Section F – Motions and Amendments

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

Asterisks also identify alterations to the text of a motion or amendment made since it was first published;

A hash symbol identifies motions eligible for debate at Members’ Business;

A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support;

An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.

New and altered motions and amendments

*S4M-07926 Margaret Mitchell: Proposed Changes to Public Counter Opening Times—That the Parliament notes the changes to public counter opening times proposed by Police Scotland; recognises the concerns of local residents where there is a proposed reduction in public counter hours or the public counter service is to be removed completely; appreciates the importance that people place on being able to access their local police station and believes that public counter facilities are vital in maintaining a connection with local people and in serving the community; welcomes the comment from Assistant Chief Constable Wayne Mawson, encouraging feedback from the public, elected members and the voluntary sector but understands that the proposals were initially only subject to consultation with staff; believes that a wider public consultation is more appropriate as it considers that police counters are an important service that the public use and pay for and their views are entitled to be heard on this issue but is concerned that the proposals are not being made available in print format for those members of the public without access to the internet; considers that Police Scotland should consider what can be done to encourage local residents to make a greater use of counter services to interact with the police to report crime and provide local intelligence instead of looking to close service counters or reduce their hours; further notes that the public can report a crime using the 101 non-emergency number but understands that calls to this line cost a flat rate of 15p per call and that, in addition to this, there have been concerns raised about calls to the 101 line going unanswered, and encourages members of the public to participate in this consultation to express the importance and value of face-to-face interaction with their local police.

*S4M-07922 Sandra White: Glasgow Kelvin goes from Strength to Strength—That the Parliament welcomes the announcement of more than 1,000 new jobs to be created by the French company, Teleperformance, the bulk of which are to be based in the Glasgow Kelvin constituency; considers that this is a major vote of confidence in the Scottish economy; understands that Teleperformance‘s latest investment takes its workforce in Scotland to over 4,000; further understands that the jobs boost has been secured thanks to a £2.9 million regional selective assistance investment to enable the company‘s expansion, and believes that this investment is a clear indicator that, on achieving independence, Scotland will gain the job creating powers that will enable a more prosperous country to be built, allowing many more jobs to be created and secured in the years to come.

the quality of its teaching, research and international outlook, the University of Glasgow is now ranked as the 117th best university in the world; notes that the university is also joined by the universities of St Andrews, Edinburgh, Aberdeen and Dundee in the rankings, which, it understands, confirms Scotland as having more universities, per head of the population, in the top 200 list than any other country; considers that this was achieved as a result of a tuition fee free system that enables the most talented students to apply to universities, regardless of financial status, and wishes all staff and students at the University of Glasgow continued success.
