General Orders No. 3, 2014-2015 1. The first thing I

wish to address is our IRS standing. We are a 501c1 nonprofit organization, chartered by congress. This is no longer being done and that is why there is confusion as to whether you need to get a 501c3 or not. We do not need to file for any other nonprofit status. DO NOT LET ANYONE TELL YOU THAT YOU NEED TO HAVE A 501c3. There is no need to file any financial forms with the IRS. The president files an organization report every year and that is all that is necessary. If you insist on obtaining your own tax exempt number you will be released from the national organization as this will cause conflict. Please, if you have started this process STOP IT NOW. Thank you.

2. Are you preparing for our National Convention to be held at our Headquarters in August? It is not too early to start. There are great things in store for you this year.

3. The new Constitution/By-laws is being printed at this time. Some will be available at Convention, after that it will be printed on an as needed basis.

4. Per Capita taxes are now past due. If your department has not filed them you will now owe a $25.00 late penalty. Get them in immediately. These are the funds we use to run the organization.

5. Be sure to encourage those in your Circle/Department that may be going through a situation and contact those who are ill. My condolences to any who have lost loved ones and well wishes for those of you that are ill.

YOUR PRESIDENT’S TRAVEL

I spent a great holiday season with family and friends. In February I was on my way to Washington DC for the Lincoln Birthday Celebration. It was cold but not frigid and the sun was shining brightly. I always enjoy this

celebration as I connect with those I haven’t seen in a while and we share what we have been doing.

March found me at the Michigan Department Convention. Michigan is always great fun. They really know how to throw a party. Look forward to 2017 as the National will be in Michigan. The Saturday entertainment had them dancing in the isles, literally.

April was a trip to Springfield for the Lincoln Death Day ceremonies. It was the best weather we have had for this event in a while. The sun shone beautifully on the flags as they were marched into the gravesite. The event was well attended by Allied Orders and the general public,

At the end of April I took part in the Lincoln funeral procession in Cleveland. Sad to say this was not a very well attended event by public or our own orders. It was a very nice event with the horse drawn period hearse with a flag draped casket. A very somber occasion which included the original funeral dirge.

In May I enjoyed a lovely Mothers Day with two of my sons, grandsons and a daughter-in-law. The boys made a beautiful grilled steak, corn on the cob, German potato salad and grilled asparagus. It was yummy . On the 17th of May National officers Elizabeth Rock, Madeline Rock. Lynne Bury, Ray Ann Alt and myself traveled to Joliet IL to install a new 52member circle. This circle was formed in about 3 months from beginning to installation, so you see ladies with a little determination new member recruitment is possible. We are very happy to welcome the Bartlett Kelly Circle #135 into the Ladies of the Grand Army of the Republic, Inc.

My next adventure will be back to Washington DC for Memorial Day Ceremony at the tomb of the unknown Civil War Soldier.

HOW DO I DO THIS! Many inquires have been presented regarding what kind of organization the Ladies of the Grand Army Republic actually is …

The Ladies of the Grand Army of the Republic, Inc., (LGAR) is a

CONGRESSIONALLY CHARTERED, NONPROFIT, CHAIRITABLE

Organization.

The LGAR was awarded this prestigious status on June 17, 1959 through Public Law 86-47 of the 86th Congress of the United States of America. This information was updated years later and incorporated into the US Code Title 36 Section 1301. This is our verification of our Congressional Charter. Under the US CODE Title 26, the LGAR is a 501c1 corporation. There is no reason that your circle or department would ever need to file for a 501c3 status, and in fact doing so could potentially jeopardize the 501c1 status that the national organization currently holds. Many of you are concerned about ramifications with the IRS and you may rest assured that according to IRS Publication 557, Feb 2015, Page 68, Organization Reference Chart the LGAR is EXEMPT from income tax filing. There is absolutely no reason for any reporting to the Internal Revenue Service or your State Revenue Office. All reports of activity should be filed through the channels established by the National Organization. (REPORTS OF ACTIVITY) This Chart also references our CHARITABLE status as long as contributions received are for public purposes. Many of you are also concerned that many businesses will not donate to your circle for projects because of the lack of a 501c3 status. This is simply because the business wants an easy way to manage their donation process and yes ladies we will be making them do some thinking. When you go to solicit for a donation, go with all information necessary to prove the LGAR is a CHAIRITABLE organization. That could simply be a copy of this article in the organizational newsletter for some, but others may want more information. The information is available by request from the LGAR National Accountant ([email protected]) or the LGAR National Secretary ([email protected]). Lastly, there may be issues regarding the opening of new accounts at your bank or if you are changing banks. The same things apply in this situation; go with all the information to prove your organizational existence and its status. Again that information is available by request from the LGAR National Accountant ([email protected]) or the LGAR National Secretary ([email protected]). As always, if you have any questions regarding any information contained herein, contact the LGAR National Accountant to get the answers you need. That is why he is there.

Remember May 30th...

On the 5th of May 1868 as commander in chief of the Grand Army of the republic, I issued to our comrades throughout the land the following order: "Head quarters Grand Army of the Republic. Adjutant Generals office No 444, 14th Street Washington, D.C. May 5th 1868. General Orders No 11. I. The 30th day of May 1868 is designated for the purpose of strewing with flowers or otherwise decorating the graves of comrades, who died in defense, of their country during the late rebellion, and whose bodies now lie in almost every City, Village, and hamlet, church yard in the land. In this observance no form of ceremony is prescribed, but Posts and comrades will in their own way arrange such fitting services and testimonials of respect as circumstances may permit. We are organized, comrades, as our regulations tell us for the purpose, among other things ' of preserving and strengthening those kind and fraternal feelings, which have bound together the soldiers, sailors and marines who united to suppress the late rebellion.' What can aid more to assure this result than by cherishing tenderly the memory of our heroic dead, who made their hearts a barricade between our country, and its foes, their soldier lives were the revile of freedom, to a race in chains, and their deaths the tattoo of rebellious tyranny in arms. We should guard their graves with sacred vigilance, all that the consecrated wealth and toils of the nation can add to their adornment and security, is but a fitting tribute to the memory of her slain defenders. Let no wanton foot tread rudely on such hallowed grounds. Let pleasant paths invite the coming and going of reverent visitors and fond mourners. Let no vandalism of avarice, or neglect, no ravages of time, testify to the present, or to the coming generations, that we have forgotten, as a people the cost of a free and undivided Republic. If other eyes grow dull, and other hands black, and other hearts cold, in the solemn trust, ours shall keep it well as long as the light, and warmth, of life remain to us. Let us, then, at the time appointed gather around their sacred remains, and garland the passionless mounds above them with the choicest flowers of Springtime: let us raise above them the dear old flag they saved from dishonor. Let us in this solemn presence renew our pledges to aid and assist those whom they have left among us, a sacred charge upon a nations gratitude the soldiers and sailors widow and orphan. II- It is the purpose of the commander in chief to inaugurate this observance with the hope that it will be kept up from year, to year, while a survivor of the war remains, to honor the memory of his departed comrades. He earnestly desires the public press to call attention to this order, and lend its friendly aid in bringing it to the notice of comrades in all parts of the country in time for simultaneous compliance therewith. III- Department commanders will use every effort to make this order effective" By order of John A. Logan" . Commander in Chief"

Dr. Stephenson Memorial Plaza Project Petersburg, Illinois Rose Hill Cemetery

The Ladies of the Grand Army of the Republic, voted at the 

Na onal Conven on, August 2014, to purchase a polished 

black granite bench, engraved with our badge and name for 

$2500.   

This project will bring true honor to the creator of the Grand Army of the Republic, Dr. Benjamin F. Stephenson, founder of the G.A.R.  Please make dona on payable to “Na onal LGAR”

BARTLETT KELLEY 1847‐1900 

Bartle  Kelley was born on 29 Jul 1847 in Boston, Massachuse s. He was the son of Patrick and Mary 

(Conley/Cluney) Kelley. His father, a Laborer, died 16 Oct 1847 (from Fever) in Roxbury, MA. His mother 

died on 8 Aug 1849 (from Cholera) in Boston, MA. 

Bartle  lived with maternal grandfather, Patrick, a er his parents’ deaths. Patrick died some me 

between 1850‐1860. A er Patrick’s death Bartle  became an indentured servant. According to the 1860 

census, Bartle  was 13 years of age and was living in Rowley with Thomas and Mary (Saunders) Cressey; 

both 66 years of age. Luckily, for Bartle , the Cressey’s treated him like a son. 

 Bartle  married Celinda Ann (Grant) Bartle  Haskell, widow of Asaph Haskell, on 5 Oct 1863 in 

Gloucester, MA. Celinda was born 12 Jan 1843 in Frankfort, ME.  

Celinda’s first husband, Asaph, was the son of William and Mary (Smith) Haskell. He was from 

Gloucester, MA. Asaph died in service with the 23rd regiment during the Civil War. He had 

enlisted as a Private on 1 Oct 1861 at the age of 19. He enlisted in Company C, 23rd Infantry 

Regiment Massachuse s on 04 December 1861. He died in Beaufort, NC on 28 Sep 1863. 

Bartle  was a Civil War veteran with an invalid pension. He enlisted as a Private in Company D, 

48th Infantry Regiment in the state of Massachuse s on 24 September 1862. He said he was 18 

years when he enlisted. He served under Capt. Noyes. He then enlisted on 15 Aug 1862; 

mustered out 24 Sep 1862.  

He fought on 21 May 1863 at Plains Store, LA; on 21 May 1863 at Plain Store, LA; on 27 May 1863 at Port Hudson, LA. He was 

severely wounded 27 May 1863 in an assault on Port Hudson, LA. His injuries were the cause of his mustering out on 3 Sep 1863 

in Camp Lander, Wenham, MA. 

A er the war he became a member of the A.W. Bartle  GAR Post, Newburyport, MA. Bartle  worked as a 

foreman for the railroad. He lived on Railroad Rd. in Rowley, MA. 

He and Celinda only had one child, Charles Maurice Kelley. Charles was born 28 Dec 1871 in Rowley, MA. 

He married Rachel Harris on 25 Jun 1891 in Ipswich, MA. On 2 May 1897, a moving train killed Charles on 

his wife’s 24th birthday. He was 25 years of age. Bartle  was the one who was the first one contacted 

a er Charles’ death. Charles le  behind his pregnant wife and two boys, ages 3 and 5.  

Bartle  died on 26 Jun 1900 in Rowley, MA from wounds received during the Civil War. Celinda died 25 

Aug 1903 in Rowley, MA. They are buried in the Rowley Burial Ground, Rowley, MA in Lot A‐326, Spaces 6 

and 7.
