• The Official Plan identifies the need to update a number of secondary plans across the Municipality
ContextWhat is a Secondary Plan?
• A Secondary Plan provides more detailed plans and policies beyond the Municipality’s Official Plan for a specific area
• They include plans/policies that are adopted into the Official Plan and have status under the Planning Act

• The Bowmanville West Urban Centre Secondary Plan was approved in 1993 and subsequently updated in 2002
• The original Plan was prepared to capitalize on opportunities for shopping and commercial development
• The Plan always envisioned that at some point in the future, there would be potential for intensification and mixed-use development
• The current Plan needs to be updated to align with Provincial Policy and capitalize on the opportunity for a new GO station in Bowmanville West

• In December, 2018 Metrolinx released a new approach to building new GO stations:o Partner with private developer/municipalities to build the stations;o Providing developers opportunities to build commercial and residential development at
stations as an incentive; and,o Improve new stations through transit-oriented development at GO stations.
