I live with a self-professed geek. Not just a play-around-on-computers-in-his-spare-
time type, but a living, breathing computer software engineer. For a day job he
writes software for routers. Not just any routers, but large commercial routers for a
largely offshore client base, and in his spare time, he builds apps.
But this week hes a real builder. Yes, we are now the proud owners of a beautiful
50 square metre kwila deck. So how did he go from ally of a digital world to king of
carpentry? Why he designed it on the computer, of course.
How we design our built forms has undergone a massive shift since the industrial
revolution, and its not just my house thats reaping the digital benefits. Building
Information Modelling, or simply BIM, is a digital representation of the physical and
functional aspects of a building and its changing the way we design, construct
and even manage our buildings.
This issue Christchurch City Council Architect Crispin Schurr tells us where it all
began and how the digital prototype is shaping the new Christchurch page 24-
25. And we talk to one of the countrys biggest proponents of BIM technology
from leading architectural design firm Warren and Mahoney Jason Howden, about
the role of BIM in the design, construction and future operation of the Justice
Precinct pages 32-37. BIM has come a long way in little more than a decade,
but its the potential of this technology which has me really excited. Not only does
BIM enable the development of smart buildings which recognise when to turn
appliances off when not in use, or on when needed, but on a larger scale, it has
potential to change the way we manage water, street lighting and even waste
disposal on a city-wide scale. Imagine a virtual city model that can be updated in
real time to enable the community to see the impact of a proposed development
or demonstrate the energy performance of every building? How about office
applications that help you to find your meeting room, locate a hot desk and the
colleague you need to meet with, before you have even arrived? Or picture a digital
replica that allows tourists to explore the city before they arrive and highlight
places they visited remotely as they pass them.
The possibilities are endless, just like the future of Christchurch.

Autumn has arrived with cooler weather but the
rebuild activity is hotting up. Nick Hunts BNZ
Square Development onto Hereford Street is at its
full form with its curtain walling being clipped in every
day. This is due to be completed by October 2015 and
will be the first of many new builds in the retail precinct
that are off the drawing boards and now underway.
Work at The Terrace site continues with all primary and
secondary steel in place and all flooring decks for these
buildings were completed in March.
Tim Glassons ANZ centre on the former Triangle Centre
site has moved from excavation for its basement to now
pouring concrete and putting in its foundations. It is due
for completion in late 2016.
Philip Carters Crossing Development has started with
ground improvement works. We were all treated to a
sneak preview of the $120million development via
Campbell Live in March. This will be a great development
that will bring the first CBD multi-storey car park to the
city since the earthquakes. It will house a 630 bay car
park with more than half catering to casual parking.
Work begins to demolish the old council Lichfield Street
car park in April with completion due by October this
year.
The bus exchange is due to open in a month or so and
forms an important transport part of our new CBD.
The neighbouring Justice Precinct is well on its way with
the full height steel frames on the Western end in place.
This is a major anchor project that is due for completion
at the end of 2016.
The new office buildings along Durham Street and
Cambridge Terrace are rushing along. The new Deloitte
House on the corner of Cambridge Terrace and Armagh
Street has been completed and now houses Deloitte. It is
a real credit to Steve Collins who has built it and Jasmax
the architects.
The new building activity has shifted from the suburbs to
the CBD. There is a real sense of excitement in the CBD
as all the rebuilds progress. 2015 will be a very busy
rebuild year.
In March, Christchurch citizens had a major victory in the
Supreme Court. After a two year battle, Quake Outcasts
and Fowler Developments, who were supported by the
Human Rights Commission, have been vindicated by a
majority decision of the Supreme Court.
The Court held that the reduced offers for uninsured red
zone land were not lawfully made. It said that the
Canterbury Earthquake Recovery Minister and Canterbury
Earthquake Recovery Authority (CERA) should reconsider
their decision.
The Governments offer of only 50 percent of land value was
based on owners of vacant, uninsured and commercial land
being insured, even though it is impossible to insure vacant
land.
The Court held that while insurance was a relevant issue, it
should not have been the determining factor in calculating
the offers to the owners of earthquake damaged land.
The Court found that the Minister and CERA had not
properly considered the purpose of the Earthquake
Recovery Act 2011 to restore the social, economic, cultural,
and environmental well-being of greater Christchurch
communities.
It said the Government decision should have taken into
account the problems in the 2011 consultation process and
the difficult living conditions for those in the red zone.
The National Government now needs to make a fair offer of
100 percent of 2007 land value to the 160 owners of
uninsured residential land and uninsurable vacant land in
the red zone.
These land owners need to be able to move on with their
lives and a fair settlement would enable them to do that.
As the Human Rights Commissioner, David Rutherford has
said, The Government has an opportunity to put things
right now. Given that the Crown is spending nearly $1.5
billion on buying flat land properties in the residential red
zone, providing fair compensation for this group of 160
landowners is affordable.
The National Governments inflexibility on the vacant land
issue has caused undue hardship, stress and strain for
these landowners.
The Quake Outcasts group shouldnt have had to go all the
way to the Supreme Court to get a fair solution.
The Government can and should provide the helping hand
so that people can move on and rebuild their lives.

The CROSSING, the $140 million retail jewel in the
Christchurch central city, is attracting intense interest
from retailers weve been talking with, especially since
the Carter Group recently unveiled more detailed plans.
Its such an exciting project and a real privilege to be
handling the leasing on such a wonderful and ambitious
development. An integrated retail complex by Carter Group,
The CROSSING comprises 12,000 sqm of retail and
hospitality over 60 tenancies, and 3,000 sqm of commercial
space.
Were working with a number of international tenants seeking
space and other retailers from Re:START and the suburbs
who want to be part of the central city retail precinct. Theyre
delighted by the project and the unique blend of fashion,
homewares and lifestyle brands complemented by
restaurants, bar and cafes. As befits central city retail, The
CROSSING will be quite a different retail experience from the
likes of malls. Think boutique shopping with a point of
difference. Working with the vision that Re:START began to
provide a refreshing and new experience for shoppers.
An entirely new look for Christchurch, The CROSSING will
feature laneways and courtyards to link a variety of retail and
hospitality tenants. The iconic department store Ballantynes
is linked to THE CROSSING with an air bridge at first floor
level. A key feature of the development is an integrated 630
space car park building offering valet, short term and long
term parking solutions.
THE CROSSING will merge the historic 1935 building on the
corner of Cashel Mall and Colombo Street as part of the new
development. The direct pedestrian link to the world class
Bus Interchange will also provide excellent accessibility.
There will be two stages to the development. Construction of
the car park building along the Lichfield Street frontage
combined with Stage One of the retail development.
Targeted opening is March 2016. The second stage of the
development is October 2016, featuring further retail and
commercial space.
In the next few months, were hoping to be in a position to
announce major drawcard retailers. Its fantastic to be
working on the inner city and helping to realise the dream for
a vibrant inner city retail experience that will match whats on
offer elsewhere in the country.

Two extremely positive announcements within the
retail sector over the past few weeks have
reinvigorated enthusiasm around the Retail Precinct.
Good news for Antony Gough and his Terrace
development with family support enabling him to continue
his impressive river-front development. It is never easy to
be the first-mover in a large scale rebuild such as ours,
but Antony Gough is a leader to be applauded.
And good news from Philip Carter with the unveiling of his
plans to build a $140 million development called The
Crossing. This retail hub will include a range of shops,
offices, bars and cafs, as well as a large car parking
building.
It is due to open in October next year, by which time many
of the other developments around it will also be open too.
These developments in the Retail Precinct are a clear
indication of the confidence the local market has in this
rebuild, and an appreciation of the vision that has been
outlined by the CBD blueprint.
Before the earthquakes the central city was in a state of
decline. There were many buildings untenanted and parts
of the CBD were badly designed, creating unpleasant
wind tunnels and areas which lacked light.
I acknowledge that the investment of hundreds of millions
of dollars by people like Philip Carter, Nick Hunt, Antony
Gough and Tim Glasson is a choice and they probably
had opportunities elsewhere too.
They are what the rebuild is about local people building
back better. The Crowns role has been to provide the
framework of our new city. The business community is
filling in the gaps and that is acutely evident with so many
buildings now well under construction in the CBD.
Momentum is continuing and I look forward to the coming
months as these developments really take shape.
Environment Minister, Nick Smith, has invoked the
demands of our rebuild and recovery as one of the
reasons for not returning to a fully democratically
elected Canterbury Regional Council when the powers of the
temporary commissioners expire in 2016. He has said a
return to full democracy carried too much risk for
Canterbury.
Putting aside the absurdity of an elected Member of
Parliament arguing about the risks of democracy, there
simply is no case for why Canterbury should be treated
differently than the rest of the country.
There is no other area where the Government intervenes at
the local level like this. After delays and speculation, the
Minister has announced a mixed governance structure for
the Regional Council, with seven members elected and six
appointed by Government. Citing the needs of the rebuild
and recovery is disingenuous at best.
With CERAs extraordinary powers due to expire next year,
we need to be in the mode of transferring decision making
powers back where it belongs; and that is into the hands of
locals. The time has passed for people in another city to be
making decisions about our rebuild and recovery. This has to
include a return to regional governance, which like the rest of
the country is determined at ballot box by local people.
Not surprisingly the Minister has been spinning on the head
of a pin over this. He has labelled the continued Government
appointment of our representatives a mixed-model of
democracy. This is nonsense. The attempts to justify this
move have not stacked up. Smith has attempted to argue
that this is the DHB (District Health Board) model and
therefore there is nothing to see here.
Well the move along citizen attempts have not washed with
me. There is a fundamental difference in that DHBs are
spending taxpayer money. It is a dangerous precedent that
central Government is saying it has the power to appoint
people to spend our locally collected rates money.

As we continue to make the transition into full
recovery mode and continue to spend $100 million a
week on the rebuild it is clear that at some stage in
the future we will look back on this period of our lives and,
in my opinion, make the following observations.
We did not truly understand the scale or what we were
going into. Sure we all knew it was going to be $40-45
billion but what exactly did that look like and what were the
ramifications? It is very difficult to anticipate the permanent
economic impacts of tipping $45 billion into a population of
360,000. It has never happened before to my knowledge
anywhere in New Zealand and is a real unknown quantity.
The amount of money is enormous and the population
small. I suspect that it will change the economic
fundamentals of this city forever.
Again if we are looking forward and reflecting on issues
around the rebuild I suspect we will reflect on timing issues
and make the observation that we were hopelessly
optimistic when it came to the timing of the rebuild. We
needed to be optimistic because that provides hope, but
clearly very few of us would have thought immediately
post-earthquake that five years down the track we would
only be 25 percent into the rebuild of our citys
infrastructure, homes and commercial buildings. It is my
understanding that this post-disaster period officially
finishes in 2026 and that might be a good time for such
reflections.
On the other hand it is really interesting to see the pace
accelerating in the central city, particularly around the retail
precinct, and we know we can expect significant re-
population of that part of our central city by the third
quarter of 2016. That is really exciting and augers for the
revitalisation of the central city. We are living in very special
times here in Christchurch with unique opportunities for
anyone who wants to take advantage of them. It is up to all
of us to do just that. This rebuild is about every one of us.
