A Heritage Permit application has been submitted by the agent Ella Fabrizo to undertake the following alterations: o Complete exterior restoration in accordance with submitted drawings (see attached Appendix B) The complete application was submitted on October 31, 2014 and is attached following this report as Appendix A. In accordance with the Ontario Heritage Act, Council must respond to the application by January 29, 2015. Comments The restoration of the residence at 44 Lampman was outlined in a Conservation Plan that was reviewed by the Brampton Heritage Board on January 21, 2014. The applicant has reviewed the Conservation Plan and the application reflects the same level of detail, with emphasis on restoration of masonry, repair/replacement of lintels where indicated and restoration of existing woodwork. The removal of the rear chimney and lean-to garage is also consistent with the Conservation Plan.

    Background

    The property at 44 Lampman Crescent (formerly 9512 Creditview Road) is located west of Creditview Road and south of Williams Parkway and is designated under Part IV of the Ontario Heritage Act. The property contains a one and a half storey bi-colour brick residence with a cross gable roof and a fieldstone foundation believed to be built circa 1850, as well as a later non-heritage garage towards the north side of the property.

    A Heritage Permit application has been submitted by the agent Ella Fabrizo to undertake the following alterations:

    o Complete exterior restoration in accordance with submitted drawings (see

    attached Appendix B)

    The complete application was submitted on October 31, 2014 and is attached following this report as Appendix A. In accordance with the Ontario Heritage Act, Council must respond to the application by January 29, 2015.

    Comments The restoration of the residence at 44 Lampman was outlined in a Conservation Plan that was reviewed by the Brampton Heritage Board on January 21, 2014. The applicant has reviewed the Conservation Plan and the application reflects the same level of detail, with emphasis on restoration of masonry, repair/replacement of lintels where indicated and restoration of existing woodwork.     Heritage staff has reviewed the proposed plan drawings and finds that heritage permit application is an appropriate interpretation of the Conservation Plan and has no concerns regarding the application. Staff notes that the applicant has reserved a space for a future detached garage on the drawings, and will work with the applicant in the future to discuss appropriate design and relevant heritage permit. For now, the focus is on the restoration of the residence.

    The application was circulated to City staff for comment. The proposed restoration complies with the current building and zoning by-laws. Concerns over the garage were raised and when the applicant is preparing to move forward with the garage, they will be required to submit drawings for Zoning and Building approval.

    Urban Design had no concern with the proposed restoration, but recommended that the applicant submit their drawings for the garage for review and feedback, when the applicant moves forward with garage design and building.

    Recommendation

    1. That Heritage Permit Application for 44 Lampman be endorsed by the Brampton Heritage Board and forwarded to the City Council for approval, subject to the following condition:

    a. That it be noted that plans for the garage have not yet been finalized and will need to be addressed through a second heritage permit application in the future.
