GENERAL PLAN (53,090 ACRES AND 1,130 RESIDENCES) The West Lake Nacimiento Plan (53,090 acres) is based on the assumption that a wildfire not contained with the initial attack forces and minimal augmentation of resources, will be an immediate threat to lives and property in the West Lake Nacimiento area. Fire history indicates the potential for a large and damaging fire in this area. The West Lake Nacimiento area has five planning areas within the map. These include the following area plans: - “Rancho Del Lago Plan” (336 acres) - “Cal Shasta Plan” (417 acres) - “Tri County Plan” (36 acres) - “Oak Shores Plan” (699 acres) - “South Shore Village Plan” (47 acres) OBJECTIVES 1. Protect the lives of the public and firefighters. 2. Protect residences and structures using aggressive perimeter control tactics. 3. Plan for and develop a potential Structure Protection Group(s) to conduct reconnaissance, prepare structures for defense and assist as needed with the protection and evacuation of citizens if perimeter control cannot be achieved. GENERAL COMMAND CONSIDERATIONS The area is CAL FIRE SRA. The early designation and use of incident facilities such as Staging Areas and Safe Refuge Areas is critical due to the narrow and poorly maintained road structure. The Incident Commander may exercise the option to shelter residents in place or evacuate as the incident dictates. Safe Refuge Areas (designated on map) should not be used in lieu of evacuation. Ingress and egress routes pose critical complications for firefighters entering and civilians exiting on the same roadways. Communications in the area are challenged; most areas have no cellular coverage. Radio coverage may be poor in some areas. SPECIFIC COMMAND CONSIDERATIONS Demographics The Lake Nacimiento area has seen rapid middle class, single-family residential development. Many residences remain vacant except for holiday weeks and weekends in the summer months. Structures The area surrounding Lake Nacimiento is a mix of large, high value, single-family residences, intermixed with large commercial winery operations. The communities surrounding the Lake are single-family residential on lots from 4,000 sqft to 7 acres. Access Many homes are accessed by tight narrow driveways with little to no turn around area. Fuels The fuels are generally thick oak woodland with heavy stands of mixed brush. Almond, walnut, and grain production has given way to vineyard and gentleman horse ranching. Dead to live ratio meets or exceeds 50%. Live fuel moisture levels of less than 80% are considered critical. Live fuel moisture ranges from 120% in May- June to less than 60% in late September-October. EXPECT RAPID RATES OF SPREAD! Flame lengths can range from 12-50 feet during normal conditions. Normal Burn Indicies (BI’s) mid-July–October average over 100 with 20 year records over 300. Topography The topography in the Lake Nacimiento area is steep and broken with deep ravines and drainages. Elevations range from 1,000 feet to about 2,500 feet on the ridge tops. Many of the major drainages are in direct alignment with the prevailing NW wind. Weather Weather is generally hot and dry during the day, often with good humidity recovery at night helped by the coastal onshore flow. This usually allows for good progress during nighttime line construction. If you are unable to get a containment line around a fire during the first burning period or by 10:00 a.m. the following morning, your chances of holding the fire the second day diminish considerably due to strong afternoon onshore winds. Summer day temperatures are generally 95˚–105˚, RH 15–23%. Winds are generally out of the N/NW 5-10 mph, strengthening in the afternoon to 15-20 mph and diminishing after dark. Sometimes a light northeast, offshore wind will occur in the morning, diminishing before noon. Local winds are upslope/up canyon during the day and downslope/down canyon at night. Water resources Community hydrant systems exist in Heritage Ranch and River View Estates. EVACUATION CONSIDERATIONS/ROAD CLOSURES Should the Incident Commander decide to order an “evacuation” or “shelter in place” in a portion of the area, the following items should be considered: It needs to be ORDERED EARLY and communicated clearly! Identify and use routes of travel for all vehicles and coordinate with law enforcement and public works, and consider the establishment of a Law Enforcement Group. Assign a Public Information Officer to any evacuation shelter(s) as soon as possible. Consider animal evacuation needs. Many of the homes are built of non-fire resistive materials, have little or no vegetation clearance, and are built above chimneys and saddles, with inadequate roads and turnarounds. COOPERATING AGENCIES: CAL FIRE Monterey County, Monterey County Parks, County Sheriff, Red Cross, Utilities (as needed, PG & E, Gas Co.), County Roads, CHP, HEET ( Horse Emergency Evacuation Team), CalTrans, San Luis Ambulance, USFS RESOURCE REQUEST RECOMMENDATIONS Due to the limited road access and high volume of structures in difficult access areas, the IC should strongly consider Type III strike teams in place of Type I or II strike teams. Due to limited access and topographical features, the IC should consider utilizing closest available (Type II) bulldozers.
