To provide universal access to services through the use of appropriate strategies and

technologies for efficient and effective service delivery

The strategies are required to be categorized into the core building blocks of e-Government system such as G2C, G2B and G2G

G2C : Improve access to information by reducing digital divide and improving network speed

G2B : Enhance competitiveness through economic diversification

Priority focus areas were selected based on the level of e-Government and strategic value for each sector.

Initiatives were selected based on their crucial value to enforce national ICT foundation, enhance competitiveness of private sector, or increase social welfare for citizens, as well as infrastructure performance, mobile, fixed Internet, and training in ICT infrastructure. Two more initiatives were included to advance e-Governance and upgrade e-Government Strategy.

Candidate sectors included Environment, Employment, Agriculture, Science & Technology, Industry & Trading, Labour, Economic Development, Construction, Communication & Transportation, Foreign Affairs, Police, Health, Mining, Tourism, Defense, Infrastructure, general Administration, Private Sector, and e-Government.

The selected initiatives will accelerate and upgrade e-Government rating for Botswana. The UN’s index for e-government stresses the need for Government wide service, citizen participation,

and openness of Government data to the public.

Selection of priority Initiatives

Implementation of e-Government initiatives was done based on feasibility (technology and institution) and

strategic importance (urgency and impact) :

1) The e-Government initiatives should be executed bearing in mind direct and indirect interrelationships

among e-Government initiatives. Hence, e-Government strategy upgrade and advancement of

e-Governance should be given the first and highest priority.

2) Implementation of Network Optimization, Project Evaluation System and e-Document System should be

done prior to other eight e-Government initiatives for the following reasons:

• Network infrastructure should be ready for e-Government to guarantee service delivery within and

outside government.

• Project management needs to be supported by project evaluation system to manage project

implementation effectively and efficiently, and improve human resources capabilities.

• e-Document system streamlines government process, and enables government organizations

improve productivity with sharing official document online and provide civil services through

Internet.
