fact, rather than providing a genuine guide or program for future action. But should not a specialist whose aim is to give his readers as complete an understanding as possible of Soviet developments also stress the great improvements in literacy, social insurance, and medical care attained since the Revolution? Is not the emancipation of Soviet women an impressive fact when one recalls the status of women in Tsarist times? Has Soviet rule not brought rather spectacular economic and technological gains to such areas as Central Asia? Should an American reader not be made fully aware that many Soviet citizens are convinced they are building a new and better society; indeed, are not the Soviet leaders themselves convinced of this, too, despite their manipulation of party dogma and intolerance of dissent, which Daniels justifi- ably condemns ?

To "think historically about the Soviet system," Daniels tells us, means to recog- nize the inevitability of change within it, including change which is neither planned nor intended (p. 96). Yet for all this, the author foresees little change in the near future when it comes to the basically Stalinist thought, practice, and organization which underlie the Soviet system today.
