are being conceive to provide quality education, better health care, security, and empowering all sectors of the society. Education
There are two complete primary schools in Biyong. These are Biyong Elementary School located in Purok 2 and Gov. Rafael Letada Elementary School situated in Sitio Circulo.
Based on the results of the CBMS ( Community Based Monitoring System) in 2006, out of 355 school aged children which is 6-12 years old, 68 or 19% are not in elementary school. It is composed of 39 males and 29 females. Poverty and distance of the school were identified as some of the reasons why these children were not able to go to school.
Since there is no existing secondary school in the barangay, the students go to the nearest barangay in Malinta. Out of 171 number of population which is 13-16 years old, 106 or 62% are not attending high school. This posted an alarming social problem of the barangay because more than half of the secondary aged population are not in school. Biyong Elementary School has a total of 243 enrollees composed of 126 female and 117 male in school year 2006-2007. It has a teaching force of 7 regular teacher and teacher-pupil ratio of 1:34. Cohort-Survival Rate is 47% only. This posts a major concern in the barangay.
Gov. Rafael Letada Elementary
School has 185 enrollees composed of 102 male and 83 female in school year 2006-
2007. It has a teaching force of 6 regular teacher and a teacher-pupil ratio of 1:31.The Cohort-Survival Rate is 91% which is higher than Biyong Elementary School.

The school has facilities which are
needed by the students such as sports facilities, library and clinic. A room for Alternative Learning System is also present. There are 7 classrooms in the school and one administration office for the principal. There are 3 classrooms from Grade 4,5 and 6 DPWH type which needs immediate repair. Both Rooms of Grade 1,2, and 3 TEEP type are in good condition.

Literacy
The literacy program of the city government covers the age of 10 years old and above to be used specifically for the community based monitoring system to identify the number of literate versus not literate. In barangay Biyong, out of 1114 population of 10 years old above, 112 were identified as not literate composed of 60 male and 52 female. Literacy Program is spearheaded by the City Government in partnership with the City Dep Ed. The city government provides the needs of the literacy class in all the barangays. This includes the books, pencils, papers and notebooks of the participating class while the city DepEd provides the manpower and technical assistance from teachers to conduct literacy class.

Health
Barangay Biyong has one concrete
Barangay Health Center manned by one midwife, and four (4) barangay health workers assigned to monitor and conduct health services. The center serves as the place for consultation and caters to all the medical needs of the residents. The centers facilities include bed, table and chairs, weighing scale, thermometer sphygmomanometer and medicines.
Health services such as Child Health
Care, Maternal Care, Family Planning, Dental Health and special activities are being served in the center and being delivered by the city doctors, dentist and nurse assigned to conduct outreach services twice a month to ensure that the residents in the barangay have easy access to health services. Major health problems are being treated at the poblacion where hospitals with adequate facilities are present.
The 5 leading causes of Morbidity are Acute Respiratory Infection, wound in all forms, parasitism, hypertension and arthritis. The five leading causes of mortality in the barangay

Malnourished children are very minimal in the barangay as reflected in the table below. The result was based on the CBMS conducted in all barangays in 2005. Biyong has a malnutrition rate of 2.3%. Adequate and proper nutrition for the children is very important so that they would grow healthy and develop fully particularly the mental and physical aspects.

Problem on sanitary toilet has always been an eminent concern of almost
all the barangays specifically the costal and upland area. The result of the recent survey proved that it is indeed a problem of barangay Biyong. Out of 322 households, 227 or 70 % have no sanitary toilet.

Health is likewise concerned with the use of contraceptive among couples
in Barangay Biyong. With the population growing, there is a need to have an intensive advocacy on the use of family planning method. The City Health Office and the Social welfare Office conducts the family planning sessions in the barangay.

Social Welfare
Improved quality of social services is one of the major concerns of the city.
It aims to provide all the essential needs of the people particularly to those who are underprivileged. Social services is geared to reach even the remotest barangay of the city. Services such as family counseling, gender and development, pre marriage counseling, day care services, senior citizens, and self employment assistance and emergency assistance is provided. The barangay has a concrete day
care center which is located at Purok 1. It serves as the venue for children’s early development and preparation for early education.
Among other services for social development are Children Protection and Youth Development, Women Empowerment and Family Strengthening, Support Program for Disabled Persons, Disaster Relief and Calamity Assistance and gender and development.
Housing
Most of the residents of the
barangay owned their lot. Some are tenants to some farm lot owned by other families. Of 319 households, only 22 were identified as squatters or those who live in a lot without the consent of the owner.

There are 64 households who are living in salvaged or makeshift materials. Most of them can be found in Purok 4 and Purok 2.Walls and roof are usually made from scrap materials from woods, plastics and sacks which cannot withstand strong winds and typhoons and considered not to last for five years.

Protective Services
The barangay have 7 Barangay Police and 5 Five Barangay Unified Force assigned to maintain peace and order and control any untoward incidents within the area. They are equipped with facilities such as uniform in order to be identified, whistles, nightsticks and flashlights.A multicab is also present which is used during operation and monitoring. All puroks have a regular on duty barangay police to assure the residents of a safe and peaceful community.
Crime incidents are minimal considering that the proportion of the persons
victimized by crimes is minimal.

Sports and Recreation
The barangay plaza of the barangay is situated at Purok 2 where celebration of fiesta and other barangay festivities such as sports competition, dance ball and other activities is held. It also serves as a venue for the residents to get together. It also serves as a playground for children because of its big area. Basketball game is the most popular use of the barangay plaza among the youths.Movie or video house and videoke are common among rural barangays for past time.

Religion and Culture
Barangay Biyong is celebrating two fiestas every year every October and March. However the feast in honor of their patron saint Rafael de Archangel is the most celebrated which is commemorated every 27th to 28th of October. It is observed with a week long celebration and celebrated through different activities such as sports competition, coronation nights for beauty queen and a dance ball which is popular among single men, women and teenagers. A cockfight is commonly practiced and being joined by other barangays which makes the fiesta more enjoyable.
The people of barangay Biyong is predominantly Roman Catholic. A chapel is also present as place to perform their religious obligation.. Other religion present are Baptist and Iglesia Ni Cristo.

Agriculture
Biyong like Barangay Igang other barangays has been a recipient of enormous aid from foreign assisted projects of the Department of Agrarian Reform (DAR). The land distribution to Agrarian Reform Communities (ARC), one of which is Biyong, has given the marginalized farmers a chance to till their own land - from mere tenants to landowners. The farmers are awarded a minimum of four hectares per family.
Barangay Biyong has a vast tract of agricultural land and abundant supply of farm laborers. It has a prime agricultural land for fruits, rice, corn, coconut and pastureland. The major crops produced are corn, coconut, root crops, fruit trees and vegetables. There are 237 local farmers within the barangay which copra, rice and corn are the major crops produced.
Rootcrops has the highest area devoted for crop production. It is also the
highest in terms of annual production of 750 metric tons. A total of 47 carabaos were distributed to farmers which is of great help in tilling the lands.
Vegetables produced by the barangay are beans, eggplants, okra, and Ampalaya.

Trade and Commerce
Tradable products of this barangay are copra, vegetables and root crops. These agricultural products are traded to the poblacion during “saud”. Sari-sari stores abound within the barangay.
Furniture making especially
bamboo crafts is known as a promising craft making in Barangay Biyong. Because of abundant source of bamboo, some residents developed a skill in bamboo craft such as bags, furnitures and
decorative materials. They get orders from different parts of the city. Others are

being sold during market day at the poblacion.
There are 132 small business establishments within the barangay. These are usually small variety stores mostly located at Purok 4 and 5.
Tourism
Among upland barangays,
Barangay Biyong is blessed with natural resources. They have forest serves as the potential in developing and promoting eco tourism. Eco tourism can be introduced in the barangay because of its untapped forest which serves as home for wild monkeys and wild pigs that can still be seen only in the area. Maya, Banog and Lapay which is considered to be endangered are just some of the birds that can also be seen in the forest. Narra, majogani, Palupino, kubi and jemelina are among the major tree species that are also present in its forest. Educational trips, day camps, mountain trekking and bird watching is the best activity in the forest area. Employment
Predominant livelihood of the residents is farming. Their income is source-out from the produce crops, vegetables, and fruits being sold at “tiangge” in the poblacion every Friday, Saturday and Sunday and other nearby barangays. Some people are engaged on livestock production. Others who have finished high school but not able to enter college opt to serve households at some urban areas as maid to augment the meager income of their family. Residents who gained college education seek better job opportunities in the urban.
