The only way to break tradition is to move forward. The progress of the academe is the work of our history but its excellence and distinction is the vision of our future. So goes the saying, past is a good place to visit but not a great place to stay. Because the gears at which the wheels of Bulacan Agricultural State College is steering today and tomorrow are aiming for efficiency in fiscal management, productivity in academic output and relevance in education. The gears and cogwheels of Bulacan Agricultural State College are purposely devised for these purposes - to contemporize the College’s mission of resolutely addressing the ever-changing educational needs and services of those who ceaselessly develop their intellectual horizons and to streamline the outspread of the stakeholders’ professional causes competencies. The grains of palay connected to the cogwheels and leaning toward the sphere of pictures is the seeming evidence that despite the transition of the College to become a center and leader in academic, research, extension and training programs, it is still firmly grounded to its core foundation as one of the premier agricultural schools in the region. These grains are reminders of where Bulacan Agricultural State College begun sixty four (64) years ago and a reflection of what the College’s path should lead to in the twenty first (21st) century. Additionally, the grains swayed towards the sphere of pictures signify the preservation of the social and moral fibers of the College by all its stakeholders spearheaded by the College president, Dr. Gerardo I. Mendoza. Representing the forward undertaking and movement of Bulacan Agricultural State College is the sphere of pictures which are powered and driven by the cogwheels and gears which in turn are fueled by dedication, ideologies, motivation, philosophies, talents, hard work, unity and harmony among all members of the academe towards common goals.

I have the honor to submit to your good Office the accomplishments of our College from June 2014-May2015. This report presents a glimpse of what we strived to accomplish for the past school year. It is with utmost pride that through the concerted efforts of the BASC Board of Trustees, College Officials, faculty, non-teaching staff and students, along with the generous support from various stakeholders and partner-agencies both from government and private sector, the institution leaped another step. With profound acknowledgement of your relenting support and those other government line agencies that helped us achieve our targets, I thank you very much on behalf of the BASC family and the communities that we serve. We all need long-term goals to help us outdo the short-term obstacles. In light of the continuous progress and consistent realization of the Bulacan Agricultural State College’s management and educational agenda, we are without adversaries through the process. The College is a microcosm of society and at the same time it mirrors the endeavors each and every one of us faces in life. And life as we know it, no matter where, how and why we live it, is always spiked with obstacles. Every facility that is built, every building, every equipment and capital outlay the College had produced for the benefits of its members wasn’t established and accrued in an easy and quick manner. The College along with its committed, responsible and highly efficient members invested time, intelligence and effort to achieve the condition of the College as it is now. Each of us contributed greatly at this extent. Starting with instruction, the percentage of the College’s faculty members who had completed their Ph.D. and Ed.D. degrees remarkably increased compared last year. Last AY 2014-2015, the College totaled eighty eight (88) permanent faculty members with either master’s or doctor of philosophy degrees. But this AY 2015-16 the College now have ninety four (94) faculty members who earned master’s and doctor of philosophy degrees. The growth of enrolment which has been a trend for the past several years truly indicates that more families are upholding the importance of education. The 14.82 percent increase is not just a posted figure. For us, it means that parents are making efforts to send their children to College and they choose Bulacan Agricultural State College because we are staying true to our mission of becoming an outstanding higher education institution in the country with its provision on affordable and excellent education. Results of the licensure exams for BEEd, BSEd and BSA and BSABEn this year are all favorable as we surpassed the national passing rate. It is not news to everyone that in the previous years we struggled to meet the passing rates of these licensure exams but through collaborative efforts and continuous improvement of our instructions and unending capacity enhancements for our faculty, we now could say that the College is reaping the outcome of its hard work and sacrifices to attain its educational goals. The celebration of SCUFAR III Sports and Cultural Festival was another highlight this academic year because we successfully fostered sportsmanship and camaraderie among faculty members from all over the region notwithstanding the disasters brought about by typhoon Lando last October.


In the sports arena we also did well as we bested seven SUCs in the SCUAA III Olympics. With less number of players than last year, still BASC showcased great improvement in the regional sports competition as it

climbed three steps from its 8th place ranking last year. With 16 golds, 4 silvers and 11 bronze, Bulacan Agricultural State College made an overwhelming 5th place (4th runner-up) finish in the SUC III Olympics. To add to this victory was the reclaim of BASC baseball team as they brought the championship and advanced to the Nationals.

The College’s undertakings in research, extension and training were nothing but fruitful as we enhance

and increase our linkages with both private and public agencies to expand our services and development efforts to support our clienteles. At present we do not just promote and forerun the

aerobic rice technology, the College is now delving into the productivity enhancement on Carabao Mango in Region III. Organic Agriculture Validation Project was also established in

cooperation with DA-BAR and UPLB. This year, internally-funded researches among BASC faculty members are stimulated and encouraged to uplift the quality and standing of research, extension and training department of the College. We’ve also managed to obtain international presentations through researches. Ten papers conducted by faculty members and researchers from RET office represented the College in Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) 2015 Conference. It is quite awe-inspiring to know that few years back, the College is lagging behind in the field of research but in the past couple of years, BASC is racing achievements in agricultural and technological research. What could be a tough feat for me this year as a president must be the chairmanship of DC-SUC III CIRPS. All these accomplishments were not completed and reached without trials, difficulties

and obstacles. The College had taken a long-term view to achieve it one by one. All of our goals and missions didn’t succeed and met without setbacks. There are failures at times but we always get up, brushed off the dirt and regain our

focus because reaching the summit is still our goal. Gearing towards academic excellence with global competencies and standards is our long-term goal. No more. No less.

At this point I would like to say that our great accomplishments can only be addressed and credited to our strong sense of teamwork. And as I always say, the College is very fortunate because its most important asset – its people – has always been compassionate in serving our students and achieving our goals. Having said this, I am extending my sincerest gratitude to all of us who have labored very diligently to surpass short-term obstacles just so we continue triumphing our long-term goals. In the coming days we shall continue to strive hard, even harder. These powerful long-term goals will certainly help us cut through our deterrents and make us better decision makers and team players in order to achieve our best desired outcomes – relevance and excellence. Thank you very much, and may God continue to bless us all.

The Office of the Academic, Cultural and Sports Affairs (ACSA) organized and participated in multitude of events this academic

year 2015 to 2016. We experienced another year of unbounded commitment and achievements despite some predicaments we

managed to resolve. Through the constant efforts of the different academic units in the college and the profound dedication and

teamwork of the BASC faculty and administrative staff we have tucked numerous accomplishments under our belt this academic year.

As we live by our philosophy of achieving holistic excellence and become an outstanding institution of higher learning through

implementation and pursuit of output-based and realistic policies and project developments, ACSA is definitely on the correct path to

reaching the college goals and targets.

Once again, our enrolment rate achieved a significant increase of 14.82% or equivalent to 4,734 on student enrolment for first

semester while for the second half of the academic year, a total decrease of 314 or 6.63% student enrollees was recorded as this is

the usual trend for the past years.

The Licensure Examination for Agriculturists achieved a 13.33% overall passing rate over the national passing percentage of

31.05% taken last June.

On the other hand, five graduates from the Institute of Engineering and Applied Technology brought pride as they marked a

62.50% institutional passing rate surpassing the 40.43% national passing percentage.

For the Licensure Examination for Teachers held last September 2015, the college produced 78 new

licensed teachers, 44 for secondary education and 34 for elementary education. The first time-

takers for secondary education acquired a 67.92% institutional passing percentage which is

above the national passing rate of 41.75%, while the Bachelor of Elementary Education first

timers marked a 48.44% passing rate against the 31.36% national passing percentage.

We also held different activities conducted by all the institutes in the college throughout the

academic year for the purpose of informing and making the students as well as our faculty

updated with the progress in their respective courses and teaching fields. We are not going to

stop in enriching the minds and competencies of our students and faculty. This is our mission we

fulfill every year.

In relation to this, camaraderie among student leaders and strong leadership skills and values were honed when a team building for the 36 student organizations and one publication activity was facilitated

by the Student Organization Unit pursuant to the advocacy of “BASC YES – Youth Empowered Services”.

Additionally, we didn’t fall short in the capacity enhancements of our faculty as we conducted seminars, trainings and workshops for them within and outside the College. This year also

marked the active participation of our teaching force in the field of research and extension projects when all the institutes carried out researches and extension services on their programs funded internally.

We also successfully held our Intramurals this year, the said event became the channel

for qualifying players who joined the SCUAA III Olympics where BASC landed 4th

runner-up (5th place) in the over-all rankings. Our College’s baseball team even

redeemed their gold spot as they placed first in the finals and advanced to the

Nationals. Indeed, true sportsmanship is excellence in motion and we will keep on

moving to weather sports battles until we reach the top.

As the College gears towards relevance and excellence in education, the ACSA Office

will give its untainted support to achieve this cause. As we head towards global

excellence and competence, we pledge to continually sharpen our commitment,

mindset, ethics and dedication in ways that could only tread us forward.

OTHER ACTIVITIES

The Academic Year 2015-2016 was a productive year for all student organizations. Student leaders and members were able to enhance and strengthen their leadership skills and values through the seminars and trainings they attended and conducted. Students were also given the chance to develop their mental health, skills, talents and established camaraderie among students by participating to activities and events held by different academic, non-academic and religious organizations.

After two years of failing to have the top post, our college’s pride

finally brought home the championship of the SCUAA III Olympics Baseball

after demolishing Tarlac State University, 13-5, in their demolishing Tarlac

State University, 13-5, in their 7-innings final match at the Pampanga State

Agricultural University (PSAU) Grandstand, Magalang, Pampanga, December

21, 2015.

The remarkable battery of pitcher-catcher tandem of cousins Joener

Delos Reyes and Raffy Delos Reyes gave BASC batters an edge as they

dominated Central Luzon State University with a score 5-2; Aurora State

College of Technology, 11-3; PSAU, 7-0; and Nueva Ecija University of Science

and Technology, 9-2, in their way to the championship match.

Arnis team ranks 3rd in SCUAA III Olympic 2015

BASC Arnis team took the third spot of the over-all ranking for

the 2015 SCUAA III Olympics held at Brenz Z. Guiao Multi-purpose Cen-

ter, PSAU, December 18-19.

BASC grabbed total medals of 4 golds, 4 silvers and 4 bronze in

the sports event that places them on the 3rd slot.

Engr. Anthony Ortega, coach-men and Mr. Roberto Capalad,

coach-women, received certificate of recognition for making it to the

top 3 in both men and women. They also got certificate for being third

overall.

Part of the remarkable success of RET office was the participation of our team to different regional, national and international conferences. Dr. Imelda S.A. Navarro and Dr. Josie A. Valdez presented their papers at the DOST Regional Research Congress held last July 16, 2015 at NEUST, Nueva Ecija. On July 7-11, 2015, Dr. Josefina C. Mananguit attended and presented a paper in the 1st National Organic Agriculture Scientific Conference held at BengSU, La Trinidad, Benguet.

BASC-RET team also attended the international research forum at the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) 2015 Conference held at Palawan State University, Puerto Princesa, Palawan last December 14-16, 2015. Presenters on this conference include Dr. Susan C. Santos, Engr. Rhuelyn A. . Ballaran, Dr. Josefina C. Mananguit, and Dr. Josie A. Valdez.

It is noteworthy to recognize the efforts of the College in regional and international presentations. During the 2015 DA-RFO III Research, Development & Extension held last June 10-11, 2015, Dr. Josie A. Valdez was awarded 3rd Best Promising Paper and 3rd Best Poster. He also won as the Best Presenter in his on-going study. For the development and extension category, Dr. Imelda S.A. Navarro won the Best Poster and Best Presenter awards for completed and on-going studies.

In addition, Dr. Valdez won 1st place for the Technical Paper Presented under the Soil and Water Aquaculture Category in the 13th International Agricultural Engineering Conference and Exhibition, 66th PSAE Annual National Convention and 27th Philippine Agricultural Engineering Week Celebration held last April 24-30, 2016 at Mariano Marcos State University, Ilocos Norte.

The RET Office also supports the Colleges’ commitment in developing and maintaining the skills and knowledge of its faculty, students and the community. 28 trainings were conducted from August 2015 to May 2016.

Indeed, 2015 has been a prolific year for RET Office. These accomplishments were indications that BASC is on its way up and will continue to provide higher professional, technical and special instructions and promote research and extension services and advanced studies.

Year 2015 proved to be successful in our aim to continually promote research and development efforts to help our clienteles.

The office of the Research, Extension and Training made a significant contribution in the College’s goal for faculty competence and development by approving internally-funded 17 research projects amounting to Php 341,061 and 5 extension projects with a total approved amount of Php 721,515. For the externally-funded research, the office generated a total amount of Php 2,037,792. Moreover, four development projects with a total amount of Php 8,991,810 was generated which was all funded by the Department of Environment and Natural Resources.

Two extension projects entitled “Science and Technology Community-based Farms on Sustainable Mango Production in Pulilan, Bulacan” and “Aerobic Rice R&D Project for Region III” funded by PCAARRD and DA-BAR respectively generated a total amount of Php 3,268,921.

The Office of Administration, Finance, Planning and Business Affairs takes pride in presenting to you a glimpse of another productive and successful year. Through the years, the AFPBA Office continuously marks significant contributions in the growth of BASC.

For four years, BASC was among the first batch of SUC’s in the country to qualify for the Performance-Based Bonus (PBB) grant. Accomplishing the physical targets was a tedious work which involved close monitoring and evaluation of each unit. However, all these were achieved with the efforts and commitment of everyone.

Moreover, the College was able to generate Php 16.988M from the Capital Outlay (CO) from which the construction of Arts and Science Building, Multi-Purpose Building, and purchase of agriculture laboratory equipment were completed. Also during this fiscal year, awarding of contracts and delivery of materials were done for the new projects such as the construction of two-storey agriculture building, Farmer’s Training Center, and Science & Technology Promotion amounting to Php 44.46M.

Financial grants for the conduct of research and extension, scholarships, donations from private individuals and assistance from CHED to accreditation and NAFES projects were also received by the College.

To support the Colleges’ aim for physical development and change, several renovations, constructions, repairs and maintenance of facilities were done through the college income.

Our Office also recognizes the need of our faculty and staff to enhance and update their knowledge and capacity. Seventy-eight BASC faculty and staff attended 108 seminars, trainings, conferences, workshops and meetings in the local, regional, national and international levels. We are also pleased to report an increase of faculties who pursued their graduate education program and those who finished their Master’s and Doctorate degree.

Truly, this past year proved to be a year of change, growth and development and the Office of AFPBA will continue to be steadfast to serve our staff, students and community.

BASC continuously takes pride in having been among the first batch to qualify for the Performance-Based Bonus grant for pay out until February 29, 2016.

Among the four delivering units, the Higher Education Services Unit ranked first with a mean of 179.24% accomplishment based on the physical targets. Research, Extension and Training Unit ranked second with 153.96% rate of physical accomplishments followed by Support to Operations (STO) with 102.65% rate and General Administrations and Support Services (GASS) Unit with 101.03% rate physical accomplishments. A total bonus of Php 1,610,700 was released for 122 faculty and staff who equally contributed for the achievement of physical targets of the college. This is an indication that the college strongly unites in achieving a common goal.

The total annual budgetary allocation of the College for FY 2015 showed a significant increase. As

compared to last year’s budget, General Appropriation Act (GAA) actual released budget for FY 2014. GAA

had allocated a budget of PhP 119,163,000 this year compared to PhP 102,008,000 last year, a recorded

increase of 14.40%. On the other hand, SUC income also increased by 15.98% this year. From PhP

30,586,000 to PhP 36,404,000 in FY 2015. Both funds totaled Php 155,567,000, which is 14.76% higher

than last year’s Php 132,594,000. The top three services which benefited largely from these funds are

Higher Education Services, General Admin and Support, and Auxillary Services.

In support to the Colleges’ continuous aim for excellence and higher quality education, two instructors were transferred in addition to the pool of competent and proficient faculty of BASC. They were Dr. Cecilia S. Santiago, Assistant Professor III from Western Philippines University and Mrs. Analiza A. Vendicacion, Head Teacher I- English Department from San Ildefonso National High School.

Dr. Cecilia Sevilla Santiago is currently an Assistant Professor II at Bulacan Agricultural State College. She was the former Dean of the College of Education at Western Philippines University (WPU) from June 2013 – September 2014 and served the WPU-College of Arts and Sciences as an Assistant Dean for six years. She started teaching in the academe in 1999 as an Instructor I. She finished her baccalaureate degree in BS Food Technology at University of Santo Tomas and took 36 units of BSED major Physical Science at WPU where she also acquired her Master in Educational Management in 2005. On April 2010, she finished her Doctor of Philosophy in Development Education at Holy Trinity University. Recently, she completed two researches entitled “Students’ Perception on Teachers’ Attitudes: Implications to Learning” and “Performance of Student Teachers of Western Philippines University-Quezon Campus”, both accomplished in the year 2015. She already published two research papers written as follows.
