PARTICIPANT CODE OF CONDUCT

All participants are expected to exhibit appropriate behavior at all times while participating, spectating, or attending any program or activity conducted or sponsored by the City of Blaine Parks and Recreation Department. The following guidelines are designed to provide safe and enjoyable activities for all participants:

• Show respect to all participants and program staff. • Take direction from program staff/supervisors. • Refrain from using abusive or foul language. • Refrain from causing bodily harm to self, other participants or program staff/supervisors. • Refrain from damaging equipment, supplies, or facilities.

Failure to follow these rules may result in a suspension of participation. The City of Blaine Parks and Recreation Department strives to make your participation fun-filled, rewarding, educational, and safe. We thank you in advance for your cooperation.

The Parks and Recreation Department strives to provide community programs and services where unmet interests and needs exist, and to promote cooperation with schools, athletic and civic organizations, community agencies, and interested individuals in the areas of

education, recreation and social and cultural pursuits.

OUR MISSION

REGISTRATIONPAYMENTSCash, check and credit card payments are accepted. Specific modes of registration may require a certain type of payment.

NO NEWS IS GOOD NEWS! Some programs and activities may require a minimum number of participants. You will only be notified if the class/activity is full or canceled. You will not receive a confirmation letter or call.

REFUNDSRefunds are given if programs are canceled or if registration fails because the activity is full. Refunds cannot be guaranteed after deadlines or if the program has begun. Trip refunds are subject to specific policies on a per-trip basis, based on advanced purchases. Participants must contact the Parks and Recreation Department to request a refund. Refunds will not be given after a program is complete.

DAY CAREProviders are welcomed to enroll children in activities. Parents must sign individual registration forms.

AGE GROUPSActivities are designed to meet developmental guidelines. The Parks and Recreation Department does not allow children to register for activities above or below their grade/age.

ONLINEVisit the Parks and Recreation homepage at www.blaineparks.com and find the online registration link. A

username and password are needed to register; click on “Individual Account Setup.” Only credit card payments are accepted online. Online registration is available at no additional charge.

ACCESSIBILITYAll programs listed in this brochure are open to people with disabilities. If you need assistance or inclusion services, please call 763-785-6164. Inclusion services must be set up at least three weeks prior to program start.

WEATHER POLICYWhen inclement weather arises, parents or participants may go to blaineparks.com for the latest updates about programs and events being canceled, delayed, or rescheduled. Also during normal office hours (M-F 8 - 4:30 p.m.) parents or participants may call the Parks and Recreation Office at 763-785-6164 or our 24-hour hotline at 763-717-2709.

PHOTO POLICYPhotographs of program or park participants are periodically taken. These photos may appear in the local newspapers and/or Parks and Recreation Department publications. If you do not want your photo used, please tell the photographer.

ADOPT-A-PARKWant to improve parks and trails? Consider adopting a park as a family, neighborhood group or community service organization. As a partner with the City of Blaine, your group can help accomplish needed park and trail improvements. Fun and challenging activities may include monthly cleanup, planting flowers, creating new landscape features, or maintaining landscapes. Talk with others about taking on a project in your neighborhood. Contact 763-785-6162 for more information.

PARK REPAIRSPlease notify park maintenance at 763-785-6165 about damage, vandalism or equipment cleanliness issues.

PARK SHELTER PERMITSLarge shelters are available to rent for family or group gatherings at Aquatore (2), Lakeside Commons and Town Square Parks. A facility use application must be completed and rental fess apply. Applications, fee schedule and guidelines are available online or at the office.

HELP END PARK VANDALISMThe Blaine Police Department and Park Patrol need your help to prevent vandalism and apprehend those who vandalize parks and recreation facilities. Vandals destroy what tax dollars have created. Costs associated with repairing vandalized property takes money away from recreational programs and facilities. Help stop vandalism. Always call 9-1-1 to report a crime in progress, including vandalism. To report a crime that occurred in a park but does not require immediate police response, call 763-427-1212. Calls are accepted 24 hours a day and you can remain anonymous.

PARK BOARD MEETINGSRegular meetings of the Blaine Park Board are conducted on the fourth Tuesday of each month at 7 p.m. at Blaine City Hall. All residents encouraged to attend. Persons wishing to present a discussion topic should contact Parks and Recreation in advance.

BLAINE ARTS COUNCILThe Blaine Arts Council is a volunteer organization open to all interested individuals. Its mission is to promote, advance, and celebrate the arts in the community for the appreciation and participation of residents. The council sponsors ongoing art exhibitions at Blaine City Hall and organizes special arts events throughout the year. Council meetings are the fourth Thursday of each month at 7 p.m. at Blaine City Hall. Interested individuals are invited to attend a meeting and participate in events. Disc Golf at Lochness Park

Disc golf is a fun activity for participants of nearly all ages and abilities. Simply throw a disc toward a designated basket and like golf, count one point for each throw. Lowest score wins. Lochness Park’s disc golf course has three different tee boxes suitable for beginner, intermediate, and advance players. Disc rental is available through the parks and recreation office. Call 763-785-6161 for more information. Play is on a first come, first serve basis.

Amateur Disc Golf Tournament

ages 14 & up

Blaine Parks and Recreation will host its amateur disc golf tournament on our course in July. This will be a 9 hole tournament. Beginners will play from the Green tee boxes and Intermediate players will play from the Blue tee boxes. There will be prizes to the top finishers. You must register by Friday, July 6. Min 8/ Max 36.

Geocaching in Blaine Parks

Geocaching is initiated by an individual hiding a cache, normally a waterproof container with small items inside, then recording the location with a Global Positioning Unit (GPS). The cache may be in a hollow log or under an object. The individual then posts the GPS coordinates, along with a description of the cache on the geocaching web site (geocaching.com). Other individuals then try to find the cache. When it is located, they sign a log book, then take or leave a small item. They also post their find on the on-line log book.

Blaine Park and Recreation has three Geocaches at Pioneer Park. We offer GPS units for check out on a daily or weekend basis for free with the coordinates programmed into the units. See rental form at blaineparks.com or come to the Park and Recreation Office for details and rules. Copy of Driver’s License is required.

Geocaching Guidelines in Blaine Parks1. Caches must be registered at www.geocaching.com.2. Unregistered caches will be removed by the City of Blaine.3. Caches must have the name of the cache on the exterior.4. Caches must not be buried.5. Caches must not contain items that are offensive,

dangerous, illegal, or perishable.6. The City of Blaine retains the right to remove, or have

removed, a cache it feels is in an inappropriate location or is causing undue impact on the natural habitat.

7. Caches must be at least 1/10 of a mile (528 feet) apart.8. Caches are not allowed in picnic areas, playground areas,

athletic complexes, and beach area.9. Caches must be at least 25 feet away from electrical boxes.10. Geocaching may only occur during normal park hours

5 a.m. – 10 p.m.11. Geocaching is not allowed in environmentally sensitive areas

of park and open space areas, as determined by the City.12. Geocaching is not permitted on private property when

entered from a park or open space.13. Accessing private property from public property for hiding

Pitch, Hit & Run Competition

ages 7 to 14

Major League Baseball Pitch, Hit & Run (PHR) is a FREE, 1-day event for boys and girls ages 7-14. Boys and girls compete separately and participants have the opportunity to compete in four levels of competition including Locals, Sectionals, Team Championships and the National Finals at the MLB All-Star Game. All-Around, Pitching, Hitting, and Running Champions advance from EACH age and gender group. Participants should just show up at Airport Park at 9:45 a.m. on April 28th!

Minnesota Twins Youth Baseball Camp

ages 6 to 16

Twins Youth Clinics teach the game’s fundamentals and provide participants with positive messages about staying in school and away from drugs and alcohol. The Twins staff is comprised of former players, coaches, scouts, and/or instructors. No registration is required, just show up with your glove. Clinic will be held at the Blaine Baseball Complex. In case of rain the clinic will be held at the Blaine High School field house. Call the Park & Rec. hotline at 763-717-2709 for weather updates.

Blaine Art & Music Fair

Join us for an afternoon full of outstanding music and a variety of fine art exhibited by members of the Blaine Arts Council. The smooth sounds of local music group CODA will start the afternoon, followed by Steel Drum and Island favorites from 33 Degrees North.

You will get a chance to meet the artists, develop relationships, and buy directly from them. Artists will be demonstrating their specialties and answering questions. Mark your calendars and plan to come and be a part of the fun at the First Annual Blaine Art and Music Fair. Free refreshments will be served throughout the afternoon. Located at Town Square Park next to City Hall.

7th Annual Teen Jam

Tired of playing in garages? Your band or musical group is invited to jam on the big stage as part of the Performance in the Park concert series at Aquatore Park. At least one member of the band needs to be recently enrolled in a local high school; preference will be given to groups where all members are high school students. Groups need to fill out an application form and submit a CD, tape, DVD, or VHS tape by May 18. Download the application form from www.blaineparks.com or call 763-717-2723 for an application. Space is limited to three bands. Bands will be given approximately 30 minutes for their set. All teen groups are welcome.

Family Fun Night Join Blaine Parks and Recreation for Family Fun Night, an evening dedicated entirely to families. Children can enjoy FREE kiddie carnival games, music, and explore a police car and a fire truck at our vehicle fair. Food concessions will be available, or families can bring a picnic dinner! We will also have multiple inflatables for your kids to enjoy. And don’t forget to bring your camera. Event held at Aquatore Park.

Night to Unite brings neighbors together in the name of crime prevention and community. Last year Blaine celebrated Night to Unite in style, with 108 block parties gathering to improve crime prevention awareness and build neighborhood pride and unity. Registration will be available on the city website beginning in April, or registration packets can also be picked up at the Blaine Police Department at City Hall. Registration is free. Early registration is encouraged to ensure a visit from a public safety official, McGruff the Crime Dog, or Sparky the Fire Dog. 5th Annual Blaine World Fest

Blaine’s Blazin’ Festival

Medallion Hunt

The City of Blaine will host the 5th Annual Blaine World Fest this fall at Town Square Park. This event will once again be a great opportunity for the city to recognize and share its growing cultural and ethnic diversity. The event has continued to grow in popularity since its inception. Last year more than 1000 people enjoyed the wide variety of ethnic dance, music, food, and cultural arts. This year’s event is scheduled to provide a wide array of entertainment and festivities for the whole family. For more information or to volunteer, participate on a committee, or to be part of this exciting event, call 763-717-2723. Check the city newsletter in the months leading up to the event for details.

All clues will be posted at www.blaineparks.com.

First clue will be given at noon on Friday, June 22. Second clue will be given at 4:30 p.m. that same day. All clues after will be given at 10:00 a.m. daily until the medallion is found. The medallion will be hidden in one of our 62 parks in Blaine. The prize for finding the medallion is a $500 Gift Card to the Northtown Best Buy. If you find the medallion please call 763–286-6607.

Medallion Hunt Rules

• The Medallion is hidden above ground, so please do not dig around.

• The Medallion is not hidden higher than 5 feet, so please do not climb on the park trees.

• Please be careful around shrubs so they do not get damaged.

• The Medallion is hidden in a City Park, so please do not search on private property. Parks are closed from 10:00 p.m. – 5:00 a.m., so please search during daylight hours.

• Please use the parking lots or streets provided at or around our parks, so please do not drive any further into the parks.

Blaine Safety Services and the Blaine Parks and Recreation Department are co-sponsoring the 16th annual Blaine Safety Camp, an exciting program to teach kids, through a variety of fun activities, how to be safe in their daily lives. Topics may include: fire safety, head injury prevention, water safety, internet safety, first aid, safety on wheels, and animal safety. There may also be a visit from the Blaine Police Department’s K-9 unit. Max. 150. Safety Camp is held at SBM Fire Station 3.

Safety Camp is for kids who will be entering 4th grade in the fall only. Fee includes lunches, snacks, T-shirt, adult leadership, fitted bike helmet, awards, and all activities. Fee assistance is available for Blaine residents who qualify.

Registration begins April 2 for Blaine residents only. Remaining spots are open to anyone beginning April 9. No online, fax, or phone registrations will be accepted for Safety Camp. Registration is open by mail, deposit in the night drop box outside City Hall, or in-person at the Parks and Recreation Department. Registrants must provide a report card from the current year to prove grade level.

Bike Helmet Fitting &

Sales Events

The City of Blaine Safety Services Division will host two bike helmet fitting and sales events at City Hall this spring as part of an ongoing effort to ensure the safety of bicyclists in the community.

Bike helmets will sell for $12 each and will be available in a variety of colors and sizes ranging from toddler to adult. All helmets are Bell® brand helmets and comply with U.S. CPSC Safety Standards.

Safety Services professionals will also ensure all helmets fit properly. Residents may also bring any helmets they already own for proper fitting. Parents are encouraged to get a helmet or have an existing one fitted to exemplify safety for their kids. No appointments are necessary and helmets are available only while supplies last. This program is designed to help boost fitness activity in a fun and rewarding way. Enjoy the city’s beautiful trails, walking/biking paths, and health and fitness classes while increasing your endurance, energy and improving overall health. The long-term health benefits are endless. Trail distance maps will be available from the Blaine Parks & Recreation Department at Blaine City Hall. To get started, pick up a Personal Log Sheet from the Parks & Recreation Department or print the online sheet at www.blaineparks.com.

BRONZE Fitness Club - 100 Fitness PointsComplete 100 Points in any combination during a four-month period and receive a Bronze Fitness Club T-shirt and certificate. You must keep a record of your distance and achievements on a personal log sheet. Upon completing 100 fitness points, bring the log sheet and $10 to the Recreation Department to receive your T-shirt and certificate.

SILVER Fitness Club - 500 Fitness PointsIf you want to keep going, aim for the Silver Fitness Club. The rules are the same, except 500 fitness points must be reached within a

12-month period. After reaching your goal, bring the log sheet and $22 to receive your Silver Fitness Club sweatshirt and

certificate.

GOLD Fitness Club - 1,000 Fitness PointsAre you ready for the ultimate challenge? Try for the Gold Fitness Club. The rules are the same as the Silver and Bronze clubs, except 1,000 points must be reached within

an 18-month period. Upon reaching the goal, bring in your log sheet and $35 to receive your Gold

Fitness Club certificate and jacket (jackets will be ordered bimonthly). Those attaining their goals and becoming part of the Bronze, Silver and Gold Fitness Clubs will also be listed on the Parks & Rec website.

Get Fit Health & Fitness Challenge

Off-Leash Dog Park at Happy Acres

Dog owners are invited to bring their dogs to Happy Acres Park and enjoy the city’s off-leash Dog Park inside the two seasonal hockey rinks. The park is open beginning May 14 (contingent on ground conditions) as a free off-leash area for canines. One of the seasonal hockey rinks will be going under construction at a date TBD during the summer. Signs will be posted marking the rink designated for each dog size. Mutt Mitts are provided to cleanup after your pet.

PLAY-NET BLAINE

Blast off on an out-of-this-world adventure to Play-Net Blaine. Our playground program is coming to a neighborhood park near you. The Cosmic FUN Van will be landing with our highly trained recreation crew, taking kids on a quest for the best summer on Earth. We have new weekly themes each week. If your child has not attended kindergarten, please sign up for Play-Net Blaine Junior shown below. No make-up dates for cancellation due to weather. From a galaxy far, far away, Starwars comes to life! Work on a stop motion animated Lego Starwars Movie. Pick your characters to star in your own mini-movie ...the possibilities are endless. Starwars action figures, legos, and backdrops will be available for filming in class. Handle all of the technical details including using a digital movie camera, filming scenes, stop-motion animation, downloading footage to the computer, digital editing, and adding finishing special effects and transitions to the movie. In this exciting hands-on learning class, our instructors will take your student through the entire digital film making steps from start to finish using Frames Software. Create and complete your own 3D Game World! Working in pairs students will learn to use Platinum Arts “Sandbox Game Maker” software. This course is an introduction to basic techniques used to create 3D gaming environments. Students working in pairs will learn to create rotating objects and characters, add Visual and Audio special effects, and experiment with textures. Every day students are given a different LEGO building challenge (called a ‘design brief’). Adult Summer Co-Rec Kickball

Join our fastest growing sport and relive your childhood days at the playground. Gather family, friends, or co-workers for some recreational competition. Entry fee includes one ball and umpires. The league is a cooperative between the cities of Fridley and Blaine. Games are held at Airport and Aquatore parks. Teams play doubleheaders each week for a total of 16 games. Register by April 27!

Adult Tennis LeagueThis is an informal approach to organized competition using a ladder style format. Kettebell Basics/Club

Learning proper kettlebell technique is very important for your safety and success. The HKC certified kettlebell instructor will introduce you to the Deadlift, Swing, Clean, Press, Goblet Squat, and more. The first class will be 90 minutes and dedicated to your personal technique training. The next four classes will be 30 minute workouts as a Kettlebell Club. Moms On The Run:Fitness, Fun & Friendship

Hundreds of women in the Twin Cities have used this program to go from walking to running their first ever 5k race. You can too! Beginners will use walk/run intervals to build up to the 5k distance, and Intermediates will improve their speed and endurance. Getting fit has never been this fun. Participants will receive a structured 18 week exercise program, running instruction, group accountability, motivation for lifestyle change, and a performance running shirt. Printmaking WorkshopThis is an introduction to a basic method of printmaking that dates back to ancient China and to the Japanese woodcuts of the Ukiyo-e. Mark Twain’s MississippiA New Musical based on Mark Twain’s Classic Book, “Life on the Mississippi”. Young Samuel Clemens leaves home to learn steamboat piloting in 1858 and begins the most joyous time of his life, navigating his way from boy to man, and from Samuel Clemens to Mark Twain. With original acoustic music, this stirring tale is fit for the whole family. In the rural church basement kitchen in the spring a reformation is underway and your favorite Church Basement Ladies are facing it head-on. Through it all these ‘bulwarks never failing” stand strong in their faith and in their friendships. With more crazy antics, more great new songs, and more lessons reluctantly learned, the Church Basement Ladies are at it again in their new musical comedy. The Mary Ann Young Senior Center is located by Aquatore Park just off Highway 65 and Cloverleaf Parkway. As a focal point for seniors, the Center’s staff and volunteers offer a dynamic variety of programs and social events throughout the year. The Center is open Monday through Friday, 8:30a.m.-4:30p.m. The Senior Dining Program offers noon meals at a suggested donation of $3.50 for people age 60 and over, and a cost of $6.50 for those under age 60. Please call three business days in advance to register for the noon meal. Van Service is available for residents of Blaine to transport participants to and from the Senior Center for a cost of just $1.50 round trip.
