Now Henfield Tennis Club has it’s swanky new pavilion nearing completion, there’s even more reason to head for the courts. Not that we’re implying that the social / après-tennis is the best part of it, of course not! Take a look at page 26 to read Sarah’s report on progress at the Club, and how coaches Jörg and Keith are working with the children from St Peter’s School to introduce them to the game.

I visited a brilliant new initiative last week, the Purple Angel Memory Café which takes place as a drop-in on Saturday afternoons at the Evangelical Church Hall. Dementia is a horrible thing (that’s the polite way of putting it) but the attitudes of those at the Café showed that they certainly weren’t prepared to take it lying down. The group is run by volunteers, those affected by memory problems and their loved ones. It’s been set up by Know Dementia, a local charity which is determined to raise awareness about this disease and help local people affected to lead happy and fulfilling lives. This is Henfield village getting ‘Dementia Friendly’, which is fantastic news. See more on page 38.

POYNINGS BREAKING NEWS…...resident forecasts a murder will take place in the Rectory Gardens at Poynings Country Fete on Saturday 6 June! A well-known Poynings resident, who doesn’t wish to be named, has seen in her tea-leaves a terrible murder at the annual Poynings Country Fete! To quote: “I can’t see who it will be, but one of the stall holders will suffer a terrible death”. She who mustn’t be named has been correct in the past when she miraculously guessed the number of sweets in a jam-jar, so this premonition shouldn’t go unheeded! To be on the safe side, this year we have invited Detective Inspector Dick Lacey, a world famous sleuth to attend. Dick is a great follower of Midsomer Murders and welcomes the help of locals and visitors alike. You can help the Inspector solve the crime for only £2 entry fee. Correct answers will be drawn at 4.30pm and the winner will win £25. WARREN PLAYGROUP NEWSWe had our Ofsted Inspection on 13 January 2013 we are very proud to say that the Warren was graded as ‘good’. Our report states that the children are happy and confident and have secure relationships with their key persons and all staff at the setting. Children have very good relationships with each other: on the day of the inspection in the outdoor area, children took it in turns to push their cars through large tubes, shrieking with excitement as they raced them to the end and waiting patiently for their next turn. IMPORTANT MESSAGE ABOUT COURIER FRAUDCourier frauds are becoming more prevalent and sophisticated. Usually the elderly are targeted. Scammers will telephone a potential victim purporting to be from their bank, from the police or other law enforcement authority. They then dupe the person into revealing their PIN and handing over their debit or credit card. Sometimes they are persuaded to go and withdraw a large sum of money from their banks, which they are told will be collected by a courier and transported for safe keeping. Another example is where you may be told there is a corrupt member of staff within your bank and the police need your help to identify them by withdrawing a large sum of your money with the purpose of the money being marked by police or the bank. The police and all banks would never ask for your bank details or your PIN number or for you to withdraw your money. If you are called, hang up and wait five minutes for the line to clear from the scammer completely, before calling the police, or ask to use your neighbours phone. TWO HOURS’ FREE INTERNET ACCESS IN ALL LIBRARIESFrom April 1, 2015 all West Sussex library customers will be able to access the internet for free for two hours – on top of the free Wi-Fi available for customers with their own devices. POLITE NOTICEAs a responsible dog-owning resident of the Deer Park estate, I am disgusted at the amount of dog fouling that is not picked up on the estate, especially along the pathway from Mallard Way to the Medical Centre.This is used by many people including children. HENFIELD FESTIVAL OF GARDENS & ARTS 2015This year’s festival is planned for the weekend of 13-14 June, so please note it in your diaries. Over 30 venues are due to open, some for the first time. As in past years delicious homemade lunches and afternoon teas will be served at a number of the venues. Music is always a popular attraction and details are currently being finalised. Art in its various forms will be on show, including painting, ceramics, jewellery and sculptures. The leaflet is taking on a new form this year whilst still retaining its iconic blue colour. LOCAL ACTOR IN STEPHEN HAWKINS FILMLocal actor Philip Craik had a supporting role in the award winning film ‘Theory of Everything’. Philip, who was cast in the Geneva Airport scene, said: “I didn’t get on the red carpet with Eddie Redmeyne, but I had fun exploring a 747.” Philip has just finished filming in a new TV drama as a Roman Catholic priest. TRICIA ROBINSON RETIRESTricia Robinson who came to Henfield as a Health Visitor in 1986 finally retired last Summer after 28 years of looking after Henfield Mums and babies. Tricia trained as a nurse in the early 1970’s before moving into midwifery and then Health Visiting. She was instrumental in setting up ante-natal classes in the village which created a wonderful support network

for many generations of mums. She also taught Health Visiting at Northbrook College for 25 years and was involved in research into Sudden Infant Death Syndrome in the early 1990’s. Tricia also trained as a yoga teacher in the early 1980’s and has taught yoga ever since, bringing out a yoga pregnancy video which is still available in DVD format from Amazon.co.uk. She still continues to teach at Henfield Leisure Centre on a Friday morning.“I would like to say a big thank you to families for letting me into their lives and homes” said Tricia.

“I’ve loved the variety of it all. Our children are our future and we should support and praise our families for doing such an amazing job.” She went on: “I’ve worked with some fantastic colleagues along the way and the local GPs and medical staff have been very supportive over the years.” Tricia is still very much involved with children: She is a hands-on Granny to her two lively grandsons Louis and Hugo and she also helps run a toddler group in Fulking Village Hall on a Wednesday morning. We wish Tricia all the best in her well-deserved retirement and if you see her around and about, do say ‘hello’ as she loves to catch up with the many families she has met over the years.

HENFIELD FOOTBALL CLUB TOURNAMENTFor the third consecutive year Henfield FC are hosting a Youth Football Tournament on the Kings Field. The tournament for Under 7s through to Under 16s, has attracted entries from across Sussex and beyond and is being held over the week-end of 9-10 May. With 127 squads already entered, we anticipate being at capacity (135 squads) by the time kick off comes around. The tournament is run on a group basis, culminating in the finals at the end of each session (around midday and 4pm) on both days. We kick off on Saturday morning with the Under 8s, 12s & 14s; followed by the Under 7s, 11s & 13s Girls in the afternoon. Sunday morning sees the Under 9s, 13s & 16s and the afternoon moves on to the U10s, U15s & Girls Under 11s. Most age groups have a number of host Henfield FC squads competing, so please do put the dates in your diary to pop up and watch the matches and cheer on our teams! On site, we will have refreshments as well as a bouncy castle and the ever-popular ice cream van. Our grateful thanks go to HART and Henfield Medical Centre who will be in attendance. We are also really grateful to the many local traders that have readily supported the Club by advertising in the 40 page full colour tournament programme or providing raffle prizes. We hope they too will benefit financially from our guests and visitors to the village.With the numbers expected, there will inevitably be additional traffic leading to parking issues. As last year, we will have stewards around the immediate area (Fabians Way, Northcroft, Deer Park, the Leisure and Medical Centres, Youth Club etc) to direct and assist as well as clear directional signage in place for the visiting squads. THANK YOUHenfield Youth Club would like to thank the Henfield Community Partnership very much for their kind donation, allowing us to offer our babysitting course and First aid certificate again for young people in the village and surrounding local areas. The young people gained knowledge in basic child development, safety in the home, how to keep themselves and the children in their care safe, how to deal with distressed children plus first aid skills. All young people who undertook the babysitting course gained certificates in first aid and a certificate of attendance on the course.Debbie Slaughter

DOVE NURSERY NEWS In March we were fund raising for Comic Relief. The children helped to make Mr Red Nose to collect money in for the weeks activities. These included a treasure hunt, cake baking, a cake sale for the children to buy a cake for snack-time which were donated by a parent, decorating biscuits, and as pictured; a fancy dress day with a sing-song of favourite tunes! We raised £77.20 by collecting donations for activities each day. We also held an Easter tea-party and open afternoon for the parents to come and see what their children do at Nursery. The children sang some of their favourite songs and had an Easter Egg hunt.

‘TWIGLETS’ HELPS FAMILIES WITH TWINS OR TRIPLETSLocal family support charity, Home-Start CHAMS, are inviting parents with twins or triplets to bring their children along to the weekly ‘Twiglets’ parent and toddler group now being run in Henfield. Twiglets is open to all families with multiple birth children aged 3 and under and the Henfield group meets every Tuesday in term time.Vanessa Barron, the charity’s Group Worker who runs Twiglets explained: “There is a real need for parents of multiple birth families to have a place where they can go with their children and build friendships with families in the same situation; so they can offer support to each other.”Twiglets offers parents the chance to relax and make friends in an informal environment, while the children enjoy the play and craft activities available, which can be tailored to the needs of multiple birth children. The groups are run by qualified and experienced Home-Start staff and trained volunteers, who organise the activities and are always available to provide a ‘listening ear, plus an extra pair of hands if needed! JOIN THE ‘CHANCS’ ON 1 MAY AT CHANCTONBURY RINGThe Chanctonbury Ring Morris Men were named after the famous landmark near Steyning in West. Many legends are attached to the Ring. Its origins are said to derive from Satan’s labours in digging Devil’s Dyke. Chanctonbury was one of the clods of earth thrown up as he attempted to dig a channel through the Downs to drown the Weald. Another tale is told that anyone running ‘widdershins’ seven times around Chanctonbury Ring on May Eve, while Steyning church clock chimes midnight will raise the Devil, who will proffer a bowl of stone soup.

However, since the Chanctonbury Ring Morris Men took to dancing on the top of the hill on 1 May (now at a more acceptable 7am!), sightings of the satanic apparition have become a rarity. Could it be that our musicians drown out the sound of the clock?Beginners are welcome to come to either venue to chat with the men or ‘have a go’, and the first season dancing out usually only needs to know one or two simple dances. Anyone interested can drop in and talk to us at our winter practice nights at Woodmancote Village Hall from 8-10pm every Wednesday. NEW FACILITIES AT HAWTHORN VETS IN HENFIELDHawthorn Vets are very pleased to announce that they are now able to offer a much more comprehensive service from their surgery in Henfield. Building work started in March with the addition of a brand new operating theatre and separate kennel block. The surgery is well equipped with it’s own dental station, ultrasound scanner and a full in-house laboratory enabling them to undertake dental procedures other non-surgical procedures. Their new anaesthetic machines have modern oxygen concentrators that negate the need for oxygen cylinders. The Henfield surgery will be open all day from 9am–6pm Monday to Friday. In order to help staff the additional facilities two new nurses have joined the Hawthorn Vets team: Claire Barton who lives in Horsham and Danielle Kaelin, wife of veterinary surgeon Fabian who lives in Henfield. PARISH COUNCIL REPORTBy the time that you read this report a second round of drainage work should have been completed on the A281 to further alleviate flooding on the carriageway across the Common. These works have been sponsored by West Sussex County Council’s Operation Watershed project, which Henfield Parish Council has tapped into for funding. One of the side effects of the work should be that several areas of the Common itself, which are frequented by walkers, should no longer be so prone to flooding. In addition, much needed water should be diverted into the reed bed and unnecessary flooding on the cricket and football pitches should be prevented.Anyone think that the pathway from the Lych Gate down into the cemetery is a bit dull and boring and could do with brightening up? If so, Henfield Parish Council would welcome ideas as how to transform the area. PROMS IN THE PARKHenfield’s annual Proms in the Park concert will take place in the gardens of Red Oaks at 6pm on Sunday 28 June. MIKE BEARDALL MEMORIAL SERVICEA memorial service was held for Mike Beardall at St Peter’s Church on 24 March. A collection at the Church and the White Hart Pub afterwards amounted to £321. Part of the sum will be used to buy daffodils to be planted in the village in Mike’s memory. £139.50 has been donated to St. Peter’s Church, while another £139.50 has been donated to the British Heart Foundation, the charity Mike represented in Henfield. HALF MARATHON SUCCESS FOR HENFIELD RUNNERSA huge congratulations to ALL the runners from Henfield who took part in the Brighton Half Marathon and the Brighton Marathon (which takes place after we’ve gone to print with this edition). At BN5 magazine we were aware of many local people training for the races, some of them for the first time. Tracey Prescott, who is a fundraiser for local charity 777 which has benefited CLIC Sargent, Henfield Leisure Centre and various other charities, said; “We really are a village of fundraisers in Henfield. It was fantastic that many local runners got in touch with each other, either through friends, Henfield Leisure Centre or even social networking, and trained together. It was a very supportive group who made it all really good fun as well as helping each other through training and on the day.”Money was raised for HART, Motor Neurone Disease, Chestnut Tree House, Cancer Research amongst many other charities.

This time last year, Henfield Tennis Club were waiting to hear whether they had been successful in their funding request to build a new tennis pavilion.

Twelve months on, the new pavilion is nearing comple-tion and a new and exciting era for the Club is about to begin!Construction work started in December 2014, with most of the work being carried out by member and Chartered Surveyor Paul Carne, supported by local sub-contractors, suppliers and other members. As well as a much bigger surface area, the new building will feature: French windows through which members can watch the action on all courts in comfort; heating; Wi-Fi; a modern fitted kitchen with breakfast bar, oven and dishwasher; a meeting room; changing room and toilet; and a disabled access toilet. Both the pavilion and the garden will be secured by fencing.The pavilion was funded by a £50k grant from the Lottery Fund, a £20k grant from Horsham District Council (from the Parsonage Farm Development) and £25k of the Club’s own money. Maintenance and running costs will be paid for out of membership fees, and the committee are exploring options for renting out the pavilion when members are not using it.“Tennis is a hugely social sport,” said Digby Stephenson, Chairman of Henfield Tennis Club. “Our new pavilion will enable the Club to offer its members a warm, comfortable and welcoming meeting place in which to socialise, both formally and informally.”

The weekly social tennis sessions for adult and older junior members have continued uninterrupted throughout the construction of the pavilion. There are six social tennis sessions for members of all levels throughout the week. There is no need to book these sessions – you can just turn up and play! Members can also access coaching sessions with a ‘doubles clinic’ on a Wednesday afternoon and ‘rusty rackets’ on a Friday morning.Youth tennis continues to flourish at the Club under the guidance of LTA qualified coaches Jörg Schlüter and Keith Brown. There are now eight sessions throughout the week catering for all ages from pre-schoolers to under 12’s. Children can sign up for one of the regular after school coaching sessions, or just drop-in to the Saturday morning session, which is open to all ages. Keith is now also organising regular tournaments every six weeks for the under 8’s, under 9’s and under 10’s, so that children get the opportunity to play competitive tennis. Three young leaders who are all working towards their LTA Young Leader Certificate assist Jörg and Keith.In addition to the club sessions, youth tennis has really taken off at St Peters Primary school where it is now firmly part of the physical education curriculum for ages 7 to 11. Throughout the year, the children benefit from a term of weekly tennis sessions on the Club courts with Jörg, focusing on the core skills of agility, balance and co-ordination.Two local boys Toby Bloomfield and Otto Schlüter are continuing to do well in national and county tennis leagues: Toby is currently ranked 65th in the national 12 and under league and Otto is currently ranked 13th in the Sussex County 12 and under league. Definitely two names to keep an eye on in the future!

Following their recent successes the Henfield Theatre Company’s May production will be The Canterville Ghost, a hilariously haunting romantic comedy

based on the story by Oscar Wilde and adapted for stage by Peter Quilter. The show will appeal to all ages, bring-ing to life Wilde’s biting wit and glittering conversation with lovely music and lyrics by Charles Miller.The story is set in a gothic English stately home, ‘Canterville Chase’, which is haunted by the spectre of Sir Simon De Canterville (Kevin Locke). Doomed to haunt the mansion for all eternity as a result of a curse placed on him at the time of his death in 1585, Sir Simon has made a successful career frightening away all his descendants from their ancestral home, leaving it vacant and up for rent. But when a brash American millionaire family move in, despite the doom-laden warnings of the housekeeper, Mrs Umney (Linda Jordan), the Otis family fail to be the least bit frightened by Sir Simon’s efforts. When the teenage twins (Abi Hearne and Lucy Walker) taunt him beyond endurance, the poor ghost sinks into the depths of depression and retreats into his lair. Only the tender heart of eldest daughter, Virginia (Alice Forward), can save him from the curse, fulfilling the ancient prophecy and allowing the ghost to, at last, rest in peace. Wilde fans will also recognize ‘The Happy Prince’ told as a fairytale by the ghost to Virginia and enacted by his cast of phantoms.The show had a short run with Ron Moody playing the ghost in the early 1990s and is little known at present, but we understand the professional cast are planning to revive the show for next Christmas – so you can say you saw it in Henfield first!

The Canterville GhostDave Barnett, the musical director, has been hard at work liaising with the original composer to obtain and interpret suitable orchestrations for the Henfield production. The show is directed by Sue Locke and choreographed by Emma Desbruslais. Performances will be held from Wednesday 13 to Saturday 16 May 2015 at 7.30pm in the Henfield Hall. Tickets are £10 and £12 and can be purchased from the Box Office at Henfield Furnishings, High Street, Henfield (01273 490080). The production is sponsored by the Golding Barn Garage. Thanks to the tremendous hard work of local people from the Henfield Community Partnership, the future of Henfield Day Centre is now secure.

Although its new name has still to be decided, Henfield Day Centre, which was threatened with closure last year, will be re-launched later this summer in a ground-breaking local community initiative. In March, West Sussex County Council (WSCC) agreed to transfer the Day Centre to the community. It will continue to provide a specialist service for adults with severe dementia on three days a week, but the plan is to broaden the variety of services offered, creating a social hub for the village. Initially it will open on the other two week days, focussing on older people and carers to help with living well in later life.Tony Jackson, Chairman of Henfield Community Partnership (HCP), said: “Now the decision has been made, the hard work really starts in implementing our plans. We have appointed Impact Initiatives, who have 35 years’ experience of delivering high quality, flexible and personal support services in Brighton and Steyning, to manage the Centre and provide many of the services. We have also been talking to other service providers and are now looking at how we can refurbish and redecorate the Centre before our planned re-launch in late July.”A steering group will be created to oversee the operation of the Centre, on which Impact Initiatives, other providers and local people will be represented. As a community led initiative, it is crucial that the Centre is sustainable. There will be a charge for the core services, as qualified professionals will provide these, but the aim is that these charges will be affordable for all. The Henfield Community Partnership is also exploring sources of grant funding.Steve Bailey of the HCP has been instrumental in securing the future of the Centre, although he

emphasises that it has been a team effort: “It’s been a hugely co-operative venture” he said. “Over the past year we have worked very closely with both Impact Initiatives and West Sussex County Council. We would particularly like to thank Graham and Sally Tabbner who guided us round the complexities of WSCC – the project would not have happened without them. We would also like to thank Councillor Lionel Barnard, vice-chair of West Sussex County Council, who has been very supportive.”It is planned that the re-launched Day Centre will create new local jobs: probably 10 at first, rising to 12 once it is up and running, both full and part time. However, volunteers will be fundamental to its success as Digby Stephenson of the HCP explained: “Lots of residents have already come forward to offer their help which is fantastic, but we still need more. Whatever your skills, experience or background and however little time you have to contribute, we would love to hear from you.”The Centre is fortunate in having a large garden with mature trees. It will be open during the Henfield Garden and Arts weekend on 13 and 14 June this year. Let’s talk about dementia. Because none of us know if it’s going to affect us. Because that person who was ahead of you in the queue at the newsagents,

behaving in a slightly muddled fashion, far too slow paying when you are in a hurry to get to work, may well be you or someone you love one day. If you think (as I did) that dementia is just for the elderly then you’re wrong; it’s affecting more and more people under 60, some even in their 40s. And though luckily it’s very rare, it can also occur in children. Dementia is a set of symptoms caused when the brain is damaged, and can be caused by a variety of illnesses. A lot of dementia moves fast, with degeneration over a matter of a few short years. From small forgetful episodes to your husband or wife not knowing who you are. It’s a sick and cruel disease.It feels as if there is little we can do. But the good news is that as a village we can help, and we can make life as easy as possible for those with dementia and their families. Henfield is becoming ‘Dementia Friendly’ and we are all invited to join in. One new weapon in the fight against dementia is Henfield’s Purple Angel Memory Café - named after the symbol of dementia care. It’s only been open a few short weeks, set up by volunteers from Know Dementia, a local charity. Held in the Evangelical Free Church Hall in Henfield on a Saturday afternoon, the Café is a perfect place to drop-in and relax, enjoy some coffee and cake, have a chat and meet some friends. I went along on their first Saturday opening after the launch

the previous week by the Rt. Hon Nick Herbert, then MP for Arundel & South Downs. The room was already filling with people as I arrived and was welcomed by Jennie and Alex Morrison-Cowan from Know Dementia. Café tables dotted the room and copious cups of tea and coffee were being served along with big plates full of chocolate cake, Victoria sandwich cake and delicious looking flapjacks. I joined a table of visitors and introduced myself. I knew very little about dementia, aside from the basic understanding that those affected can become confused and forgetful. I strike up a conversation with a couple from Steyning, a retired teacher and her husband. It’s impossible to tell who has dementia and who is the carer, which is the case in many of the couples and groups of people present. Derek explained that his wife had started to develop early symptoms two years ago, and it was becoming increasingly difficult for her to perform some simple tasks such as operating the phone or TV remote control. Eileen is chatty, witty and eloquent - aside from occasional pauses as she grounds herself and asks to be set back on track with the conversation. They are both open and keen to explain what life is like living with dementia and dispel some of the myths that it’s just an old-age illness. For those with dementia, sparking memories is a comfort and pleasure. One great way of doing this is through music. Jennie puts a CD in the stereo and asks everyone if they can identify the name of

the tune, and who sang it. Within a few moments of ‘La Bamba’ blasting gloriously throughout the room, there is clapping, singing and dancing – the energy is contagious and it’s impossible not to feel happy as she goes through a playlist of upbeat and familiar tunes. She explains later; “Music is a fabulous way of connecting, of remembering happy times and of staying active. Sparking small memories is a technique to help those with memory loss to live in the moment, and help carers to enjoy those moments with them. And to be honest, who doesn’t love music?!”I am struck by the honest but positive attitudes in the room - life can be fulfilling and happy. We know it’s good to focus on the important things in life; good times, friends, family and those we love. To live in the moment, to find pleasure in small things; to dance, to enjoy music, to laugh and to care for each other. The kindness and care I witnessed, the humour and the refusal to let this dreadful disease win the

day, while laughter and dancing can still go on, was incredibly up lifting. Dementia friendly communities are inclusive and improve the quality of life of those affected. Henfield is such a great community, one which fits the bill perfectly to become Dementia Friendly. Class 2 and Class 4 National Insurance (NI)Class 2 National Insurance will be abolished in the next parliament and there will be a new contributory benefit test for Class 4 National Insurance. Class 2 NI is currently paid at a flat rate of £2.75 per week by self employed individuals (and can also be paid voluntarily by qualifying workers who have left the UK to work abroad) and entitles payers to some state benefits, while Class 4 is based on a self employed individual’s profits but gives no entitlement to state benefits. These changes will reduce an individual’s Class 2 liability by £143 per year, but it is not clear at this stage whether there will be a corresponding increase in an individual’s Class 4 liability and how an individual’s entitlement to state benefits will be affected. This appears to be a reduction in the different types of NI that needs to be paid, rather than a significant change to the amount of NI payable.

Individual Savings Accounts (ISAs)In addition to the option to transfer ISAs to spouses on death, as announced in the Autumn Statement, savers will be able to surrender money from ISAs and retain the ability to reinvest back into an ISA in the same tax year without affecting or breaching their annual contribution limits (which will be £15,240 in 2015/16). The ability for spouses to transfer ISAs on death is a very welcome change to ISA rules for many people. The option to surrender and reinvest without losing long built ISA status is added flexibility, but not an option many people will regularly use. Potentially, it may simplify some of the administrative burden of ISA transfers between providers.

Help to Buy ISAThe Government intends to introduce a ‘Help to Buy’ ISA for first time buyers aged over 16 from this autumn. Individuals will be able to save up to £200 a month which the Government will top up with a bonus at a rate of £50 for each £200 saved. The maximum bonus payable will be £3,000. The bonus will be paid when the saver buys their first home. The bonus is available on house purchases of up to £450,000 in London, £250,000 outside London. House builders should see an increase in the number of ‘First time buyers’ in a few years when the savings accounts start to reach the levels required to fund house purchase deposits.

Pensions Lifetime AllowanceThe Chancellor announced that this would reduce from £1.25m to £1m for 2016/17 and to be indexed from 2018. On previous reductions, protection (Fixed Protection 2012 and Fixed Protection 2014) was made available, so we should learn of Fixed Protection 2016 very soon. Proportionately, this is a greater reduction that the previous of £1.5m to £1.25m and will catch a number of ordinary people, particularly those with final salary schemes nearing retirement.Paul Samrah

The Chancellor announced a number of measures that will impact on private individuals in his budget speech. There are a range of measures that will impact on

savings, pensions, a liberalisation of the ISA regime as well as the usual annual increase in Personal Allowances.Making tax easier: the end of the Tax ReturnAlthough widely trailed by the press in advance of the Budget statement, the Chancellor announced that the government will abolish the annual Self Assessment Tax Return for millions of individuals and small businesses through the introduction of digital tax accounts. In addition, the government will consult on a new payment process to support the use of digital tax accounts that allow tax and National Insurance contributions to be collected outside of Pay As You Earn and Self-Assessment. The Chancellor’s announcement that the Self Assessment Tax Return is to be abolished will be welcomed by many taxpayers who currently face the annual grind of completing their Returns. Anyone within PAYE who has no other income will undoubtedly benefit from these measures, but those whose affairs are more complex will presumably continue preparing accounts and making Returns in some format to be announced.

Personal AllowancesThe Personal Allowance is confirmed as £10,600 for 2015/16, with planned further increases to £10,800 in 2016/17 and £11,000 in 2017/18. However, the higher rates of allowance for those born before 6 April 1938 will be abolished from 6 April 2016 so that everyone will be entitled to the same level of Personal Allowance. The basic rate limit will be increased to £31,900 for 2016/17 and £32,300 for 2017/18.The Chancellor is also introducing a ‘Personal Savings Allowance’ from 6 April 2016 that will allow a basic rate taxpayer to receive up to £1,000 (higher rate taxpayers £500) of savings income free of tax. This allowance will not apply to additional rate (45%) taxpayers.Increases in the Personal Allowance help to remove the tax burden from significant numbers of the lowest earners. From 6 April the benefit of the increase is also being passed on to 40% rate taxpayers. This is doubtless in response to the pressure that was being exerted to do something to help ‘middle earners’ whose income has been squeezed over the last few years and so is some welcome help. The proposed introduction of the Personal Saving Allowance will also be especially welcomed by pensioners who have been hard hit by the low interest rate regime of the past five years. This should compensate those born before 6 April 1938 for the loss of Age Allowance. As always, the introduction of a tax-free allowance is welcome and hopefully it will be enacted in a simple way without complex anti-avoidance rules, which would not be appropriate given the modest level of relief available.
