The open house aimed to: Provide information about current City TMP requirements and proposed changes. Solicit feedback on the proposed changes. The target audience for the online open house was managers of TMP-affected buildings as well others with some direct involvement with TMPs, including developers of buildings affected by TMP requirements, owners of such buildings and persons working to implement TMPs at buildings in Bellevue. Notice of the online open house was initially sent by email to persons who are involved with implementing current TMPs in Bellevue and to those who have indicated interest in the current TMP review process (78 names) as well as to 65 persons involved with implementing Commute Trip Reduction (CTR) programs at worksites in Bellevue affected by state and city CTR requirements (which apply to large employers). Notice was also sent to persons who City records show were involved with seeking permits for large development projects in Bellevue since Jan 1, 2012 (192 names). Two reminder notices were sent to these contacts over the span of the month the open house was active. Local chapters of two professional organizations, the National Association of Industrial & Office Properties (NAIOP) and the Building Owners & Managers Association (BOMA), were contacted and asked to pass word of the open house to their members; however, it is unclear whether either organization did any communication about the open house. The Bellevue Downtown Association was asked to forward notice of the open house to members for whom it was relevant. All communications included messaging that encouraged recipients to pass the open house link on to others involved with TMP development or implementation in Bellevue. Notice of the open house was also posted on the City’s TMP webpage. Threshold for TMP requirements for residential should be as high as possible. Residential tenants use their phone apps for transit information and/or choose not to own a car in downtown to reduce living expenses or because they work downtown.

there is no need to force development to provide a coordinator. individual access to the information will predominantly be via smart phone - not a transit info center or coordinator

I disagree with increasing the mandated costs for employers to provide. This could be a substantial increase in cost for employers. Essentially doubling the current cost with a 95% increase

will there be differentials for tenants or do these requirements extend to the tenants of the building. If it does would it make sense to differentiate the requirements for smaller tenants exemptions. Could be quiet burdensome to some companies.

There doesn't appear to be much interest from this office and facility. It should still be an optional as we don't seem to have the interest from our office. Would seem to be punitive if there aren't enough people interested

Comments

I am not aware of a parking access control system feature that would allow an hourly parker to pay an all-day parking fee but have in/out privileges. In/out privileges are only available to monthly permit holders, thus the word "privilege." If an employer pays an employee's parking, a little used system of billable parking cards are another way to offer an option as the employer would be billed for only those the hours parked in the garage by the employee.

This will be very difficult for commercial parking garages to implement.

Managing a TMP in a suburban office park might be problematic, and managing free surface parking in larger suburban parks will also present logistical issues.

This makes it an equitable process.

Comments

Increasing costs for individuals outside of Downtown seems like an over-reach. I agree with the unbundle, but disagree with the minimum stall price Much of the parking in the suburban markets is free of charge. I would not support actions that would require a Landlord to charge for parking. This could create an unfair competitive advantage for buildings that fall under the threshold levels.

Office Goals

Current city code sets a performance goal for office buildings in Downtown. The Transportation Commission and City Council have endorsed,

• Revising the current system for setting the performance goal, and • Extending the performance goal requirement to office uses citywide.

The performance metric is rate of commuting by drive-alone mode.

The proposal under consideration is to establish goals by zone, with Downtown as one zone and the rest of Bellevue as another zone. This recognizes the different conditions in Downtown vs other areas of Bellevue, especially in terms of level of transit service and availability/cost of parking.

For determining a reasonable level for expected performance, the proposal under consideration is to look at the average performance at worksites affected by Commute Trip Reduction program requirements as a reference. There are currently 57 worksites in the city affected by these requirements, with significant numbers in Downtown and outside Downtown. About ¼ of all workers in Bellevue are one of these worksites and they are surveyed every second year to determine commute modes used.

Rates of drive-alone commuting by workers in Bellevue are declining, in Downtown and citywide. The performance goal for office buildings is more aggressive than the baseline and it is expected that buildings will need to implement a mix of "higher-impact" and "lower-impact" implementation activities to make progress toward, and eventually achieve, their goal.

There is no penalty per se for failing to meet the goal. There is an expectation that building managers will make a "good faith effort" to accomplish progress toward their building goal. Buildings that fail to make progress may be expected to enhance their implementation activities. (Conversely, buildings that meet their performance goal for several survey cycles may opt to scale back on their implementation activity.)

study the real data when the light rail is up a running and adjust accordingly. the goal of reducing solo drive trips will come to bear with an effective and reliable rapid transit system. costs of parking, parking programs will always get passed on to the consumer and will affect the interest of businesses in coming to Bellevue.
