The Army’s COE

Today individual programs meet Warfighter requirements, however, there is a challenge when multiple PoRs are integrated into one unit; COE will resolve this

CP 2025 Military Problem / Problem Set

“How do we effectively execute

expeditionary mission command, in order

to enable expeditionary maneuver as

envisioned in the Army Operating

Concept?"

• Speed of setup and tear down

• Operational energy

• System complexity / clutter

• Mobility

• Integration

• Size

• Scalability

• Joint / coalition interconnectivity

• Distributed, uninterrupted mission

command

Distributed Mission Command

Common User Experience

Uninterrupted Mission Command

Single Network

Design Principles

• Simple - leveraging MC systems and a common user experience

• Intuitive - quick learning for the user

• Integrated - system of systems approach; enables CPs, training, & readiness

• Interoperable - integration of all echelons and Unified Action Partners

• Assured, reliable, durable - mobile, protected network, enable distributed uninterrupted

MC, in all environments

• Flexible, responsive - rapidly adapt and reconfigure to changing situations

• Scalable, tailorable- ability to adapt to a variety of missions and situations

• Secure- viability in contested cyberspace and electromagnetic conditions

• Affordable- available to the force with available resources

Training & Readiness

Mobile Protected Network

Key Ideas

Command Post 2025

Incremental Enhancements

• A physically and perceptually/cognitively

integrated CP system fielded by a single

integrating CP program manager

• An intelligent power management system

combined with centralized power for the CP

• Rapidly erectable shelters (soft or rigid walled)

with integrated lighting and cabling

• Small form factor systems (e.g., servers,

routers, etc.) integrated into CP vehicles

• CP vehicles with integrated operator stations

and systems (e.g., AMPV, Stryker) with

exportable OBVP

• Secure wireless networking within the CP

Command Post Way Ahead

• Phase I: Interim Bridging Strategy (FY16-20)

– Standardized Integrated Command Post System (SICPS) sustainment and

improvements

Replace obsolete systems

Appropriate technology insertions / engineering change proposals (ECP)

– Early Entry / Tactical Command Posts

Option 1: Select expeditionary units

• Global Response Force

• Pacific Pathways

• Senior leader guidance

Option 2: Corps/division tactical command posts

• Phase II: Acquisition Program (FY 19-TBD)

– Command Post 2025 CONOPS

– Command Post Integrated Infrastructure (CPI2) Capability Development Document

(CDD)

CPI2 CDD Program Summary

• CPI2 leverages improvements in technology to reduce the current CP footprint and improve

its agility. It is primarily a non-developmental effort that consists of the integration of

approved and fielded mission command information systems, GOTS and COTS

technology that supports the operational needs of the corps and division tactical command

posts, the Brigade Combat Team (BCT) main and tactical command post, and the BCT

battalion main command post. The centerpiece of CPI2 is the Command Post Support

Vehicle (CPSV). The CPSV is formation appropriate vehicle that hosts mission command

servers, tactical radios, local area network (LAN) routers, and a voice over internet protocol

(VOIP) intercom system.

• Through a single integrator the CPI2 will physically integrate into the command post

already developed programs of record (POR) support systems. These include:

‐ The Army central power solution and intelligent power management system

‐ Rapidly erectable shelters with integrated environmental controls, lighting and cable

management

‐ Secure wireless networking

‐ VOIP intercom system with radio cross banding

Key Ideas

• Enable Mission Command (CPSV):

‐ CPSV will host mission command servers, network systems, and tactical radios on

a formation appropriate vehicle for the Corps/Div TAC CPs, and the BCT brigade and

battalion CPs.

‐ On the move (OTM) capable via wireless connection to the accompanying WIN-T

network transport platform. This is defined as being able to receive updates to the

mission command servers.

‐ Capable of operations from a cold start (all info systems off) with two personnel in 10

minutes ready to begin system boot and external connectivity.

• CPSV Mobility

‐ Not negate the mobility parameters of the prime mover.

‐ Capable of transport by CH-47 at pressure altitudes up to 2000 ft at 70ºF (IBCT, SBCT,

Corps/Div TAC CP) (T), altitudes up to 4000 feet and 95º F.

‐ Air droppable by transport aircraft with mission equipment mounted when provided

appropriate preparation/protection (IBCT).

• Remoting:

‐ Capability to remote systems (servers, routers, and voice communications) into a

building for operations external from the CPSV. It will provide a tent interface panel

(TIP) to support network operations in the CP and at the quick halt.

Key Ideas (cont)

• CPSV Intercom: Integrate the Army solution voice over internet protocol (VOIP)

capable intercom capability for use both within the command post and the CPSV.

• Command Post Display System (CPDS) Video Controller: Provide a multi-output video

controller capable of accepting and displaying multiple video and computer application

inputs (LAN or other video feeds).

• CPDS Large Scale Display (LSD): Provide a high definition LSD (a projector or flat panel).

Have two variants to support collaboration among medium (10-12 personnel) and (25-40

personnel) audiences. Be interactive (i.e., smart board like with touch screen mouse and

keyboard operation) with appropriate Command Post Computing Environment (CP CE)

information systems.

• Central Power: Physically integrate into the command post the Army POR central power

and intelligence power management micro-grid solution .

• Shelters/Environmental Controls: Physically integrate into the command post the Army

POR soft side shelter (tent) and environmental control unit (ECU) solution .
