May kahihinatnan ba ang imbestigasyon sa jueteng?

SA KASALUKUYAN, nagsasa-gawa ng imbestigayon ang blue ribbon committee ng Mataas na

Kapulungan ang Kongreso hinggil sa pagkakasangkot ng ilang personalidad partikular ang mga opisyal ng pamaha-laan sa iligal na sugal na kung tawagin ay “jueteng.”

Ilan sa mga senador ang nagsasabing upang matigil na ang katiwalian sa iligal na sugal na ito ay dapat nang gawing ligal ang jueteng upang gobyerno na lang ang makinabang sa perang sa halip nag awing buwis ay naibubulsa lang ng ilang tiwaling opisyal ng pamahalaan.

Malaki naman ang inihayag na pag-tutol ng ilang mambabatas dahil ayon sa kanila, kung talagang seryoso ang Philippine National Police (PNP) na masugpo ang jueteng ay kayang-kaya naman nilang gawin sa pamamagitan ng paghuli sa mga personnel at higit sa lahat ay sa operator at financier nito.

Maging ang mga gobernador at mayor na may hawak sa isang lugar o probinsiya ay kaya rin umanong ipahinto ang jueteng sa kanilang nasasakupan kung talagang ayaw ng mga ito sa sugal. At kung talagang gugustuhin nito dala ng political will.

Ilang presidente na ba ang nagdaan na nagnais na masugpo ang jueteng? Bakit hanggang ngayon ay hindi pa rin

ito nasusugpo? Marami kasi sa mga nakikinabang sa jueteng ay ang mga mahihirap nating kababayan lalo na sa mga lalawigan na walang ibang mapag-kunan ng ikabubuhay. Ito ang katwiran ng maraming pulitiko.

Subalit kung pakaiisipin ay simple lang ang solusyon – bigyan ng hanap buhay na legal ang lahat ng kolektor ng jueteng upang makakain sila ng sapat sa araw-araw at hindi umasa sa kita sa iligal na sugal.

Marami sa mga pulitiko na mas gusto pa rin ang jueteng sapagkat ku-makapal ang laman ng kanilang bulsa at dumarami ang laman ng kanilang libreta de bangko. Ito ang tamang sabi-hing dahilan kung bakit madalas ang imbestigasyon ng pamahalaan laban sa jueteng ay nauuwi sa wala. Hindi ba’t ipagbabawal ang jueteng ngayon, pero bukas ulit bukas?

Sinasabi pa nga na may mga lugar na ang nagpapatakbo ng sugal na jueteng ay mismong ang mataas na opisyal

ng gobyerno sa isang lalawigan kaya’t patuloy itong namamayagpag.

Matatandaan din natin na napa-talsik sa posisyon si dating Pangulong Joseph “Erap” Estrada dahil sa jueteng nang ibulgar ni Chavit Singson ang pagkakasangkot ng dating presidente sa sugal na ito.

Nakulong ang dating pangulo, na-hatulan pero hindi naman nawala ang jueteng at mas lalong maraming pulitiko ang nakinabang.

Paano nga ba matutuldukan ng kasalukuyang administrasyon ang problemang ito sa jueteng? Ano nga ba ang mga dapat gawing hakbang upang tuluyan itong mahinto at matigil na rin ang pagkakasangkot ng pangalan ng ilang personalidad sa sugal na ito?

Alam nating lahat na seryoso si Pan-gulong Benigno “Noynoy” Aquino, III na sugpuin ang lahat ng klase ng katiwalain o korapsyon sa kanyang administra-syon kaya’t naniniwala tayo na gagawa ng mabisang solusyon ang Pangulo upang tuluyan nang matuldukan ang problemang ito na ilang dekada na ring paulit-ulit na pinag-uusapan.

AT least 148 political prisoners in 20 detention centers in the country staged a fast recently to protest their continued incarceration and to pressure President Aquino to release them.

Political detainees in the National Capital Region, Ifugao, Isabela, Tuguegarao City, Bohol, Danao City, Cebu City, Ba-colod City, Tacloban City, Leyte Provincial Jail, Compostela Valley, Bukidnon and Cagayan de Oro participated in the protest.

In Metro Manila, the 43 health workers in Camp Bagong Diwa and the high-profile detainees from Camp Crame led the protest fast.

“Until now we could not understand what crime we have committed to deserve this injustice. Is it a crime to impart health knowledge and skills to community health workers in order to help deprived communities?” the Morong 43 detainees said in a statement released to the media.

The 43 health workers were arrested on Feb. 6 in Morong, Rizal while conducting a health skills training. They were held in military captivity for almost three months before 37 of them were transferred to a police detention facility at Camp Bagong Diwa. They were slapped with charges of illegal possession of firearms and explosives.

“Eight months of detention has caused suffering to our families, relatives, friends and supporters. The communities that we serve are continuously being neglected and are suf-fering from the lack in basic health care,” they added.

“We ask President Benigno “Noynoy” Aquino III to release us and all political prisoners without conditions to concretize his banner pronouncement, during his State of the Nation Address (SONA), that his government would respect human rights,” the Morong 43 said.

In his first SONA, Aquino pledged to tread a straight path.

The political detainees in Camp Crame, including three consultants of the negotiating panel of the National Demo-cratic Front of the Philippines (NDFP), said the fasting also aims to remind the Filipino people of the dark days of martial law 38 years ago.

In a typewritten statement, political prisoners at the National Bilibid Prison in Muntinlupa City said they remain strong and committed despite their incarceration.

The four women political detainees at the Correctional Institution for Women also called for the immediate release of political prisoners, especially the sick and the elderly. They also called for the resumption of peace talks between the Gov-ernment of the Republic of the Philippines and the NDFP.

As early as 5:00 a.m., political prisoners at the Misamis Oriental Provincial Jail in Cagayan de Oro, refused to eat. Political prisoners in Bohol staged a hunger strike.

Aquino Urged to Act Quickly“It has been almost one hundred days since President

Noynoy Aquino assumed the presidency and yet we haven’t heard a single word from the President regarding the release of political prisoners who were illegally arrested and detained by the previous Arroyo regime,” said Fr. Dionito Cabillas, secretary general of Samahan ng Ex-Detainees Laban sa Detensyon at para sa Amnestiya (Selda).

There are at least 388 political prisoners in the country, 317 were arrested during the term of President Gloria Macapagal-Arroyo. Under the new administration, activists continue to be slapped with “trumped-up” criminal charges.

Pinakaokay ang sinabi ng alkalde ng Maynila na tanging ang mga pulis ang magbubuwis ng kanilang buhay upang iligtas ang mamamayan dahil binabayaran ang mga ito para magpakamatay para sa paglilingkod sa bayan.

Pero hindi lang si Mayor Lim ang tama sa pagsasabing dapat ay mayroong mas matataas pa ang tungkulin na dapat kasuhan at hindi lang ang mga pulis at media kung hindi maging ang House Minority Leader na si Edcel Lagman.

Ang dami nga namang opisyal na nasa lugar pero bakit ang 12 personalidad lang at 3 TV networks ang kinasuhan?

Kaya naman, makabubuting pag-aralan munang mabuti ng Malacañang Legal Team ang rekomendasyon ng IIRC bago magbigay ng anumang kautusan. Kailangang maisip ng mga opisyal ng pamahalaan na ang mga pulis ay sumunod rin lang sa utos ng nakakataas sa kanila sa tungkulin.

DEPARTMENT of Labor and Employ-ment (DOLE) Secretary Rosalinda Dimapilis-Baldoz yesterday reported that His Royal Highness King Abdullah bin Abdulazziz Al-Saud of the Kingdom of Saudi Arabia has announced a six-month amnesty to foreigners illegally staying in the Kingdom, paving the way for these “illegals” to go home to their home countries without any punishment.

Citing a report by Philippine Labor At-tache David Des Dicang who is based in Al Khobar, Baldoz said the pardon would cover all foreigners who arrived in Saudi Arabia on Haj, Umrah, visit visa, or any other type of visa which had expired, or those who have violated passport regulations.

“This is, indeed, very good news for Fili-pino “illegals” in Saudi Arabia,” Baldoz said

RP to import 1-m tons rice next yearWITH the Department of Agriculture (DA)

admitting the farm sector has failed to recover this year from the negative output for 2009 due to severe damages inflicted by tropical storms “Ondoy” and “Pepeng,” the Philippines may force to import about one million tons of rice for 2011.

National Food Authority (NFA) Administrator Angelito Banayo, at the sidelines of the DA budget hearing by the committee on appropriations of the House of Representatives yesterday, however, said the 2011 importation is well below this year’s imports of 2.45 million tons.

The DA said previous events last year and this year will just even out, hence growth could be flat in 2011.

Bad weather conditions brought down second quarter farm production by 2.18 percent and by 2.88 percent in the first quarter of the year.

“There's a long way for us to catch up, consid-ering that output last year was negative. There could be a chance for positive growth but most

likely it will be flat,” said Bureau of Agricultural Statistics (BAS) Director Romeo Recide.

Banayo also warned of a looming shortage of NFA rice for the poor should the Aquino admin-istration fail to release the remaining P6 billion budget of the agency.

“Let me tell you, we’re close to putting up the shutters on our retail operations. If the DBM (Department of Budget and Management) will not release our remaining budget this year, we will have to close Batanes, Aurora, Masbate, Catand-uanes, the entire CAR (Cordillera Administrative Region), Sulu, Tawi-Tawi, Basilan, Bohol, Cebu, all of Regions 8 and 9. Even Coron and Busuanga will be closed for selling rice,” he said.

Of the NFA’s total allocation of P8 billion for 2010, Banayo said only P2 billion had been released.

“Since July up to the present, not a single centavo has been released,” he said.

Cyber crimes in RP rising

THE National Bureau of Investi-gation (NBI) has taken steps to ad-dress the prevalence of cyber crimes in the country after IT firm Symantec revealed that the number of Filipinos being victimized by criminals in the web is increasing.

The cyber criminals are now resorting to blogs, facebook, twitter and other social networks to lure prospective victims into their trap.

Symantec said a study showed that more Filipinos are falling prey to cyber crimes and internet scams. It added that child pornography, human trafficking, and social net-working, among others, are now prevalent in the country.

The NBI Computer Crime Unit presented to the media the Philip-pine Cyber Crime Landscape and the Unit’s Effort in Fighting the Cyber Criminals campaign on Tuesday in cooperation with Symantec.

The NBI assured the public that the bureau will act promptly on the complaints against cyber crimes.

The newly created Computer Crime Unit has yet to receive a complaint involving cyber crime, but it was also tapped to extend help to other units on the technical aspects.

“Since the Computer Crime Unit is very new, it has yet to receive a formal complaint. There were com-plaints of cyber crimes that were filed months ago. These were scattered in different divisions of the bureau. If a cyber crime case involves human trafficking, then it was assigned to Anti-Human Trafficking Division; if social networking, then it is assigned to Anti-Fraud and Action Division,” Zamora said.

Saudi king gives 6-month amnesty grace to illegal aliens

THE city government of Makati yesterday formed an inter-agency committee that would investigate the source of oil leak at the 22-story West Tower condominium in Barangay Bangkal.

According to Joey Salgado, the city’s public information officer, the team will be composed of personnel from the departments of Environment, Energy and Health.

“Within the week, the team will start probe, assess and recommend what actions to be taken,” he said.

Salgado added that representatives of the baran-gay, West Tower residents and the First Philippine Industrial Corp. (FPIC), will also form part of the investigating team.

THE country’s hog producers and processors yes-terday projected a shortage of around 15,000 metric tons (MT) or equivalent to 15 million kilos of meat and chicken products this Christmas season.

Francisco Buencamino, executive director of the Philippine Association of Meat Processors Inc. (PAMPI), said the decision of the Department of Agriculture (DA) not to allow importation of pork and chicken would mean a clear shortage of 15,000 MT when pork demand shoots up because of the Christmas holidays.

As such, he said PAMPI would announce next week the price increase of meat and its by-products.

Buencamino urged the agriculture department to study the implication of disallowing the importation of the remaining balance of 17,000 MT meat and chicken to the minimum access volume (MAV), which is committed by the country to the World Trade Organization (WTO).

A total of 54,000 MT was the Philippines com-mitment to WTO for the MAV.

The PAMPI official said the DA’s decision to disallow importation of pork and chicken for the balance of the year is violation of the WTO Rules on restriction to trade, especially because of MAV.

“Nais ko na pong harapin ang patungkol sa sarili ko at kay Mariel. Ang buong katotohanan po mga mahal kong kababayan, ako po ay maligayang-maligayang ibabalita sa inyo na isang buwan na po kaming kasal ni Mariel Rodriguez.

Ang kasal na ‘yan ay nangyari sa India, sa Taj Mahal, August 19 po kami ikinasal. ‘Yan po ang katoto-tohanan. ‘Yan po ang katotohanan at pawang katotohanan,” sabi ni Robin.

Ikinuwento ni Robin na sobra si-yang na-inlove sa Taj Mahal at naging dream niya na ikasal doon.

“Noong ako po ay nagtungo sa Taj Mahal… unang-unang punta. ...ako po ay….kasi ‘yan ang monumento ng pag-ibig. Nagpunta ako d’yan solo lang. Nang nakarating ako doon (sabi ko) sana maibigay n’yo po sa akin ang babaeng mamahalin ko uli. Kaya po

noong nagkaroon ng magandang pangyayari sa Wowowee, hindi ko na pinakawalan ang oportunidad na magpakita ng aking pagmamahal kay Mariel at humantong na po sa punto na sinabi ko sa kanya ang pangarap ko na sana makasama kita sa Taj Mahal.”

Muntik pa nga raw hin-di matuloy ang pangarap niya.

“Kaya po noong pana-hon ng Ramadan, noong ako ay pumunta ako sa In-dia, mayroong pong isang pangyayari na aksidente na hindi ko natatanggap ang kanyang messages. Ang akala ko nakalimutan na niya ako. Totoo po ang istorya na ‘yan kahit na tanungin n’yo siya. Hanggang sa ako ay nalugmok. Eh, kasama po namin noon ang Star Stu-dio. Nakita nila na ako po ay malaki na ang kalungkutan.”

Sabi pa ni Robin, nagtanong ang isa sa kanyang mga kasama na “ Eh, pwede ba nating tawagan na lang si Mariel kasi hindi naman puwedeng kasama natin si Robin na ganyan ang hitsura n’yan. “

“Kaya po tinawagan namin si Mariel. Sabi ko, ‘Ako ba talaga nakal-imutan mo na hindi mo ako tinetext?’ Sabi niya, ‘Hindi tinetext kita, araw-araw kitang tinetext.’ Sabi ko, ‘Wala akong natatangap.’ Sabi ko pa, ‘isa lang, pupunta ka ba rito o hindi?’ Sabi niya, ‘Kailangan mo ba ako?’ Sabi ko sa kanya, ‘oo, kailangan kita.’ Sabi niya, ‘Sandali, kakausapin ko lang si Tito Boy (Abunda),” kuwento pa ni Robin.

“Pagtawag ko po ulit at nagkab-iglaan na. Nagkita po kami sa India. Yan po ang mga pangyayari.”

At ang issue naman sa pagpapak-asal nila sa Baguio ay si Mariel naman ang nagpaliwanag.

“Actually….to begin with, we did not come out with the information, with those photos, so we never lied,

we never denied. So, walang paikot-ikot, eh.

Hindi sa amin galing ‘yung…..” esplika ni Mariel.

So, ano ang totoong nangyari sa Baguio?

“Actually, Robin just wanted to introduce me to his relatives…the Carino side. And they wanted to show me a little of their culture. ‘Yun talaga ‘yon. May war dance na naganap. Meron po bang kasal na may war dance? Hindi

Our Lady of Fatima university (OLFu)- College of Hospitality and Institutional Management (CHIM) honored their restaurant affiliates in their first ever Gintong Pinya Awards last August 16, Monday at the San Lorenzo Hall, Valenzuela City.

The CHIM Gintong Pinya Awards was to show gratitude to their restaurant affiliates for provid-ing students of OLFu the necessary skills in Food Preparation, Food Service, and Personnel and Management Training.

In her opening speech, OLFu President Dr. Caro-line Marian Santos- Enriquez said that without the help of the College’s restaurant affiliations, students would lack proper training and experience beneficial in their chosen career.

CHIM Dean Ignacio Cordova, Jr. showed a video presentation of the College’s success through the years. What started as a College with simple gas stoves now has a fully- equipped, first- class kitchen, fine dining section, and a mock hotel.

The Gold Award went to Burgoo in rockwell; Silver Awards went to Max’s restaurant in SM Valenzuela and Gumbo SM-The Block; and the Bronze Award to Aristocrat’s in Malate, Manila and Italianni’s in Trinoma.

Awarded too for being the Pioneer Affiliate was Aristocrat’s in Malate, Manila. Ms. Sylvia reyes of Aristocrat’s, related how Aristocrat’s evolved from its humble beginnings to what is now one of the most favored family places in the country.

Ms. reyes acknowledged the importance of training new people to maintain and improve the standards of the restaurant.

She expressed her appreciation to OLFu for entrusting her establishment with their students who would be the future backbone of the service industry.

Among the guests were Department of Tourism Director Maria rica Bueno, Ms. Emma Concepcion Cruz and Mr. Daryl Misplacido from CF Sharp, William Vidal and Ernesto Mesina from the Mag-saysay Institute of Hospitality and Culinary Arts (MIHCA.)

Wearing Filipiniana ternos, CHIM students showcased their talents to the guests by introducing their course and giving them a tour of the building. The university’s very own Fatima Chorale performed selected Tagalog songs and CHIM students also performed popular Filipino folk dances.

It’s no wonder that the infamous list of seven things that are an abomination to the Lord includes anyone who “sows dis-cord among brethren” (Prov. 6:16-19).

How do we stay off that list? For starters, we need to watch what we say. Gossip and slander are out, and words that hurt instead of heal are not welcome. Boasting, lying, and all the rest of the ways we use words to hurt and divide need to be gone as well. In their place, words that extend love and the healing power of forgiveness, mercy, and truth should rule our words and relationships. After all, where would we be if Jesus hadn’t spoken words of forgiving love and grace to us?

So, put the “knife” away and use your words to help and heal.

THE Commission on Elec-tions (Comelec) has disqualified former Energy Secretary Angelo Reyes as the first nominee of One-United Transport Koalisyon (1-UTAK) partylist at the House of Representatives.

In a Commission en banc resolution, they ruled that Reyes does not truly represent 1-UTAK since the retired general failed to prove that he was an advocate of the transport group despite pre-senting a long list of evidentiary documents looking to prove that he promotes the advocacies of the partylist group.

“In sum, all the actions of re-spondent Reyes, which he claims as proofs of his advocacy to the transport sector were done not in his personal capacity but in his official capacity as secretary of departments concerned,” said the 13-page ruling penned by Comelec Commissioner Rene Sarmiento.

It added, “Reyes, therefore, was just doing his job and was not acting as an advocate of the marginalized and underrepre-sented sector, which 1-UTAK seeks to represent.”

Aside from Sarmiento, those who voted to drop Reyes are Comelec Chairman Jose Melo, Commissioners Lucenito Tagle, and Gregorio Larrazabal.

DEPARTMENT of Social Welfare and Development (DSWD) Secretary Corazon “Dinky” Soliman has assured the public, most especially the taxpayers, that tight screening measures will be instituted to ensure that the beneficiaries of the gov-ernment's “Pantawid Pamilyang Pilipino Program” (4Ps) are really members of the country's marginalized sector.

Soliman made this statement as some sectors continued to criticize the agency for receiving a 123 percent boost to its 2011 budget.

The DSWD’s 2010 budget was placed at around P15.4 billion. It was increased by more than 123 percent to P34.4 billion by the administration of President Aquino in the proposed 2011 General Appropriations Act (GAA).

Bulk of the increase (around P29.2 billion) will go to the 4Ps which will fund the P1,400 monthly stipend for some 2.3 million indigent families as identified by the DSWD under the government’s conditional cash transfer program.

Also included in the DSWD budget is the

P2.8-billion feeding program for schoolchil-dren, P4.2-billion rice subsidy program, and the P890-million allocation for the P500-monthly allowance of indigent senior citizens aged 80 and above under the Expanded Senior Citizens Act (ESCA) of 2010.

“We will double-check the credentials of all 4Ps beneficiaries to ensure that they are really poor and deserving of the grant. We also deploy from time to time, opera-tives, who will monitor on how they use the money,” Soliman stressed.

British laws against illegal employment, sham marriages, bogus study credentials and other im-migration crimes were arrested in a series of raids and are now detained in the United Kingdom.

The British Embassy in Manila yesterday reported that steps for their deportation are un-derway. Their identities were not disclosed yet.

The Filipinos were arrested on September 16 by the UK Border Agency (UKBA), the Philip-pine equivalent of the Bureau of Immigration, in Willesden, Northwest London along with three Chinese men and a Chinese woman.

Reacting to the news of the arrest, Ed Mackie,

UKBA Regional Manager in the Philippines, said they urged all Filipinos to comply with the condi-tions of their entry when visiting the UK.

“While the UK welcomes genuine visitors from the Philippines, we are also committed to tackling immigration abuse robustly, as evi-denced by these recent arrests and removals,” Mackie said.

In three addresses in Willesden, the UKBA, accompanied by Metropolitan Police officers and Brent Council staff, found the Filipinos among 50 people in accommodations constructed at the back of the property. Its landlord is now also being investigated.

SEN. Loren Legarda yesterday expressed concern over reports on the worsening conditions of air quality in Metro Manila, thus calling for the government’s renewed and strong commitment to address the roots of the problem.

According to the Department of Environment and Natural Resources (DENR), pollution in the metropolis had worsen during the first half of this year, with 163 micrograms (ug)/normal cubic meters (Ncm) of solid or liquid particles in the air. The normal standard is at 90

ug/Ncm.“Poor air quality does not just concern

the environment but the welfare of the Filipino people. Increased levels of these pollutants in the air can cause respira-tory ailments,” Legarda said during the Senate deliberations of the DENR’s proposed budget for 2011 amounting to P13.78 billion.

The DENR further noted that 80 percent of the pollution in the country is caused by vehicles, especially public utility vehicles like buses, jeepneys, and tricycles.

World leaders invite AquinoPRESIDENT Aquino has yet to finish his

official schedules in the United States but invitations are already pouring for him to visit other nations.

Foreign Affairs Secretary Alberto Romulo, in an interview Tuesday night in New York, said leaders of several countries including China want to cement their relations with the Philippines.

Romulo said a representative from China extended the invitation to Aquino.

“There are invitations to him everywhere. But like he said, in accordance with tradition he will visit the Association of Southeast Asian nations first, which is in Hanoi for the regional ASEAN summit,” he said.

Expected to be discussed in Aquino’s expect-ed meeting with US President Barack Obama, according to Romulo, is the Asean US agenda pertaining to the regions and the continuation of the ASEAN-US Summit.

It should also tackle, he said, the Eminent Persons Group by which each country to the US would name an eminent person to discuss further how the ASEAN-US will continue to proceed as an important grouping.
