President’s Report
Submitted by: Jim McCarthy
On behalf of the 33,116 youth members of the association, I would like to thank each and every
one of you who donate your time to promote, foster and perpetuate the game of soccer in the
state of Missouri. Without the support of coaches, parents, family members, referees, fans and
volunteers, these youth players would not be able to enjoy this great game.
Our summer state cup competition had to deal with Mother Nature again as lightning held up
play for a few hours on day 2. The rain was no issue as we were on turf. One age group had to
play two games on day 3, but we finished on time.
The Missouri Youth Soccer Association board of directors had approved a new competition for
the 11 under and 12 under age groups beginning last spring. This competition was scheduled to
be held in conjunction with the spring President’s Cup tournament. However, extremely heavy
rains in Springfield along with lower than expected entries caused a cancellation to this
competition. The numbers of teams in the President’s Cup competition were affected by the
weather as well.
Congratulations to Lou Fusz Soccer Club Carotenuto 16U Boys team who made it to the
championship game of the 2017 Presidents Cup National Championships.
I would like to congratulate the 13 under boys’ team from St. Louis Scott Gallagher who won the
US Youth Soccer National Championship. I would also like to congratulate the 15U St. Louis
Scott Gallagher team for making the semi-finals at the National Championships.
During our last fiscal year, we had positive business results. We ended the 2016/2017 fiscal year
with a positive change in net assets of $234,000. Please see our financial reports for more
information. We purchased an office condominium and had it built out to our specifications.
Our payback period versus continue renting an office is approximately 9 years.
I would like to thank the MYSA staff for all the work that they have done in the past year to
make this association what it is today and more importantly, what it will be tomorrow. We hired
a new accountant this past year, Jeff Janosky, who comes to us with a background in working
with non-profit organizations. Jeff works 1-2 days per week. Kathy continues to focus on the
registration process. She will be the captain as we roll out the new Affinity program in the
coming months. Moving to Affinity is saving the organization $20,000 per year.
Mitch Cissell has been hired to administer both Events and Communications. Kelly Jenkins is
our Member Services and ODP point person. Kirk Nelson is our Technical Director focusing on
upper-level coaching courses and ODP. Jeff Muhr has been hired to be the new Director of
Coaching.
And as always, our Executive Director Nik Bushell is leading the team as we move forward into
the future to serve our members to meet their needs.
As we all know, Denny Vaninger announced his retirement as the Director of Coaching this past
fall. Words cannot do justice to what Denny has meant to everyone involved in the organization
over the past 18 years. We wish him the best of times in his role now as Director of
Grandchildren and Fishing.
6
As we move forward, there are a couple things that we need to address as a board and
organization. One, I will be presenting to the board in the near future about how we can help
protect the youth of the organization through the roll-out of SafeSport training.
The mission of SafeSport “is to make athlete well-being the centerpiece of our nation's sports.
All athletes deserve to participate in sports are free from bullying, hazing, sexual misconduct or
any form of emotional or physical abuse”.
“Education and awareness are the most critical components to creating safe and respectful
sporting environments, free of abuse and harassment. The SafeSport team of subject matter
experts develops best practices, policies, and programs consistent with guidance from leading
organizations. SafeSport is building its repository of best practices and is eager to work with our
organization to champion respect and end abuse in sports”.
US Soccer is in the process of introducing its new coaching education model. Missouri Youth
Soccer will need to determine what our minimum requirements for coaches will be and how we
will introduce all coaches to the new training available to them. Nik, Jeff, and Kirk will work on
this and present to the board in the next couple of months. In the meantime, our Youth Coaching
Certificate will remain as the minimum coaching requirement.
I would like to thank all of the officers of the association, district and alternate district
commissioners for your time and efforts.
Sincerely,
Jim McCarthy

Vice President’s Report
Submitted by: Chris McDonough
Dear Missouri Youth Soccer Association Members:
2017 was another successful year for the Missouri Youth Soccer Association and our members.
Our members, management team, staff and board continue to advance the game we all love - at
all levels - for the benefit of the kids we all serve.
While 2017 was disappointing for U.S. soccer fans given the USMNT’s failure to qualify for the
World Cup, our USWNT team continues to impress. The USMNT disappointment should inspire
positive changes on a national level that will no doubt impact youth soccer at the state
organization and club levels in the months and years to come. We look forward to working with
U.S. Soccer’s new leadership team, U.S. Youth Soccer, and all of our members to keep the ball
moving forward (pun fully intended).
7
The kids playing soccer today are the future of the game in our country. While most will, of
course, not play for the men’s or women’s national team or professionally, today’s youth players
are tomorrow’s coaches, parents, administrators and fans. At its core, our job is to make sure we
provide the environment, programs, encouragement and support necessary to inspire the kids we
serve to become lifelong lovers of the game.
As we move into the new year, we welcome a new Director of Coaching, Jeff Muhr, to the
organization. We also say farewell to a Missouri soccer legend, Denny Vaninger, who retired
after many years of service to MYSA as our state DOC. Thank you, Denny, for all you’ve done
for MYSA and for inspiring so many young players over the years to become lifelong soccer
lovers.
Looking forward to a great 2018, I remain,
Very truly yours,
Chris McDonough

Olympic Development Program – 2016 ODP Report Submitted by Jeff Muhr, Director of Coaching & Player Development
It was an exciting year for the Olympic Development Program (ODP). We currently have 403
players registered to play with the ODP, an increase over last year. From the 403 players
participating, we have compiled 14 State ODP Teams representing the 2006-2001 Age Groups
(both genders).
Throughout the year the new USSF/ODP Training Curriculum & Methodology was
implemented. Along with the new curriculum, the coaching staff has focused on the following:
• New Midwest Region Positional Number System
• Roles & Responsibilities within the different 1/3’s of the field (defensive, middle, and
offensive)
• Ten Key Principles of Possession Soccer
Exposure to this kind of information will help our state players better represent Missouri within
the Region with a deeper and more comprehensive understanding of the game.
Behind Kirk Nelson’s direction and leadership, we have put together an impressive group of
coaches to guide and instruct the players within the Olympic Development Program. The make-
up of our staff includes:
• Midwest Regions ODP Staff (4)
• Collegiate Coaches (8)
• USSF Coaching Education Instructors (2)
• USSF/USC Licensed (All)
• Top Youth Coaches
In addition to the above qualified staff, we have added specialized GK coaches that are involved
in all aspects of the program-running training sessions, player evaluations and attending Sub-
Regional and Inter-Regional events.
Our State Team Players have represented, and will continue to represent, Missouri at Sub-
Regional and Inter-Regional events in Kansas City, Memphis, as well as other club tournaments
within our region. These events will give our kids exposure to Midwest Region ODP Staff, US
Soccer Staff, and college coaches. These opportunities can open doors for our soccer players as
they continue to grow, develop, and maximize their potential.
We look forward to continued growth in the Olympic Development Program!

exception to this is the Missouri State Cup. Each year Missouri Youth Soccer holds the Missouri State

Midwest Regional and US Youth National Leagues
Missouri Youth Soccer Association integrates as one of 14 separate State Associations that are part of
Region II of US Youth Soccer. US Youth Soccer is the pre-eminent Youth Soccer Association in the
country with over 3 million players participating at all levels of competition. From this competition, the
top teams form and compete at the local, state, regional and national level…this structure has formed the
backbone of both the US Men’s and US Women’s National Teams with Missouri players being part of
these rosters going back over 50 years.
Once play has advanced beyond the local level, the teams participate in the Midwest Regional League
(MRL) which is the competitive league for Region II of USYS, from here the teams advance to the US
Youth National league through promotion in the MRL or out of the National Championship Series.
Missouri continually sets records in terms of both overall participation and team placement with over 90
teams competing in the Midwest Regional League and teams from all ages competing in the Premier 1 and
Premier 2 divisions regularly. Additionally, Missouri annually places teams into the top league in the
United States…the US Youth National League.
As of the 2017/2018 season, Missouri has been granted an expanded MRL “must-play” weekend in both
the spring and fall seasons thus allowing our teams to play high level competition while staying in the
state. The Midwest Regional League is continually recognized as one of the top-level leagues in the
United States and is a pathway into the US Youth National League.
Director of Coaching/Recreational Report Submitted by Jeff Muhr, Director of Coaching & Player Development
I am excited to be part of a team that works together and collaborates in an effort to grow soccer in
Missouri. I look forward to getting to know the members of the Missouri Youth Soccer Association as I
work throughout the state to educate, share information, and support clubs, coaches and players. I also
look forward to continuing to work with programs such as the Discover Soccer Project, as we work to
reach out to all communities within our state.
As the United States Soccer Federation continues to roll out the new Coaching Education Curriculum, we
at the state level are working to align it with our Coaching Education Program. I will be attending the
Grassroots Instructor Course at the new National Development Center in Kansas City in February and
April. I look forward to sharing and passing on information from this course.

TOPSoccer Report
Currently, there are two (2) TOPSoccer program in the state of Missouri. SPENSA in St Louis, which is
administrated by Kevin Byrne and his staff of volunteers and also Amanda Blackburn with Paul Klover
soccer has a program in Sedalia. Thank you both for your dedication and hard work to make this happen!
So, what is TOPSoccer?
US Youth Soccer TOPSoccer (The Outreach Program for Soccer) is a community-based training and team
placement program for young athletes with disabilities, organized by youth soccer association volunteers.
The program is designed to bring the opportunity of learning and playing soccer to any boy or girl, who
has a mental or physical disability. Our goal is to enable the thousands of young athletes with disabilities
to become valued and successful members of the US Youth Soccer family. How do I participate? Contact
your local US Youth Soccer State Association office to find out more about getting involved with a local
US Youth Soccer TOPSoccer program. You can find State Association by clicking here. Or, simply
contact your respective US Youth Soccer TOPSoccer Committee member by using the e-mail addresses
listed below.
Why do we need a TOPSoccer Program?
TOPSoccer was formed to perpetuate the US Youth Soccer mission statement which is, in part, "to foster
the physical, mental and emotional growth and development of America's youth through the sport of
soccer at all levels of age and competition." There are thousands of children with disabilities who need,
and can be provided with, the opportunity to play soccer through the TOPSoccer program.
Discover Soccer Project
The Discover Soccer Project is a needs-based developmental soccer program that introduces the sport into
underserved areas. The Project was designed in cooperation with University of Missouri – St. Louis,
Jennings School District, and Missouri Youth Soccer Association where a host (school, district or other
entity) provides space and marketing to a group of youngsters age 4-14 years old. Players from the Men’s
and Women’s program of the partner University are given instruction and receive a Youth Training
Certificate from the Director of Coaching for MYSA and Missouri Youth Soccer and its partners provides
and donates needed equipment and training aids.
In the summer 2017 Missouri Youth Soccer applied for, and received, a $60,000 grant (2 years at $30K
each) from the US Soccer Federation for expansion of the Discover Soccer Project into additional markets
within the State. These markets will be identified in early 2018 by the Director of Coaching and Player
Development in addition to the Technical Director and other key parties with additional market
introduction tentatively scheduled for fall of 2018 and spring of 2019.

Risk Management Report
The risk management activities for Missouri Youth Soccer Association (MYSA) have taken on an
increased importance every seasonal year. Our first risk management activity is our online background
checks, which are processed through the Got Soccer system. Every 2 years, we reset the background
checks database and require all coaches, team managers, and referees to process a check within the system
this will be moving to an annual check during the software conversion in summer 2018.
Since the beginning of the current background checks period (July 2015), we have processed
approximately 7,350 background checks. A check performed after we cleared the system in July 2016 will
be good through the 2017/2018 seasonal year. Each submission is reviewed and measured against the
same set of standards and if needed are referred to the Risk Management Committee for further
determination.
The background check is a required element for every adult that comes in contact or has access to
information about our youth players. In addition to the on-going background checks, US Youth Soccer has
recently released an updated Code of Conduct for all its membership which was adopted within the State
of Missouri.
Thanks to all of those who volunteer their time and efforts to
continue to educate and inspire our youth athletes
on a daily basis…travel safely!
