The daylight hours are now reducing as we near the winter months and we would like to remind residents to take steps to reduce the attraction of their properties being in darkness and appearing to be easy targets for burglary. If your property appears occupied then it is less likely to be tar-geted. There are a number of devices you can obtain to assist you in keeping your property lit dur-ing the hours of darkness such as appliance timers and “fake TV” type devices. Please make use of your home alarm systems and look out for your neighbours. Remember to enter / update your property on www.immobilise.com

GARDEN CRIME:-Don't let green fingered thieves spring clean your shed.Many people take a great deal of trouble securing their house and the property within it...but what about sheds and garages? With the array of lawnmowers, power tools, garden equipment, bicycles, sports and other valuable equipment kept in them, security measures should certainly be put in place.PropertyGardening tools and garden furniture are not cheap - what's more they are very saleable items for the thief. Don't make it easy for them to be stolen and remember that tools stolen from your shed could be used to burgle your house.

• Postcode or property mark anything in your shed or garage that is value and might be stolen, for example, lawnmowers, garden furniture, bicycles, sports equipment.

• Take photographs of expensive items - they may be useful to police to identify the goods and return them to you, should you be unfortunate enough to have them stolen.

• Never leave garden tools and equipment outside, even if you are just popping back into the house. It only takes minutes for an opportunist thief to take them.

• Consider fitting a pair of garage door locks that are fitted either vertically or horizontally and can be locked both from the inside and outside of the garage.

GOOD NEWS:-Please find a copy of Inspector Bhakta’s Summer/Autumn update that has been sent along with this monthly update for you to read and share with others.

Subject: BRIEFING ON LEICESTERSHIRE POLICE OPERATIONAL CHANGES - OPERATION DARWINI am writing to share information with you about an ongoing project which has been looking at po-tential changes to the Force’s internal operating model.A project, called Darwin, was initiated by the Force several months ago in response to a continued increase in demand and at a time when we are policing a growing population and an ever-chang-ing crime profile.It was launched to look at how we manage and respond to demand, how our resources are allo-cated, and how we investigate incidents reported to us. Extensive and detailed scoping work was conducted, which mapped our demand from first point of contact to conclusion, and subsequently concluded that a new operating model was needed to en-able us to continually evolve and adapt.As a result of this work, a number of recommendations were made to chief officers and the Police and Crime Commissioner which focused on:

Putting officers back into neighbourhood policing areas to improve integration between neighbourhood policing teams and investigative functions

Streamlining our investigative processes Decentralising resources wherever possible

The recommendations were recently approved with a series of changes due to be implemented over the coming months.These changes include:

The establishment of a triage desk in the Contact Management Department This aims to triage incidents as they come in and ensure they are allocated to the right

team at the first opportunity for further investigation. This teams also aims to manage the operational demands across the force is in a real-time way.

Creation of a new Neighbourhood Investigation UnitThe Force currently has a number of centralised teams who investigate crimes. This change will see that investigative function put back out into the neighbourhoods and co-located alongside Neighbourhood Policing Teams. It aims to ensure the victims gets a better service and to improve our investigative and local problem-solving capabilityI am sharing this information with you at the earliest opportunity and the Force is now working with our officers and staff to implement the changes agreed, which will be done in phases over the coming months. Project Darwin will also continue, with other areas of our operating model in scope, and I will ensure that further plans and proposals are communicated to you.I would also like to take this opportunity to thank you for your ongoing support in helping us to con-tinually improve our service delivery and respond to the constantly changing nature and demands of modern policing.

Message from Chief Constable Simon Cole.Thanks to all that came to the Parish Council meeting on Wednesday night, hosted by PCC Lord Willy Bach and I.I found the meeting extremely constructive and felt that some good progress was made.I hope that those of you that came to the visit in the control room found it useful; I always find it ex-tremely humbling to see the calm and professional manner of those that work there, who deal with traumatic and stressful calls on a daily basis.A number of you asked for a copy of the slides which I presented last night, please find those at-tachedFor those of you not present at the meeting, we discussed the high level of demand that Leicester-shire Police are currently experiencing, the budget pressures that we face going forward and how we can all work together to make Leicester, Leicestershire & Rutland a safer place.

A number of you asked how you could better support the Police.

This was highlighted during the meeting but as a reminder:1) Subscribe to Police.uk. This will give you detailed information about crimes that are occur-

ring in your Parish which can be used for your Parish Council meetings. Additionally, you will be able to subscribe to receive monthly updates via email which will give you a tailored report about crime in your area. To subscribe, once you have located your neighbourhood on police.uk, on the right-hand side of the page under ‘next steps’ click on ‘sign up for alerts’.

This includes ad-vice about how to prevent a number of different crimes, including online crime which the public are more likely to be a victim of than traditional crime in today’s world.

This is a site where residents and communities can be informed and keep up to date with news on appeals, events and crime prevention advice as well as information on policing matters. However, I would stress that you are more likely to get more tailored updates for your specific neighbourhoods by following your team on Twit-ter and Facebook.

Those of you that were in attendance at the meeting last night may be interested to know that I have viewed the site of the policing area that was mentioned as having no updates on it. There are in fact a number of meetings detailed on the page where the community can meet their team as well as updated priorities.

Some matters were raised last night that are in fact matters for the council. To be clear, noise re-lated concerns, fly tipping and parking enforcement (yellow lines) are all issues where the police no longer have powers in law. They are all now matters for the council.

Lorry Watch Working with the Parish Council, having been made aware of perceived HGV travelling through the village, the beat team are closely monitoring the situation and with the launch of the ‘Lorry Watch’ scheme are pleased to report that a number of residents have passed comment on the no-ticeable reduction in HGV movements.

Operation ObedienceFollowing a number of complaints from residents with regard to Vehicle ASB in and around the Station Rd and the Broad Meadows/EMDC Trading Estates the beat team gathered informative and valuable intelligence which enabled the hard targeting the problem as part of Op Obedience which has so far been successful if somewhat a major demand on deployable resources.The team get assistance from Special Constables and are pleased to report further vehicles have been stopped and dealt with appropriately since in addition to those previously reported.The area is remains on the EMOps Traffic brief who will be carrying out patrols at the appropriate times.

This has now been given a beat priority – there have been some 80+ reports of vehicle ASB in the last year, and as such, the Beat Team are working closely with NWLDC in applying for a High Court Injunction (with the power of arrest) to ban ‘Car Cruise’ type ASB District wide. PCSO Bradley is currently collating and creating a combined file for presentation to the District Council’s Legal Team in preparation for a court appearance. This Sec222 Injunction has been used successfully by a number of City and County Councils across England and Wales.

Taxi Op EMAMembers of the beat team were recently involved in a multi-agency Taxi Operation at East Midland Airport.A total of 138 licensed vehicles were inspected by the Police and Partner Agencies on Wednesday 7th September.Out of the vehicles inspected, 2 were public service vehicles that were dealt with by the Driver ve-hicle standards agency (DVSA), one of which received a prohibition notice due to issues with tachograph.Out of the taxis, a further 4 prohibitions were issued for tyres and C/V gator. 2 drivers have been reported for not having road tax, and one driver given a fixed penalty notice for a tyre below legal limit.

Some vehicles identified minor defects such as bulbs etc.A total of 120 vehicles inspected identified no defects whatsoever.During the initiative, a vehicle (not a taxi) flagged up on ANPR. This vehicle was being driven with the following - no road tax, no insurance, no MOT and various defects such as tyres below legal limits. The driver also did not have a DVLA license.This vehicle was seized by Police

Update Regarding missing lock on Diseworth Lane LCC stated that as there is no way of finding out who the key holders are there will always be an issue of the lock being cropped. Also, there is a sign for the pro-hibition of vehicles and the police are able to enforce this so it is felt the road is safe from intruders without the need of a lock.

b) Bentley Road – Commemorative plaque unveiling – Saturday 30 September 2017 @ 10.30am. The Clerk advised the Parish Council that the land is to be protected by Fields in Trust. Councillors were requested to attend the official unveiling event, if possible, along with the Royal British Legion and Army Cadets with refreshments afterwards at Spital Pavil-ion. RESOLVED: To receive the information.

c) For councillors’ information – “Email received from Cavendish Bridge resident about the on-going sale of land in Cavendish Bridge to members of the “travellers” community. The land is situated at the rear of the Crown Inn car park and is owned by the occupier of 5-6 Cav-endish Cottages, Cavendish Bridge DE72 2HL.The person is extremely concerned about the implications of this sale and the potential change of land use that is likely to occur.  The land is being sold to members of the travel-ler’s community based at the Hemington Travellers site.  The land is currently being used as a garden/allotment and is adjacent to another strip of land also used for this purpose by other residents in the village. This is an issue becoming increasingly common whereby travellers buy land cheaply, set up home quickly, moving a caravan or mobile home onto the site. They then apply for planning permission retrospectively and after endless appeals and amended applications rely on the courts to protect their human rights.It is absolutely essential that if this sale is completed the District Council makes sure that this site does not become home for another traveller’s family through total disregard of the planning process.  Cavendish Bridge is a designated conservation area and it is therefore important that any development does not adversely impact on the heritage and importance of this community”. d) Pensions Regulator – Information received about the minimum requirements by law that Parish Council and Staff have to pay into the Parish Council’s Pension Scheme. This is to take place with effect 6 April 2018. RESOLVED: To receive the information.

e) Prevent training – The office staff and Cllr Sowter attended a training session put on by NWLDC around “The Prevent Duty”. This is the duty Section 26 of the Counter-Terrorism and Security Act 2015. The Government plan aims to reduce risk to the UK, from terrorism, so that people can live freely and with confidence! Prevent is aimed at stopping people becoming radicalised and to support those at risk and most importantly to provide safeguarding interventions to those in need. In doing this many Prevent trained individuals provide training to schools or other specified authorities in order them to recognise signs of radicalisation and what factors may make certain people more vulnerable. All schools are taught the Fundamental British Values (age appropriate de-pending on year group) in order educate and protect our younger generation and encour-age them to respect others. All of this sounds very high level and convoluted, but there is a proven need locally to raise awareness of Cyber and Internet Safety, Child Exploitation and Radicalisation. The Col-lege in Castle Donington has always been very forward thinking, and with the support of the Parish and District Council put on events and plays for the children and parents. The up-take by the parents in the past has been very low, however, there is a very strong need to provide this information to the parents/adults involved in all aspects of local activities. Everyone should have the knowledge, understanding and ability to recognise the signs of

Cyber and Internet Safety, Child Exploitation and Radicalisation. With this in mind, and working with the schools, NWLDC, Police and other local councils a “mini-conference type event” is programmed to be held at Spital Park pavilion on Tuesday 14 November 2017 from 7-9pm. LW&D PC and Breedon PC have given their full support, both in facilitating this event and promoting the work being undertaken by the schools; and also financial sup-porting this work when necessary. The Police and NWLDC will provide sessions on Cyber/Internet Safety/Child Exploitation and Prevent with a chance for local groups and people to network and promote their own groups during the break. The idea is to raise awareness of the need and then to help facilitate and promote the work within the schools through the plays put on by AltoEgo – “Going to Extremes” and “Chelsea’s Choice” and en-sure that as many parents and carers get the chance to access and view this information. Councillors who have attended previous events already will have seen the good work and benefit in getting these messages out there and the need to spread the word more widely. This event is to be by invite to key local individuals who will advocate the dissemination of these critical safeguarding messages. RESOLVED: To receive the information and for ALL councillors to attend.

f) SureStart event attended in the hope to obtain contacts and to introduce the Parish Council offering them an opportunity to become part of the Community Hub. The SureStart team is very interested in working with the local community, particularly, the Parish Council and the College. Further meetings to be arranged. RESOLVED: To receive the information.

g) HS2 event held at Kegworth recently. The route has been confirmed to run on the Keg-worth side of the M1 and not Castle Donington, therefore, it was not felt necessary for a HS2 representative to attend a future meeting of the Parish Council as it was felt that the current arrangements for public consultation and updates via Parish Liaison meetings were acceptable. RESOLVED: To receive the information.

h) Catholic Church car park – The wall is now complete and looks very good. RESOLVED: To receive the information.

i) St Edwards church – Rev Andrew Micklethwaite is moving on. Rev Jane has been offered a position as Rector at Blaby; therefore after 13 years of being vicar in these parishes he will be moving on to pastures new. RESOLVED: To receive the information and to offer the Micklethwaite family all the best.

j) British Legion – Update on Remembrance Day Parade. The road closure order had been applied for and has been passed for legal approval. The Clerk advised that volunteers are likely to be required to assist as marshals on the day due to the change in arrangements for policing of such events. RESOLVED: To receive the information.

k) German War Graves – The plaque had been produced and will be installed shortly. RE-SOLVED: To receive the information.

l) Marks and Spencer – Volunteer workers will be undertaking some gardening work on the land on the Clapgun Street carpark and Wakefield Court sheltered housing; the grounds-man will work with them and provide the means to remove any rubbish if necessary. RE-SOLVED: To receive the information.

m) Data Protection Law – With effect from 25 May 2018, the Data Protection Law will change significantly. The Parish Council will need to undertake a full review of how it deals with data. It is hoped that information and training will be available from the SLCC or NALC in due course. This matter will need discussing in depth by the Parish Council nearer the time to ensure that it complies with the new legislation. RESOLVED: To receive the information.

n) Information has been received from Breedon Parish Council about changes and improve-ments to the traffic lights at Donington Park, A453 entrance to the village. This follows on from its request to remove the lights and introduce a mini-roundabout system. The site does not comply with regulations for a mini-roundabout, however as the traffic lights have reached the end of their life, as part of the replacement assessment LCC looked at the

functionality and suitability of the existing facilities and decided that the method of operation at the site needed simplifying, providing new and reduced numbers of street furniture. This work is due to take place week commencing 23 October. This may be an issue due to the Wakes lorries needing to access the village. r) Parish Liaison meetinga) North West Leicestershire District Council (NWLDC) is celebrating after winning the

contract to retain and sell the recycling it collects, giving the authority a potential £500,000 in annual income. The seven-year contract, which has been awarded by Leicestershire County Council (LCC), the statutory waste disposal authority, means NWLDC can continue to sell the recyclable materials that it collects from households in the district and keep the income. North West Leicestershire has an excellent recycling rate, with 46 per cent of all mater-ial recycled. The district council will sell on plastics, food and drink cans, glass bottles, cardboard and paper to companies that then recycle the materials to make other goods. Until now, LCC paid a recycling credit to NWLDC, but this is due to be withdrawn in 2018. The loss of this credit amounts to £400,000 less for NWLDC, but the new con-tract – worth around £500,000 in sales income each year - goes some way to mitigating that.

b) Local defibrillators – Castle Donington is lucky enough to have a number of defibrillat-ors however, this session highlighted the need to ask a few questions of the Frist Re-sponders as to who maintains and services then; what of defibrillators they are (there is a new version that allows for on-line monitoring of the need for battery / pad changing); etc?

c) Matters were discussed about the possibility on obtaining information about “Guidance on Litter Picking on the highways” and how this could be used when undertaking Com-munity Litter picks or other works in the highway; street cleansing matters were dis-cussed, in particular, the use of a “Barrow Man” in Coalville and Ashby – but why nowhere else?

d) New mapping systems have been purchased which should help when locating and clearing fly tipping.

d) Common Land – Meeting had taken place with Stuart Garner in relation to the Common Land and it was agreed to sink the stone, originally from Apiary Gate, into the ground to mark the edge of the Common Land and works had now been carried out. 3854/17 REPRESENTATIVES REPORTSa) Castle Donington Volunteer Centre – Cllr Ambrose-Jones gave an update on the recent

meeting It was confirmed that it would not be possible to operate a bus service to the new

895 housing development however LCC had express an interest in providing a Dial-a-Ride service to invest in the Glover Leaf services using the Section 106 monies available. Cllr Ambrose-Jones suggest the Parish Council to meet with the Volunteer Centre to look at the options. RESOLVED: To arrange a meeting with the Volunteer Centre.

The VC telephone contract had come to an end and monthly payments were being made, other contracts were also due to end soon. The VC were unsure of what process to take with no confirmation of when moving to the Hub. It was suggested that the VC provide the Parish Council with a “Wish List” once planning permission has been granted. RESOLVED: To arrange a separate meeting with the Volunteer Centre, Library etc following planning permission being granted.

b)CD Museum – Cllr Hills advised that the Museum is struggling due to resignations and no volunteers coming forward to replace positions. RESOLVED: To receive the information.

c) CD Community Library – Cllr Saffell advised that the Library is “surviving” but with a struggle for volunteers through the holiday period and potentially financially by mid-2018 if the move to the Hub does not take place by then. RESOLVED: To receive the information.

d)Patient Participation Group – Cllr Sowter confirmed that several meetings had recently been cancelled lately and there had been resignations culminating in no recenet meetings. The surgery required the PPG to continue in connection with the local health organisation. RESOLVED: To receive the information.

e)Roxhill/Sergo update/launch of East Midlands Gateway – Cllr Ambrose-Jones and the Clerk had attended the launch meeting with a tour of the site where it was confirmed that the rail line will be operational by May 2019, six months ahead of schedule. Two major companies have shown initial interest in the development, but due to non-disclosure agreements, no formal announcements on who the companies are can be made currently. Although there is to be a bus station on site, the existing services will only connect, not be increased in fre-quency. RESOLVED: To receive the information.

f) Planning meeting at NWLDC re 2 Borough Street – Planning was passed by NWLDC. RE-SOLVED: To receive the information.

g)Bus service changes – Kinch/Skylink buses have applied to vary their timetable effective from 29 October temporarily due to delays being caused by roadworks and are to use East Midlands Airport as a hub for connections/changing buses. RESOLVED: To receive the in-formation.

Main points: August 8th 2017 – Competition Commission formally cleared MSV’s takeover of DP. Since this time there has been a “realignment” of staff, eg Finance moved to HQ. Alison

Nicholls former COO, was made redundant and left last Friday (22/09) Jonathon Palmer has liaison meetings at all his other tracks so expect DP Liaison

meetings to continue Paddock 3 improvements planned, mimics Paddock 2, toilets all being rebuilt. Only 4 more race weekends this season Last weekend very busy – Gung Ho, Driver Training on 4 x 4 track, British GT & For-

mula 3 Championships plus September Fest Music event – DP exclusively advertised the motor racing events on social media and had twice as many paying customers turn up (nearly 5k) as last year when multi-media campaigns were used. Last year advert of-fer in MCN (70k circulation) generated £330 (ie 10) tickets, this year same offer through social media generated 5,000 enquiries and 500 ticket sales!

18,000 turned up for Little Mix and DP is looking to repeat next year on same weekend but preferably not consecutive nights. As this clashes with CDPC MIP event I requested they did not have a concert on Sunday. (Need to keep close)

Formula E season ended in July, now done 3 years where teams were contracted to be at DP. All the European teams, eg Renault, Jaguar have moved back to their bases however, Chinese and US teams have stayed at DP and expanded their operations, so Formula E actually rents more space now.

Aston Barclay now moved in, top tarmac road by the circuit fence is now gated. Aston Barclay start operations 28/09. Last Ritchie Bros auction will be in Autumn. Road traffic plan is same for Aston Barclay as Ritchie Bros (access & egress from Coppice Lights). Expect better compliance as transporter drivers will be only coming from England not all over Europe.

Hollywood Spectator bank will be raised this Winter by up to 2m and planted with 225 trees to help improve noise abatement towards Aston/Weston.

NWLDC and SDDC hadn’t met to coordinate noise complaints before this meeting. NWLDC reported 21 complaints related to music events & 3 on race days (2 of which were un-silenced days). Forbidden Forest had a maximum of 45dB (night noise level ie lower than stipulated) & attracted 5 complaints. ~8,000 turned up for this event and ex-pecting>10,000 next year. SD reported 3 complaints, 2 Forbidden Forest and one un-specified.

General discussion on lighting and public safety after music events. DP will look to ex-tend lighting and marshalling outside the Park to help control taxi pull ups, bus stop queues etc.
