PREPARED BY: Brian Marshall Superintendent ITEM NUMBER: H-1 Public Hearing General Matters Regarding Education A hearing session will be announced for anyone who wishes to address the Board on any topic relating to public education. Each speaker who wishes to address the Board must complete a Request to be Heard card (located on the table near the entrance) and submit it to the President of the Board of Education or the Recorder prior to the opening of the meeting. Speakers shall be allotted no more than three (3) minutes each for their remarks. A yellow card will be shown when the speaker has one minute remaining and a red card when time is up. Please note that Government Code 54952.2 prohibits the Board from taking action or discussing anything that is not on this agenda. October 7, 2014 PREPARED BY: Brian Marshall Superintendent ITEM NUMBER: R-1 Reports of Officers of the Board Center for Oral Health Dental Program The Center for Oral Heath (COH) was founded in 1985 as a non-profit organization dedicated to promoting public oral health with a focus on children. In Los Angeles, the COH has had great success using school-based oral health clinics to provide access and service to children who typically do not have access to dental care. The COH is looking to expand the school-based oral health clinic program to the San Diego area. District staff and staff from the COH have held preliminary discussions and have identified two potential sites for school-based oral health clinics, Kempton and Bancroft Elementary Schools. Conrado Barzaga, Executive Director; and Tiffany Turner, Program Manager with Center for Oral Health, will provide the Board with an overview of the COH, the school-based oral health clinic, and respond to clarifying questions.

Sites The Center for Oral Health (COH) is seeking Board support and approval to begin searching for grants and other funding opportunities to establish one or two school-based oral heath clinics on District school sites. ADMINISTRATIVE RECOMMENDATION It is recommended the Board approve the concept to establish one or two school-based oral health clinics on District school sites and encourage the COH to begin searching for grants and other funding opportunities.

(STEAM) Program During the Board of Education meeting held on June 17, 2014, the staff of La Presa Middle School (LPMS) presented to the Board a conceptual plan for a Science, Technology, Engineering, Arts and Math (STEAM) program for the LPMS campus. At that time, the Board approved the continued development and planning for a STEAM program at LPMS. The LPMS staff has continued to meet and plan since that time. Mike Allmann, Principal, La Presa Middle School, and LPMS staff will present the current state of planning for the STEAM program and respond to clarifying questions.

ITEM NUMBER: S-2 New Business Action Item Approval of Continued Planning for a Science, Technology, Engineering,

Art and Math (STEAM) Program on the LPMS campus Mike Allmann, Principal, La Presa Middle School, and LPMS staff have presented the current state of planning for the LPMS STEAM program to the Board. Staff is seeking Board approval to continue planning for the implementation of a STEAM program on the LPMS campus. ADMINISTRATIVE RECOMMENDATION It is recommended the Board approve continued planning for a STEAM program on the LPMS campus.

ITEM NUMBER: S-3 New Business Action Item Authorization to Enter into an Agreement with Peachjar, Inc. In the electronic age of Facebook, Twitter, and Pintrest, parents are increasingly looking for electronic communications from the District and our schools that reach out directly to them as opposed to being posted to a website. Peachjar, Inc. is an organization that facilitates parent and community communications using electronic flyers that are directly emailed to parents and are able to be posted to Facebook, Twitter, Pinterest and other electronic media. In addition, Peachjar establishes a website where families can view flyers that have been previously posted. Peachjar works with the District free of charge to establish an electronic flyer distribution network. The District maintains control over the flyers that are posted, and all District policies and procedures regarding flyer distribution remain in place. Peachjar does charge a nominal service fee to non-district organizations that charge a participation fee. Peachjar will reduce the workload at our sites, save paper, and help ensure that flyers are seen by parents. ADMINISTRATIVE RECOMMENDATION It is recommended authorization be given to enter into an Agreement with Peachjar, Inc. for electronic flyer distribution.

ITEM NUMBER: LS-1 New Business Action Item Authorization to Approve the 2014-15 Single Plans for Student

Achievement California Education Code requires schools to annually write a school plan. The Single Plan for Student Achievement (SPSA) requires schools to analyze their Standardized Testing and Reporting (STAR) data, Academic Performance Index (API) data, and Annual Yearly Progress (AYP) data, create goals based on the data, and then allocate state and federal funding to support the goals. District schools have used the state-adopted template for their SPSA. Principals were trained on the use of the template, guaranteeing state compliance requirements are met while allowing for the individual needs of the school site. Work on the plans began mid-August. Goals were formed based on analysis of standardized test scores from the previous year and the most recent District benchmark data with input into the goals collected at staff meetings, grade-level team meetings, School Site council meetings, PTA meetings, and English Learner Advisory Council meetings. Drafts were finalized in the fall and all plans have been approved by each School Site Council. The 2014-15 Single Plans for School Achievement were sent to the Board for review on Thursday, October 2, 2014. ADMINISTRATIVE RECOMMENDATION It is recommended authorization be granted to approve the enclosed 2014-15 Single Plans for Student Achievement.

ITEM NUMBER: LS-2 New Business Action Item Acceptance of Uniform Complaint Quarterly Report As previously reported, the Williams Settlement required each school district to revise its Uniform Complaint Procedures by January 1, 2005 to include issues related to instructional materials, emergency facilities, and teacher vacancies and misassignments. Beginning with the quarter ending March 31, 2005, each district must submit a quarterly report to the San Diego County Office of Education (SDCOE) indicating the number of complaints in each area that have been received, resolved, and unresolved. The report must be publicly reported on a quarterly basis at a regularly scheduled meeting of the district’s governing board. ADMINISTRATIVE RECOMMENDATION Acceptance is requested for the attached Quarterly Complaint Report Summary for the quarter ending September 30, 2014.

ITEM NUMBER: LS-3 New Business Action Item Resolution 14-15-06, Participation in Drug Awareness Week and the Red

Ribbon Campaign

ROLL CALL VOTE October 23-31, 2014 has been declared by the San Diego County Board of Supervisors as San Diego Drug Awareness Week and the Red Ribbon Campaign. This program provides a variety of services and materials to assist schools in the development of comprehensive drug prevention programs including:

• Staff Training and Student Curriculum • Character Education/School Violence Reduction Programs • Natural Helpers Program • Parent Education Trainings • Support of Red Ribbon Week, Community Drug Education Events, and the Great American

Smokeout • Library Books, Videos, and Drug Education Resource Materials

Activities are planned throughout the county to support the Red Ribbon Campaign. Each school will prepare its program with support and assistance from the PTA and District Office. Activities may include:

• Classroom speakers • Assemblies • The wearing of red ribbons or red identification bracelets in support of a drug-free environment • The signing of “No-Use” student and staff pledge cards

ADMINISTRATIVE RECOMMENDATION It is recommended the Board adopt the attached resolution endorsing Drug Awareness Week and the Red Ribbon Campaign.

Drug Awareness Week and Red Ribbon Week/Campaign

WHEREAS, Alcohol and other drug abuse continues to result in serious health, social, and economic consequences in the United States; and,

WHEREAS, It is imperative a united effort of the schools and communities within San Diego County

launch visible substance abuse prevention education strategies; and, WHEREAS, The collaborative efforts of schools, communities, governments, business, law

enforcement, religious institutions, and service organizations form the basis of community empowerment and mobilization; and,

WHEREAS, It is these effective partnerships which enable all community members to declare

themselves healthy and drug free; and, WHEREAS, The Red Ribbon Campaign will be celebrated in every community in America during

“Red Ribbon Week,” October 23 – 31, 2014; and by wearing symbolic red ribbons, students, parents, teachers, and persons from all walks of life are committing to healthy, drug-free lifestyles and supporting the theme, “Be Health and Drug Free;” and,

WHEREAS, The La Mesa-Spring Valley School District further commits its resources to ensure the

success of the Red Ribbon Campaign.

NOW, THEREFORE, BE IT RESOLVED, the La Mesa-Spring Valley School District Board of Education does hereby support October 23-31, 2014 as DRUG AWARENESS WEEK AND RED RIBBON WEEK, and encourages all citizens to participate in alcohol, tobacco, and other drug-prevention and education programs and activities, making a visible statement and commitment to the development and maintenance of healthy, problem-free communities.

BE IT FURTHER RESOLVED, the La Mesa-Spring Valley School District Board of Education encourages all citizens to pledge to:

ITEM NUMBER: LS-4 New Business Action Item Authorization to Enter into a Special Education Master Contract with

Devereux Foundation and Devereux Texas Treatment Network The District contracts with California-certified nonpublic schools/agencies to provide services to a student when the District is unable to provide an appropriate special education program. At this time a number of students require the services of nonpublic schools/agencies. Authorization is requested for approval of a special education master contract with Devereux Foundation and Devereux Texas Treatment Network, a nonpublic school, due to the placement of a new student, in a not-to-exceed amount of $153,000.00 which includes room and board, mental health and education services.

ITEM NUMBER: LS-5 New Business Action Item Authorization to Conduct Student Excursion – Spring Valley Middle

School Eighth-grade students at Spring Valley Middle School are requesting authorization to conduct an excursion to the Museum of Tolerance in Los Angeles. The trip serves as an introduction to a unit on the Holocaust. 159 students, History Department chairperson Deb Lunamand and six chaperones will depart Spring Valley Middle School at 8:30 a.m. and return at 7:30 p.m. Transportation will be provided by a private bus company. A grant from the Leichtach Family Foundation will cover most of the costs associated with the excursion; the school’s donation account will pay for the remainder. ADMINISTRATIVE RECOMMENDATION It is recommended authorization be granted to conduct this student excursion.

ITEM NUMBER: HR-2 Human Resources Recommendations Action Item Approval of District Injury and Illness Prevention Program (IIPP) Plan The District is required to develop and implement an Injury and Illness Prevention Program (IIPP) Plan. The purpose of the plan is to educate staff regarding safety practices in order to reduce worker’s compensation injuries and provide a safe working environment. The IIPP will be administered by the Human Resources Department with departments and schools sharing responsibility for hazard/safety assessments, accident investigations and hazard correction. Training and instruction on safety practices will be ongoing and documentation records of safety inspections and training will be maintained. The plan is regularly reviewed and updated to reflect current contact information. ADMINISTRATIVE RECOMMENDATION It is recommended the Board approve the attached Injury and Illness Prevention Program (IIPP) Plan.

HAZARD CORRECTION (Title 8 CCR §3203(a)(6))

Unsafe or unhealthy work conditions, practices or procedures will be reported and corrected in a timely manner based on the severity of the hazards. Hazards will be corrected according to the following procedures:

When observed or discovered;* and When an imminent hazard exists which cannot be immediately abated without

endangering employee(s) and/or property, we will remove all exposed employees from the area except those necessary to correct the existing condition. Employees who are required to correct the hazardous condition will be provided with the necessary protection and training.*

COMMUNICATION WITH EMPLOYEES ABOUT SAFETY (Title 8 CCR §3203(a)(3)) All supervisors are responsible for communicating with their employees about occupational safety and health in a form readily understandable by all employees. Our communication system encourages all employees to inform supervisors about workplace hazards without fear of reprisal.

Our communication system includes all of the following checked items:

A. New employee orientation including a discussion of safety and health policies and procedures.*

Follow-through by supervisors to ensure effectiveness.* Worksite-specific health and safety training.* Safety topics will be discussed at staff meetings. Effective communication of safety and health concerns between workers and supervisors,

including language translation where appropriate.* Posted or distributed safety information.* A system for employees to anonymously inform administration about workplace

hazards.* This system involves: Memo through inter-district mail to IIPP Administrator. TRAINING AND INSTRUCTION (Title 8 CCR §3203(a)(7))

All employees, including supervisors, will have training and instruction on general and job-specific safety and health practices. Training and instruction is provided according the following schedule:

When our IIPP was first established.* To all new employees.* To all employees given new job assignments for which training has not previously

provided.* Whenever new substances, processes, procedures, or equipment are introduced to the

school district and represent a new hazard.* Whenever anyone is made aware of a new or previously unrecognized hazard.* To supervisors to familiarize them with the safety and health hazards to which employees

under their immediate direction and control may be exposed.* To all employees about the hazards specific to each employee's job assignment.*

This training will include (but is not limited to):

• An explanation of our IIPP, emergency action plan, fire prevention plan, measures for reporting any unsafe conditions, work practices, injuries and any additional instructions that are needed. Fact sheets regarding how to prevent injuries will be attached.

• The availability of toilet, hand-washing, and drinking water facilities. • Provisions for medical services and first aid, including emergency procedures. • Proper housekeeping, such as keeping stairways and aisles clear, keeping work areas neat

and orderly, and promptly cleaning up spills. • Prohibiting horseplay, scuffling, or other acts that adversely influence safety. • Proper storage to prevent:

o stacking goods in an unstable manner

o storing materials and good against doors, exits, for extinguishing equipment and electrical panels.

Where applicable, our training may also include:

• The prevention of musculoskeletal disorders, including proper lifting techniques. • The use of appropriate clothing, including gloves, footwear, and personal protective

equipment. • The use of appropriate equipment (e.g., ladders, stools) for climbing and accessing

materials. • Information about chemical hazards to which employees could be exposed and other

hazard communication program information. • Proper food and beverage storage to prevent them from becoming contaminated.

In addition, we provide specific instructions to all workers regarding hazards unique to their job assignment, to the extent that such information was not already covered in other trainings. EMPLOYEE COMPLIANCE WITH SAFETY PROCEDURES (Title 8 CCR §3203(a)(2)) All district employees, including supervisors, are responsible for complying with safe and healthful work practices. Our system of ensuring that all employees comply with these practices includes all of the following checked practices:

Informing employees of the provisions of our IIPP. Evaluating the safety performance of all employees. Providing training to employees whose safety performance is deficient. Recognizing employees who perform safe and healthful work practices. Other systems we have in place to ensure compliance with safety practices:

RECORDKEEPING AND DOCUMENTATION (Title 8 CCR 3203(b)) Although school districts are not required to keep records or documentation of the elements of an IIPP, except the written program itself, our school district maintains the following records to help us more efficiently and effectively implement our IIPP:

Records of scheduled and periodic inspections (to identify unsafe conditions and work practices, including the names of the person(s) conducting the inspection, the unsafe conditions and the work practices that have been identified, as well as the action(s) taken to correct the identified unsafe conditions and work practices. ROLL CALL VOTE

The attached Resolution 14-15-07 authorizes the elimination of two (2) classified positions. In response to changing needs, the District continually reviews staffing ratios to achieve cost savings and to maintain position control. The District met with CSEA Chapter 419, informed them of the eliminations, and negotiated impacts and effects of these eliminations. One (1) Skilled Maintenance Worker I, 12-month 8 hours/day position will be eliminated from the Maintenance Department. This is a vacant position; no current employees will be affected. One (1) Accounting Specialist, 12-month 8 hours/day position will be eliminated from the Fiscal Services Department. The incumbent resigned; no current employees will be affected. ADMINISTRATIVE RECOMMENDATION It is recommended the Board adopt the attached Resolution to eliminate two (2) classified positions pursuant to District Rules and Regulations and applicable provisions of the Education Code of the State of California.

RESOLUTION 14-15-07 ELIMINATION AND/OR REDUCTION OF CLASSIFIED POSITIONS On Motion of Member , seconded by Member , the following resolution is adopted:

WHEREAS, when a bona fide reduction or elimination of funds or services occurs within a school district, classified employees shall be subject to layoff for either lack of work or lack of funds, and

WHEREAS, the District has been deficit spending and unfortunately must take steps to close the gap between revenues and expenditures, and

WHEREAS, due to lack of funds and/or work, the Board finds it is in the best interests of this school district that as of October 7, 2014, certain services now being provided by the District be reduced or discontinued by the following extent: Accounting Specialist One (1) at 8.0 hours/day – eliminate

Skilled Maintenance Worker I One (1) at 8.0 hours/day – eliminate

ITEM NUMBER: HR-4 Human Resources Recommendations Action Item Authorization to Enter into Service Agreements with the San Diego

County Superintendent of Schools for Participation in the Administrative Service Credential – Clear Induction Program

The California Commission on Teacher Credentialing (CTC) authorizes the completion of an approved Tier II administrative clear credential program as the only option for completing the Professional Administrative Services Credential for new administrators. The San Diego County Office of Education offers a CTC-accredited Administrative Clear Credential Program that provides a job-embedded, site-based, individualized coaching program as an approved pathway for Tier II credentialing. (New administrators received a preliminary credential and must participate in a program to clear the preliminary credential within five years). Certification of completion of all CTC requirements is accomplished through a two-year program that includes twenty hours per year of one-on-one coaching with a skilled administrator, an individualized leadership growth plan, and professional learning, as well as a culminating portfolio representing two years of leadership development as an instructional leader based on the California Professional Standards for Educational Leaders. The District has employed two new administrators holding a preliminary administrative services credential. The District wishes to enter into an agreement with the San Diego County Superintendent of Schools to authorize participation of the identified administrators in the County’s program to obtain a clear administrative services credential. ADMINISTRATIVE RECOMMENDATION It is recommended the Board grant authorization to enter into the attached Service Agreements with the San Diego County Superintendent of Schools for participation in the Administrative Service Credential – Clear Induction Program as presented.
