MAYOR'S MESSAGE

Bellevue is Nebraska’s oldest city founded in the early 1800s as a fur trading post and named by early settlers impressed with the beauty of the view overlooking the Missouri River. Although we are one of the fastest grow-ing communities in the state, we are proud of our rich history and have plenty of landmarks in our Olde Towne area for you to explore. On behalf of the Bellevue City Council and all of our residents, I am excited to welcome you and would invite you to experience all that our com-munity has to offer.

Imagine living and working in a place that is filled with history and hospitality, is progressive in technology and economic opportunities, yet family friendly, afford-able and surrounded by the beauty of the beckoning outdoors. If this sounds like a place for you then you will love Bellevue, Nebraska, which was once again ranked in Money Magazine as one of the “Best Places to Live in America.”

With quality neighborhoods, cultural activities as well as an award-winning public school district and a nationally ranked university right in the middle of our city, Bellevue is a great place to live, work and play. One of the great things about Bellevue is that we are proud to be the home of Offutt Air Force Base, the Eastern Nebraska Veteran’s Home, and the Official Nebraska Veterans Parade. Bellevue is a very patriotic city, and we are proud of the men and women who serve and have served.

I am humbled and excited to start another term as Mayor of this great city. Over the past four years, we’ve worked hard to put together a great team to lead the City forward. We have had a lot of successes including the new Convention Center Hotel, the cleanup and sale of the Coreslab Property, a new, modern Public Safety Facility and the opening of the Highway 34 Bridge corridor which are all examples of projects that set the groundwork for further prosperity in Bellevue. We will

continue to work together to build relationships and partnerships throughout the city, county, and state as well as nationally so developers have no doubt that “Bellevue is Open for Business.”

OFFUTT COMMANDER'S MESSAGE

Welcome to the Bellevue-Offutt Community, home of the “Fightin’ Fifty-Fifth!”

The 55th Wing is the largest wing in Air Combat Command, a Major Command in the United States Air Force. We provide dominant intelligence, surveillance, reconnaissance, electronic attack capabilities, command and control, and base operating support to national leadership and warfighters across the spectrum of conflict — anytime, anywhere.

In addition to the 55th Wing, Offutt is also home to more than 50 partner units, including United States Strategic Command, the Air Force Weather Agency, and the Heartland of America Band. All of these units help support the Air Force’s mission to Fly, Fight, and Win in air, space and cyberspace. The Offutt military community consists of more than 57,000 people including civilians and contractors.

The base was originally founded in 1890 as an Army post and was named Fort Crook after General George Crook. In 1921, the original runway was built on the post and named Offutt Field after Lieutenant Jarvis Offutt, the first air casualty from Omaha during World War I. Subsequently in 1947, when the Air Force was estab-lished as an independent service, the post became Offutt Air Force Base.

The relationship we share with the local community is second to none. Before moving to Offutt, I had heard this was a wonderful community. Now that I’ve been here almost two years, I can assure you all of those things are absolutely true. The positive support you constantly provide helps us do our mission the best we can, and for that, I am very grateful.

Thank you for making all of the personnel stationed at Offutt feel at home. I invite you to take the opportunity to get to know these Offutt families. You may see our Airmen and families out in the community taking part

in events or volunteering as a way to give back in ap-preciation for your hospitality. We certainly don’t take our relationship for granted and we hope to make it even stronger in the future.

BELLEVUE AT A GLANCELOCATIONBellevue is located in Sarpy County, just south of Omaha in east-central Nebraska. Bellevue is bounded by the Missouri River on the east, Omaha on the north and Offutt Air Force Base on the south. Major Midwest cities are within a day’s drive or less: Kansas City, Mo., is 174 miles south on Interstate 29; Denver is 538 miles west on Interstate 80 and Chicago is 470 miles east on Interstate 80.

POPULATIONDuring the 1990s, Bellevue’s population grew nearly 48 percent. Today it is Nebraska’s third-largest city, with more than 53,000 residents, according to the latest census figures.

CLIMATEBellevue enjoys four seasons, each with ample opportunity for outdoor recreation. Biking, hiking, boating, swimming and fishing are popular warm-weather pastimes. At 985 feet above sea level, temperatures average from 29 degrees in January to 85 de-grees in July. You can expect an average 28.5 inches of rainfall annually and just more than 32 inches of snowfall.

MAJOR ROADWAYSNavigating the city is easy. The Kennedy Freeway is the primary north-south route through town. Omaha and Interstate 80 are at the northern edge; Offutt Air Force Base is at the southern edge. Fort Crook Road is an important north-south thoroughfare that runs the length of the city. Nebraska Highway 370 and Cornhusker Road are primary east-west routes through Bellevue.

Leadership Bellevue’s mission is to identify, educate and inspire leaders to serve the Bellevue-Offutt community. The program began almost 30 years ago and has close to 400 successful graduate leaders.

Leadership Bellevue is designed to sharpen leadership skills by helping participants sense what Bellevue needs.

The program exposes future leaders to the past, present and future of the community by combining presentations by current leaders, tours, panel discus-sions and dialogue between participants and community decision-makers.

The goal is to bring participants face to face with the challenges Bellevue is meeting and to inspire them to accept responsibility for providing necessary leadership.

Each session during the 10-month program is a full day.

Social opportunities encourage participants to become better acquainted and foster mutual interests in working together to address challenges facing this progressive, growing community.

Leadership Bellevue is a spring-board into community awareness and leadership.

Leadership Bellevue is coordinated by the Bellevue Economic Enhancement Foundation in partnership with the Bellevue Chamber of Commerce.

CHAMBER AWARD WINNERS

To be named Ambassador of the Year by the Bellevue Chamber of Commerce is not an easy honor to earn.

Members of the chamber volunteer their time, acting as a liason to new busi-nesses to the area, helping to promote the chamber and all that it does.

Karissa Williams was honored for her tireless efforts to promote the chamber to new and existing businesses and owners in the area.

“It meant a lot that I got it,” she said of the award.

Williams is very dedicated to the chamber.

Her employer, Offutt Collision, encouraged Karissa to go out to the community and get involved on behalf of

the company.And Karissa has done that.“I really got more involved with the

chamber as an ambassador and put my best foot forward,” she said.

“I’m like a ninja of networking,” she said.

Karissa cares about the business in Bellevue, and her actions prove that.

“I used to own a small business in Bellevue and the community involvement is an important part of that,” she said.

As an ambassador of the chamber, Karissa meets with others at area businesses and talks about the benefits of being a member of the chamber. And often is successful in winning new memberships.

Ambassadors also help the chamber when things need to be done, such as offering meeting space or stuffing envelopes.

Being active in the community is of utmost importance for success in Bellevue, it helps others know who you are and what you're about.

A true champion of the chamber, Karissa sees the chamber as very sup-portive of small business.

“They give businesses what they need to succeed,” she said.

Karissa is currently the Ambassador President and she also sits on several committees and boards.

“I love the community,” she said. “I really don’t want to live anywhere else.”

“I was raised to always give back to the community,” said Steve Betts.

And Betts has done that.Honored with the Distinguished

Service award from the chamber, Betts continues to quietly give back to the community he’s called home since he was about 13 years old.

His father joined the Bellevue Volunteer Fire Department when the family moved to Bellevue. And at age 16 Betts joined as well.

“I’ve worked in just about every department of the city, except for waste water,” he said.

“Pretty simple story, start early and work a long time.” he said about his career.

In fact, Betts has spent his entire career with the city of Bellevue. His first job was in the city’s public works street department.

He had held all types of positions in the volunteer department, even serving as chief.

“It was the largest volunteer depart-ment in the state,” Betts said of the fire department.

2010 brought his efforts to a full-time status when the volunteer department officially became a city department.

Betts was also integral in establishing a radio communications system across Sarpy County in 1995.

His supervisors tasked him with researching and implementing a new

communications system to replace the long outdated system the city had been using.

“I became the communications guy — still love it, still run it,” he said.

Betts is the man the chamber calls for help from the city with events, such as RiverFest.

He helps arrange the power supply, fencing and the emergency services that are made available during events.

And his involvement in RiverFest was noted as one reason for his being honored with the Distinguished Service award.

“Pretty much what they ask us to do, we try to accommodate them,” said Betts of his support to the chamber.

CHAMBER AWARD WINNERS

Marathon Ventures Inc. got its name from the two friends and company co-owners who first met at a marathon.

It is the corporate home of Herman’s Nut House, Maggies’ Gourmet Popcorn and Pear’s Gourmet Coffee among other snack foods.

The company also has many private label customers, including some of the top retailers in the country.

Marathon Ventures employs about 100 people. It opened its corporate headquar-ters in Bellevue in 2013 and brought its production facility to the city in 2014.

There is also the Fresh Roast Store, a coffee and snack shop, at the front of the facility.

The building is a great location for

the company, offering easy access to the interstate.

The front store has also served as a polling place for city elections, and the company is also supportive of other community events and groups such as the bike trail on Fort Crook Road and the Susan G. Komen Race for the Cure and various marathons.

John Larsen, president of the com-pany, said Bellevue’s welcoming approach and the tax incentives offered by the city and state, led him and his business partner, Mike Sortino, to locate the business on Fort Crook Road.

Before moving in to the building, the company put it through a complete renovation that suited the company’s

needs for production, distribution and storage.

Larsen admits the company has some big competitors, but sees Marathon Ventures as able to compete on the level where smaller or more unique packaging and batches are needed.

“We can play small and nimble,” he said. He can make sure the company can meet a retailers needs quickly. “You’ve got to play to your strength.”

The Silver Arrow Award was a surprise, he said.

A Bellevue native, Larsen's first job was at the same address that Marathon Ventures is located — the location was a Mexican restaurant then and Larsen worked as busboy.

Just back from Argentina on an exploratory trip, Brian Schlueter, owner of Moonstruck Meadery, realized something: That he can more than trust his staff to take charge in this ever growing business.

In the month of January, in Schlueter’s absense, the meadery’s tasting room saw sales jump by more than double over the previous January.

Not only are the award-winning meads on hand for tastings, but the menu also includes pizzas that have a crust recipe that uses honey as an ingredient — the same honey that goes into the mead production.

He has learned to trust his staff at the tasting room, and his son who runs

the production facility, to take care of business.

Being able to trust them allows Schlueter to focus more on the expansion plans for this growing business.

Sales by distributors have jumped, and Schlueter is looking at increasing local production by moving from hand bottling to an automated line that can put out about 1,100 bottles an hour.

He’s also looking to bring in interns as production increases.

As Moonstruck grows as a global brand, Schlueter is looking to keep a strong local presence in Bellevue, locally sourcing the high quality ingredients that go into his meads as much as possible.

He’s formed ties with the community

that go back to when he and his family were stationed at Offutt.

“I love it here,” said Schlueter. As a business owner, Schlueter appre-

ciates the contacts and camaraderie that’s been a product of being involved with the Bellevue Chamber of Commerce.

“I think the Bellevue Chamber of Commerce supports business very well, especially small businesses,” said Schlueter.

And as a part of the Bellevue commu-nity, Schlueter is supportive as well.

The meadery is happy to donate product, as Schlueter calls it, for fund-raisers for local organizations. “We can’t always give what we’d like to, but we give what we can,” said Schlueter.

For more than 12 years, Kay Dammast served as City Clerk for Bellevue.

A "behind-the-scenes" job, is how she described it.

But as the city clerk, Dammast was something of a gatekeeper for the city council and the city hall.

Dammast recorded the votes and deliberations of city council sessions, composed the minutes and posted them online.

She was also the first point of contact for those seeking liquor licenses, event licenses, ordinance information and tips on navigating the city’s bureaucracy.

Dammast retired from Bellevue last September.

Not that she is keeping still. Dammast will be teaching a class on time manage-ment for the Nebraska Municipal Clerks Institute and Academy.

She has been involved with the program for 20 years, either attending or teaching classes which are held one week each year in March on the UNO campus.

A 2009 graduate of Leadership Bellevue, Dammast is a great sup-porter of the program and the Bellevue Chamber of Commerce.

“I love Leadership Bellevue,” she said.“It was a total surprise,” Dammast

said of the Distinguished Leadership Alumni award. “It does mean a great deal to me, because I never think of myself as distinguished.” Though the

leadership class is only offered once a year, Dammast found that participants meet a lot of people — those you need to know in the community and turn to when you need advice.

“People that take that are people that want to be leaders in Bellevue,” she said. Dammast also is a fan of the chamber as a whole.

“The Bellevue chamber does a tremendous job,” she said. “In recent years they have really concentrated on economic development for the city.”

Since retiring, Dammast has more time for the community, including volunteering more for the chamber at events or whatever the need of the chamber might be.

Mary and Bob Whaling wanted to be business owners.

That was the big dream. But what kind of business was up for discussion.

After much thought, research and more discussion, the pair opened Take AIM in July 2013.

“We spent close to three years plan-ning,” Bob Whaling said.

He even attended a series of firing range development courses to learn the business before opening their range.

The couple met in the 1980s when both were enlisted in the Air Force. Eventually stationed in Bellevue, they decided to stay after leaving the service.

“The kids grew up here,” he said. No strangers to the chamber, they

were active with it prior to opening the business.

“They spoke on our behalf at city meetings,” he said of the chamber staff as the couple went through the process of launching the business.

Mary Whaling, a Leadership Bellevue graduate, was very familiar with the chamber and how important it is to businesses in the community.

“We got a lot of sound advice form them,” Bob Whaling said of the chamber. “As well as from other business owners in the community. We took advice from everybody.”

When the couple settled on a location, they approached other area businesses to discuss their plans.

“We wanted to be good neighbors,” he said.

Safety is No. 1 at the range. Bob Whaling and the staff continually monitor the lobby and shooting lanes.

“We have some great custom-ers — we’re really fortunate,” he said. “Everyone is very respectful.”

Though there is staff at the front desk, Bob Whaling is at the business every day it’s open, Tuesday through Sunday.

The range is closed Mondays, that doesn’t mean he takes the day off. He comes in to clean the range and do other maintenance including hauling out the spent bullet lead to a recycling center.

Any special events are scheduled on Mondays.

Brian Schlueter, owner of Moonstruck Meadery, enjoys doing home-brewed beers.

Mainly a hobby for several years, he got more serious about making mead a few years prior to launching his brand in October of 2011.

And he made his first batch of mead, strawberry and red raspberry flavored and carbonated, in 1989 when he and his family were stationed in Okinawa, Japan.

A few more batches followed but Schlueter didn’t start perfecting his mead until about 5 or 6 years ago, according to Brian.

He has learned the correct ways to make mead, but has tweaked the method to his liking resulting in a unique

product.Made from fermented honey, Brian

insists that only the highest quality ingredients be used in his mead.

That commitment to quality hasn’t gone unoticed.

Moonstruck has won several awards at international and national competitions. In fact, the Capsumel, or pepper mead, has several times earned Double Gold Medals in Hong Kong, Isreal, Argentina and Ukraine.

Double Gold is a very high honor, and places Moonstruck among the best meads in the world.

Schlueter wants to be sure to maintain a high quality standard for the mead he makes and food he serves in his tasting

room.At the tasting room, pizza is on the

menu. One of the ingredients in the dough is honey, in keeping with the main ingredient of mead.

Schlueter is looking at revising the business plan for the meadery, as sales have far exceeded goals that were set when he first launched the business.

Part of that revised plan includes expanding production capabilities at his existing facility in Bellevue, while continuing to source ingredients as close to home as possible, but also considering opening another facility in Argentina. Argentina is the second largest pro-ducer of honey in the world, increasing Moonstruck's global footprint.

Three generations have built Cornhusker Auto Wash & Detail Center into an award-winning business. The center was opened by Ray Fox in 1986, who has since passed away, and now operated by Ray’s son, Mark Fox, who joined the company officially in 1996. Brian Fox, Mark’s son joined the business in 2013.

With an entrepreneurial spirit, Ray had previously owned a hotel in Hastings before coming back to Bellevue, he chose the location deliberately near the Kennedy Freeway, but on a corner that would offer ease of access for traffic.

The small business award was a great honor for this family-run business. The Fox family works hard to honor what Ray

started. “He had a dream,” said Mark. “And we got her done.”

“He worked hard to set the foundation for where we are today with the busi-ness,” said Brian of his grandfather.

Customer service is of utmost impor-tance to the business, and the owners and employees work to offer the best service experience possible to their customers.

Being part of the community is important for the business. The Foxes offer donations and goods to charities and various fundraisers across the area as one way of giving back to the community.

The owners are also proud to support service members from the nearby Offutt Air Force Base.

A free car wash on Veterans Day for

active or retired military is a long stand-ing tradition.

Their reputation on the base as a trusted place to take your car has gained them new and repeat customers.

Service members who are being shipped overseas can bring their car to the carwash to be prepped for transport, treating the car to help protect it during shipping.

The carwash provides quality service to Bellevue and the surrounding com-munity. But besides the carwash, the company also offers auto detailing, remote start installation, windshield rock chip repair and more services. They also own the gas station that is adjacent to the carwash.

Texture Salon & Spa has been owned by Mary Macias-Cox and her husband for a little more than three years.

Macias-Cox had worked in the beauty industry for several years before the opportunity came along to purchase the salon.

She had always wanted to own a salon and the timing of the opportunity was right for her.

“So we went for it,” said Macias-Cox. The couple decided to stay in Bellevue

after retiring from the military.“The city has been a good fit for us

and our family,” said Macias-Cox. “It’s become home.”

The shop has 10 hair stylists, a mas-sage therapist, esthetician and hand and

foot nail specialist and recently added spray tanning to the services offered.

Three of the stylists also do makeup as well, serving bridal parties.

Macias-Cox got involved with the Bellevue Chamber of Commerce once she was owner of the salon.

The salon keeps her busy, so she isn’t always able to offer as much time in support of the chamber as she would like.

With a degree in business and her knowledge of the beauty industry as a trainer and stylist, salon ownership was a perfect fit for Macias-Cox.

Macias-Cox comes from a family of entrepreneurs, her parents are immi-grants and her children are first genera-tion American-born.

Her father owns a restaurant and her mother owns a hair salon.

Being a business owner is just in her blood.

“The chamber has been very support-ive,” said Macias-Cox.

“The small business award from the chamber increased our exposure,” she said.

The salon has realized phenomenal growth in the past year, and she credits the building of relationships in the community for that.

“You get what you put into the chamber,” she said.

Her networking efforts helped her build relationships and get her credibility established, said Macias-Cox.

When it comes to sheltering residents, Bellevue is first-rate.

“A lot of people, when they find out they are going to be stationed at Offutt, get here and are really surprised,” said Angela May, real estate agent with NP Dodge. “There’s a lot of people who end up coming back here to retire.”

Rising View is one housing company that caters specifically to active-duty military. They specialize in homes for Bellevue’s largest popula-tion segment, working with people either on base or off base.

The fact that veterans retire here is also a reason why Bellevue is host to Eastern Nebraska Veterans Home, which last year won the Excellence in Action award for resident satisfaction.

Seniors without military back-grounds can also find lots of options in Bellevue. This growing segment of

the population is well served through Hillcrest Heath Services, which offers many options from independent to assisted living; Richmont Village; Harmony Court; and Heritage Ridge Retirement Community.

Bellevue is a draw for first-time homebuyers and people looking for a place to establish a family, as it offers good schools, jobs, and lots of amenities such as biking trails and parks.

More than a dozen sanitary improvement districts (SID) units are around the Bellevue area. SIDs, housing developments governed independently of the city, are sought after by people desiring new housing.

“There’s been more growth over in the Clearwater Falls area, and houses always sell pretty well there,” May

said.“Bellevue is growing so much,” said Cindy Dropinski,

manager of Pavilion at Twin Creek Apartments. “There’s a lot of new housing in Bellevue.”

People have lots of areas to choose from, all over the city. South of the city, residents can find houses in Lakewood Villages, Pilgrims Landing, Hyda Hills, Two Springs and Tregaron. If someone wants to live to the north, they will find Sunrise or Avery Hills.

New housing may not be for everyone, which is why Bellevue also offers apartments in a variety of prices and sizes. Apartments, however, may be harder to come by than single-family residences.

“I stay between 95 and 98 percent occupied,” said Dropinski.

That number, she said, is pretty strong for many apart-ment dwellings. Apartment living in Bellevue is so popular right now that Pavilion at Twin Creeks is building 240 more units. Apartments can also be found in Olde Towne, Fontenelle Hills, and Colonial Pointe at Fairview.

Another factor in Bellevue housing is the Highway 34 corridor. A new bridge linking the Iowa and Nebraska sides opened in October, and with it has come new business and new residents.

“I have had a lot of people from the Iowa side mov-ing this direction because there’s such an easy access to Omaha now,” Dropinski said.

The Nebraska Medicine-Bellevue, which opened in 2010, continues to grow. This full-service hospital features 55 beds and more than 300 physicians in more than 30 different specialities. They are also accredited by the Society of Cardiovascular Patient Care as a chest pain center and recently earned the Get With the Guidelines Stroke Performance Silver Plus Award from the American Heart Association.

The Nebraska Medicine-Bellevue also houses Madonna Rehabilitation Speciality Hospital. This partnership started in April 2014. Madonna leases the fourth floor of the hospi-tal, and houses 32 beds in which to provide comprehensive medical and rehabilitation programs for patients who no longer need acute care, but still need specialty medical services. During the initial six months, the hospital was limited to 10 beds, and has kept busy, serving 100 patients from April through February 2015.

Alegent Creighton Health on Samson Way offers family medicine, pediatrics, sports medicine, and more. They are part of the CHI health system, which has services through-out the Omaha metro region.

Specialty medicine, such as Bellevue Vision Clinic or Towne Dental, can be found throughout the city for conve-nient checkups, and the Twin Creek area is home to many medical services such as psychiatry and chiropractic care. Four-legged loved ones can obtain medical care at Twin Creek Animal Hospital. Bellevue Urgent Care on Harlan Drive is available 24 hours a day, 365 days a year, to treat minor injuries and illnesses that are not life-threatening, but still require attention.

BELLEVUE HISTORY

There was a time when present day Bellevue was little more than open prairie and woodland. Less than twenty years had gone by since the Lewis and Clark Expedition had passed and returned through the area. Native Americans, members of the Otoe and Omaha, lived near the Missouri River and Papillion Creek. A fur trading post operated by Joshua Pilcher was not much more than a dot on the overall landscape. The year was 1822, about as early as Bellevue can concretely trace its origins as the oldest permanent settlement in Nebraska.

As a result of its connection with the Missouri River, Bellevue experienced the first of many of its booms by the 1830s. The fur trade was flourishing and Bellevue served as a springboard for many traders and trappers headed westward and point of embarkation for goods in route to St. Louis.

Spurred by the growth, fur trader and perhaps Bellevue’s best candidate for city father, Lucien Fontenelle built a larger trading post in 1832, selling the former location to the federal government for use as the Missouri River Indian Agency or Bellevue Agency. Following the death of Lucian in 1840, his son, Logan returned to the territory and served as an interpreter for the U.S. Government. Logan’s mother was a

daughter of Chief Big Elk of the Omaha tribe and Logan would eventually become chief himself in 1853.

Logan also worked for Peter Sarpy, a businessman and ferryboat operator. Sarpy brought scores of people across the Missouri River on their journey to the open west, including fortune seekers during the California gold rush and Mormons en route to Utah. In an effort to have people stay, he also aided in establishing the Bellevue Town Company with the town officially organizing in 1856.

Success has not come without setback. Bellevue was passed by to become the capital of the Nebraska Territory and as a selection site for the Transcontinental Railroad. Subsequently, Bellevue encountered hardship in the years that followed. Population as well as influence dwindled and lead to the relocation of the county seat in 1875.

Yet, in an era where ghost towns were a common occurrence, Bellevue prevailed. The resurgence of the community was the result of two major factors. Bellevue College, a four-year university for men and

BELLEVUE HISTORYwomen, opened its doors in the fall of 1883. The second element was the commissioning of Fort Crook by the War Department in 1890 with con-struction taking place between 1894-1896. Named after the late General George Crook, the fort played an important role during the Spanish-American War.

With the coming of the Second World War, Fort Crook, located safely in the middle of the heartland, was selected as a site for the Martin Bomber Plant. Thousands of bombers were produced here during the war, including the Enola Gay and Bockscar, the planes used to drop the atomic bombs near

the end of World War II.Fort Crook was re-designated Offutt Air

Force Base, after a World War One flyer killed in France. It took on a new set of challenges contesting Cold War threats and served as the headquarters of Strategic Air Command from 1948-1992. Today, Offutt Air Force Base is home to the 55th Wing, Air Force Weather Agency and United States Strategic Command.

From its humble beginnings as a cluster of buildings associated with a trading post to third largest city in Nebraska and significant economic player, Bellevue has been on a remarkable journey. It has been one with not only just a rich local history, but one that is intertwined with history on a national and even international scale. Most of all, the history is something we should be proud of.

Caboose rolls to the Museum

To help explore the significance of the rich railroad history in Bellevue and Sarpy County, the Sarpy County Museum recently acquired and relocated a full size Union Pacific Caboose to the museum grounds. Rarely used by railroads today, the caboose served as a mobile office for the train crew and was essential during much of 19th and 20th century America. With the help of volun-teers, the community, local businesses and organizations, the 58,000-pound caboose will be restored to its original glory, and though it was retired in 1989, it will continue to live on as a unique museum piece. Once the restora-tion is completed, the inside will be available to tour and will feature over 150 years of local railroad history.

This log cabin, built in the 1830s, is the oldest standing structure in Bellevue. After the death of Josephine Mountain, its last resident, it was purchased by the Sarpy County Historical Society. It has been placed on the National Register of Historic Places. The property is at 1805 Hancock Street. Tours are available by appointment, call the Sarpy County Museum at 402-292-1880.

AVENUE OF FLAGS

With American flags going up in mid-May and flying until mid-November, some of Bellevue’s main streets are transformed into Bellevue’s Avenue of Flags.

Since 1999, the American flags, thanks to the generos-ity of donors, have been flown proudly along Mission Avenue and Franklin Street in Olde Towne and also along Galvin Road.

Over the years, The Avenue of Flags has continued to expand west along Highway 370.

The number of flags have fluctuated each year, directly reflecting the level of participation of business and community members of Bellevue.

Organized by the Bellevue Chamber of Commerce, and pulled off by many volunteers, this yearly patriotic display is in honor of current service members and

veterans of the United States military.Many of the flags need to be replaced each year due

to wear and tear from the elements, with only about 10 percent of the flags lasting longer than one year. Even some of the poles need to be replaced. Each year replacement hardware must be ordered, too.

To help sponsor the flags, the donation is $60 per flag. Make checks payable to the Bellevue Economic

Enhancement Foundation. Donations can be dropped off at the Bellevue Chamber of Commerce office or mailed to B.E.E.F., 1102 Galvin Road South, Bellevue, NE 68005.

Bellevue is home to the Champions Village, a Boys Baseball and Girl’s Fast Pitch Softball Complex built in partner-ship with the city of Bellevue.

FONTENELLE NATURE ASSOCIATIONFounded in 1913, FNA is one of

Nebraska’s oldest conservation organizations and one of the largest private nature centers in the United States. The properties encom-pass nearly 2,000 acres of forest, prairie, waterways and wetlands along the Missouri River in the geographically significant Loess Hills.

Fontenelle Forest Nature Center is designated as a National Natural Landmark with the U.S. Department of the Interior and is listed on the National Register of Historic Sites. Notable historic sites that are located within FNA properties include more than 70 Nebraska Phase Indian lodge sites; the trading post of Manual Lisa and Lucien Fontenelle; and a portion of the Mormon Trail.

There is also reference in the journals of Meriwether Lewis and William Clark to a five-day encampment along the Missouri River, which is widely held to be located in Fontenelle Forest.

There are four private/public 18-hole golf courses in the Bellevue area – Bay Hills, Platteview Country Club, Tregaron and Willow Lakes.

Bellevue is very fortunate to have more than 35 parks and more than 700 acres of green space for residents and the public to enjoy. These parks are a combination of neighborhood and regional parks, and are located all over the community.

A splash pad, the city's first, will be installed at Hastings Banner Park in northwest Bellevue. The park also has soccer fields, baseball fields and a walking trail.

A new fountain was installed in the lake at American Heroes park. Part of the original master plan for the park, the fountain enhances what is becoming Bellevue's greatest outdoor spaces.

We also have more than 100 camping spots available for rent at Haworth Park.

Some of the amenities you can find in other city parks are shelters, playgrounds, ball fields, tennis courts and walking/biking trails.

Also this summer, Washington Park, at 20th Avenue and Franklin Street, will be hosting Music in the Park on Thursday nights.

BELLEVUE LITTLE THEATRE

The Bellevue Little Theatre, 203 West Mission Avenue, has been entertaining audiences for more than four decades.

The marquee changes several times each year with announcements of the latest comedy, drama or musical playing on its revolving stage.

Sarpy County’s only performing arts center, the theater continues to thrive. During its first eight years, productions were held in restaurants, schools and at Bellevue University.

In 1977, the board purchased and renovated the 244-seat 1940s Roxy Movie Theater building. In 1992, the adjacent building was purchased to serve as dressing rooms.

The thrift shop/reserva-tion center, which is more than 20 years old, is oper-ated with an all-volunteer staff and is currently located in the theater building.

Support from the Midlands Community Foundation and Bellevue Little Theatre patrons, and recent support of the Theatres of the Midlands, has provided state-of-the-art lighting and sound systems, as well as interior and exterior renovations to the stage, proscenium, lobby and marquee.

The ground-breaking ceremony was held in the spring of 2015 for the new conference and event center and adjacent hotel after months of planning and research.

In late August of 2013, a group of Bellevue city of-ficials, city council members and the president of the Bellevue Chamber of Commerce got into a van early in the morning and headed for Manhattan, Kansas, to tour a hotel and convention center.

They were on the road to see an example of a facility that was similar to their vision that would fill the needs of the growing Bellevue community.

The City and the Bellevue Chamber of Commerce have worked diligently together to address a community need for a modern, appropriately sized meeting and event facility paired with a high quality hotel. Both located near high quality business, professional and medical offices where community members can gather for a variety of business, community and individual activities.

After touring numerous facilities throughout the region and months of negotiation and hard work between the City of Bellevue, the Bellevue Chamber of Commerce and the developers of the project, that vision is nearing reality.

In late February of 2014, the Bellevue City Council ap-proved the agreements needed for a hotel and conference and event center to be built in Bellevue. In November of 2014, the city council approved a $7.4 million bond issue to help build the conference and event center. The bond issue will be covered by the anticipated increase in revenue from sales tax, property tax and lodging tax that the facility will generate. The hotel is to be privately funded.

This project will be built along Raynor Parkway in the Twin Creek area of Bellevue, which is north of the 36th

Street and Highway 370 intersection. Marcus Theater is just to the south and Culver’s is directly east of the development.

The conference and event center will seat up to 1,000 people in the main ballroom.

This 25,000-square-foot area can be separated to serve several smaller meetings or receptions and will have modern audio/visual equipment available.

The city has entered into an agreement with Kinseth Hospitality Group of Lamar, Iowa, to manage and operate the conference center.

The Kinseth Group has a proven record of operating similar facilities in the region.

Marriott International, Inc. has given franchise ap-proval for a 124-room Courtyard by Marriott to be part of the development. The hotel has a projected cost of $15 million.

This will be a one-of-a-kind regional community meet-ing facility with convenient, high quality lodging, offices and related services that will meet important needs of the citizens of Bellevue.

The hotel and conference and event center has the potential to create significant commercial synergies with businesses in Twin Creek Village and other areas of Bellevue.

Businesses are looking to move into the Twin Creek Village area and existing businesses are pursuing expan-sion and other improvements.

The Bellevue Public Safety Foundation, in concert with both the Bellevue Police and Bellevue Fire and Rescue, identifies needed programs, equipment, and technology within the community and creates partnerships with local business, residents and community members to meet these needs.

The foundation is dedicated to provid-ing the Bellevue Police and Fire and Rescue Departments with the supple-mental resources needed to enhance the quality of life of all Bellevue residents and community members.

The foundation hosts several signature fundraisers each year including a golf tournament and soup competition. It also hosts the annual chili competition where proceeds support the annual Holiday Heroes program helping children from low-income families during the holidays.

Bellevue is becoming greener by the day, thanks to Green Bellevue’s community programs intended to preserve and honor the environment. A grassroots, nonprofit advocate for conservation, Green Bellevue’s ability to forge lasting partnerships and recruit volunteers is creating a more beauti-ful and eco-conscious city landscape.

Trees, Trees, Trees

Designated by the Nebraska Statewide Arboretum as a Community Arboretum and the Arbor Day Foundation as a Tree City USA, Bellevue has 2,000 acres of forest within city limits. In addition to the beauty the trees provide, they also offer shade, habitat, dust absorption and oxygen. For the past five years, Green Bellevue has been applying for tree grants and organizing spring and fall tree planting efforts, which has resulted in the addition of more than 900 trees in public areas.

Bellevue celebrates Arbor Day by choosing a few schools to engage in tree

In September of 2014, Green Bellevue celebrated five years of service with the “Cool Parking” project at Bellevue Public Library. Volunteers planted 10 trees, thanks to a grant from the ReTree Nebraska initia-tive, that will result in a cooling effect.

Ramp Up Recycling The City of Bellevue’s Epiphany Ramos is

set on increasing Bellevue’s landfill diversion numbers by encouraging local residents, schools, and businesses to make recycling and waste reduction a priority. Green Bellevue volunteers are leading a county-wide effort to increase recycling with the “Lighten the Load to the Landfill” campaign. Educate and Celebrate The Sarpy County Earth Day

celebration, held the last week of each April, provides the venue for community members of all ages to participate and learn about caring for the environment. Held at the BPS Lied Activity Center, the annual event includes an athletic event, an art show display of more than 100 posters from young artists, a Environment Champion Awards cer-emony that recognizes current and future leaders and more.

The annual RiverFest celebration organized by the Bellevue Chamber of Commerce provides a great venue for recycling education. Green Bellevue volunteers participate in planning the recycling efforts and are on site to educate about the benefits of recycling.

Diverse and interesting educational programs are offered free to the public at monthly Green Bellevue meetings, with topics ranging from organic gardening to water quality, trail restoration and renew-able energy. Green Bellevue’s School Outreach Program focuses on creating

young stewards of the environment, and has led to a variety of planting and science-oriented projects, and increased recycling education efforts.

Programs That Keep Green GoingGreen Bellevue sponsored and contin-

ues to help care for the largest series of rain gardens in Nebraska, capturing and filtering more than six million gallons of water yearly from the roof and landscape of the Eastern Nebraska Veteran’s Home. This past June, volunteers added more than 250 native grasses and plants to the 10 gardens that comprise the storm water management plan.

In 2014, the gardens at Bellevue Public Library were adopted and cleaned, and volunteers installed a children’s butterfly garden.

Volunteer opportunities include:• Maintenance of six gardens in city

parks.• Spring and fall tree planting on city

property. • Regular citywide litter cleanup

projects.

• Water pollution prevention by label-ing storm drains warning residents that the drains lead directly to fresh water.

Making the gradeEducational opportunities get an A+ in Bellevue. Parents who are ready to send their little ones off

to preschool can choose from a number of public and private options, as well as the early childhood offerings presented by Bellevue Public Schools, Omaha Public Schools and the nearby Papillion-La Vista School District.

Bellevue is home to many award-winning elementary, middle and high schools, both public and private. Enrollment has been growing at all schools thanks in part to a booming economy in the city. Another thing that makes Bellevue-area schools attractive is the feeling of community that each school brings to its neighborhood and its students.

One such academic institution is Cornerstone Christian School. Cornerstone, with deep roots in Sarpy County, first opened its doors in Papillion in 1984. Soon after, Cornerstone moved to Bellevue as an elementary school and has experienced increasing growth. A recent move has middle and high school students at a new home.

Sixth- through 12-graders are now at a building leased from Springfield Platteview Community Schools. The building is located at 16405 Clay Street.

Elementary students will remain at the original school located at Thanksgiving! Lutheran Church at 3704 370 Plaza.

Other private schools in the Bellevue area include Daniel J. Gross Catholic High School, St. Matthew Catholic School, Saint Mary’s Elementary School and St. Bernadette School.

Bellevue Public Schools is the city’s major educator, serving nearly 10,000 students in 21 schools, kindergar-ten through 12th grade. Bellevue East and Bellevue

West high schools have long been recognized for their outstanding Air Force Junior ROTC and band programs. Both schools are often on the playoff lists for district and state sports competitions. Most importantly, Bellevue Public Schools consistently rank high academically in Nebraska and the nation.

town hall meetings and by conduct-ing community surveys to identify problem areas where remedies may be applied.

They, and City staff, are collaborat-ing with MAPA on the Regional Bike-Pedestrian Master Plan to aid metro-wide connections for both transportation and recreational users. By initiating, encouraging, and supporting the now-completed bike-pedestrian underpass at 38th street and Highway 370, they work for the safety of the community. Additionally, the 2014 City Strategic Plan outlined a three-year commitment to connect sidewalks throughout Bellevue, which is a priority for AARP and for parents of school children.

Plus, Bellevue hosts two of the area’s best off-road mountain bike trails at Swanson and Jewell Parks. For 2015, there are many exciting projects on the horizon, including the prospect of a B-Cycle station designed for the easy rental of bikes for recreation and transportation.

Bicycle friendly streets have mul-tiple advantages. They aid in national security, as Offutt leadership supports and encourages bike use by military personnel for their fitness. Base personal have the highest number of bike commuters in the metro, which has been helped by the lane marking and dedicated use along Fort Crook Road. In addition, economic develop

ment opportunities are enhanced by bike friendly communities. Many major and small companies recognize the interest of employees to bike to and from work. When determining where they will locate new opera-tions, these businesses use scoring methods of communities for walking and biking friendliness.

When people use alternative forms of transportation, such as riding bikes to commute, they reduce road wear. This reduction results in saving tax dollars on repairs. Bellevue is also working to encourage a more active, healthier, happier community that reduces obesity, generates fitness and thus, cuts health care costs.

Additional benefits include re-duced use of gas, which helps lower gas prices and reduces our depen-dence on foreign oil, plus diminishes air pollution. The traffic efficiency component is appreciated by busi-ness for the time and cost savings

they realize. Saving time, expense, tax dollars and resources, while creating a safer community, means benefits for the entire community. And the prevented injures and deaths are priceless.

The city's strong commitment to balanced, diverse transit is also demonstrated by the strong participa-tion from the public. Cycling groups, walking clubs, and active individuals all take advantage of designated byways to travel to work, shop, and play ... making Bellevue one of the most accessible cities in the state.

Since 2001, Walmart employees have been writing giant messages on fields near Offutt Air Force Base. In 2012, the field in the northwest corner of Highways 370 and 75 was the spot for the message, “THANK YOU FOR OUR FREEDOM,” which took about four days to create. Thirty workers, 2,500 pounds of flour and 500 wooden stakes were required for the letters to be plowed into the dirt. The message is so large, it takes up the area of 35 football fields. NEBRASKA HIGHWAY 34 BRIDGE

After two decades of planning, the new Highway 34 bridge between Iowa and Nebraska was opened on Oct. 22, 2014.

The occasion was marked by much fanfare, with dignitaries from both sides of the Missouri River in attendance, including governors from both states as well as state and federal elected officials.

The four-lane bridge is 3,276 feet long and 89 feet wide. The entire project for the highway stretches for

about 7 miles, connecting Highway 75 in Nebraska with Interstate 29 in Iowa.

The project, including bridge and roadway approaches, costs about $115 million. The federal government paid about 80 percent of the costs, with Iowa and Nebraska splitting the remaining 20 percent.

Making access to the area easier, the project is expected to spur job growth and economic growth for both sides of the river.

Built about midway between Plattsmouth and Bellevue, the bridge location was a real compromise. At one point, it was debated whether two separate new bridges should be built. In the end, all sides came together for the benefit of the area.

The bridge has also won honors in the engineering field. The bridge project was given the Grand Award in the Structural Systems category for the 2015 Engineering Excellence Awards.
