this innovation is considered. Other planning policies examined in the eighth chapter include attempts to formulate health planning districts without considering geographic factors. This is of course a recurrent problem, and it is by no means solved. Even the most recent legislation geared to reforming health care delivery plan- ning makes only vague references to geo- graphic factors, thus the criticisms of Shannon and Dever are very valid.

Chapter Nine is simply a summary statement. It is an effort to make the reader aware of the fact that we have the most elaborate health care system in the world, but it appears to be responding to its own needs rather than those of the population. Furthermore, the interac- tance between available facilities and the re- cipient of health care is complicated by the behavior of physicians and patients. There is, therefore, a tremendous need to identify those salient aspects of illness behavior which, in turn, can serve to improve health care planning. The work which needs to be done is of course of little use, as the authors point out, without some strong national health care program. The entire chapter is, in fact structured around a quotation from Mother Goose "If wishes were horses-then beggars would ride." The refer- ence to what is now children's literature is ap- propriate, and one might further reference Dodgson's nineteenth century contribution:

The Walrus and the Carpenter Were walking close at hand:

They wept like anything to see Such quantities of sand:

"If this were only cleared away," They said, "it would be grand."
